About the TaiwanICDF

The International Cooperation and Development Fund (TaiwanICDF) is dedicated


to boosting socio-economic development, enhancing human resources and
promoting economic relations in a range of developing partner countries. We also
offer humanitarian assistance and provide aid in the event of natural disasters or
international refugee crises.

To carry out our mission, we offer a range of assistance that centers on four core
operations: lending and investment, technical cooperation, humanitarian assistance,
and international education and training. Our Fund is used to make direct or indirect
investments and to finance lending operations. Revenues generated by the Fund
are used to support our bilateral or multilateral technical cooperation projects,
humanitarian assistance operations and education and training.

Every new project from the TaiwanICDF proceeds according to a rigorous project
cycle and is backed by mutual covenants signed in cooperation with relevant
stakeholders. Our projects are designed to address the strategic development goals
of each of our partner countries, pay due consideration to associated regional trends,
and maximize results by employing the right combination of capital and technical
cooperation.

Ultimately, our work is tailor-made to the local needs of each partner country.
Our assistance covers a variety of contemporary development issues such as
environmental protection, public health, agriculture, education, and information and
communications technology.

We are also acting to improve human resources and build institutional capacity at the
TaiwanICDF itself. We believe that as a stronger, more professional organization,
we will be better placed to advise decision-making bodies within our government.
Efforts to improve our own organization will also help us to deepen the coverage
of our projects and transfer technological know-how to our partners. We aspire
to making the most effective use of manpower and resources, and replicating and
adapting successful experiences from one partner country to another.

Overview of the International Higher


Education Scholarship Program
International education and training from the TaiwanICDF shares Taiwan’s own
development experiences with developing partner countries around the world.
Our aim is to help these partner countries cultivate and nurture a talented pool of
human resources.

To achieve this objective, our International Education and Training Department


performs a range of interconnected operations. Our in-depth, professional
workshops are dedicated to contemporary trends in development, while
our higher education scholarship program draws on expertise at Taiwanese
universities to strengthen know-how in critical disciplines. We also cooperate
with a number of international organizations on training projects.

Our International Higher Education Scholarship Program was initiated in


1998 when we joined forces with a group of Taiwanese universities to offer
scholarships for a number of English-language courses, up to and including Ph.D.
level.

The program enables talented young citizens to come to Taiwan to pursue their
higher education and follow course materials and learning objectives that are
specifically designed to address key development issues. The program provides
full financial support for tuition and living expenses, and having grown in scope
over the years, now covers 35 courses from 21 universities — 11 bachelor’s, 21
master’s and 3 Ph.D. programs. These courses focus on the development needs
of our partner countries by addressing issues such as tropical agriculture, aquatic
sciences, business administration, information technology, human resource
development, medicine and public health, or various fields of engineering. All of
these disciplines are in high demand in our developing partner countries. We aim
to boost social development and economic growth by generating a pool of quality
human resources.

TaiwanICDF Scholarship Application
Instructions

1. Eligibility
Applicants applying for a TaiwanICDF scholarship must meet both the general
eligibility criteria (please refer to appendix 1) and be a national of a country on the
List of Countries Eligible for TaiwanICDF Scholarship (please refer to appendix
2). Applicants must also meet the Regulations Governing Visiting, Resident, and
Permanent Residency of Aliens set by ROC (Taiwan) National Immigration Agency.
***Please Note: All Undergraduate Programs only accept applications submitted by
citizens of allied countries of ROC (Taiwan).

2. Application Procedure
The 2020 TaiwanICDF Scholarship application period will run from January 1 to
March 15 (GMT +08:00). For the 2020 TaiwanICDF International Higher Education
Scholarship Program, there are a total of 31 study programs available for scholarship
application.

Applicants should: (1) complete the TaiwanICDF International Higher Education


Scholarship Program Online Application, and (2) submit the documents listed
below to the ROC (Taiwan) Embassy/Consulate General/Representative Office
in their country. Applicants must ensure that they submit accurate and complete
documentation; failure to do so will result in the application not being processed.
Please also note: (1) Late submissions will not be accepted and/or processed; (2)
All Undergraduate Programs only accept applications submitted by citizens of allied
countries of ROC (Taiwan).
Documents to be submitted:
(1) A photocopy of applicant’s passport or other document showing proof of
nationality.
(2) A photocopy of applicant’s highest-level diploma and academic transcripts.
(3) A p h o t o c o p y o f a p p l i c a n t ’ s E n g l i s h p r o f i c i e n c y c e r t i f i c a t e .
Please note: This means a TOEFL test score or that of another recognized English
proficiency exam, or documents certifying that the applicant has graduated from
a program where all courses were taught in English. Applicants who are unable
to provide such proof of English proficiency due to special circumstances may
be assessed for English proficiency by an ROC (Taiwan) Embassy/Consulate
(General)/Representative Office via interview or other forms of testing. Applicants
whose official national language is English are exempt from needing to supply
these documents.

(4) Two letters of reference.


(5) Any other documents specifically requested by an ROC (Taiwan) Embassy/ Consulate
(General)/ Representative Office.

Please Note: In addition to the above documents requested as part of their scholarship
application, applicants should also submit all documents required by the TaiwanICDF
partner university that they are applying to before the admission deadline of that university.
For detailed information on such documents, please refer to Section 4: Study Programs
Available for TaiwanICDF Scholarship Application at Partner Universities in 2020 in this
brochure and the related websites of each study program for further admission information.

The ROC (Taiwan) Embassy/Consulate General/Representative Office will conduct a


first review of applicants based on the eligibility requirements and selection criteria of the
TaiwanICDF, and then submit their list of recommended applicants to the TaiwanICDF no
later than March 31 each year.

A second review of the qualified applicants will be conducted by an academic committee


organized by the individual partner university in joint cooperation with TaiwanICDF
representatives. Such reviews will be based on each university’s selection criteria, whilst
also accounting for the eligibility requirements and selection criteria of the TaiwanICDF.

After the second review has been conducted in cooperation with all partner universities,
the TaiwanICDF will announce its list of scholarship recipients, in principle, no later than
June 30 each year. Successful applicants will receive an acceptance letter through the ROC
(Taiwan) Embassy/Consulate (General)/Representative Office to whom they originally
applied.

Please note: Gaining admission from the university does not necessarily mean that the
applicant has also been given a TaiwanICDF scholarship. Only the applicant who receives
the acceptance letter issued by the TaiwanICDF is the scholarship recipient.

❖ ABOUT THE PROGRAM


1. The curriculum is grouped into three major categories: Tropical Agricultural
Resource Planning; Production and Management of Tropical Agricultural
Resources; and Conservation and Utilization of Tropical Agriculture Resources.
Agronomy, Horticulture, Plant Protection, Rural Planning, Veterinary Medicine,
Animal Science, Forestry, Wood Industry, Aquaculture, Food Science, Agribusiness
Management and Wildlife Conservation are the focus areas. Except for required
courses, the selective courses will be tailor-made upon the request of major
professor(s) on specific topics for the student.
2. Ph.D. students must complete the following requirements before the Ph.D.
dissertation exam:

(1) Minimum of 30 credits (including 18 credits in courses and 12 credits in Ph.D.

dissertation).
(2) Publications.
(3) Minimum TOEFL ITP score 550 or equivalent English-proficiency verifications
(except for foreign students from English speaking countries). If the students
could not pass the English-proficiency test, an additional full research paper
published in SCI (or the same) journals or three English papers published in
peer reviewed journals as a substitute should be provided before the Ph.D.
dissertation exam.
(3) After completion of dissertation, the students will receive the “Doctor
of Philosophy” degree from the Department of Tropical Agriculture and
International Cooperation, International College.

❖ ENTRY REQUIREMENTS
1. Completion of a master’s degree in agriculture or related fields at public or
registered private universities and independent colleges, or foreign universities and
colleges approved by the Ministry of Education, Taiwan (ROC).
2. Applicants from countries where English is not the native language are required to
take the TOEFL or equivalent English-proficiency verifications.

❖ ABOUT THE PROGRAM


1. The curriculum covers all fields related to tropical agriculture, including agronomy,
horticulture, plant protection, rural planning, veterinary medicine, animal science,
forestry, wood industry, aquaculture, food science, agribusiness management and
water and soil conservation, etc. In addition to the required courses (14 credits,
including 6 credits for thesis), the selective courses (16 credits) are tailor-made
according to the requests from the supervisor(s) of a student.
2. Students must complete a minimum of 30 credits and a minimum TOEFL ITP score
530 or equivalent English-proficiency verifications (except for foreign students
from English speaking countries) before the master’s thesis oral exam.

3. After completion of all the requirements for courses, English proficiency and thesis,

the students will receive the “Master of Science” degree from the Department of
Tropical Agriculture and International Cooperation, International College.

Undergraduate Program in Tropical Agriculture

❖ ABOUT THE PROGRAM


1. Courses in fields of tropical agriculture, including agronomy, horticulture, animal
science, aquaculture, veterinary medicine, food science, agribusiness, and plant
production are offered for this undergraduate program. Students must complete a
total of 130 credits hours (including required credits and elective credits) to graduate
with the “Bachelor of Science”. For elective credits, students can choose courses
freely in all fields according to their personal interests and availability of courses,
and acquire general and diversified knowledge in agriculture. However, if a major is
desired, the department currently offers two majors, “Animal Production” and “Plant
Production”.
2. Students must complete more than 70% elective credits in the same major, either
“Animal Production” or “Plant Production”, so that the major can be specified on
the graduate certificate. In plant production, the courses include but are not limited
to: agronomic and horticultural crop production; plant protection; and agri-business
management. In animal production, the courses include but are not limited to:
anatomy and physiology of animals; utilization of animal products; fish breeding
and propagation; and pond management.
3. English Ability Examination: Students must pass a minimum of TOEFL ITP score
500 or equivalent English-proficiency verifications before graduate (Except for
foreign students from English speaking countries).
4. After completion of all required courses and English Ability Examination, the
students will receive the “Bachelor of Science” degree from the Department of
Tropical Agriculture and International Cooperation, International College with or
without a major.

❖ ENTRY REQUIREMENTS
1. Completion of a Senior high school or vocational high school education, or the
equivalent, from institutions approved by the Ministry of Education, Taiwan (ROC).
2. Applicants from countries where English is not the native language are required to
take the TOEFL or equivalent English-proficiency verifications.

❖ ABOUT THE PROGRAM


The IUP in BA provides most courses in English that includes various professional
courses and focuses on relevant management courses.
Students require to fulfill 128 credits for graduation (minimum requirement), which
includes 54 credits for require courses,42-46 credits for elective courses, 28-32 credits
for general courses, 4 PE and 2 service learning courses.
After completing their studies, students will receive a “Bachelor of Business
Administration” Degree from the Department of Business Administration at the College
of Commerce.

❖ ENTRY REQUIREMENTS

International Students who meet the following requirements are eligible to apply:
1. Applicants of foreign nationality and have never held R.O.C nationality and also
who do not possess overseas Chinese student status at the time of their applications
and who comply with the regulations regarding ”International Students undertaking
Studies in Taiwan” of the Ministry of Education (MOE).
2. Applicants with a high school diploma or above are eligible to apply for
undergraduate programs.

Step 3. Prepare Materials Required for the Application (Application fee: TaiwanICDF
scholarship applicants are free of charge).
Step 4. Submit the Application
(1) Submission by MAIL:
The postmark deadline is March 13, 2020.
Late applications will not be processed. Please mail your application by
the postmark deadline to the following address:

(2) Submission in Person:
Before 5PM March 20, 2020.
Please submit to Department of Business Administration office (7th floor
of College of Commerce building). Applications submitted in Person are
accepted Monday through Friday (except holidays), 9am-12pm and 2pm-
5pm.
The applications not submitted during the prescribed hours or the late
applications will not be processed.
* Applications materials must be submitted either in person or by mail. Applications submitted
by email or fax will not be processed.
* We highly recommend you to submit application by using a trackable global delivery method.

The International MBA (IMBA) program offered by National Chengchi University
(NCCU) has triple accreditations by the Association to Advance Collegiate Schools

internationalization of NCCU has been on par with top business schools around the

The IMBA program is designed to develop qualified candidates to be leaders in the

The IMBA program requires a minimum of 42 credits to graduate. Required courses


account for 25 credits, including Accounting, Business Quantitative Methods,

Program, applicants MUST successfully complete two application procedures – One
for IMBA and the other for TaiwanICDF scholarship.
Step 1. For IMBA application, it is 100% online. There is no need to send hard copies
to our school. Please use the IMBA Online Application System at https://
imbaoas.nccu.edu.tw/. The online system allows candidates to access and
submit the required application documents. The system will be open between
January 3, 2020 and 5PM, March 20, 2020 (UTC+8).

Step 2. For TaiwanICDF scholarship application, please access the Scholarship Online

application form. Please submit the application form, together with your other

Two recommendations are required and should be completed by individuals who are

addresses for your recommenders; the system will then send them a link they can
use to access the system and fill the recommendation letter online or upload a
letter of their own. You are advised to request recommendations well in advance
of the application deadline to ensure your application package is complete when

We require one copy of your transcript and one copy of the diploma or other

National Tsing Hua University is located next to the Industry Technology Research
Institute (ITRI) and Hsinchu Science and Industrial Park. Within an hour driving,

♦ Human-centered Interaction and User Experience
Consist topics related to intelligent human computer interface, natural
language, learning technology and information media. Based on the four topics,
we also extend our research to game programming, user experience, social

● Program Plan
1. Graduate credits will be 24 credits, plus 4 credits for thesis; altogether there will
be 28 credits.
2. There will be two pre-courses, which shall not be counted into the graduate

two courses are prerequisite to apply for this program.
3. 4 credits hours of Mandarin courses must be completed before graduating.
Mandarin courses that count including level I, II or III of: Mandarin Basic,
Mandarin Intermediate, Mandarin High-Intermediate, and Mandarin Advanced.
Students must gain Mandarin credits during his/her study in NTHU. Please be
noted that Mandarin courses will not be counted in the Graduate credits.

Step 1. Go to NTHU International Student Online Application System: http://

Step 2. Create a Login ID (email account) and PIN (Personal Identification Number)
to set up an account. Once you have an ID and a PIN, please click on “Send”.
The system will set up an account for you. You can’t start process before
setting up your account.
Step 3. The application has six sections, which are “Applicant Information”, “Family
Information”, “Education Background”, “Referee Information”, “Language
Background”, and “Other Information”. When finished with each section,
please click on “Next” to proceed.
Step 4. Once you have filled out all the required information, the system will take you
to a Confirmation Page. Please confirm that all the information is correct and
then press “Confirm”.
Step 5. Print out all required forms from the online system.

Two recommendation letters are required. Fill out at least 2 referees on the online

6. Financial certificate
All applicants are required to provide financial proof that shows financial

scholarship. If you have a sponsor to satisfy this financial obligation, then your
sponsor must provide a letter declaring their relationship to the applicant and

❖ ABOUT THE PROGRAM


The history of our department can be traced back to as early as the year 1928 when a
series of lectures on agricultural economics took place along with the establishment
Taihoku Imperial University during the times of Japanese colonization. In 1950, with
the termination of Japanese colonization, the previous Taihoku Imperial University was
renamed National Taiwan University. Around the same time, the School of Agriculture,
together with the Department of Agricultural Economics was established. With a history
of more than 90 years, the alumni from undergraduate, master and PhD programs have
totaled over 3,000, working in the fields of politics, agriculture, construction, and
business.

The purposes of inaugurating our institution include developing scholars and talented
people in advanced agricultural economic studies, corresponding to modern agricultural
constructions of our country, and aiming for teaching and researching at world
class level. There are numerous people nurtured by the Department of Agricultural
Economics working in the fields of politics, agriculture, construction, and business.
Besides the alumni serving in the politics, other alumni, currently apply their studies to
their services in agriculture, construction, business, and finance, have also contributed

The pedagogical direction of our undergraduate and master programs is to equip

❖ ABOUT THE PROGRAM


1. This program includes four core courses (financial and cost concepts for engineering
& construction, project schedule control, operation research, engineering
information management) and 20+ courses in management and technical fields.
2. Graduation Credits: 30
(1) A minimum of 24 credits in coursework and 6 credits in master’s thesis must be
completed.
(2) Master students must fulfill a minimum of 24 credits consisting of at least 15 credits
from our department.
3. Students will earn the “Master of Science” degree from the Department of Civil
Engineering, College of Engineering after the full completion.

❖ ENTRY REQUIREMENTS
1. Applicants must qualify for legal student status in compliance with Article Two
of the Ministry of Education’s “Regulations Regarding International Students
Undertaking Studies in Taiwan”.
2. Upon completion of the course of study, at a school in Taiwan, to which an
international student has applied, the student’s admission to higher academic levels
shall be handled in a manner identical to the procedures of admission for local
students, except that an application for master’s degree or higher level of graduate
studies can be processed under the rules of each individual school.
3. International students who withdraw from university/college after admission due
to behavior issues, poor academic performance or a conviction under the Criminal
Code may not thereafter apply again for admission under “MOE Regulation
Regarding International Students Undertaking Studies in Taiwan”. If a student
wishes to transfer from another university in Taiwan, he or she should still apply as
a new student, and notify the original university according to their rules.
4. During the course of study in Taiwan, international students, who are approved for
initial household registration, resident registration, naturalization or restoration of

❖ ABOUT THE PROGRAM


The mission of the MBA Program of International Business and Trade program is
to educate students with up-to-date knowledge of business management skills in
international business so as to prepare them for international business management and
for global economic and trade activities.
Our educational goals are “deliver advanced professional knowledge”, “activate
academic research ability”, “raise business management professionals”, and “enlarge
international business view”.
Graduation Requirements:
1. This degree comprises a total of 43 credits.
2. The required courses include International Trade and Finance, Business Chinese,
Business Ethics, Marketing Management, Corporate Finance, Human Resource
Management, Operations Management; and Statistic Methods and Data Analysis are
the required core courses.
3. The elective courses include three majors: International Enterprise Management &

TNUA’s International Master of the Arts Program in Cultural and Creative Industries
(IMCCI) is a unique interdisciplinary graduate program for students who want to make

1. Overseas Academic Credentials
All overseas academic credentials have to confirm to relevant regulations by
the Ministry of Education (MOE) of R.O.C. Taiwan. At the time of registration/

purpose of the their school application shall be subject to enrollment qualification
cancellation; or a revocation of enrollment and denial to the request of any

of graduation qualifications and cancellation of the diploma by the student’s school,
if the said student has been already graduated.
8. In accordance with MOE’s regulations regarding the recognition of academic
credentials, holders of passing certificate of appraisal of academic achievement
examination issued by foreign institutes are not eligible for application in terms of
academic background.

2. A photocopy of diploma from the highest educational institution completed
(translated into English). The diploma shall be certified by Taiwan Embassy or

3. Official transcript of academic records (translated into English) with grade point
average (preferable on GPA 0-4 scale) from each institution attended (high school

4. Two letters of recommendation should be submitted online. The notify letter will be

6. One-page autobiography within 300~500 words or curriculum vitae, written in

7. Proof of financial sufficiency such as a bank statement indicating sufficient funds
for staying in Taiwan issued by your financial institution(s). The issuing date should

The International Master Program in Educational Leadership and Management
Development (ELMD) is a full English program at National Chung Cheng University
(CCU), mainly contributed by the academic staff from the Graduate Institute of

❖ ABOUT THE PROGRAM


The School of Medicine for International Students is a newly established four-year
M.D. program (taught in English for Bachelor’s degree) in compliance with the
government policy that aims to cultivate passionate and devoted international medical
professionals for countries that have a diplomatic relationship with Taiwan. Students
are conferred only a Bachelor’s diploma in English upon graduation and must return to
their home countries after graduation, and students are not allowed to take the medical
licensing examination or to conduct medical practice in Taiwan.

❖ ENTRY REQUIREMENTS
1. Applicants who have a bachelor’s degree or above conferred by a local or foreign
university recognized by the R.O.C. Ministry of Education may apply for admission;
those who have studied at the School of Medicine, Dentistry or Chinese Medicine
for four years or more may apply with credentials of an equivalent education
level. The original diploma (or academic credentials) verified by the local R.O.C.
diplomatic mission must be submitted upon registration and enrollment (if the
diploma (or academic credentials) is in a language other than Chinese or English, a
Chinese or English translation verified by the local R.O.C. diplomatic mission or a
registered translation agency is required); otherwise, an applicant will be considered
disqualified and denied admission.

2. Pursuant to Paragraph 1 of Article 2 in the MOE Regulations Regarding

International Students Undertaking Studies in Taiwan, applicants who have a
foreign nationality, have never had the nationality of the Republic of China* (“R.
O.C.”), and do not have an overseas Chinese student status at the time of application
may apply for admission.
3. Any matter not mentioned herein should be subject to the MOE Program of
Assisting Countries with Diplomatic Relations in Cultivating Medical Talents, the
MOE Regulations Regarding International Students Undertaking Studies in Taiwan,
and the MOE Regulations Regarding the Assessment and Recognition of Foreign
Academic Credentials for Institutions of Higher Education.
4. This Program is open only to students who have never obtained a physician
license.

Appendix 1: General Eligibility Criteria for
TaiwanICDF Scholarship

An applicant must:

❤ Be a citizen of a country on the List of Countries Eligible for TaiwanICDF Scholarship,


and satisfy any specific criteria established by his or her country and/or government of
citizenship.

❤ Neither be a national of the Republic of China (Taiwan) nor an overseas compatriot


student.

❤ Satisfy the admission requirements of the partner university to which he or she has
applied to study under a TaiwanICDF scholarship.

❤ Be able to satisfy all requirements for a Resident Visa (Code: FS) set by the Bureau of
Consular Affairs, Ministry of Foreign Affairs, and an Alien Resident Certificate (ARC)
set by the Ministry of the Interior, of the ROC (Taiwan) government (this means that
the TaiwanICDF has the right to revoke a scholarship offered if an applicant cannot
satisfy the visa requirements).

❤ Upon accepting a TaiwanICDF scholarship, not hold any other ROC (Taiwan)
government-sponsored scholarship (such as the Taiwan Scholarship) in the same
academic year in which the TaiwanICDF scholarship would be due to commence.

❤ Not be applying for another TaiwanICDF scholarship in unbroken succession —


to apply for a 2020 scholarship, applicants who have already held a TaiwanICDF
scholarship, MOFA’s Taiwan Scholarship or an MOE scholarship must have graduated
before July 31, 2019.

❤ Have never had any scholarship revoked by any ROC (Taiwan) government agency or
related institution, nor been expelled from any Taiwanese university.
