A CASE STUDY ON THE POLICY IMPLEMENTATION OF PANTAWID PAMILYANG


PILIPINO PROGRAM IN THE MUNICIPALITY OF SILANG, CAVITE

Poverty has been a constant and widespread dilemma of the Philippines that continues to manifest
in its different provinces, cities and municipalities. One of the established programs promulgated by the
Department of Social Welfare and Development is the Pantawid Pamilyang Program or interchangeably
known as Philippines’ Cash Conditional Transfer Program in an effort to address the inequality and
ensure the welfare of its citizens.
Conditional Cash Transfer (CCT) is one of the most efficient social assistance programs,
especially in third-world countries. CCT was formulated and applied in Latin America. The First CCT
recorded is in Mexico with Progresa Programme launched in 1997. Seeing the success in the Latin
American countries, The Philippines adapted the CCT. It was named Ahon Pamilyang Pilipino, but it was
renamed to Pantawid Pamilyang Pilipino Program by Santiago and Samantha Vizconde on 2008 as per
administrative order 16 series of 2008 and set the implementing guidelines.
The Municipality Development of Social Services in Silang of Cavite has adopted the Pantawid
Pamilyang Pilipino Program (4Ps) since 2011 to help and eliminate the poorest of the poor among its
constituents. This study will focus on the implementation of Pantawid Pamilyang Pilipino Program and in
its effectiveness in Silang, Cavite.
The objectives of this study include: (a) To examine and explain Pantawid Pamilyang Pilipino
Program, (b) To reveal the roles, tasks, and collaborations of Department of Social Welfare and
Development in the implementation of 4Ps to the municipality of Silang, and (c) To evaluate the
effectiveness of 4Ps.
Pantawid Pamilyang Pilipino Program serves to reduce poverty and promote human capital
development. As for the implementation of the policy, the Department of Social Welfare Development in
the municipality of Silang gives importance to its household. The program is being expounded by the
municipal links to the beneficiaries for them to understand what it is really for. It is ensured that all
activities including in the program will be given to the target participants within the expected period time
with all other resources such as financial material and manpower provided.
There are three NGOs that continue to collaborate with the said governmental agency for the
beneficiaries of the program. The Sustamina Agri-Industrial Corporation located in the same municipality
provides scholarships and livelihood trainings. Operation Smile sponsors medical services and Canossa
Health and Social Center along Bulihan also provides both medical services and scholarships.
In evaluating the effectiveness of the policy, the government is well-engaged in its creation—
from the assessment of the crisis that needs to be resolved to its distribution to different Local
Government Units in the country. The Municipality Social Welfare and Development of Silang ensures
that all activities included in the program will be given to the target participants within the expected
period of time with all other resources such as financial material and manpower provided. The objectives,
conditionalities, and the way it is being fulfilled show how the policy is regarded to be fair to the common
good and objective, for having been unbiased to its beneficiaries and to its executor as well.
