Re: Comments for Consent Applications B2108 and B3108

Application B2108

The County Planning Department feels the application is consistent

with Provincial Policy and would generally confolm to the County
Official Plan. The County Planning Department has no concerns,
provided that the following matters are addressed as conditions of
app~oval:

1. That servicing and safe access can be provided to the

satisfaction of the local municipality; and
2. Zoning relief is obtained to the satisfaction of the
Township

Council did not support the creation of three lots. Council would
support the creation of two lots because of the location on
Highway #6, on a curve as they have safety conceins with the
number of entrances required. The applicant must comply with the
Township of Wellington North Entrance Policy.

extra work and costs in the future. Councillor Yake distributed a guide to
Council for their review.

recently regarding the future use of the old Mount Forest arena. He felt
the meeting was not productive as no progress has been made towards a
decision and recommended hu-ing a consultant to create a few plans to
present to the public along with costs to aid in the decision.

re: National Wall of Names to Soldiers and Peacekeepers

Mayor Broornhead and Council of the Township of Wellington North, have

urged support to the idea of the Wall being placed in our "Most Patriotic Village"
of Arthur.

So our group is taking up the challenge. Attached are copies of the letter to the
Prime Minister (with copy to our MP Gary Schellenberger) and the petition to
support the bill.

We have urged the Arthur Legion and schools: Arthur Public, St Johns Catholic,
Kenilworth Public and Wellington Heights, to send letters and sign the petition.

Sincerely,

Mr Stephen Harper,
Prime Minister of Canada

Mr Harper,

The purpose of my letter is twofold :

1) to endorse the idea of a national Memorial Wall of Names for soldiers and
peacekeepers.

Our Canadian war cemeteries in Europe are beautiful, solemn and popular places
-thatfew Canadians will see. We do need a national shrine to our fallen, all
115,000 of them.

2) to make a case for locating the above Memorial in Canada's Most Patriotic
Village in Arthur, Ontario

If the Memorial Wall becomes a reality, Arthur, Ontario would be an excellent

location. The village was recognized as "Canada's Most Patriotic Village" by the
Toronto Star in its November 2, 1942 edition for two reasons. 116 of 836 citizens
were in uniform which lead the nation on a per capita basis. Also, Arthur had lead
the country in selling out its quota in the first War Bond Drive.
Today, Arthur is a beautiful village in central Canada at the junction of two
highways. The mayor and council of the amalgamated community of the Township
of Wellington North are solidly behind this project and would facilitate findiig a
suitable site.

The Arthur and Area Historical Society believes that there should be a National
Wall of Names to our soldiers and peacekeepers, and that the Wall should be in

with the development on the property described as Mount Forest, Egremont,
Concession 3, Part Lot 7 1, RP 60R2 149, Part 2 Part, in the Township of

The sewer work will now have to wait until the Spring of 2008, due to
the slow response from the Saugeen Valley Conservation Authority. They '
now want some more Grade Shots from our Engineering Firm, B.M. Ross
and Associates for more assessment, which has resulted in a further delay.
We thank you for your cooperation in this matter.

RESOLU'I'ION OF THE COUNCIL OF THE CORPORA'I'ION OF THE CITY OF WATERLOO
December 17,2007

RE: lnfrastructure Funding

"WHEREAS towns and cities are where the people of Canada work and live and their long term sustainability is at risk without an
adequate infrastructure;

AND WHEREAS provincial and national economic prosperity is inextricably linked to the well being and prosperity of towns and
cities;

AND WHEREAS public ownership of infrastructure has shifted over the past 50 years away from the federal and provincial
governments to become an increasing responsibility for municipal governments such as the City of Waterloo;

AND WHEREAS the City of Waterloo requires revenues that grow with the economy in order to contribute to the sustainability of
its infrastructure;

AND WHEREAS the Council of the City of Waterloo has introduced a number of initiatives such as ten-year capital planning,
continuous improvement, public private partnerships and a proposed capital investment contribution as the City's efforts to
address the infrastructure deficit;

AND WHEREAS the City of Waterloo has determined that its municipal infrastructure deficit is approximately $160 million over
the next ten years;

AND WHEREAS the City of Waterloo's infrastructure deficit would require a one time municipal tax increase of 40% to be fully
funded;

AND WHEREAS property taxes, for the most part, is a very regressive tax not based on economic growth, income or ability to
Pay;

AND WHEREAS there is just a single taxpayer paying taxes to the different levels of government;

AND WHEREAS, on average, municipalities collect eight cents of every dollar of total government collected taxes for the
services they provide;

AND WHEREAS there are federal and provincial surpluses projected over the next number of years;

THEREFORE BE IT RESOLVED THAT:

1) the Council of The Corporation of the City of Waterloo calls upon the Provincial and Federal governments to re-

and sustainable infrastructure funding programs to assist the City of Waterloo and all upper, lower and single tier
municipalities in addressing their infrastructure roles and responsibilities;

2) copies of this resolution be forwarded to the Prime Minister of Canada, the Premier of Ontario, Federal and Provincial
