We have the pleasure of addressing you, regarding the information that was made
public by the media, in which Juan Carlos Sierra Ramirez, aka "Tuso Sierra", former
paramilitary chief, in a communication addressed to the Supreme Court of Justice in
Colombia, states that “While being held in the Federal prison of Washington Correctional
Treament Facility, I received the official visit of Mr. IVAN CEPEDA (...) who asked me to
make a statement against Senator ALVARO URIBE VELEZ, because of his alleged links
with illegal groups. In exchange for my statement, they committed themselves to manage
and obtain political asylum for my family in Switzerland". (Emphasis added) (unofficial
translation) (See Annex 1)
In light of these disclosures, and taking into consideration that 18 US Code (b)
determines that it will be a federal crime to corruptly persuade a person to give false
testimony within an official proceeding, we strongly urge the investigation of Mr. Sierra
Ramirez's statements that, if proven true would imply that Colombian Senator Ivan Cepeda
with knowledge of his actions deployed allegedly criminal conduct in the territory of the
United States of America with the sole purpose of fabricating false accusations against former
President Alvaro Uribe. These serious accusations have also been pointed out by the
Republican Congressman Mario Diaz-Balart in a communication addressed to the General
Attorney of the United States, William Barr, urging him to investigate these facts (See Annex
2)
