LESSON 1.5 TYPES OF POLICE PLAN (Week 2)

ASSIGNMENT:
Read articles about the OPLAN TOKHANG and OPLAN DOUBLE BARREL of the PNP. Identify
their respective weaknesses and strengths. In your own opinion, is it effective in combatting
drugs in the country? Yes or no? Justify your answer in not less than 200 words.

Oplan Tokhang a project of the PNP. Oplan Tokhang, is a national law enforcement project
that was launched over the country. A Visayan word ‘TOKHANG” means to approach and talk.
This was launched as part of the campaign to warn drug traffickers and users to stop using
drugs. In 2018, the Filipino government re-launched its violent crackdown on drugs. The
strength of this project is many people have experienced the “Oplan Tokhang” first-hand have
agreed that rehabilitation, welfare and income-generation programs remain the only feasible
solution to eradicate drug use in the Philippines. The government can promote economic equity
with these programs by alleviating Filipinos for extreme poverty. The poor would be able to
afford food instead of relying on drugs for mental and physical sustenance, driving drug prices
down. This would then prompt drug suppliers to stop their drug-related activities due to
diminishing revenue, an outcome far more desirable for the government and people of the
Philippines. The weakness of this project is that the LGUs, however, were unprepared to handle
the influx of ‘voluntary surrenderees’. They did not have established programs and not all can be
placed in residential facilities.

to target drug syndicates, drug lords and their cohorts [including police scalawags and
celebrities] and street-level pushers and drug users. The weakness of this project is that the
LGUs, however, were unprepared to handle the influx of ‘voluntary surrenderees’. They did not
have established programs and not all can be placed in residential facilities.

Yes, because it decreases crime related to illegal drugs such as robbery, rape, theft, etc. It
minimize drug pusher and drug user in buying and selling of illegal drugs. It also helps the
voluntary surrenderees to have second chance to change their lives by entering rehabilitation
center.
