National Foreword

V.1 Overview
ÖNORM EN ISO 11296 „Plastics piping systems for renovation of underground non-pressure drainage and
sewerage networks” is proposed for publishing in 6 parts as substitute for ÖNORM EN 13556 (all parts). An
overview is shown in Table NV 1.

The procedure for proof of conformity of products is included in the National Annexes of part 2 to 5 and 7.
Complementary provisions for proof of conformity will be given in the appropriate parts of ÖNORM B 5166.

V.2 General
The procedure for proof of conformity of products is given in the National Annex of this standard.

Complementary provisions for proof of conformity according § 3 (2) of the Federal Act on Standardization of
1971 are given in ÖNORM B 5166-3, which has to be revised in view of ÖNORM EN ISO 11296-4.

Foreword
The text of ISO 11296-4:2009 has been prepared by Technical Committee ISO/TC 138 “Plastics pipes, fittings
and valves for the transport of fluids” of the International Organization for Standardization (ISO) and has been
taken over as EN ISO 11296-4:2011 by Technical Committee CEN/TC 155 “Plastics piping systems and
ducting systems” the secretariat of which is held by NEN.

This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by October 2011, and conflicting national standards shall be withdrawn at
the latest by October 2011.

Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights.

This document supersedes EN 13566-4:2002.

(normative)

Procedure for proof of conformity

NA.1 General
The quality of plastics piping systems for renovation of underground non-pressure drainage and sewerage
networks using Lining with cured-in-place pipes shall be verified by an initial type testing, current self-inspection
and factory production control as well as periodical third-party surveillance. Distinction has to be made between the
requirements for initial type testing and the values to be continuously verified.

A certified quality management system of the manufacturer has to be verified according to ÖNORM EN ISO 9001
or according to a publication of ISO 9001 of another notified standardisation organisation.

NA.2 Description of procedure

NA.2.1 General

In case a product is to be marked to be in conformity with the present ÖNORM, according to § 3 (2) of the Federal
Act on Standardization a prior testing covering the respective specifications of the present standard is to take
place, carried out by an an testing and surveillance bodyNF1), accredited according to the quoted Austrian Federal
Accreditation Act and registered by ON.

This testing (initial type testing) must cover all requirements set out in this standard as well as all other possibly
existing safety regulations pertaining to the product.

Anybody wishing to mark the respective product as being in conformity with this standard and/or to place it on the
market accordingly, must provide proof of evidence to the Austrian Standards Institute (ON) of the positive result of
the initial type testing by means of a test report written in German or English; he thus commits himself to fulfil the
relevant conditions of ON concerning the use of this marking.

Since this Austrian Standard prescribes the conclusion of a surveillance contract, notification about initial type
testing has to be accompanied by the proof of evidence that a surveillance contract in accordance with the
specifications set out in the present standard has been concluded with that testing and surveillance laboratory,
which has carried out initial type testing, stipulating that the testing and surveillance laboratory is obliged to report
to ON, without delay and provably, on its own initiative, on negative results of the inspection obtained during the
surveillance as well as the expiration of the surveillance contract (e.g. due to a change of the applicant or the
testing and surveillance laboratory). Likewise the applicant is obliged to report, without delay and provably, to ON
negative results of the inspection obtained during the surveillance as well as the expiration of the surveillance
contract. In such a case, the licence for the marking acording to § 3 (2) of the Federal Act on Standardization of
1971 becomes invalid.

ON records the name of the applicant, name, label or designation of the type of the product and, if necessary,
additional data required in the register of products in conformity with standards and issues an attestation of

registration covering these matters. For this administrative activity the applicant has to pay a certain fee, fixed by
ON.

body“ is identical to the former designation „surveillance body”.

Upon fulfilment of the conditions given above the product may be marked by the logotype „ÖNORM
EN ISO 11296-4 geprüft” or „ EN ISO 11296-4 geprüft”. This marking is to be durably affixed to the product
and/or packaging and has to be supplemented by all additional data prescribed in the present standard (such as
manufacturer, identification data, quality class, performance). The mark shall not affect essential properties, such
as strength of the product. An indication concerning the conformity of the product with the standard may also be
given in delivery notes, sale and advertising material, etc.

As to products lacking attestation of registration on the part of ON, these products must neither be marked or
designated in any manner as described above, nor in another manner – i.e. according to § 3 (1) of the Federal Act
on Standardization of 1971 –, nor in a similar manner which might cause confusion. Attention is drawn to the fact
that the offer for sale or placement on the market or circulation, respectively, of such products with an indication of
a conformity with the standard represents an illegitimate marking entailing administrative penalty procedures and/or
the law concerning „Protection against unfair competition”.

Further details concerning the use of the logotype „ÖNORM” and the mark „ “, in connection with the respective
number of the standard and the addition „geprüft”, are contained in the ON brochure ON-V 243.

NA.2.2 Initial Type Testing (ITT)

NA.2.2.1 General

Initial type testing according to this ÖNORM EN has to be arranged for by the manufacturer or system provider of
the products, before they are being placed for the first time on the market. If the system provider arranges for the
initial testing, he must indicate the manufacturer.

Individual test results of national or foreign testing bodies concerning testing of materials, physical and mechanical
properties as well as fitness for purpose may be used.

During the first inspection of the company of the manufacturer the samples have to be taken and marked by the
testing and inspection body described in NA.2.1 from storage and/or production line. The initial type testing has to
be made according to ÖNORM B 5166-3.

The materials, the type of the mineral additive and the composition for producing plastics piping systems for
renovation of underground non-pressure drainage and sewerage networks using Lining with cured-in-place pipes
shall be notified to the testing and inspection body within the framework of initial type testing by declaration of the
manufacturer.

If changes of one or more materials which mainly influences the mechanical characteristics of plastics piping
systems for renovation of underground non-pressure drainage and sewerage networks using Lining with cured-in-
place pipes occur, an additional initial type testing according to ÖNORM B 5166-3 has to be carried out and the
new composition and/or materials and new wall thicknesses respectively shall be notified to the testing and
inspection body.

Additional relevant initial type testing has to be performed by the manufacturer if changes of design, material or
production method occur which diverge from the usual process-internal settings and/or adjustements and
extensions of the product range and if thus the fulfilment of the quality requirements of this ÖNORM is not any
more ensured.

NA.2.2.2 Implementing provisions

The method of sampling, the necessary number of specimens as well as the kind and extent of testing are
specified in ÖNORM B 5166-3.

NA.2.2.3 Test report

The results of initial type testing shall be recorded in a test report including a table where they are compared to the
reference values of the present ÖNORM.

This test report shall indicate, besides the determined individual values of the tests performed on the items of the
supply programme, also if the manufacturer disposes of all facilities for the tests required for factory production
control according to NA.2.3 as well as of qualified personnel for performance and evaluation of these tests. In
addition, the report shall mention if a product-specific quality assurance plan exists which includes the
requirements of this ÖNORM.

The test report shall end with the conclusion that all tests required by this ÖNORM have been carried out and that
(if applicable) the test pieces have complied with all required values.

NA.2.3 Self-surveillance; Factory production control (BRT, PVT)

By factory production control is to be understood the checking and testing of the products and/or of their production
procedure by the manufacturer, performed continuously or in short intervals. Factory production control has to
embrace compliance with the quality requirements for the products in respect to their performance and the
treatment of the materials.

The production of plastics piping systems for renovation of underground non-pressure drainage and sewerage
networks using Lining with cured-in-place pipes of all dimensions as well as all installations producing pipes and
fittings are subject to internal inspection; the results of these inspections shall be laid down in reports as part of the
quality assurance plan. Certain individual inspection tests may be transferred by the manufacturer to external
testing laboratories.

Factory production control has to cover all plastics piping systems for renovation of underground non-pressure
drainage and sewerage networks using Lining with cured-in-place pipes subject to quality assurance, i.e. also
those not produced by the manufacturer, but offered by him together with his own product, such as fittings and
fasteners for which internal inspection may also take place in the form of reception control (verification of the
supplied products or factory certificate of the manufacturer). However, the reception control may as well be
replaced by a recorded statement confirming the existence of up-to-date positive test reports of the testing
laboratory having performed a factory production control of the supplier in conformity with this ÖNORM.

The extent and frequency of self-surveillance and factory production controls hall be carried out according to the
requirements specified by ÖNORM B 5166-3.

The manufacturer has to define the dimension of a batch and of a lot in his quality assurance plan.

A batch or a lot is considered as being approved provided all respective tests and surveillances according to the
provisions of the specified frequency are carried out, however at least once, and provided all requirements are
fulfilled. In case a product reveals non-conformity with a characteristic which is required in the release testing of a
batch according to ÖNORM B 5166-3 the batch and/or the lot are to be rejected and a repeated test for the
characteristic which has not been met is to be carried out according to the following procedure:

The last product which has met the requirements prescribed by the present ÖNORM shall be identified. All
products produced before are to be released; products produced afterwards are to be rejected. The quality
assurance plan of the manufacturer has to specify the procedure concerning the handling of rejected products.

In case a product is not in conformity with the process verification characteristics as prescribed in ÖNORM
B 5166-3, the repeated test must be carried out as defined in the manufacturer’s quality assurance plan. The
surveillance body is to be informed accordingly. In case the result of the repeated test again does not provide proof
of conformity with the requirements, the production process is to be checked concerning the procedures specified
in the quality assurance plan and is to be corrected accordingly. The process verification characteristics contained
in ÖNORM B 5166-3 are to be verified again.

The results of self-surveillance shall be recorded by the manufacturer and have to be verified by the testing and
inspection body in the course of third-party surveillance.
