EM 101:Educational Planning and Policy Making

I.REFLECTION AND LEARNING INSIGHTS

The topic was about the concepts, theories and practices in Educational planning and
policy making.After the Second World War, the United States together with other developed
countries started a foreign aid program. The initiative, which began as a program for
reconstruction, became economic and technical assistance in such areas as health, education
and agriculture. Then it expanded to include public administration and management.The
paradigm shift in educational management is from centralized to decentralized following R.A
9165.The teacher centered approach was changed to learner centered approach.“The State
shall encourage local initiatives for improving the quality of basic education. The State shall
ensure that the values, needs and aspirations of a school community are reflected in the
program of education for the children, out-of-school youth and adult learners. Schools and
learning centers shall be empowered to make decisions on what is best for the learners they
serve.” RA 9155, Section 2, Paragraph 4.The members of the SPT were the following:
PSDS,School Head,Teachers, Learners, Parent, Alumni, NGO,BLGU,GO and the Mayor as
the financial adviser. The SIP Planning cycle starts from collecting, organizing and analyzing
school data,next is identifying core values and formulating the vision,mission statements then
determining the school goals and objectives, afterwhich is formulating the work and financial
plan and annual implementation plan, developing the schools monitoring and evaluation plan
and structure ,next is organizing for the implementation and writing the school improvement
plan.The SIP is then reviewed every year-end to facilitate the needs and monitor its
implementation. A purposive course of action followed by an actor or a set of actors in
dealing with a problem or concern Policy is also being defined as a set of interrelated
decisions taken by an actor or group of actors concerning the selection of goals and the means
of achieving them within a specified situation where these decisions should, in principle, be
within the power of these actors to achieve
As the topic is concerned a lot of learnings were gained by me as a student in this
course And From the first topic.The development of the educational planning starting from
the WWII until the present day, how it evolve as part of the educational reform of the
government.It helped me a lot in understanding how the shifting of pedagogy from teacher
centered to student centered that enable the teachers to guide the pupils in learning in their
own pace and understanding.This topic also includes an understanding on the concept of
school improvement plan that makes the school empowered to make decisions on what is best
for the learners they serve.The members of the SPT were also being introduced to better
understand the wholeness and composition of the SPT in crafting the SIP.As we plan for the
school development we should understand the functions of the SPT in coming up with the
SIP werein the planning cycle everybody is engaged to participate and attend to in their parts
as stakeholders of the schools.Another learnings that I have were the policy making
systems ,in the definition of policy itself, it is understandable that decisions of a person in a
system or in a school should follow the set policy that governed the leading role of the
governing body.The process of adapting a policy or creating them also being learned in this
topic, from policy formulation to problem definition and agenda setting.The policy system is
interrelated with the two other policies that surrounds it, policy environment , policy
stakeholders and public polices.These 3 policies must be interrelated in order to come up with
a good decision making and proper implementation.Grassroots group were the main group in
creating the policy making within the school were all the members were accounted for in
order to function well the said group.

II. PERSONAL OPINIONS AND OBSERVATIONS IN CURRENT EDUCATIONAL


PRACTICES
The School Based Management helps the school in coming up with the
comprehensive plan for the school improvement however in my 5 years of teaching and
crafting with this SBM for the validation it is very evident that this what we called
“paperwork” were merely done for the compliance purpose only and about 20% for the
implementation .This system is very evident in some schools as they consider it as additional
burden of work for teachers, imagine coming up with the mov’s needed for each principles
and concepts.In another way, some of the schools were at the level one of the SBM Practice
and the school is contented within that level only.Some big schools struggle to reach level 2
or 3 but this is realistic in some big schools. Even though we tried our best in coming up with
the mov’s needed, some of it were not realized in small schools were stakeholder’s
participation rate is only on satisfactory level.In preparing the needed mov’s, time is limited
to as we were trying to double our efforts in teaching our learners and doing the said mov
preparation.In the preparation of this SBM Principles with the corresponding mov provide
knowledge and learning to teachers and stakeholders on how to manage and improve the
school in its own way following the standards set by the Department of Education.
