NABARD does not accept any financial liability to anyone using this report for any purpose. Foreword Agriculture is the prime pulse of India's economy. Capital investments in agriculture and allied sectors play an essential role in contributing to growth in production and income, mitigation of poverty, sustainability ofresources and enhanced food security. Increasing capital formation in agriculture is also being given utmost importance by the Govt. of India. NABARD has also been continuously working towards increasing capital formation in agriculture and allied activities through its various programmes and initiatives like providing refinance support, loans to Government for creating infrastructure, monitoring ground level credit flowete. In this direction, State Level Unit Cost Committee (SLUCC) meeting is convened by NABARD every ‘year for fixing/revision of unit costsin respect ofall the major investment credit activities under Farm Sector to facilitate adequate credit flow to beneficiaries. The activity-wise unit costs for the year 2020-21 have been prepared with necessary inputs and feedback received from Government Departments, Bankers, Research Institutions, District Development Managers and technical experts of NABARD. The unit costs for 2020-21 have been finalized after deliberations with all the stakeholders in the State Level Unit Cost Committee meeting convened by NABARD. The unit costs for various investment activities, thus approved, are given in this booklet and are indicative in nature, Banks may suitably modify the costs based on the local conditions and technical feasibility, economic viability and bankability of the projects. T acknowledge the support and cooperation extended by different line departments of the Government, bankers, technical officers of NABARD and all others who have contributed in bringing out this Hand Book. Iam sure that this booklet will serve as a ready reckoner to the financing banks, various Government Departments ete. in identifying new areas of investment and formation of Area Development Schemes leading to increased ground level credit flow to agriculture and allied activities in the State. The unit costs are prepared by taking a holistic approach i.e. a borrower is considered to have taken up the activity for the first time. So the cost of all the components (except land) have been added to arrive the unit cost of each specificactivity. Borrowers, who have been undertaking an activity for a long time, may already be having certain components in place and therefore, such components may be excluded while arriving at the eligible bank finance for such activities. To enable this, detailed cost economies is given in the Annexure of this booklet for major activities. Unit costs are fixed based on the standard practices which are prevalent in the State. Such projects have to be financed keeping in view the technical feasibility and economic viability. Whena projectis proposed for financing an activity which is new to the State, opinion of theline department concerned may be obtained before financing the same. While financing specific units under any investment activity, the subsidy provided by the Union/State Govt. may be taken into consideration by banks for arriving at bank loan as the unit cost provided in the booklet is inclusive of any such subsidy amount. But for calculation of subsidy, indicative unit cost provided in the guidelines of specificscheme may be followed. 1. Animal Husbandry A.
