The act utilitarian's moral principle refers to the morally right action is the action that produces the

greatest amount of pleasure and the least amount of pain for the greatest number of people. The
consequential ethical theories represent the rightness or wrongness of an action can be determined solely
on the goodness or badness of the consequences that result directly or indirectly from performing the
action.  So if they use physical force to get information from Jack and in the end he's gives them that
information then it could justify their use of force but if they use force and Jack does not
