AND SANITATION

MINUTES OF THE COMMITTEE HEARING conducted on July 04, 2018 @ SP Session Hall, Legislative
Bldg., City Hall Compound, Masbate City Re: Proposed Ordinance No. 013-18 preventing,
eradicating and curtailing the mosquito vector of dengue and providing fines and penalties for
violation thereof.

I. ATTENDANCE/CALL TO ORDER:

The hearing was attended by Ms. Gladys A. Lozano, Nurse II-City DepEd; Dra. Victoria P.
Manalo, City Health Officer; Committee members; and, the Secretariat.

The same was called to order at 9 o’clock in the morning with the Hon. Leilah D. Placer as
Presiding Officer.

II. HIGHLIGHTS OF THE PROCEEDINGS

1. Pursuant to the proceedings of the 93rd Regular Session dated May 2, 2018, the proposed
measured was referred to the herein Committee hence, the conduct of a Committee Hearing;

2. Health issue continues to be an alarming problem due to sudden increase of dengue cases
reported to the Department of Health.

3. This proposition is meant to protect the right to health of every Masbateños by preventing,
eradicating and curtailing the causes of dengue as Section 15, Article II of the 1987
Constitution specifically provides that “The State shall protect the right to health of the
people and instill health consciousness among them”;

4. The City Health Officer, Dra. Victoria P. Manalo explained that mosquito fogging among
barangays is discouraged by the Department of Health (DOH) as it allows the virus to mutate
and mosquitos become resistant to fogging, causing them to be more dangerous. Also, it was
added that fogging is dangerous to health due to its aerosols content thus, is only allowed
when there is a reported outbreak.

5. The DOH provided for other means of preventing dengue vector such as distributing
larvicides (alternatively larvacide) among barangays. In lieu of the chemicals provided by
DOH, schools uses Baygon sprays and “olyset” nets;

6. Ms. Gladys Lozano- City DepEd Nurse said that the Department of Science and Technology-
Masbate City, or the City DOST, practices oil trapping among seven (7) implementing schools
which started in 2014. Jose Zurbito Sr. Elementary School piloted the said oil trapping where
larvaes/eggs are being trapped. The trap is composed of water, paddle and pellets, which is
done weekly. Pellets positively attract mosquitoes where they would lay their eggs. After seven
(7) days, eggs are either thrown away or soaked with hot water stopping it from becoming an
adult mosquito;

7. On Section 8, Anti Dengue Task Force. It was suggested that the composition of the Task
Force should be clearly specified. Also, it was suggested that there should be inclusion of
“Powers and Functions” of the said Task Force and should be clearly itemized.

8. Dra. Manalo suggested that an Executive Order be carried out creating its Task Force
including its members. The Anti-Dengue Task Force, a team of Anti-Dengue Enforcers, and
the Barangay Anti-Dengue Brigade is responsible to identify the roles and responsibilities of
the said Task Force for the implementation of this Proposed Ordinance. The Barangay and

School Anti-Dengue Brigade must develop effective strategies emulating a habit searching
and destroying breeding sites;

9. The City DOST in partnership with the City DepEd, has organized a little Dengue Brigade
among seven (7) implementing schools as part of their dengue control plan. The City Health
Officer suggested to include that all remaining schools aside from those implementing pilot
schools to join the Barangay Anti-Dengue Brigade for strict enforcement of the ordinance;

10. The Committee recommended that a copy of the proposed measure be forwarded to the City
Legal Officer for his comment as to the proposed ordinance’s efficacy and legality.

III. ADJOURNMENT

There having no more issues to treat, the hearing was adjourned at 12 o’clock noon.
