main memory card and of the hardcopies of

province.

Composed of TWO (2) MEMBERS.

No employees of the local government


units are allowed to serve as members of the
RCG.

the envelopes containing the MEMORY CARD of
PCOS labeled “TRANSMITTED” or “NOT
TRANSMITTED; and
envelopes containing the ERs/COCs intended
for the C/MBOCs.
2.) CBOC/MBOC the following:
envelopes containing the CD of the CCS labeled
“TRANSMITTED” or “NOT TRANSMITTED;
envelopes for the COC intended for the PBOC. ART. II, SEC. 23

B. LOG

Date and time of receipt of each envelope;


Condition and serial number of each envelope and its
corresponding paper seal;
Precinct number; and
City/ municipality/district of the ERs/COCs recieved.

C. MARK the following:

1.) In the POP the corresponding precincts which


envelope containing the main memory card labelled
“NOT TRANSMITTED”;

ART. II, SEC. 23 2.) In the list of cities/municipalities the


corresponding city/municipality which envelope
containing the CD of the CCS labelled “NOT
TRANSMITTED”

D. LOG the following:

1.) DATE and TIME of receipt of each envelope.

2.) CONDITION and the SERIAL NUMBER of


corresponding paper seal of the envelope.

3.) PRECINCT NUMBER of the envelope containing


the memory card.

4.) The CITY/MUNICIPALITY of the envelope


containing the CD.

E. Immediately SUBMIT to the Board after recording the


necessary data the envelope containing the main

memory card/CD labelled “NOT TRANSMITTED”;

F. Log the DATE and TIME OF RECEIPT, the CONDITION
and SERIAL NUMBERS of each envelope and its
corresponding PAPER SEAL, the PRECINCT NUMBER,
and the CITY/MUNICIPALITY/DISTRICT of the ERs/COCs;

G. PLACE the envelopes containing the ERs/COCs inside the


ballot box, CLOSE and LOCK the same with padlocks; and

H. FORWARD to the Board, the ballot boxes containing the


ERs/COCs and one copy of the list of precincts/ list of cities/
municipalities/ districts as marked.

verified petition before the:

 BOARD. Its decision may be APPEALED


to the Commission w/in THREE (3) DAYS
from issuance thereof.

 COMELEC. The verified petition shall be


filed immediately when the board BEGINS TO
ACT ILLEGALLY or at the time of the
appointment of the member of the board
WHOSE CAPACITY TO SIT AS SUCH IS
OBJECTED TO.

There shall be NO PRE-
PROCLAMATION cases on the
following:

1. GENERATION/PRINTING of ERs
or COCs.
2. TRANSMISSION of ERs or COCs.
3. RECEIPT and CUSTODY of ERs
or COCs.
5. APPRECIATION of ERs or COCs.

Within FIVE (5) DAYS from termination
of the Canvass, the MEMBER-
SECRETARY of the BOC shall perform
the following:

1. SUBMIT TO LAW DEPARTMENT


BY REGISTERED MAIL a certified copy
of the Minutes of Canvass.

2. NOTIFY BY TELEGRAM THE LAW


DEPARTMENT the date and manner of
transmittal of the Minutes of Canvass.
