INTERVIEW ABOUT THE BUDGET PROCESS OF BARANGAY

1. What is the budget process in Brgy?
I. Preparation of the budget by the Brgy. Captain
II. Legislative action by Brgy. Council
 Meeting of the Barangay Development Council for the formation of
the Annual Investment Plan (AIP).
 Approval of the AIP through resolution
 Approval of the Barangay budget through resolution and appropriation
ordinance.
III. Budget review of the Municipal Sangguniang Bayan
IV. Execution of the budget by the Brgy. Captain

2. Where is the submission of the Propose Budget?

- From the Barangay Captain subject to approval by Barangay Council, then the
approved budget will be pass to the Budget Officer/ Accounting/ DILG/ Sangguniang Bayan.
3. Is there a need for Budget Hearing?
- Yes, the Budget Hearing is done by the Barangay Affairs and Committee on Finance
and Appropriations.
4. How does the Barangay know how much budget is needed?
- An Estimated Budget is provided by Internal Revenue Allotment from Department
of Budget and Management plus other income estimated by the Barangay.
5. Does the barangay receive the proposed budget as it is or is there a deficit? If there is a
deficit, is there a big difference?
- For the past years, Barangay Estacion’s actual collection (budget) exceeds the
estimated(proposed) budget.
6. If ever the budget is deficient, how would the barangay allocate the money? Will it reduce
the amount allotted to a project or where it is to be allocated?
- If ever the budget is deficient, usually, there is a need for the use of surplus or
savings or if ever there is a need for realignment and cost-cutting.
