This relates to Planning Commission's meeting held on 23.09.2014 (for Union Territories)
and 30.09.2014 (for States) and this Department's letters of even no. dated 26.09.2014 and
13.1O.2014respectively wherein you were requested to complete digitisation of all beneficiaries
under the Targeted Public Distribution System (TPDS)as per Government of India's prescribed
standards along with seeding of Aadhaar numbers in a time bound manner. The prescribed e-
Governance standards and provision for Aadhaar numbers are already incorporated in NIC's
Common Application Software (CAS)provided to States/UTs.

2. I would like to inform that Government of India has decided that in select schemes including
the TPDS,the database will be digitised in standardised core formats developed by Department of
Electronics & Information Technology (DeitY). It has been also decided that Aadhaar numbers for
each individual shall be entered along with other data. While UIDAI and NPR have been asked to
complete Aadhaar enrolment for the entire population by June 2015, State Governments / UT
Administrations should complete the above mentioned exercise for the existing Aadhaar numbers
by December 2014. As and when the remaining Aadhaar numbers are generated, the same may be
included in the digitised ration card database. .

3. In view of the above, you are requested to take urgent steps to complete the digitisation of
beneficiary / ration card database as per eGov standards notified by the Government and published
at https://egovernance.gov.in,along with seeding of existing Aadhaar numbers well before
December 2014. The digitised data must also be placed on the State TPDS portal in public domain
and on TPDSdashboard. You may contact Dr.RanjnaNagpalin NIC Hqrs.{ranjna@nic.in) w.r.t. TPDS
computerisation and Ms. Kavita Bhatia (kbhatia@deity.gov.in) w.r.t eGov standards for requisite
assistance in the matter.

4. I urge you to look into the matter personally and ensure necessary action on the above
points. A progress report at end of the month may be sent to jspdJpd@nic.in and cpmuJpd@nic.in.
