1. AVAILABILITY OF TENDER-PACK DOCUMENTS


The tender documents can be obtained from Group 25 or Dream Builders.

2. CONTACT DETAIL OF DREAM BUILDERS


All inquiries related to the project or tender must be addressed directly to Dream Builders.
Communication with the Dream Builders must be official as a record for both parties. A
meeting can be arranged with the member of Dream Builders to discuss in detail. A list of

The inspection of the site may be arranged if necessary to verify and check the measurements

A confirmation of submission will be given to the tenderer within two days after the Dream

1 PREAMBLE
The Conditions of Tender have been prepared according to the responsibility of the Principal
and Tenderer set in AS 4120-1994 (Code of Tendering). The procedures of tendering and
ethics are clearly stated for construction industry.
The Principal and Tenderers must comply with the requirements contained in AS 4120-1994.
The tenderers shall take attention to the obligations of tenderers in the provision and
lodgement of their tender documents for this project.
Tenderers shall:

• NOT make lodgement of tenders without a firm determination to proceed.


• NOT engage in any form of collusive behaviour.
• NOT get the canvasses support from the elected member of Dream Builders directly
or indirectly.

2. TENDER EVALUATION CRITERIA


This section shows the criteria and guideline of the tender bid documents. The selection and
evaluation of tenderer shall be complied with AS2124 – General conditions of contract. A
successful tenderer will be selected based on but not limited the following tendering
requirements.

3. TENDERING METHOD
The tendering method for this project is “selected tenders” in accordance with AS 4120-
1994<Clause 6.2.3(a)>. Only a few numbers of tenderers will be invited to tender on an
appropriate rotational basis. Dream Builders would advertise regularly for the tenderers who
wish to contract this project and regularly review and update on the register.

4. LETTER OF ACCEPTANCE OF TENDER


The letter of acceptance of the tender shall be dispatch to the successful tenderer. Once the
tenderer receives the letter of acceptance, the contract is commenced. There shall be no valid
contract prior to the dispatch of letter of acceptance of tender.

5. LODGEMENT OF TENDERS
5.1 Tender Forms
Tenderer must submit the forms provided in Section 4. Each of the forms must be
signed by the tenderer with the date. All the information submitted would be treated
as confidential.

5.2 Priced Bill of Quantity


An unpriced bill of quantity for this project is provided in Section 4 by Dream Builders.
Tenderers shall complete the bill of quantity by the provision of the cost for each
category. The addition of items to the bill of quantity is not allowed, unless an official
request to the Dream Builders is authorized. The tenderer shall:

• Not exclude or replace any item that is listed in the bill of quantity.
• Not add or deduct the quantity listed in bill of quantity, unless request is
authorized.
• Provide any recommendation to the items to make clarification.
• Sum up the cost provision in each category and provide in grand summary.

5.3 Construction Method


The tenderer shall propose the explicit details for the construction of this project. The
construction methodology must demonstrate the logical sequence with the resources
required. The methodology shall include the following aspect:

• Site establishment
• Substructure
• Superstructure
• Finishes
• Completion

5.4 Timeline with Critical Path


The timeline for the project construction shall be provided to the Dream Builders with
clearly show the important dates such as commencement date, completion date, and
duration of the tasks. Besides, analysis of the critical path shall be proposed so that
more attention would be drawn on the critical tasks. It is very important as it is a major
criterion for the selection of contractor. The scheduling for this project shall include:

• Commencement date of the project and completion of the project


• Sequence and duration for every task
• Clearly and explicitly list out the project events

5.5 Cash Flow for this Project


After the pricing of the bill of quantity and project planning, the tenderer shall manage
the cash flow diagram to show the expenses in every week throughout the project
period. The cash flow diagram allows the arrangement of the payment to the
contractor regularly. The cash flow shall clearly show the categories and the amount
of the money spent.

5.6 Site Layout


A clear site layout shall be proposed to the Dream Builders to show the construction
zone, drop off zone, support zone, and assembly zone. The details and dimension shall
be clearly stated.

5.7 Acknowledgement of Risk


It is the responsibility of the contractor to predict the possible risks during the
construction and find out the ways to control them. The tenderers shall propose the
risk management plan to minimise the impact of the possible risks. Also, the mitigation
strategy shall be proposed to reduce the level of the risk.
So, the tenderer shall include the following aspect in the risk management plan:

• Identification of possible risks with their level and impact


• Risk evaluation
• Control measure to the risks
• Review of control measure

5.8 Acknowledgement of Quality Management Plan


The tenderer shall provide the quality management plan for this project appropriately
in order to achieve the desired project outcome. Provision of the information must be
clearly and explicitly specified. The scope of quality management plan shall be
included, but not limited to the following:

• Quality planning
• Quality assurance
• Quality control
• Continual improvement

5.9 Acknowledgement of Project Constraints


It is the responsibility of the contractor to identify the constraints that might inhibit
the direction of the scope. Tenderer shall provide the acknowledgement to the project
constraint without limiting to:

• Construction constraint
• Environment constraint
• Cost constraint

5.10 Acknowledgement of Delay Mitigation


Tenderer shall propose the delay mitigation to reduce the loss to the contractor when
there is any delay in the completion date.

5.11 Acknowledgement of Occupational Health & Safety


Tenderer shall:
a. Comply with all codes of practices under the Occupational Health and Safety Act
b. Ensure consultants and subcontractors comply in similar manner
c. Provide evidence to support tenderer’s ability to prepare and manage site specific
safety and management plans such as:
• Management structure
• Risk management practices
• SafeWork method statements examples

5.12 Acknowledgement of Material Supply/Testing


Tenderer shall propose a list of materials, machinery and equipment required for this
project with the manufacturers or suppliers. The detail of the testing of the materials
shall be proposed to ensure the quality of the product is qualified.

5.13 Acknowledgement of Protection to the Environment


Tenderer shall provide the environmental impact assessment for this project to
maintain the ecosystem and prevent the damage or pollution to the environment.
Tenderer shall make acknowledgement to protect the environment with detailed
methods.

5.14 Banker’s Guarantee for Performance Bond


The guarantee for performance bond form is provided in Section 4. The tenderer shall
complete filling the form confidentially and submit together with the tender. Under
the General Conditions of Contract for this project, the payment issue by the Principal
to the contractor will be made on a fortnight basis.

6. OBLIGATIONS OF CONTRACTOR
It is the obligation of the contractor to find out all the details relating to the services, facilities,
and site condition that may influence the progress of the works as stated in the scope. Also,
it shall be the responsibility of contractor to predict and make arrangement for every
contingency that may arise.

7. TENDER VALIDAITY PERIOD


The tender shall remain its validity for a duration of 60 days after the closing of tender
submission.

8. INSURANCE
In addition to the Insurance required by Tenderer that is required by the General Conditions
of Contract AS/NZS 2124 Clause 18 Insurance of work, Clause 19 Public Liability Insurance and
Clause 20 Insurance of employees. The tenderer shall complete the insurance form as in
Section 4.

9. UNAUTHORISED COMMUNICATIONS
Tenderers are to direct all forms of communication to the contacts of Dream Builders unless
directed by Dream builders otherwise. Unauthorised Communication with staffs of Principal
may lead to disqualification of tender.

10. COMPLIANCE
10.1 Tenderer submitting the tender will be taken to agree and comply with the Conditions
of Tender, Conditions of Contract and Instructions to Tender.
10.2 At any sections of Conditions of tender, Conditions of Contract and Instructions to
Tender where the Tenderer does not comply, Tenderer is to write a statement in the Tender
and mention the conditions or requirement in which the Tenderer does not comply with or
accept for each of the condition. If the condition:
Partially complies
- It means the tenderer will partially comply with one or more part in the Conditions of
tender, Conditions of contract and Instructions to Tender. In order to meet the
requirements in the tender document, a condition must be met in order to fulfil the
requirements.
- If a clause specifying a standard in which can only be met to certain conditions. The
tenderer is to rectify the condition and describe how the non – compliance can be
rectified.
Does not comply
- The contractual condition or performance standard written in the clause cannot be
met; or
- Principal’s requirement does not require the feature; or
- Will comply in a different manner from the contract.
In either case, a detailed explanation on why the tenderer us unable to comply with the
tender document must be given.
10.3 Tenderer is to bring attention to statements of non – compliance, it will not be
enough if the statement appears only as a part of an attachment to the tender.

Conditions of Contract

1. DESIGN SPECIFICATIONS
This section contains the specific construction requirements of the On-Shore visitor Centre
project located at Torndirrup National Park, Albany WA (Bald head walking trail). All the
design specifications are prepared in compliance with the relevant Australian standards. The
listed requirements shall be fulfilled by the bidder in the preparation of construction
methodology.

Earthwork

The following content presents the specification of earthwork which include site clearance
and excavation of hard rock.

Site clearance:
• Removal of grass and small plants through light vegetation shall be complied with the
Environment Protection and Biodiversity Conservation Act 1999.
• Total area of site clearance shall cover the whole construction site layout that includes
main construction area, site facilities as well as access road.
• Removed plants shall be treated appropriately.
• Construction site shall be kept clean and tidy after site clearance.
Excavation:
• Depth of hard rock excavation shall be complied with the specifications provided.
• Supervision by at least one site engineer is required during the excavation.
• Appropriated equipment for hard rock excavation shall be adopted.
• Inspection on excavation shall be conducted by nominated inspectors.
• Removed rock shall be treated properly.
• Construction site shall be kept clean and tidy after excavation.
Quality assurance:
• All earthwork activities shall be conducted in accordance with design specifications.
• All earthwork activities shall be conducted in accordance with Australian standards
and legislation as stated in the table above.

Substructure
The construction of substructure consists of concrete pouring, installation and removal of
formwork, as well as concrete curing. The following section shows the work requirements of
substructure construction.

Concrete work:

• Mixing of concrete shall be complied with AS 3600:2018.


• Formwork for concrete shall be installed according to AS 3610-1995 Formwork for
Concrete.
• Audit of formwork shall be carried out by nominated auditors before conducting
concrete pouring.
• Another audit shall be carried out by nominated auditor after removal of formwork.
• Duration of concrete curing shall not be less than 28 days.
• Work supervision shall be provided by at least one site engineer throughout the
entire concrete work.
Quality assurance:

• Inspection on quality of concrete work shall be complied with the Australian


standards as listed in the table above.
• Quality of all concrete footings shall be inspected and approved by nominated
inspectors before proceeding to further construction activities.

Structural timber
The construction of timber-framed structure includes installation of column, installation of
floor, installation of wall frame, installation of roof system as well as connections for timber
structure.

Installation of column
• Columns shall be connected properly to the concrete footings by following the
provided specifications.
• Alignment shall be checked by nominated inspectors before proceeding to further
activities.
• Material and size of column shall be complied with the provided specifications.
Installation of floor
• Flow of installation including bearer, floor joist, and composite timber decking shall
be followed accordingly.
• Inspection shall be conducted after completion of each part.
• Material and size of column shall be complied with the provided specifications.
Installation of timber wall frame
• Installation of wall frames shall only be carried after completion of flooring
installation.
• Fabrication of wall frames shall be complied with the specifications provided as well
as Australian standards.
• Quality of fabricated wall frame shall be inspected before installation.
• All frames shall be installed correctly by following the specifications.
• All materials and sizes of wall frame shall be complied with the specifications
provided.
Installation of roof system
• Fabrication of roof truss shall be complied with the specifications provided as well as
Australian standards.
• Quality of roof truss frame shall be inspected before installation.
• All materials and sizes of wall frame shall be complied with the specifications
provided.
Connections for timber
• Correct connections regarding fasteners, screws, bolts, and plates shall be applied in
accordance with the construction specifications as well as Australian standards.
• All materials and sizes of timber connections shall be complied with specifications.
• Site engineer shall undergo inspection on connections.

Finishes
The finishing works of this project contains installation of doors and windows, installation
of internal and external walls, installation of balustrades, installation of gutters and
downpipes as well as paint works.
Finishing works

• All finishing works shall be complied with the specifications provided.


• All materials used shall be complied with the specifications provided and quality
standards.
• Work supervision shall be provided by site engineer throughout the activities.
• Inspection shall be conducted by nominated inspectors after completing each
part of activities.
