    RULES AND PROCEDURES FOR THE AMENDMENT PLEBISCITE

    The following procedures shall be undertaken for the plebiscite:

    1. The Head of the Grievance and Arbitration shall be the Chairman of the Board of
    Canvassers and spearhead the whole process.
    2. The Chairman shall choose the members of the Board.
    3. The Board of Canvassers shall administer the plebiscite.
    4. A voter must present their ID and affix their signature upon entering the
    premises.
    5. Upon affixing of the signature, the voter shall be given an instruction and
    undergo the automation voting process.
    6. After which, the voter must leave the plebiscite premises.
    7. No unauthorized BSA student shall be within the plebiscite premises.
    8. As soon as all voters desiring to vote have voted, or the time set has arrived, the
    Board shall declare the voting closed.
    9. The Board of Canvassers shall certify and proclaim the result of the plebiscite.
    10.The Board of Canvassers shall not postpone or delay the count and the
    proclamation.
