OF SPLICE SLEEVE

SECTION 18 - SUPPLY AND QUALITY CONTROL OF SPLICE SLEEVE

(a) The Contractor shall check the splice sleeve and the continuity reinforcement before
acceptance. Thereafter, the contractor shall be responsible for any damages and will
have to carry out all necessary rectifications at his own costs and time.

The Contractor shall ensure that no defective splice sleeve and splice / continuity
reinforcement shall be delivered. The decision by the SO to reject defective splice
sleeve shall be final. The Contractor shall replace the rejected splice sleeve at his own
costs and expenses. The rejection criteria shall be based on the requirements as
stipulated made based on engineering basis as well as visual appearances.

The Contractor shall ensure that the splice / continuity reinforcement is able to withstand
any distortion in shape during lifting, transportation and storage. They shall be handled
in such a manner so as to avoid excessive stress or damage.

The Contractor shall allow for developing handling techniques to ensure that all splice
sleeves and splice/continuity reinforcement are successfully fabricated and delivered
without causing structural damage or permanent distortion.

In the event of any imperfection in the installation of the splice sleeve or its splice
reinforcement, the Contractor shall submit the method statements and remedial action
to the SO for approval. All costs of rectification and remedial work shall be borne by the
Contractor.

(b) The splice sleeve shall be used as mechanical connection for reinforcement bars as
indicated in the drawings for all precast elements such as columns, wall, beam, etc.
The reinforcement shall be used as splice reinforcement or continuity reinforcement as
shown in the drawings. All materials used in the production of Splice sleeve shall be
good, free from flaws, excessive rust and splits. All materials shall be tested and adhere
to relevant standards as specified below:

The Contractor shall maintain proper and adequate documentation on the conduct of
the testing. The documentation shall be submitted to SO timely.

System tensile test for each type of bar size used shall be carried out every 3 months.
For each size, 3 grouted splice reinforcements shall be sampled for testing. The
Contractor shall bear all the costs related to the splice reinforcement and preparation of
the grouted specimens required for the test. For the avoidance of doubt, all other costs
and expenses for such tests shall be borne by the Contractor.

Materials testing shall be carried out at the Site, or at SAC-SINGLAS accredited


laboratories, or at other laboratories as approved or at the place of manufacture or
fabrication, all as specified, as and when directed by the SO. The Contractor shall
ensure timely delivery of materials having regard to the programme of work submitted
and the schedule of testing of materials to be carried out.

Any material test that fails shall be considered not to have fulfilled the requirements. In
that event, the SO may, without prejudice to his other rights under the Contract, order
such further test as he deems necessary, all at the cost and expense of the Contractor.
The Contractor shall bear the cost and expense for all failed tests.

The SO shall have the discretion to inspect the manufacturing plant at all times. If the
inspection is not conducted at the plant, this shall not relieve the Contractor from his
responsibility in manufacturing an acceptable product, and the SO shall at his liberty
reject any splice sleeve and splice/continuity reinforcement on the Site not complying
with the design requirements even though no plant inspection has been conducted.
The above provisions shall have application to testing of materials only. Nothing therein
shall in any way affect, vary or relieve the Contractor's obligation to carry out and bear
all costs and expenses of other tests which are not material tests required under the
Contract, including but not limited to the following:

(i) Original or certified true copies of test report from Centre of Radiation Protection,
Health Services Authority, for compliance with Radiation Protection Act;

(ii) Copy of letter of undertaking from the source mill or manufacturer that the steel bars
do not emit harmful radiation, as specified in the Radiation Protection Act;

(iii) Copy of mill certificates from the source mill; and

(iv) Drawings of patented rib patterns for all sizes of the steel reinforcement bars.

(c) Only competent workers who are properly trained to handle splice sleeve and splice /
continuity reinforcement shall be used to carry out the works. If welding works are
involved, only qualified welders shall be used to carry out the works for welded
connections. The Contractor shall submit the names of the workers for approval by the
SO.

(d) The Contractor shall submit the necessary details, manufacture specifications,
production drawings, test reports and other relevant documents to SO for approval prior
to the production of the Splice sleeve and Splice / Continuity Reinforcement. The
Contractor shall ensure the compliance with all the technical and quality control
requirements.
