.1 All materials, equipment and fittings offered and all works carried out shall comply with
the latest British Standard and British Standard Code of Practice.

.1 General Requirements
a) The PABX equipment shall be of the Stored Program Control (SPC) type; the
switching technique shall be that of Time Division Multiplexing and it must be a
fully digital system.
b) The PABX equipment shall be modular in design and future expansion to its
ultimate capacity shall be by adding only the relevant exchange line and extension
cards.
c) The PABX equipment shall be of the highest quality and capable of withstanding
continuous operation and shall be equipped with flash-EPROM memory to ensure
no reloading is required upon power resumption. Loading through external or
internal floppy device is not acceptable. The proposed PABX shall be fully digital
and adhere to ITU-T recommendations for A-Law PCM switching.
d) The PABX system shall use the same hardware and software across all line size
and modular in design. Expansion shall only involve adding of cards and shelves
or line trunk units in the existing cabinet. PABX system that use different type of
cards in different models shall not be consider at all.
e) The PABX system shall be have 'Universal Port Architecture' design to allow
flexible system configuration and maximum utilization of all available card slots.
f) The PABX shall be a fully non-blocking system. The traffic flow of the PABX
system shall be 1 Erlang per port. The number of ports supported shall be met by
the same number of time slots in the PABX switching matrix. Tenderer shall
provide proof for this.
g) The system shall facilitate expansion from the initial capacity to the maximum
capacity of 30,000 ports by only addition of cards and shelves in the existing
cabinet of the offered PABX.
h) The PABX system shall support the same features and applications across all the
line sizes without having to upgrade to the next higher model. The only cost that
will incur in the future shall be due to the expansion of present capacity only.
PABX systems that involve changing of whole system and cards for expansion
from the present model to the next higher model shall not be considered at all.
j) Both ISDN primary rate interface (PRI) and ISDN basic rate interface (BRI) shall be
supported as incoming to the PABX system and the ISDN features shall be
extended to the users by ISDN BRI extensions. The ISDN BRI extensions
supported by the PABX system shall be the ITU-T standard ISDN BRI extensions
and not the proprietary BRI extensions using proprietary BRI protocol
k) The software needed for ISDN applications shall be a standard package of the
PABX system and shall not incur any cost.
m) The PABX system shall be able to connect to 100% digital telephone sets up to its
maximum capacity.
n) The PABX system shall be able to restart automatically without human intervention
when the external AC power supply is resumed after complete power failure,
where backup batteries are also depleted.
o) Tenderer shall supply a synchronous V.22bits modem together with the PABX
system for automatic system failure alert and remote maintenance purposes.
p) In the event of system failures, the PABX system shall be able to report these
failures and alarms automatically to the local principal technical support office.
The PABX shall be sufficiently equipped for a total traffic of not less than 0.17
Erlangs per extension with the following assumptions:-
Full details of the traffic calculations in relation to quantity of tone registers offered,
based on the above, shall be supplied.
r) The PABX system shall support multi-signaling protocol such as MFC R2, DPNSS,
Q-sig and ISDN on digital 2Mbps link.
s) The PABX system shall support multi-carriers such as Telekom Malaysia Berhad,
Celcom, Maxis and Time Telekom on digital 2Mbps. The communication links
shall be bi-directional on any of the 64kbps channel.
.2 System Hardware
.1 The Common Control unit shall consist of a 32-bits processor for central
control and a dynamic RAM of 24MB. The PABX system shall use hard
disk as a medium for storage of system software and operating system.
.2 A single stage, non-blocking memory time switch which switches time slots
in the 32 highway buses. There shall be 32 time slots or channels in each
of the highway buses. This provides 1,024 non-blocking connection
facilities.
.3 The Line Trunk Unit shall connect all line, trunk and other interface cards to
the system highway. Each line trunk unit shall accommodate 16 slots and
in compact stackable design. There shall be one or more line trunk unit in
the PABX system depending on the system capacity. The line trunk unit
shall be able to be added to the system during expansion at a later stage.
b) The PABX system shall be placed in an air-conditioned PABX room. The ambient
condition of the PABX room shall be as follows to ensure optimum system
performance :
c) The PABX system shall be ventilated by convection air flow. No cooling fans shall
be used in any part of the PABX cabinets.
d) The PABX system shall use a same set of line, trunk and other interface cards
across all the line sizes or models within the same family. The initial investment
shall be protected when the PABX system is expanded later.
e) The analog and digital extension cards of the PABX system shall have 16 circuits
each and in the form of 2-wire or 4-wire connection.
f) Tenderer shall supply one lot of high quality maintenance free sealed lead acid
batteries with battery racks for 4 to 6 hours power backup together with the
proposed PABX system. These batteries shall be connected to the PABX charger.
g) The PABX system shall come with a system administration and maintenance
terminal with user interface menu for system administration and system
maintenance purposes.
.3 System Software
a) The PABX system shall use the RMX multi-computer and multi-tasking real time
operating system. The operating system shall control the execution of the system
programs and administration of the PABX resources.
b) The PABX system program shall be written in CHILL (ITU-T high-level language).
c) The PABX system shall have uniform system software for all the line size models
within the same PABX family.
i. switching
ii. administration and maintenance
iii. routine system diagnostic
iv. system database.
.1 The switching module shall perform the functions of layer 2 and 3 of the
ISO 7 layer reference model. It shall set up and clear connections.
.4 The system database shall consist of the information of users and system
set up.
.4 System Capacity
a) The proposed PABX system shall be equipped with the following capacity:
b) The following telephone sets shall be supplied together with the PABX system:
i. single line phone with display, programmable feature buttons and full-hands
free
ii. single line phone
iii. 2/4 wire digital phone with display, programmable feature buttons and full-
hands free
c) The system shall be able to be expanded in modular manner from the initial
capacity to the ultimate capacity of 30,000 ports (combination of trunks and
extensions).
.5 Numbering Plan
b) The PABX system shall have a flexible and free numbering plan. Both closed and
open numbering plan shall be supported.

a) Extension Telephones
The telephone instruments will either be of the Dual Tone Multi-Frequency (DTMF)
pushbutton type or the dial type or a mixture of both. The PABX equipment must
thus be able to accept both types of telephone instruments.
.7 Extension Facilities
The features listed below are expected to be available in the PABX system. However,
if there are optional features, the tenderer must indicate them accordingly and quote
separately the cost of providing such optional features.
a) Extension Dialling
b) Exchange Access
Access to the public exchange shall be obtained by the dialling of a single digit '9'
from extension telephones that are not barred from such an access.
c) Operator Access
Access to all PABX operator positions shall be obtained by the dialling of a single
digit '0' from extension telephones that are not barred from such an access.
Operators shall be able to be accessed individually by the dialling of their
respective individual operator numbers.
d) Enquiry/Hold
e) Call Transfer
A call can be transferred to another party in enquiry condition with a caller on hold
before the second party answers.
g) Operator Recall
An extension engaged on an incoming public call shall be able to recall the PABX
operator to take over the call.
h) Executive/Secretary Features
In the case of a secretary serving several executives, when she receives a call
for one of her executives, she shall be able to see for which executive the call
is intended. The LED, normally indicating the executive’s extension status, will
start flashing.
In the absence of the executive or secretary, if any calls are unanswered the
time and telephone number shall be recorded. The user can scroll through the
list when he or she comes back. While scrolling through the list the user shall
be able to call back by pressing a single key.
v. Clock/Calendar
The display shall show the date and time when the telephone is idle.
PABX features shall be programmable on the telephone set under the function
keys. When the facility is activated the telephone set shall indicate so.
The user shall be able to key the telephone number in an on-hook situation. As
soon as the handset is lifted or the intercom key is pressed the call shall be
established.
When the mute key is pressed during hands-free operation the microphone
shall be disabled. This enables the user to have a conversation with other
parties in the office without the caller hearing it.
x. Programming
xi. All PABX features shall also be available to the executive/secretary sets.
An extension user can have his call forwarded to the attendant console by
dialling an access code.
i) Follow-Me
This feature shall be prepared on the own set but activated on the remote set
where the calls have to be diverted to.
It shall be possible for extension user to mark his extension for protection
against follow-me transfer his extension.
v. Group Follow-Me
This facility shall be activated by any member of the group for the whole group
so that all calls to the group are then re-routed to the follow-me destination.
j) Break-in Protection
Extensions which are class marked with feature class "break-in protected" will be
protected from break-in by extensions with break-in facility. Only the operator is
allowed to break-in.
k) Call Pick-Up
l) Abbreviated Dialling
The EPABX equipment shall provide for individual and common abbreviated
dialling. Tenderers are to state the number of abbreviated numbers available.
All extensions can call the last telephone number dialled by dialling a single access
code without having to dial all the digits again.
n) Hot-Line
o) Delayed Hot-Line
It shall be possible to have a delayed hot-line which means that the hot-line
connection is made after the extension handset is lifted for a predetermined time.
If dialling commences before the time has expired the extension can be used for
normal calls.
When the operator is busy, an incoming call waiting for a predefined time shall be
automatically directed to an extension.
q) Route Restriction
Facility shall be provided such that by means of software changes any of the
following classes of service can be allocated to the extension users.
v. Category 5: Will be totally barred from making any calls (internal, external or
operator). Only to be used for receiving calls.
r) Voice/Data Communication

t) Music On Hold
The EPABX should include facility to provide music to the held party while in the
hold condition.
u) Add On Conference
Calls to a group, all extensions of which are busy, will result in a camp on busy
situation. The caller receives ring back tone and as soon as an extension in the
group becomes available the call will be routed to the free extension.
This facility offers callers who encounter a busy party the possibility for waiting until
connection can be established. The called extension will be informed that a call is
camped on by receiving a short burst of the call waiting tone.
When party A has party B on hold and is talking to party C, party A may shuttle
between C and B by Earth Leg/Timed Break recall.
Putting through a call by the operator or night service to a busy extension, this
extension receives a warning tone. Instead of going on hook he can now also go
into enquiry, and dial an answer code after which the connection is established.
The conversation with the earlier party can be re-established by repetition of the
operations.
Privileged extensions can access trunk routes which are not accessible by normal
extensions. Privileged route selection is effected by dialling a prefix, which can
only be dialled by extensions with that facility.
Executive extensions can access the operator on a priority basis. Such calls will
be placed ahead of other calls from ordinary extensions in the internal callers
queue on the operator consoles. In addition, the LED display will flash to indicate
the presence of such calls.
All unbarred extensions must have the facility to enter PIN (minimum 6 digits) to
lock their phones from unauthorised access. Calls to these phones will ring as
normal.
This is to prevent any extension from hanging on the lines for too long. This
feature will disable the trunk line from any pre-programmed extension on
conversation. A warning tone should be given to the extension before the trunk
line is force-released.
aj) Desk-sharing
Desk-sharing is a facility that is assigned to a DNR. A user can activate his DNR at
any extension by means of dialling a prefix and his related DNR. This not only
reduces costs related to the infrastructure. Desk-sharing allows a user to activate
their own DNR on any telephone set including all the traffic classes, facilities,
group relations and so on. This is to facilitate any change of patient from one bed
to another without having to change its original extension number.
ak) Twinning
With Twinning, two DNR’s or extensions can be combined. If one of the two DNR’s
is called both will start ringing.
.8 Operator Facilities
The operator position shall be of the desk console type and shall be able to offer the
following features:-
a) Call Routing
Incoming public exchange calls other than the Direct-In-Line calls shall be routed
via the operator position.
b) Display
There shall be indication of the exchange line and extension status on the operator
display panel. The display should also indicate the time and busy lamp field for up
to at least 600 trunks and/or extensions.
Facilities shall be provided for the even distribution of load among all the staffed
positions and for switching of unattended positions during low traffic period.
e) Night Service
ii. The system can automatically switch to night service if the operator
consoles are in service without call handling for a predetermined length of
time.
iii. The operator shall also be able to change the class of service assigned to
the extensions between the day mode and the night mode by dialling
certain access code.

h) Alarm Indications
Any faults within the system should be automatically detected by the system self-
diagnosing program. Faults should be signalled by alarm buzzer and the lamps as
minor alarm or major alarm on to the operator console which can be switched to
administrative mode for read out of fault codes.
The identity of the calling party is given on the operator display panel; the line
number in the case of an external caller and the extension number in the case of
an internal caller.
The operator can break into a busy connection. During break-in a signal is given.
The operator can get access to a busy exchange line or tie line even if all lines are
busy. Tenderers are to provide details of the exact mode of operation of the
feature.
When extending a call without announcement, the operator can remain connected
to the calling party while dialling the internal extension. Upon completion of dialling
the call is automatically extended.
m) Inter-Operator Calls
n) Blind operation
The visual displays and LCD on the operator console can be translated into
spoken words. Tenderers are to state the different types of languages offered.
This should be quoted as option.
o) Administrative Procedures
p) Diagnostic Maintenance
When alarms are indicated on the operator console it shall be possible to display
the fault type and location of fault.
Operator console should be able to provide the status of the extensions without
having the operator dialling the extension. The operator should be able to know
whether the extension is idle, busy or the extension ringing from the display. This
should also apply to the trunk lines.
Knowing who is calling you and knowing who you are calling is becoming very
popular. The console should be able to provide such facility simply by dialling a
name instead of the number.
s) Supply to Console.
The operator console should be powered from the PABX and no external source is
required. Any offer of console that required external source will be totally rejected.
PC-based console will also be rejected.
t) Text Messaging
The console should be able to send and receive text messages from any digital
extensions with text messaging. Before any transfer of calls to extensions, and if
there is a text message, the operator will know what to response back to the caller
and not transfer the calls.
.9 System Facilities
a) Distinctive Ringing
External incoming calls and automatic ring back calls can be given a distinctive
ringing signal, to distinguish from internally originated calls.
c) Direct In dialling
The PABX shall provide the facility for Direct In-dialling as per CCITT MFC-R2
(modified) signalling for inter working with public exchange.
d) Traffic Measurement
The PABX shall incorporate traffic measurement programs. These programs shall
provide statistical data concerning usage of connected circuits e.g. trunk
occupancy and others.
e) Enquiry
During a conversation an extension user can make an enquiry call to a third party
without losing the connection to the original party. The original party is placed in
hold while the enquiry is made and cannot participate in the conversation.
Enquiries are made in one of the following ways, depending on the type of
telephone set the user has at his disposal.
This is a special tone given to confirm that the appropriate facility code has been
dialled.
h) Line Lockout
There shall be forced release of extension line circuits if any common equipment
has been held for a predetermined period of time.
Both the internal and external numbering schemes are programmable to suit the
customer's needs and preferences.
j) Free Numbering
The relationship between an extension number and the line circuit number that it
has been allocated (connected to) is completely free. This relationship can be
easily changed from the operator's console. Renumbering and moving of
extensions shall be possible without the need to re-wire.
k) Data Protection
Data protected extension shall have protection against ticker tone from call waiting,
camp-on busy etc.
l) Automatic Restart
After power failure the system shall autonomously restart and perform its telephony
functions. The restart shall be reported to the operator console.
Any faulty parts shall be blocked off by the central processor to prevent them from
jeopardizing the function of other important system parts.
n) Autonomous Recovery
After a fault is cleared the PABX shall automatically put the repaired circuit into
operation without switching off and on. Also in case of a transient fault the
concerned circuits shall be restored as soon as the circuit is found to be reliable
again.
o) On Line Maintenance
p) Alarm
The PABX shall incorporate all standard alarm facilities. Tenderer shall list down
in details the alarms available in the system.
q) Remote Maintenance
Remote maintenance facility shall be included with the offered PABX system to
provide efficient and fast response to any service request. The maintenance
terminal shall be capable of performing the following remotely:
r) Howler Tone
Howler tone should be provided when the telephone handset is misplaced. This
will indicate to the user, the set is misplaced, hence avoiding miscommunication.
The MDF shall be equipped up to the initial capacity as stated in clause 6(a) above.
The MDF must be non-solderous. All exchange lines must be equipped with gas-filled
lightning arrestors. Full details of the MDF offered shall be supplied by the tenderers.
a) The tenderer shall provide main distribution frame for equipment side only together
with the proposed PABX system
b) The terminal block shall be vertical mounting connector type for ease of installation
and maintenance.
c) All terminal blocks for the exchange lines shall be equipped with gas discharge
lightning arrestors.
d) Tenderer shall also provide power failure transfer circuits together with the main
distribution frame.
a) The PABX shall operate on 48V d.c. (normal) with positive earthed and shall
function satisfactorily within a voltage range of 42V to 54V for not less than 80% of
the calls and shall function satisfactorily within a voltage range of 44V to 52V for
100% of the calls.
c) The design of the power supply system is such that it should be able to accept the
normal voltage fluctuations and that no additional external voltage stabilizer unit is
necessary.
d) The average power consumption of the PABX at the busy hour load, half the busy
hour load and at idle load shall be stated assuming that the PABX is working to the
full equipped capacity.
e) The charger offered must be capable of float charging the battery which shall
automatically take over the supply in the event of mains failure to ensure no
interruption of services. The batteries offered shall give not less than four hours of
supply under power fail conditions. The batteries shall be of high performance,
maintenance-free, sealed lead acid type.
f) The power supply system shall be equipped with lightning protection devices.
.12 Earthing
The equipment earthing shall be less than one (1) ohm. The cost of installation of
the PABXs equipment shall include the cost of the earthing.
a) The system should be able to record and print out on a serial printer all outgoing
calls on a real-time basis. The records should include the following details:
b) The system shall be able to generate reports automatically on a regular basis and
on request.
i. Cost Report
The reports shall show the total number of calls, total duration and total cost.
The reports can be for all types of unit of the organisation i.e. extension,
departments and division.
iii. The system shall incorporate a directory facility with the following information:
.1 Internal directory
a) name
b) extension number
c) department
d) division
e) second extension number
f) secretary number
g) location
h) additional information
.2 External directory
a) name or company name
b) telephone numbers
c) additional information
b) Radio base stations installed should be totally line powered from the PABX. No
external source will be provided in case the base stations required mains supply.
c) Radio base stations to be connected to the PABX should not be less than 1800
meters.
d) The typical radio coverage ranges should be from 20 – 50m radius in confined
buildings to 250m in open areas.
f) When walking from one call to another during a call, the call is ‘handed over’ to
another base station in a seamless way, unnoticeable to the user.
a) Features present in the analogue and digital handset should be also present in
the cordless handset.
c) The handset should have built-in loudspeaker for hands free communications.
d) It should support a short alpha-numeric message display and name display of the
calling party.
b) The PMS interfaces shall be linked to the PABX via application connectivity link
and the hospital front office computer system.
c) The PMS interfaces shall have interface for the hospital version call billing system,
hospital version voicemail system. These systems shall be fully integrated to the
PMS interface when installed.
d) The PMS interface shall provide full automation of the day-to-day operation of the
hospital. Upon check-in of a guest at the front desk, the PMS interface shall be
able to activate features on PABX automatically. For example, unbar telephone
line in the room, update guest name in PABX for guest name display, message-
waiting indication, room status update etc.
f) The PMS interface shall be able to produce detailed reports on bill slip and journal
printing, call charge printing of guest and administrative calls with segregated
departmental and extension.
a) Tenderer shall supply a 8-port hospital version voicemail with full integration to the
PMS interface in the proposed hospital solution.
c) All settings and controls of the proposed voicemail system shall be performed
indirectly and automatically from the hospital front office computer system.
i. A single mailbox for voice messages shall be allocated automatically when the
guest checks in and upon check out, the mailbox shall be automatically de-
allocated with the content of the mailbox stored in a backup mailbox for a
programmable fixed duration. System that offers separate mailbox for voice
messages and fax messages shall not be considered at all.
iii. The guests shall be able to specify their languages for mailbox operation upon
check in. With this facility, the guest shall be prompted the chosen language in
the mailbox operation automatically after they have logged into their mailboxes.
d) All mailboxes shall be password protected to ensure that the messages are only
assessable by the mailbox owner. The proposed voicemail system shall be able to
generate mailbox password randomly to avoid any unauthorised mailbox access.
e) The system shall notify the guest of presence of voice messages in their mailbox
by message light on guest room phone and via system prompt i.e. “you have a
message” whenever the guest lifted their guest room phone.
f) All activities of the voicemail system shall be updated to the front desk, especially
on the number of messages and status of the messages. These information shall
enable the front desk staff to inform the guest of any un-retrieved messages upon
check-out and redirect the mailbox messages to the nearest house phone for the
guest.
g) In the event of room change or swap, the system shall be able to transferred the
mailbox to the new room automatically.
h) An uninterrupted power supply shall be provided to protect the fax mail system in
the event of any power surge or failure.
3.0 INSTALLATION
.1 Contractor to be fully responsible for liasion with Telekom Malaysia Berhad for the
installation and successful commissioning of the PABX system.
4.0 MAINTENANCE
Maintenance for the first twelve (12) months from the date of commissioning of the
PABX equipment, which is under the guarantee period, shall be free of charge.
.1 The tenderer shall provide a list of their technical support staff together with their
working experience on PABX system.
.2 Tenderer’s technical support staff shall be trained in the principal’s regional office on
PABX system. Tenderer shall submit a copy of the certificate of training of the staff
together with the tender submission.
.3 Tenderer shall indicate the location of their nearest front line support office, branch
office and dealer’s office in relation to the proposed site of the PABX. The names and
experience of the technical support staff stationed there shall be provided.
.4 Tenderer shall state their relationship with the offered PABX brand name, whether it is
a local principal office, distributor or dealer. In the case of distributor and dealer, the
tenderer shall state the nearest location of their Principal’s support office and provide a
list of the permanently stationed support staff with their experience in PABX technical
support field.
6.0 WARRANTY
Tenderer shall provide 12 months full warranty on the PABX and all associated
equipment from the date of successful commissioning against any manufacturing
defects.
7.0 TRAINING
Tenderer shall provide training for the users and staff prior to commissioning of the
PABX to ensure that they are competent enough to use the telephones and features.
