About the TaiwanICDF
To carry out our mission, we offer a range of assistance that centers on four core
operations: lending and investment, technical cooperation, humanitarian assistance,
and international education and training. Our Fund is used to make direct or indirect
investments and to finance lending operations. Revenues generated by the Fund
are used to support our bilateral or multilateral technical cooperation projects,
humanitarian assistance operations and education and training.
Every new project from the TaiwanICDF proceeds according to a rigorous project
cycle and is backed by mutual covenants signed in cooperation with relevant
stakeholders. Our projects are designed to address the strategic development goals
of each of our partner countries, pay due consideration to associated regional trends,
and maximize results by employing the right combination of capital and technical
cooperation.
Ultimately, our work is tailor-made to the local needs of each partner country.
Our assistance covers a variety of contemporary development issues such as
environmental protection, public health, agriculture, education, and information and
communications technology.
We are also acting to improve human resources and build institutional capacity at the
TaiwanICDF itself. We believe that as a stronger, more professional organization,
we will be better placed to advise decision-making bodies within our government.
Efforts to improve our own organization will also help us to deepen the coverage
of our projects and transfer technological know-how to our partners. We aspire
to making the most effective use of manpower and resources, and replicating and
adapting successful experiences from one partner country to another.

The program enables talented young citizens to come to Taiwan to pursue their
higher education and follow course materials and learning objectives that are
specifically designed to address key development issues. The program provides
full financial support for tuition and living expenses, and having grown in scope
over the years, now covers 35 courses from 21 universities — 11 bachelor’s, 21
master’s and 3 Ph.D. programs. These courses focus on the development needs
of our partner countries by addressing issues such as tropical agriculture, aquatic
sciences, business administration, information technology, human resource
development, medicine and public health, or various fields of engineering. All of
these disciplines are in high demand in our developing partner countries. We aim
to boost social development and economic growth by generating a pool of quality
human resources.

TaiwanICDF Scholarship Application
Instructions
1. Eligibility
Applicants applying for a TaiwanICDF scholarship must meet both the general
eligibility criteria (please refer to appendix 1) and be a national of a country on the
List of Countries Eligible for TaiwanICDF Scholarship (please refer to appendix
2). Applicants must also meet the Regulations Governing Visiting, Resident, and
Permanent Residency of Aliens set by ROC (Taiwan) National Immigration Agency.
***Please Note: All Undergraduate Programs only accept applications submitted by
citizens of allied countries of ROC (Taiwan).
2. Application Procedure
The 2020 TaiwanICDF Scholarship application period will run from January 1 to
March 15 (GMT +08:00). For the 2020 TaiwanICDF International Higher Education
Scholarship Program, there are a total of 31 study programs available for scholarship
application.

Please Note: In addition to the above documents requested as part of their scholarship
application, applicants should also submit all documents required by the TaiwanICDF
partner university that they are applying to before the admission deadline of that university.
For detailed information on such documents, please refer to Section 4: Study Programs
Available for TaiwanICDF Scholarship Application at Partner Universities in 2020 in this
brochure and the related websites of each study program for further admission information.
After the second review has been conducted in cooperation with all partner universities,
the TaiwanICDF will announce its list of scholarship recipients, in principle, no later than
June 30 each year. Successful applicants will receive an acceptance letter through the ROC
(Taiwan) Embassy/Consulate (General)/Representative Office to whom they originally
applied.
Please note: Gaining admission from the university does not necessarily mean that the
applicant has also been given a TaiwanICDF scholarship. Only the applicant who receives
the acceptance letter issued by the TaiwanICDF is the scholarship recipient.

could not pass the English-proficiency test, an additional full research paper
published in SCI (or the same) journals or three English papers published in
peer reviewed journals as a substitute should be provided before the Ph.D.
dissertation exam.
(3) After completion of dissertation, the students will receive the “Doctor
of Philosophy” degree from the Department of Tropical Agriculture and
International Cooperation, International College.

International Students who meet the following requirements are eligible to apply:
1. Applicants of foreign nationality and have never held R.O.C nationality and also
who do not possess overseas Chinese student status at the time of their applications
and who comply with the regulations regarding ”International Students undertaking
Studies in Taiwan” of the Ministry of Education (MOE).
2. Applicants with a high school diploma or above are eligible to apply for
undergraduate programs.

The IMBA faculty come from three equally qualified pools of local and international

❖ HOW TO APPLY
To apply for the IMBA with a grant of TaiwanICDF Higher Education Scholarship
Program, applicants MUST successfully complete two application procedures – One
for IMBA and the other for TaiwanICDF scholarship.
Step 1. For IMBA application, it is 100% online. There is no need to send hard copies
to our school. Please use the IMBA Online Application System at https://
imbaoas.nccu.edu.tw/. The online system allows candidates to access and
submit the required application documents. The system will be open between
January 3, 2020 and 5PM, March 20, 2020 (UTC+8).
NCCU IMBA Online Application Deadline: 5PM, March 20, 2020 (UTC +8).
Step 2. For TaiwanICDF scholarship application, please access the Scholarship Online
Application System at http://web.icdf.org.tw/ICDF_TSP/WelcomeStart.

application form. Please submit the application form, together with your other

Please include any other information that you believe would be helpful to the
Admissions Committee in considering your application. (250 words maximum)
3. Two recommendation letters
Two recommendations are required and should be completed by individuals who are
well acquainted with you and your managerial capabilities. Preferably, they should
be completed by employers or supervisors.
As part of the online application process you will be asked to provide email
addresses for your recommenders; the system will then send them a link they can
use to access the system and fill the recommendation letter online or upload a
letter of their own. You are advised to request recommendations well in advance
of the application deadline to ensure your application package is complete when
submitted.

5. A copy of most recent university/college diploma
We require one copy of your transcript and one copy of the diploma or other
documentation indicating the date and conferral of your degree. Transcripts of
additional courses that you have taken (e.g. university extension courses or post-
graduate courses) are also welcome. Please scan and upload these documents to the
online application system.
If the original language of the academic record and diploma is not English or
Chinese, a certified English translation must accompany original documents.
Official copies of credentials must be certified by a school administrative officer
from whom the degree was received.
6. Evidence of English Proficiency
We ask all applicants to provide their Test of English as a Foreign Language (TOEFL)
score or other evidence of English proficiency (other test scores, i.e. IELTS, TOEIC,
etc.) if their native language is not English.
If you hold a degree from an English speaking country or a program taught in
English, you do not have to submit the evidence of English proficiency. Please mark

the check box “I do not need an English Proficiency test score” in the online system.
7. Evidence of Management Study Aptitude
The Graduate Management Admissions Test (GMAT) and Graduate Record
Examinations (GRE) are not a requirement for admittance to the program.
Applicants are however strongly advised to take the test and submit their scores as
additional support to their application.

We are looking for students from different domain knowledge, such as
electrical engineering, education, business management, humanities & social
sciences, and medicine. Under the cross-scope and multi-cultural environments
plus the lectures and advising from our professors who are specialized in data
mining, machine learning, artificial intelligence, natural language, and big data
analysis, IMPISA is a perfect place to train outstanding data scientists.
♦ Creative Multimedia
IMPISA has lots of experiences in creative multimedia and have obtained some
distinguished and breakthroughs in recent years. In this group, we are focusing
on combining information system with other knowledges, such as Wireless
Multimedia Networking Technologies and Computer Vision for Visual Effects
to name a few.
♦ Human-centered Interaction and User Experience
Consist topics related to intelligent human computer interface, natural
language, learning technology and information media. Based on the four topics,
we also extend our research to game programming, user experience, social
computing, intelligent agents, MOOCs, E-learning and so on and so forth.
2. Encourage foreign students to take relevant culture courses to learn within a
multi-cultural environment.
3. Provide students to have opportunities to visit local technology industries in order
to understand Taiwanese industry.
4. Assist students to participate in research projects from high-tech companies.
● Program Plan
1. Graduate credits will be 24 credits, plus 4 credits for thesis; altogether there will
be 28 credits.
2. There will be two pre-courses, which shall not be counted into the graduate
credit, including Computer Programming and Data Structure. Basically, these
two courses are prerequisite to apply for this program.
3. 4 credits hours of Mandarin courses must be completed before graduating.
Mandarin courses that count including level I, II or III of: Mandarin Basic,
Mandarin Intermediate, Mandarin High-Intermediate, and Mandarin Advanced.
Students must gain Mandarin credits during his/her study in NTHU. Please be
noted that Mandarin courses will not be counted in the Graduate credits.
4. IMPISA program will require two years for a student to graduate.
❖ ENTRY REQUIREMENTS
1. Completion of a four-year bachelor’s degree or its equivalent.
2. TOEFL iBT score of 79, IELTS score of 6 or TOEIC score of 750 is preferable, or
another certificate of English proficiency for international applicants whose native
language is not English

❖ HOW TO APPLY
NTHU will be accepting international applications for 2020 Fall from January 1st
to March 15th, 2020. All application materials should be submitted on-line to the
application system.
Step 1. Go to NTHU International Student Online Application System: http://
oiaapply.ad.nthu.edu.tw/InternationalDegreeStudent/
Step 2. Create a Login ID (email account) and PIN (Personal Identification Number)
to set up an account. Once you have an ID and a PIN, please click on “Send”.
The system will set up an account for you. You can’t start process before
setting up your account.
Step 3. The application has six sections, which are “Applicant Information”, “Family
Information”, “Education Background”, “Referee Information”, “Language
Background”, and “Other Information”. When finished with each section,
please click on “Next” to proceed.
Step 4. Once you have filled out all the required information, the system will take you
to a Confirmation Page. Please confirm that all the information is correct and
then press “Confirm”.
Step 5. Print out all required forms from the online system.
Step 6. The applicants must prepare and upload all application requirements listed on
the checking list. The applicants need to click on submit button to complete
their applications.
Step 7. After submission, you can track the progress of your application at any time
using NTHU online system.
● Note: Application fee (TWD 2,000 or USD 80) could be reimbursed if an
applicant is granted a Taiwan ICDF scholarship. This is applicable after
applicant is officially registered student in NTHU.

field of study must also submit a photocopy of the first degree/diploma.
Note: Equivalent qualifications holder is required to submit the notarized
Certification of Degree and Transcripts by the R.O.C (Taiwan) Embassy/
Representative or Taiwan Technical Mission in your country.
3. Official transcript(s)
Please upload transcripts from all college, university or post-secondary educational
institution (including dates & obtained degrees). Transcripts should include grades
for every semester. In addition, the grading system must also be included.
If the original language of the academic record is not in English or Chinese, a
certified English translation must accompany the original transcript. Official copies
of credentials must be certified by a school administrative officer of the institution
from which the degree was received.
4. Study plan
Describe your short-term and long-term career goals. Explain how your future
experience with IMPISA of NTHU will assist you in reaching these goals

5. Letters of Recommendation
Two recommendation letters are required. Fill out at least 2 referees on the online

application form. Once the online application is completed and submitted, the
online system will automatically send out the recommendation notice and the link to
referees. Preferable referees are faculty members who can evaluate your academic
qualifications and research potential.
6. Financial certificate
All applicants are required to provide financial proof that shows financial
sustainability (minimum TWD 120,000) for study in Taiwan, or proof of the
scholarship. If you have a sponsor to satisfy this financial obligation, then your
sponsor must provide a letter declaring their relationship to the applicant and
their intent to provide financial support throughout his/her period of study. Please
note that as proof of scholarship you need to submit the TaiwanICDF Scholarship
Application Form.
7. Declaration Form
Print out the declaration form and sign at the end of the form after reading through
it. If applicable, we may ask the applicant to submit a copy of the statement of travel
record, or the “Forfeited Nationality Permit Certificate” issued by Ministry of the
Interior and Non-Household Registration Declaration.

Provide a verification of your nationality or a copy of your passport.

Describe your background, academic performance and working experience. (500

10. English Proficiency
Students from non-English-speaking countries are expected to be able to read, write,
listen, and speak English for admissions into the program. Applicants, whose first
language is not English, are required to take an English proficiency test as a part of

We recognize scores from the Educational Testing Service (ETS), internet-based

❖ ENTRY REQUIREMENTS
1. Bachelor’s degree either from a domestic university of independent college
accredited by Ministry of Education, Taiwan; or from an overseas university
or college recognized by Ministry of Education, Taiwan; or an undergraduate
qualification accepted by Ministry of Education, Taiwan as equivalent.
2. All students whose first language, or national official language, is not English
must provide recent evidence that their good command of the English language
is adequate for the Program. The required evidence should be recently obtained
acceptable English language qualification or test result among one of the following:
TOEIC, TOEFL (PBT, CBT, iBT), IELTS, CEFR, Cambridge Main Suite, BULATS,
or Taiwan GEPT.

❖ ENTRY REQUIREMENTS
1. Applicants who have a bachelor’s degree or above conferred by a local or foreign
university recognized by the R.O.C. Ministry of Education may apply for admission;
those who have studied at the School of Medicine, Dentistry or Chinese Medicine
for four years or more may apply with credentials of an equivalent education
level. The original diploma (or academic credentials) verified by the local R.O.C.
diplomatic mission must be submitted upon registration and enrollment (if the
diploma (or academic credentials) is in a language other than Chinese or English, a
Chinese or English translation verified by the local R.O.C. diplomatic mission or a
registered translation agency is required); otherwise, an applicant will be considered
disqualified and denied admission.

2. Pursuant to Paragraph 1 of Article 2 in the MOE Regulations Regarding

International Students Undertaking Studies in Taiwan, applicants who have a
foreign nationality, have never had the nationality of the Republic of China* (“R.
O.C.”), and do not have an overseas Chinese student status at the time of application
may apply for admission.
3. Any matter not mentioned herein should be subject to the MOE Program of
Assisting Countries with Diplomatic Relations in Cultivating Medical Talents, the
MOE Regulations Regarding International Students Undertaking Studies in Taiwan,
and the MOE Regulations Regarding the Assessment and Recognition of Foreign
Academic Credentials for Institutions of Higher Education.
4. This Program is open only to students who have never obtained a physician
license.
❖ HOW TO APPLY
Please understand the procedures and requirements of obtaining medical license
before applying for this program.
1. No application fee is required for applying for admission to this Program.
2. Application Documents
(1) An application must be completed not later than March 15, 2020.
Please fill out an application form online (https://enroll.isu.edu.tw/DP) and print
it out. The application form and required documents must be submitted to
ISU by the aforesaid deadline.

TaiwanICDF Scholarship
(1) Only applications submitted on the following website will be considered: http://

online application form first, and then print out and submit it to the local R.O.C.
diplomatic mission on their own.
Notes:
(1) The application process will not be considered completed until an applicant
has completed both an application for admission to this Program and an
application for the TaiwanICDF Scholarship.

International Bachelor Program in Computer Science and
Information Engineering (BS. in CSIE)
Courses Requirement: A total of 132 credits are required to fulfil the degree
requirement, which includes 37 credits of general education courses, 74 credits of
major required courses, and 21 credits of professional elective courses.
Graduation Requirement: All CSIE students must complete a 1-year long Undergraduate
Project, and perform a stand-up presentation, exhibition, and demonstration at the end
of their 3rd year. This requirement is to ensure our students are capable to transform

classroom knowledge into a real world product. In addition, all students must pass the

Primary Programming Proficiency Exam and English-Proficiency verifications before
graduation.
After completion of all above, students will receive the “Bachelor of Science” degree

Appendix 1: General Eligibility Criteria for
TaiwanICDF Scholarship
An applicant must:
❤ Satisfy the admission requirements of the partner university to which he or she has
applied to study under a TaiwanICDF scholarship.
❤ Be able to satisfy all requirements for a Resident Visa (Code: FS) set by the Bureau of
Consular Affairs, Ministry of Foreign Affairs, and an Alien Resident Certificate (ARC)
set by the Ministry of the Interior, of the ROC (Taiwan) government (this means that
the TaiwanICDF has the right to revoke a scholarship offered if an applicant cannot
satisfy the visa requirements).
❤ Upon accepting a TaiwanICDF scholarship, not hold any other ROC (Taiwan)
government-sponsored scholarship (such as the Taiwan Scholarship) in the same
academic year in which the TaiwanICDF scholarship would be due to commence.
❤ Have never had any scholarship revoked by any ROC (Taiwan) government agency or
related institution, nor been expelled from any Taiwanese university.
