Objectives of the baseline

There are two objectives of conducting the baseline of DPOs capacity:


 Objective 1: To identify institutional capacity gapes
 Objective 2: To identify pathways for making DPOs more effective and efficient

Methodology

• Kickoff meeting with Doaba Foundation


• Collect & review secondary data (outline project proposal, other relevant project
proposals and annual plans, project reports, previous evaluation reports etc.)
• Inception report
• Tool development (4 Types of tools) and selection of villages for the surveys Hiring of
field team & tool orientation (12 Data Enumerators and Data Encoders) and Field
planning
• Tool testing
• Data collection ( qualitative and quantitative)
• Data Cleaning, Tabulation & Analysis
• Analysis of key variables
• Gender wise segregated
• Presentation of top line findings
• Reporting

Deliverables

The consultant will be responsible for the following Key deliverables:


1. Preparation of DPOs assessment tools and submission of filled tools to Doaba
Foundation.
2.  Preparation and submission of institution wise & consolidated report on capacity gape
analysis having different analytical features
3. Preparation and submission of Training Need Assessment and Matrix with common &
specific organization wise and consolidated training needs
4. Preparation and submission of final qualitative and quantitative narrative report with
annexes
