I, William N. Ward, certify that I am an officer of the Company named above, and acting as an
agent of the Company, that I have personal knowledge that the Company has established
operating procedures that are adequate to ensure compliance with the Commission’s CPNI
rules. See 47 C.F.R. Sec. 64.2001 et seq.

Below is an accompanying statement explaining how the Company’s procedures ensure the
Company was in compliance with the requirements set forth in section 64.2001 et seq. of the
Commission’s rules in 2010.

The Company was compliant with the requirements specified by the FCC for its VoIP
customers. This includes:

• A designated Compliance Officer with a backup,

• Protection of customer call detail and account information,
• Properly requiring a security password to release customer information,
• Requiring online authentication to get customer information,
• Disclosing customer information only upon customer request,
• Provide annual employee compliance training,
• Properly using customer information in marketing including Opt-In and Opt-Out, and
• Preventing unauthorized disclosure of customer information.

The Company has a CPNI manual.

The Company has not taken any actions (proceedings instituted or petitions filed by a company
at either state commissions, the court system, or at the Commission) against data brokers in the
past year. The Company would report on any information with respect to the processes
pretexters are using to attempt to access CPNI. The Company has not experienced any attempt
by pretexters to access CPNI data and has protected CPNI information of customers.

The Company has not received any customer complaints in the past year concerning the
unauthorized release of CPNI.

IMPORTANT INFORMATION

Vi Lata Communications, LLC is no longer a VoIP Interconnected Provider as of October 31,

2010. Please see the attached FCC approval. This means that Vi Lata Communications, LLC
will no longer provide CPNI Certifications after 2011.
