Development Connects is a Sole Proprietorship Management Consultancy Firm established and owned
by Kallol Saha , a Noted Development practitioner based at Ranchi, India. We wish to support our clients
through Project Management Services. We are capable of delivering part or whole of project Management
Services as per the need of organization and business by placing expert human resource on part/Full time
basis. Our Team members primarily work with pro-poor organizations and concepts supporting Socio
Technical intervention in domain of livelihood, Water, Sanitation , Energy & Environment helping
communities to improve their quality of Life.
Shri Kallol Saha is a well known Natural Resource Management and Water, Sanitation
and Hygiene (WaSH) expert . He has served organizations like NDDB, SRTT,
PRADAN, BASIX, NIAR-, Tata Trust, Technoserve & Piramal Foundation in various
Capacities. He served as a Director with Jharkhand State Water and Sanitation Mission
and Teach Cooperative Management at Xavier Institute of Social Service, Ranchi ,
Jharkhand. Shri Saha has a Post Graduate Degree in Applied Geology and a Post
Graduate Diploma in Rural Management from Institute of Rural Management Anand,
Gujarat, India. He takes interest in sustainability and pro-poor participatory action.
Sukrit Bhattacharya: Shri Sukrit Bhattacharya is Chief of Business
Development and Government advisory services for Rural Development,
Agriculture, Mining and Water Resource for ‘Development Connects’ in
Jharkhand. He is a seasoned marketer and helped a number of industrial
houses across the domain to set up business and accelerate their growth
requirements across India. He has 29 years of experience and is known for
successful handling of a range of natural resource management projects in
Jharkhand. He holds his degree in Arts from Ranchi University, Jharkhand.
Dr.Bishnu Rajgariya is a well known Journalist and media expert based at Ranchi,
Jharkhand. He has worked with leading National Dailiy Prabhat Khabar and worked as
IEC expert with UNICEF and Government of Jharkhand influencing Women
Participation in Panchayeti Raj Processes. He is known for his contribution to Right to
Information movement and presently leads an organization called Jharkhand
Foundation that works on Public policy and Governance domain. He is a Gold
Medalist in Mass Communication & Journalism from Makhanlal Chaturvedi National
University of Journalism, Bhopal and holds a P.Hd in Journalism from Ranchi
University, Jharkhand.
Shri Sudip Sen is known for his pioneering work on Aerobic Bio Toilet. He has more
than 25 years of experience in Industrial Engineering and Social Entrepreneurship. He
has received B.M.E (Hons.) from Jadavpur University, Kolkata.& P.G.D.I.E, from
National Institute for Training in Industrial Engineering (NITIE) , Mumbai. He has
received Certificate of Achievement for Social Impact, from DASRA International,
Mumbai. Licensed & Certified Facilitator, Leadership Management International,
USA. His area of expertise includes Social Entrepreneurship, Environment
Management, Behaviour Change and communication, .He is a Guest Faculty with IIM
Calcutta & IIT Kharagpur
Rajeev Kumar is Founder & Managing Director at Kashyap Computing &
Management Pvt Ltd, a firm based at Jamshedpur, India that intends to improve
participation of Rural Society into digital transactions and computer based services.
Rajiv is a alumni of XLRI EDP Program with B.Tech in Computers from Birla
Institute of technology and Masters from NIST. He has worked as a Software Engineer
with HCL Technologies and managed operation for Dixon Retails. He current
assignments include programmatic association with DDU GKY , Providing ‘Go
Cashless’ Training and setting up a online marketing facility for Khadi and indigenous
art products.

Scope of work under Jal
Jeevan Mission
Support Activities
As per JJM scheme guideline, allocates 5% of project outlay as ‘Support Fund’. As per
chapter 9 of JJM guideline support activities include Information, Education and
Communication (IEC) among local communities, Human Resource Development (HRD),public
utility and leadership development, training and skill development, mobilization of local
communities, third party inspection, change management, documentation of best practices,
success stories,publications, etc.;conducting conferences, seminars, workshops, review
meetings, exposure visits on JJM and IMIS support and related IT infrastructure.
Development Connects is capable of carrying out these activities as well as intends to help
the mission in setting up of knowledge center and Key Resource Center.
Water Quality Monitoring & Surveillance
As per chapter 10 of Jal Jeevan Mission, Up to 2% of the allocation to States can be utilized
for carrying out water quality monitoring and surveillance activities. The task includes
regular testing of water samples in sub division, district and state laboratories as per
protocol. The States/ UTs are encouraged to explore Public-Private Partnership wherein the
PHED/ RWS Department may collaborate with NABL/ ISO/ other suitably accredited private
firms as Support Organization (SO) and utilize their strengths following all SoPs as per
government procedure. States/ UTs may also encourage & promote rural entrepreneurship
and enterprises for water quality testing at local level. Development Connects is capable of
conducting these activities in Jharkhand because of long standing presence and
professional association of founders in similar domain.
Implementation Support Agencies
As per guideline page 98 SWSM will identify suitable ISAs through a transparent process who
are working in the field of Drinking water and community management, Water quality, Rain
water harvesting/ recharge, water resources management, Capacity building and awareness
generation, Public health engineering, Gender & water.
The eligibility criteria for the ISAs would be A minimum 3 years experience as a registered
organization for organizations under 4(a) including organizations under Registration of
Societies Act 186 and at least years work experience in the aforementioned fields of the
NGO chairpersons/ board and experience of using Participatory Rural Appraisal (PRA)
techniques and other communication tools in community mobilization.

installation of water supply system. Being located in state head quarter , having
a practical exposure to water supply design and installation and with footprint
across the state we are better poised to offer comprehensive Project
Management and Engineering procurement service across Jharkhand .
Research and Development
Jal Jivan Mission provides scope for engagement of individual researcher. Kallol
Saha, founder of Development Connects is a well known expert in domain of
water management and governance. He has a M.Sc. In Geology and Post
Graduate Diploma in Rural Management with 18 years of experience in water
sector. He has served as a director in state water and sanitation mission and
also worked on international projects. Kallol Saha can take up technical &
participatory research support as per Guideline .

Connects’. The initiative intends to help prospective candidates and employers in finding
the right match. The initiative works through sharing of job vacancy information among
members through what’s app, website and social media handles affiliated to ‘Development
connects’ and moderated by noted management consultant Kallol Saha.
A membership driven Human Resource solution
Members can register either as ‘employer’ or as ‘explorer’. Employers are individuals or institutions who
share job vacancy information or employment opportunity. Explorers are individuals looking for suitable
opportunity and vacancy information. An individual or a institution can register in either of this category or
as both employer and explorer. Registration to the network is free for all employers and explorers.

Job Sharing service
‘Employer’ Members of the initiative can share unlimited number of jobs and profiles in our what’s app
group and website page. Employers may be individual or institution. Individuals can become the part of the
initiative by making a monthly contribution of Rs. 100.00 or an annual contribution of Rs. 1000.00
Institutions can become member of the Job Sharing initiative by making a monthly contribution Rs. 500.00

‘Knowledge Connects’ (KC) is a peer learning group promoted by ‘Kallol Saha ’. It
is an initiative to provide on time guidance to students and professionals
working on Development Projects and Programs. The system works through
subject specific knowledge groups hosted at Google Classroom and tracked
through what’s App communication.
