This specification, along with its attachments defines the minimum technical requirements for
design, construction and testing of four (4) LNG Unloading Arm and one (1) Return Gas Arm to
be installed in the H-Energy LNG Gateway located at Jaigarh Port, Maharashtra, India.

Arm.

Both proposals shall considerer pressure drop indicated in Data Sheet attached to this
specification.

2.3 Units and language

The system of measures to be used is the International System (S.I.).

For the documentation concerning this project, the official language shall be English.

English shall be the language used for the development of the interface design and documents
towards the Contractor.

Vendor shall be committed to provide his best support and cooperation to Purchaser in relation
with the Authorities, as well as to submit all documents required by the Law and Regulations, in
the format required by Authorities, to attend meetings (if required) and replay to all the queries
raised during such interactions.

All quality records and certification shall be of a legible image suitable for photocopying, and
scanning. This documentation shall be prepared in English. All quality records and certification
required in the Hindi/Marathi language by the Indian Certification Authorities shall be supplied in
Hindi/Marathi by the Vendor.

Tender documents to the Purchaser during bid phase shall be in English.

3 REFERENCE DOCUMENTS

The equipment shall be designed, fabricated, tested, packed and identified in accordance with
the requirements of the codes and standards listed below, and any applicable codes or standards
referenced herein.

These lists of codes and standards are not to be intended as restrictive and they do not relieve
the Vendor of his responsibility towards other applicable codes, standards, laws, regulations and
safety requirements not mentioned above.

In case of revision of any such document or of any conflict between this requisition or any other
specification and associated data sheets, or with any of the applicable codes, standards and
regulations, written clarifications will be sought before proceeding with the Work.

3.1 Order of Precedence

Unless otherwise specified in this specification or any related data sheets, Vendor shall conduct
the design, fabrication, construction, test and inspection and complete the construction according
to, but not be limited to, the latest edition of the following codes and standards.

Order of precedence in case of conflict between documents shall generally be:

• Applicable Laws;

• Indian mandatory codes and standards;

• Requirement of the relevant international codes or standards;

Contractor shall take responsibility to ensure resolution for all technical conflicts between
documents for this project. In case of conflicts between this specifications and any other relating
documents or codes and standards, the documents shall be submitted to Owner for clarification
and the priority and other shall be approved by Owner prior to proceeding with fabrication or
construction.

3.2 Codes and Standards

The equipment and accessories covered by this specification shall be designed, inspected and
tested in accordance with, but not limited to, the following codes, standards of latest edition in
effect at the time of placement of purchase order, unless otherwise stated in this specification.

Vendor shall provide a list of deviation (if any) to this Material Specification, attached documents
and recalled Codes and Standards; independently from and in addition to any other document
provides with this offer.

In case of Purchase Order, it shall be assumed that Vendor supply shall be in full compliance with
this Material Specification and all related Documents, Codes & Standard; apart the points
mentioned and detailed in the “Deviation List”, once reviewed and accepted by Contractor.

Further on, Vendor shall be responsible for any impact incurred by Contractor due to any
contractual deviation not specifically mentioned in the above “Deviation List”, independently from
the fact that such deviation could be otherwise identified by the examination of other
documentation submitted with the offer.

4.2 Detailed description

4.2.1 Exte n d o f S u p p ly

The LNG unloading / return gas arm supply shall include the following as a minimum, but not be
limited to:

1) 4 sets of unloading arm 16” ( L1-380-L-001 A/B/C/D) and 1 set of return gas arm 16” (L1-380-
L-002) DMCA ( Double Counterweight Marine Arms) type, including:

• Base riser, inlet flanged connection, Hydraulic powered inboard arm and outboard arm
and slew motion
• Hydraulically Powered Emergency Release System (PERS) with double ball valve and
Powered Emergency Release Coupling (PERC)
• Hydraulic operated QCDC (Quick Connection/ Disconnection Coupling) with blind cover
flanged
• Stow locking in the rest position
• Weighting balancing system using pantograph sheave-cable or pantograph link and rotary
counterweight, etc.
• Swivel joint for cryogenic service
• Removable or movable elbow system for apex swivel and pedestal head swivel
• N2 purging system with non-return valve at highest point of loading arm (outboard arm)

2) Hydraulic Power System consisting of.

• Hydraulic Power Unit (HPU) with two (2) electric hydraulic pumps one (1) duty / one (1)
stand by, motor starters, oil tank, emergency hand pump, pressure switch and pressure
gauge and main isolation box
• The dockside hydraulic tubing, flexible hoses and fittings (double ferrule type) to
interconnect all hydraulic equipment and components for all loading arms and HPU.
• Accumulator pack with pressure switch and pressure gauge
• The selector valve assembly at foot of each loading arm

3) Electric and Instrument Equipment

• Electric / Instrument equipment on the loading arm such as proximity switches, cable,
conduit and support rack, etc.

• Initial fill of hydraulic oil for hydraulic system and any special fluid required for flushing the
hydraulic system during commissioning.

5) Others

• Basic design of concrete housing structure (weights, loads, dimensions, connections, etc.)
and the necessary drawings to define it and drawings of foundation bolting;

• Preparation for insulation (If applied) and information on the insulation material to be fitted
(by others) in accordance with L1-100-JX-00-SPC-1008 Technical Specification for Cold
Insulating

• Painting according to L1-100-JX-00-SPC-1009 Technical Specification for Painting


• Vendor will include any Indian Certificate according to Bureau Indian Certificate (BIS),
when required.
• Vendor will include the equipment 3D model to be export to the plant PDS model

4.2.2 Ma terials

All materials shall be in accordance with Specification for LNG Unloading Arm (SPC-MR-0101)
and Unloading Arms Mechanical Data Sheets, attached to this specification.

The package and its materials shall be fabricated in accordance with the requirements of the
codes, standards, drawings and any other document herein defined in this technical requirement
and noted in applicable Section 3 and all other practices to provide a product suitable for the
application. Practice that may result in a product not suitable for the application shall be subject
to rejection by Contractor, even where such practice is not disallowed by any of the applicable
codes, standards or drawings.

All materials shall be new and first quality and specific for this project. Any repaired material will
be rejected.

All parts in direct contact with cryogenic fluid (LNG or NG) shall be AISI 316/316L stainless steel
and shall guarantee required the impact test values at -170ºC.

Hydraulic components (piping, tubing, fittings, block valves,…) shall be in 316L stainless steel.

Material certificate type 3.1.b as per EN10204 shall be submitted for major structural parts and
pressure containing parts of loading arm in accordance with Unloading Arms Mechanical Data
Sheets, attached to this specification.

Material for swivel joints shall be submitted to the same tests as material operating at cryogenic
temperature.

Structural parts shall be carbon steel grades. Materials resilience shall be adapted at minimum
temperature on site (see "Basic Design Data").

Materials containing asbestos in pure or composite form, and the use of PCBs or any derivates
as dielectrics, are strictly not acceptable

GTAW, SMAW & SAW welding procedures shall be preferably used. For non-retaining pressure
parts could be used other welding procedure under Contractor´s approval in writing. FCAW
welding procedure will not be used for pressure retaining parts

4.2.3 On -s ite Wo rk

Vendor’s scope of supply shall include provision of Vendor’s specialist to supervise pre-
commissioning, commissioning and start-up, advising during testing, start-up and running in of
the equipment.

During the commissioning a site performance test on LNG and using the plant instruments shall
be conducted by others in order to verify Vendor’s Performance Test.

This test shall be witnessed by the Vendor. Vendor shall advise in the bidding phase the proposed
procedure and limitations due to site arrangements. In the event that the equipment does not
meet the performance guarantees then the Vendor shall take all necessary steps (including
equipment replacement), at no cost to Contractor, to correct the deficiency.

The mechanical, electrical and instrument erection of the equipment shall be done by others. The
Vendor must consider within the scope of supply the required supervision for erection, for the
necessary time (*)

The start-up of the unit shall be done by others, but Vendor must consider within the scope of
supply the required supervision for start-up, for necessary time (*)

NOTE (*): No extra cost shall be admitted if the duration of this activity increase due to problems
in the scope of the Vendor.

4.2.4 S p a re P a rts

4.2.4.1 Commissioning spare parts

Commissioning spare parts are those required to perform properly the commissioning activities
and to prepare the equipment for start-up.

Vendor shall include in their bid the necessary spare parts for pre-commissioning, commissioning
and start-up activities

4.2.4.2 Operating Spare Parts

Operating spare parts are those required for normal operation and day to day maintenance in the
two year period after the provisional acceptance test.

Vendor shall include in their bid the necessary operating spare parts for first two years operation
(As Option).

4.2.4.3 Capital spare parts

Capital spare parts are parts of equipment, equipment assemblies or complete items of equipment
that are required for replacement of items not subject to deterioration by normal use, but failure
of which is critical to continue safe operation of the equipment or the Terminal, or having a

shall take into account the destination and define any alternate proposals for the type of
transportation and on-site storage.

The procedure shall specify how the equipment are going to be prepared for shipping and full

5 DES IGN, OP ERATION MAINTENANCE REQUIREMENTS

Four (4) identical LNG Unloading Arms (L1-380-L-001 A/B/C/D, three operation and one (1) stand
by) and one (1) Vapour Return Arm (L1-380-L-002) will be included.

One of the LNG Unloading Arms will be hybrid (L1-380-L-001 B) to be used if vapour return arm
is unavailable. All LNG Unloading Arm shall be designed to allow reverse flow from LNG storage
tanks to LNG carrier.

Each arm shall be of the fully balanced counter-weighted arm, fitted with self-leveling triple swivel
assembly, and equipped with an emergency release system and a hydraulically
connect/disconnect coupling. The arm shall be possible loading and unloading.

The LNG carriers unloading flowrate with three (3) liquid arms connected shall be at least the
12,000 m3/h.

In the case of the vapour return arm for gas is unavailable, one of the liquid arms (a hybrid) would
be used as a vapour return arm. The maximum unloading rate will be 4,900 m3/h per arm.

In case the cargo pump head is insufficient, the stand by unloading arm will be operated to reduce
the pressure drop at the unloading arms. In this case, the flow rate per one (1) unloading arm will
be 3,000 m3/h with lower pressure drop.

Contractor’s requirements for LNG unloading arm correspond to those indicated in Specification
for LNG Unloading Arm SPC-MR-0101 with the specific options, deletions, additions or
modifications contained in this technical specification.

5.1 Operating Pressure Drop

For LNG Unloading Arm, maximum allowable pressure drop is dependent on the flow rate of LNG
in Unloading Arm:

• For 3,000 m3/h flowrate, pressure drop will be 0.3 bar


• For 4,000 m3/h flowrate, pressure drop will be 0.6 bar

For Return Gas Arm maximum allowable pressure drop will be 10 mbar (from base riser inlet to
ship board flange) at design flow.

Vendor to supply and guarantee the pressure drop versus flow rate data for the arms.

5.2 Electrical

The electrical equipment shall conform to the following project specifications:

The control console panel will be provided with two redundant incomings from UPS for control
devices and with another incoming from normal power system for auxiliary services.

The Hydraulic Power Unit (HPU) will be provided with two redundant incomings, one from
emergency power system and one from normal power system.

5.2.3 Ca b le s

All the electrical cables required for the interconnection of the unloading arms equipment (control
console panel, HPU, valve cabinets, etc) shall be included in the scope of Vendor. The battery
limits will be the power terminals of control console panel and Hydraulic Power Unit electrical
panel.

5.3 Area Classification

Unloading Arm are located in hazardous area classified: Zone 2, Gas Group IIA, Temperature
Class T1

All electrical equipment situated in gas area shall be a minimum protection of Zone 2, Gas Group
IIA, Temperature Class T3.

5.4 Civil

All necessary information for the design of the foundations/structures for the equipment (loads on
foundations including horizontal loads such as wind, earthquake etc., anchoring systems details,
plans, elevations, etc.) shall be delivered with Vendor Documentation.

Anchor bolts and templates shall be furnished and delivered by the Vendor on site in time to cast
them.

5.5 Nameplates

The number of nameplates required will be the addition of all the required nameplates by Notified
Bodies and the manufacture nameplate. Vendor will provide drawings of each nameplate that will
be subjected to Contractor’s approval (see document Required Vendor Document List for specific
submission schedule requirements).

5.6 Painting and Insulation

The external parts of every equipment shall be prepared and painted in a manner appropriate to
the ambient conditions of services and for shipment in order to prevent all types of corrosion
according to L1-100-JX-00-SPC-1008 Technical Specification for Cold Insulating and L1-100-JX-
00-SPC-1009 Technical Specification for Painting.

Equipment and piping shall be painted after completion of all heat treatment, pressure test and
examination, unless agreed otherwise with Contractor.

Unless otherwise, painting of stainless steel parts is not mandatory.

No substitution or modification to materials and methods of application detailed in this


specification is permissible unless prior approval in writing has been obtained from the Contractor.

Insulated or non-insulated equipment and piping shall be prepared and coated in accordance with
requirements of Technical Specification for Painting, its Appendices and list of applicable
standards.

All coating system will be submitted for approval to Contractor.

All paintings works shall be done in accordance with safety and environmental requirements
(especially disposal of trash, used abrasive, respiratory instruments…)

Steel structures, ladders and platforms (including associated hardware) shall be carbon steel.
The cables for the manoeuvring of the arms and the counterweights shall also be hot dipped
galvanized.

No insulation is required for any part or element of unloading arm.

5.7 Seismic Requirement

In accordance with applicable standard IS 1983, Seismic Category for Unloading Arms is
Category 2

Applicable Seismic Design Spectra is included in Seismic Design Specification L1-100-JC-00-


SPC-1002, Annex A2.2

Vendor shall indicate in the corresponding drawings the maximum allowable seismic acceleration
values that the equipment will be able to withstand according with the applicable laws, norms and
codes

5.8 Maintenance

Layout of fixed lifting equipment shall take in account lifting area of equipment and positioning of
means of transport.

All removable components heavier than 25 kg, that require maintenance, shall be listed in
appendices, and handling method shall be specified.

For components heavier than 200 kg, where requirements for maintenance are foreseen and
access for lifting appliances is restricted, monorails, lifting lugs or other designated lifting
arrangements shall be installed.

5.9 Health, Safety and Enviroment (HSE)

Vendor will consider design requirements for each process/utility unit system to ensure safe
shutdowns, normal/emergency shutdown, as well as start-up, and shall inform Contractor of any
requirements outside Vendor’s battery limits necessary for a safe design and operation. In
general, the design of all equipment shall be conducive to their safe operation, maintenance and
repair. All systems, devices and information required to achieve the former will be provided by
Vendor.

During detail engineering a HAZOP analysis will be performed for revision of security design.

Vendor includes in his scope of supply the pertinent cooperation in the development, together
with Contractor, of the HAZOP analysis for the equipment and the corresponding interfaces with
the process.

5.10 Instrumentation

Vendor will consider design requirements for an installation of equipment of Control and
Instruments, necessary for the automatic operations for the LNG Unloading / Return Gas Arm.

LNG Unloading Arm system has to be provided with Position Supervising System (PSS), to
monitor the arms motions. The PSS is provided to monitor the arms motions and are displayed in
Jetty Monitoring Room (JMR). On the other hand, all information related to arms operation is
monitored both in the JMR and the central control room (CCR).

The package of LNG Unloading / Return Gas Arm supplies a programmable controller (PLC) in
order to perform the functional sequences, controls, interlocks, safe guarding (non critical shut-
downs) associated with the Package Unit.

The PLC of the Package must have facilities for sending all signals available of Arms positions
(wire or communicated) to control and monitoring the arms in Jetty Monitoring Room (JMR).

The PLC of this package has to be capable of communication with DCS serial link, but critical
signals shall be exchanged via hardwired between ESD and DCS shall be hard wired.

On the other hand, all information related to arms operation is monitored both in the Jetty
Monitoring Room (JMR) and the central control room (CCR).

The instrumentation and control shall be inspected in agreement with specifications L1-101-JJ-
0000-SPC-1009 “I&C Requirements for package units specification” and L1-100-JJ-00-SPC-1001
“General Instrument Specification”. For the local control panel and PLC panel a Factory
Acceptance Test (FAT) shall be performed in Vendor workshop or appropriate place to check
PLC hardware and software.

Serial link with DCS shall be tested during Integrated Factory Acceptance Tests at PCS vendor
premises. VENDOR shall attend and provide required PLC hardware, software (including job PLC
program) and technical assistance for these tests.

Interconnecting wiring between local instruments and locally mounted junction boxes are in LNG
Unloading / Return Gas Arm Package scope. All field instrumentation cables and accessories
within LNG Unload/return Arm and around inside of scope shall be according to Specification L1-
100-JJ-00-SPC-1002 “Instrument Cables Specification” and L1-100-JJ-00-SPC-1013 "System
Cabinets Specification".

The Unloading Arms are located in hazardous area classified. All Instrumentation shall be
intrinsically safe (EEx i) the junction boxes shall be designed with a minimum protection of Zone
2, Gas Group II A, Temperature Class T1.

6 INS P ECTION AND FACTORY ACCEP TANCE TES T (FAT)

6.1 General

Vendor must notify the contractor at least 15 working days before the expected date for the
execution of the tests.

Contractor reserves the right to send resident inspectors to the Vendor’s installations.

In addition to inspection by the Regulating Authority, the equipment covered by this requisition is
subject to inspection by Contractor and Owner or their designated representatives. Any required
third party appraisal, inspection and approval is Vendor's responsibility and appertaining costs
are for Vendor's account.

Inspection by the Regulating Authority, Contractor and Owner or their representatives shall in no
way relieve the Vendor of his responsibility to meet the requirements of this requisition.

6.2 Inspection

Inspection and Testing shall be as indicated in Specification for LNG Unloading Arm, SPC-MR-
0101, LNG Unloading Arm Mechanical Data Sheet attached to this specification and all applicable
specifications indicated in section 3 of this Technical Specification.

After order a pre-inspection meeting shall be required to clarify all details about Quality Control
and Quality Assurance Plans.

Vendor shall provide an Inspection and Test Plan (ITP), which sets out specific quality practices
and activities relevant to his entire scope of supply. It shall include as a minimum: stage or activity
number; activity description; controlling document; acceptance criteria; quality record to be
provided; legend of abbreviations used for surveillance, witness, check, inspection, and hold
points; a column for Sub-vendor, Vendor, Contractor, verification Notified Body or third party (as
applicable) and Owner.

Vendor will provide all necessary things for performing hydrostatic and leaks and performance
tests, including flanges, gaskets and bolts. Gaskets shall be of the same type as those required
in the definitive installation. Also, Vendor will provide all instrumentation and equipment required
to carry out the tests

PMI (Positive Material Identification) will be made during the supply or storage of materials for
major structural parts and pressures containing parts of loading arm.

7 DOCUMENTATION REQUIRED FROM VENDOR

7.1 General

Vendor will supply drawings, lists, certificates, etc. in accordance with the requirements
established in the Required Vendor Document List attached to this requisition in Attachment 3.

Vendor documentation shall be submitted both in paper and in electronic files, according to the
number of copies and the software established in Required Vendor Document List. The detailed
schedule, number of copies, content of documents, etc. to be issued during the project
development shall be agreed between Vendor and Contractor

Vendor shall include within his scope of supply the fulfillment of all the necessary forms required
by the Contractor Requisition, Procedures, Specifications etc., to properly cover all maintenance
activities.

If a supplier intends to use sub-suppliers to perform part of the work, a list of the sub-suppliers
with references shall be provided as part of the bid documentation. This list must be approved
before awarding the PO by Contractor/Owner

7.2 Quality documentation/Final dossier

The vendor must send to the customer the Technical and Quality Documentation required in the
purchasing documents of each supply, for approval, as soon as the order is awarded and during
manufacture.

The vendor commits to facilitate additional copies of the above mentioned documentation, when
required.

The vendor must provide a Final Quality Dossier that must be approved by client. All documents
must be legible and easily reproducible. The Final Quality Dossiers must be submitted preceded
by a content index and with its pages numbered (if possible).

Number of copies (paper and electronic) shall be according to L1-100-JQ-00-PRC-1007

8 GUARANTEES

8.1 General

Guarantees of equipment/system/material contained in the scope of this requisition are aimed to


the Final Acceptance of equipment/system/material. Table 8-1 includes the guarantees required,
in accordance with the following paragraphs

8.2 Performance guarantees

Vendor shall guarantee the operation performance of the equipment and/or system, in
accordance with the technical data contained in this requisition and all applicable documents.

The LNG carriers unloading flowrate with three (3) liquid arms and one (1) vapour arm connected
shall be at least the following,

• Guaranteed Value: 12,000 m3/h


based on ship pumps capable of delivering 100 meter LNG (gauge) discharge head at LNG
unloading arm flanges from mean seawater level, at the design compositions of LNG stated in
the Process Design Basis. Unloading rate shall be demonstrated over a minimum test period of
six hours.

In addition Contractor shall guarantee for achievement of average 15000m3/hr using 5 unloading
arms (4 Liquid + 1 Vapour) based on a vessel capable of delivering LNG at 120m head.

Maximum pressure drop is dependent on the flow rate of LNG in Unloading Arm:

• For 3,000 m3/h flowrate, guarantee pressure drop will be 0.3 bar
• For 4,000 m3/h flowrate, guarantee pressure drop will be 0.6 bar

For Return Gas Arm, guarantee maximum pressure drop will be 10 mbar (from base riser inlet to
ship board flange) at design flow.

8.3 Mechanical guarantees

Vendor guarantees that the equipment/system will be free from defects, including any non-visible
or latent defects, and that all the equipment and materials supplied will have the correct design,
will be new, be of the required quality and quantity, the correct labour and be in accordance with
the specifications.

Vendor guarantees to supply the labour and materials and/or equipment, substituting any that fail
during the guarantee period caused by inappropriate design, defects or defective execution at his
own cost, without this fault being imputable to normal wear and tear or bad use of the equipment
contravening the Vendor’s Operating Manuals.

Vendor will be responsible for ensuring the repair in the shortest time possible, which will be
agreed with Contractor. Contractor reserves the right to make the repair at the risk of and payable
by Vendor in the case of the latter not carrying it out in the agreed time, Vendor being responsible
for any damage caused through this delay.

Contractor reserves the right to require the Vendor to carry out the new checks on compliance
with the technical guarantees affected, if the work and/or repairs is/are of importance to the normal
functioning of the Plant, any expenses involved being the responsibility of Vendor.

During the guarantee period, Vendor has the obligation to re-design, modify, replace or repair all
the equipment and components necessary for ensuring the continuous, safe and stable operating
of the plant. Vendor will be responsible for all costs related to these actions.

8.4 Utilities consumption guarantees

Vendor guarantees that the utilities consumption indicated in their final quotation will not be
exceeded during the operation of the whole system.

The utilities consumption to be guaranteed by Vendor, when applicable, is as follows:

• Electricity (kWh), at different working loads;


• Utility water (m3/h);
• Instrument Air (Nm3/h);
• Nitrogen (Nm3/h), at different working loads.

Vendor shall replace, modify or change any element or sub-system in order to obtain the required
performance characteristics at no extra cost to Contractor. Otherwise, Contractor reserves the
right to execute the penalties established in the Commercial Conditions or even to return back
the concerning equipment.

Utilities Intermittent consumption is also to be identified, including requirements for start-up,


shutdown and regeneration.

Penalties shall be agreed with Vendor at tender stage.

A Consumption Acceptance Test (CAT) will be agreed between Vendor and Contractor during
the proposal stage.

8.5 Emissions guarantees

Noise level: Vendor guarantees that the noise pressure level at 1 meter from any equipment inside
the production and process areas of the unit shall not be greater than 85 dB(A) and in accordance
with Regulations and applicable standards. Only the equipment supplied by Vendor will be
considered for these noise levels. Vendor will repair the source of this deviation or shall take the
necessary attenuation measures

8.6 Equipment or system availability and reliability

To ensure a requirement of 99.5% availability per annum during normal operation in the plant, the
Vendor shall guarantee a minimum availability of 98.2% for LNG Unloading Arm and 98.8% for
Return Gas Arm

Additionally, the Supplier shall include in its bid the Maintenance Program indicating, as a
minimum, the following information:

• Mean Time Between Maintenance (MTBM).

• Mean time to perform maintenance activities.

1. Introduction
This specification summarizes and describes the mandatory technical
requirement to be fulfilled by the CONTRACTOR during the execution of the
contract for the Liquefied Natural Gas (LNG) import terminal to be constructed at
the Jaigarh port, Maharashtra province, India
This specification also summarizes the minimum requirements for the design,
supply, fabrication, inspection, testing and commissioning of LNG unloading arm
for the H-GAS LNG GATEWAY Terminal.
This specification is to be used together with the other project specifications and
data sheets as attached to the FEED report. The terms and definitions used in
this specification are in accordance with the terms and definitions defined for the
project.
Unless otherwise specified on purchase order, the LNG unloading Arm shall be
designed, manufactured, tested and inspected in accordance with this
specification.

2. General

2.1 Definition and abbreviations:

The following words and expressions used in the specification have the
meanings given to then below:
 Owner means H-GAS COMPANY PVT LTD.
 Purchaser means EPC Contractor
 Vendor (or SUPPLIER) means any person, firm, partnership, company,
corporation or combination thereof with whom the EPC contractor has sent
the RFQ (Request for Quotation) or placed the Purchase Order.
 SUB-SUPPLIER means any person, firm, partnership, company, corporation
or combination thereof other than Owner supplying to SUPPLIER GOODS or
parts thereof in connection with the Purchase Order.
 Purchase Order means the Purchase Order placed on the Vendor by the EPC
contractor which shall incorporate Terms and Conditions of Purchase, the
Material Requisition, drawings, specifications and other documents referred to
in the Purchase Order, and any written amendments thereto.

2.2 Order of Precedence

Unless otherwise specified in this specification or any relating data sheet, EPC
contractor shall conduct the design, fabrication, construction, test and inspection
and complete the construction of the unloading arms according to, but not be
limited to the latest edition of the following codes and standards.

Order of precedence in case of conflict between documents shall generally be:


1) Indian laws and regulations
2) Requirements of project design and construction specifications
3) Referred codes and standards

EPC Contractor shall take responsibility to ensure resolution that all technical
conflicts between the documents for this project. In case of conflicts between this
specification and any other relating documents or codes and standards, the
documents shall be submitted to Owner for clarification and the priority and order
shall be approved by Owner prior to proceeding with fabrication or construction.

2.3 International code & standards

The machines/equipment and accessories covered by this specification shall be


designed, inspected and tested in accordance with, but not limited to, the
following listed codes, standards of latest edition in effect at the time of

3. Description

3.1 Operation description

Four (4) 16” identical LNG Unloading Arms, each equipped with a 16” Powered
Emergency Release Coupler (PERC) and Quick Connect/Disconnect Coupler
(QCDC) for LNG unloading to the storage tank will be used to achieve the design
ship unloading rate of 12,000 m³/h. A Vapour Return will be used to return some

of the displaced gas from the LNG storage tanks back to the LNG Carrier by
operating the Ship Return Gas Blower.

In the case the vapour unloading arm for gas is unavailable, one of the liquid
arms would be used as a vapour return arm. The design unloading rate will be
4,900m3/h per arm.

3.3 Scope of Supply

The LNG unloading / return gas arm supply shall include the following as a
minimum, but not be limited to ;
1) 4 sets of unloading arm (UA-0101A/B/C/D) and 1 set of return gas arm
(RGA-0101) including :
- Base riser, Inlet flanged connection, Hydraulic powered inboard arm and
outboard arm and slew motion
- Hydraulically Powered Emergency Release System (PERS) with double
ball valve and Powered Emergency Release Coupling (PERC)
- Hydraulic operated QCDC (Quick Connection / Disconnection Coupling)
with blind cover flange
- Stow locking in the rest position
- Weighting balancing system using pantograph sheave-cable or pantograph
link and rotary counterweight, etc.

3.4 Area classification

All equipment shall be installed in classified area mentioned in the data sheet &
Hazardous Area Classification - General Layout drawing (DWG-EL-0101).
Terminal boxes, electrical equipment and instrumentation shall conform to
applicable standards in accordance with the requirements of the specifications for
electrical equipment and for instrumentation

4. Unloading Arm Envelope Data


The "operating envelope" for a single loading arm is defined as the space area to
be required to serve the unit containing all of the Liquefied Natural Gas Carrier
manifold locations.
In what concerns operation requirements of unloading arms, the following
conditions shall be taken into consideration, but not limited to :
 Single arm operation;
 Elevation differences of manifolds for different LNG Career;
 Elevation tide, draft or ship's heave by wave action and list at ship's manifold;
 Maximum and minimum manifold spacing when operating simultaneously with
other unloading arms (arm contact shall be avoided);
 Horizontal position changes due to LNG Career sway and surge;
 Tide level (extremely high and low for 100 or 50 years of appearance).

The unloading arms shall be able to reach the manifolds of all LNG Carrier in the
class 90,000 m³ to 266,000 m³. The Vendor has the responsibility of the envelope
definition in accordance with the rules of the OCIMF code. That envelope will be
based on the information on the manifold sizes and locations given by the EPC
Contractor.

5. Design

5.1 General

1) Each arm shall be of the fully balanced counter-weighted marine arm, fitted
with self leveling triple swivel assembly, and equipped with an emergency
release system and a hydraulically connect/disconnect coupling.
2) The arm shall be fully balanced for the empty condition in all positions.
3) The arm shall be hydraulically operated, slewing / inboard / outboard, dock
mounted with articulated ball or roller bearing swivel joints.
4) The design of each arm is to be such that there is no clash with piping or
adjacent structures.
5) The arms shall be possible loading and unloading
6) The arms will provided with vacuum breaker for gravity drain system.
7) Vendor to supply and guarantee the pressure drop versus flow rate data for
the arms.
8) All electrical equipments and instrumentations shall be suitable for classified
area mentioned in the data sheet & Hazardous Area Classification - General
Layout drawing (DWG-EL-0101).
9) The seismic design shall be in accordance with OCIMF, data sheet and Basis
of Design (RPT -COM-006)

5.2 Material

1) ASTM or the material equivalent to ASTM shall be applied. In the case


materials equivalent to ASTM are used, Vendor shall prove and guarantee
their equivalence. Furthermore ASTM code equivalent shall be clearly
indicated on all documents/ drawings.
2) Materials specified in the data sheet shall be used for various parts of the
unloading arms. Equivalent substitute material specification may be used
subject to approval by Contractor.
3) All stainless pipes shall be manufactured and tested in compliance with the
relevant ASTM standard requirements for destructive and non-destructive
examinations

4) The carbon contents of the carbon and the carbon/manganese steels for
structural / mechanical arm components shall not be higher than 0.23% for
proper welding quality.
5) Swivel joints and fluid carrying parts of couplings shall be constructed of
materials which do not cause galvanic action with the pipe used in the arm.
6) Cladding and lined materials shall not be used in cryogenic applications.
7) Process cryogenic piping shall be passivated AISI 316/316L stainless steel
8) Hydraulic tubing shall be AISI 316 L stainless steel.
9) Hydraulic vessel shall be in stainless steel.

5.3 Marine Arm Structure

1) Stress in structural members shall be combined in accordance with AISC


specification.
2) Stress intensification factors of ANSI B31.3 shall be taken into account for
elbows.
3) Strength reduction shall be considered in welding area where appropriate for
the elbows.
4) The vendor shall make available analysis of stresses and deflections in the
loading arm and LNG carrier manifolds in all appropriate arm condition and
for the specified counter weight.
6) Each arm comprises a base riser, an inboard arm, an outboard arm, swivel
joint, a pantograph system for balancing the arm assembly, locking device,
support jack and service platform and ladder.

5.4 Swivel Joints

1) Except for the outboard joint (triple) swivel, all swivel joint assemblies shall
have devices to permit re-packing without dismantling major sections of arms.
2) The outboard joint (triple) swivel, including the emergency system, QCDC
(Quick Connect Disconnect Coupling), etc., shall be balanced so that the
outboard flange remains in the vertical plane for all arm attitudes.
3) All swivels in the arm shall be designed so that external water cannot
penetrate and freeze in the joints between rotating parts of the swivel.
4) Swivel joints shall be suitable for unloading with ship motion induced by
waves.
5) The swivel joints shall have ball or roller bearings. Ball races shall be made of
a hardened variety of steel and shall be replaceable in-situ if damaged.
6) The sealing system of swivel joint shall have at least one main seal and one
external seal.
7) All swivel joints shall incorporate dual main product seals and a separate
moisture/atmospheric seal. Special purge-type ball plugs shall be provided to

allow a nitrogen purge connection for supply of a positive pressure to the ball
races and packing for one hour of time just prior to handling product.
8) From one flanged connection of 1/2" at the base of the riser, the Vendor shall
supply all necessary piping including a block valve, a pressure regulator, a
rota-meter and connection to each swivel joint of each arm.
9) Vendor's scope of supply shall include the nitrogen piping from the swivel
joints to the foot of the riser.

5.5 Piping with Valves, Flanges and Connections

1) Arm and flange rating shall be adopted of ANSI 150# RF.


2) Schedule 80 minimum for size 1" through 2", schedule 40 minimum above 2"
piping shall be used in accordance with ANSI code of pressure piping.
3) Pipe joints shall be welded wherever practical.

5.6 ERS (Emergency Release System) with Double Valves

1) Each marine arms shall incorporate an emergency release coupler in the


vertical upstanding of triple swivel assembly with double ball, one positioned
immediately upstream and one positioned immediately downstream of the
emergency release coupling.
2) The ERS shall be controlled automatically and manually.
- Automatically : by over-reach signal
- Manually: by push-buttons at the arm control panel and other defined
shore location under healthy power condition.
- Manually: by pulling knob / lever at ERS solenoid during total power
failure, though no signal to logic will then be given.
3) The entire ERS shall be hydraulically operated with separate solenoid valves
for the emergency release coupling and operation of valves.
4) The two valves shall be mechanically interlocked to guarantee simultaneous
closure. The interlocking device shall easily disconnect when the arm is
uncoupled at emergency release conditions.
5) Facilities shall be provided, either hydraulic or manual, for reopening of the
valves after emergency closure. Such facilities, when hydraulically operated,
shall be designed as to allow opening of the valves only after the respective
ERS components have been re-connected.
6) Closure time of the ball valves shall be adjustable with tamper-proof
regulators in the hydraulic system for each valve.
7) Control of the ERS shall guarantee valve closure prior to emergency release.
The emergency release coupling shall have been disconnected automatically
upon completion of valve closure.
8) The arrangement of the ERS assembly near the outboard end of the swivel

shall be such that parts of the ERS assembly remaining on board of the ship
after emergency release will not fall on ship's deck or manifold service
platform.
9) The hydraulic cylinder operating the emergency release coupling shall be of
the double acting hydraulic actuator. Independent operation of double valves
and emergency release coupler shall be provided by means of double acting
hydraulic actuator.
10) During the release of the emergency coupling the hydraulic power system
shall automatically block the slewing movement of the arm due to the wind
load and consequently prevent collision of the disconnected arms.
11) An override in the hydraulic systems for outboard arm and slewing devices
shall be provided to limit possible excessive forces exerted by the ship on the
release coupling during release.
12) The strength of ERS shall be based on the requirements of OCIMF.
13) The operation of double valve/emergency release coupler shall be
mechanically or hydraulically interlocked to prevent disconnection of the
emergency release coupler before the valves are fully closed. The interlock
valve shall meet in full the OCIMF specification.
14) It shall be possible to fully test the hydraulics of the emergency release
system including the actuators without disconnection of the emergency
release coupler or dismounting of hydraulic actuators.
15) The double valves shall be provided with an alignment/lifting and reassembly
bolting system to assist in the reassembly of the equipment following an
emergency release.
16) The emergency release system (ERS) control shall incorporate ESD-1
pre-alarm and ESD-2 emergency release. A manual emergency release for
each individual arm shall be possible in case of vital power failure by
pulling/pushing the emergency knob or lever.
17) The ERS components located around the triple swivel joints such as flexible
hoses, cylinders, etc., shall be fireproof so that they remain fully operable
when exposed to a fire as per OCIMF requirements.
18) The loading arm on ERS activation should move by hydraulic or
counterweight means to a safe distance above the ship's manifold area
where it should be locked automatically by hydraulics. Then the arm is stored
back using the normal controls by the operator.

5.7 QCDC (Quick Connect / Disconnect Coupling)

1) A hydraulically operated QCDC shall be provided for each arm to facilitate


the connect/disconnect operation.
2) The coupler shall be equipped with a blind flange with a suitable lifting
handle.
3) The coupler shall be designed in order that the interface connection is leak
free during full cargo transfer.

5.8 Operating Control and Emergency System

1) The control power for the arms shall be electric/hydraulic.


2) Controls for maneuvering shall be through either the arm fixed control panel,
through a remote wired control box. The arm local control panel, remote
control boxes, shall not be operated at the same time. The selector switch
shall be located at the arm local control panel.
3) Electrical contact for ship cargo pump interlocking shall provide an electrical
signal to immediately trip the cargo pumps on release of ESD system from
shore side. The free end of this cable is to be equipped with a plug or socket
for ship connection.

5.9 Hydraulic Requirements and Components

1) Arm maneuvering shall be possible in two operating speed modes. The "fast"
speed and the "slow" speed which shall be half the "fast" speed.
2) Hydraulically powered arms shall be provided with independent relief valves
as a protective "override" feature for arm and associated equipment.
3) Hydraulically powered arms shall have tamper proof individual speed control
valves installed in the hydraulic lines to and from each cylinder for
independent control.
4) Adequate main line pressure protection shall be provided.
5) Pressure gauges with surge dampeners shall be provided in circuits having
different pressures.
6) Hydraulic lines, including tube and fittings, shall be stainless steel grade 316
or 316L. Tube sizes should be adequately sized to provide adequate flow
rated for the equipment with jetty mounted pipe work being no smaller than
10mm bore. Suitable flexible hose may be used as required to provide
articulation or electrical insulation. Hoses shall be of smooth bore. Oil
reservoirs shall be kept to a minimum to reduce the number of places of
potential leaks.
7) One set of accumulators (accumulator pack) shall be provided in order to
allow the retracting loading arms to the locked position. The accumulator pack
shall be mounted on the common rack and piped together with pressure
gauge, pressure switch, low pressure alarm & solenoid valve with a piloted
check valve. Accumulator pack shall be located as close as practical to each
loading arm.
8) Accumulators shall be sufficiently sized so that the loading arms can be
maneuvered back to the stowed position in the event of AC/DC power failure
under all operating conditions.
9) The piping form accumulator pack to each arm shall be provided by vendor,
unless otherwise specified.
10) One accumulator with piloted check valve and pressure gauge shall be

provided for closing the DBV and opening of ERC in emergency


disconnection in case of power failure
11) At the parking lock a proximity switch shall be incorporated which shall cancel
any signal which will activate the ERS for that particular when the arm is
properly parked.
12) When the arm parking lock is not properly engaged a light shall flash at the
control panel.
13) The control system for the hydraulic maneuvering operations of the arm may
be manufacturer's standards, subject to Owner's approval.
14) For maneuvering of the arms cylinders with double rod shall be supplied.
15) The power pack shall be supplied with duplicate pump sets. Each pump shall
be supplied complete with a motor. The pump sets shall operate as 1 duty / 1
stand-by.
16) The hydraulic directional valves shall be manually operable as well as
solenoid operable.
17) The hydraulic tubing shall be clamped and fitted with synthetic sleeves
avoiding SS/CS contact.
18) To avoid ingress of air in hydraulic circuit, which will affect the response time
of the ERS, a pressure control valve shall be installed in the return line to the
tank in order to keep the system at all times pressurized.
19) All components of the hydraulic system shall be provided with corrosion
resistant tag numbers or function descriptive nameplates.
20) To avoid moisture entering the hydraulic circuit the ventilation of the hydraulic
reservoir shall be equipped with a moisture filter or other suitable device may
be used.
21) For flushing and venting purposes the hydraulic circuit shall be provided with
sufficient drains, vents and temporary by-pass.
22) Pumps shall be designed and constructed for a minimum service life of
50,000 hours.

5.10 Instrumentation and Control Requirements

1) The instrumentation to be installed on the arms themselves and in the area


around the arm will be suitable for installation in the hazardous area
mentioned in the data sheet & Hazardous Area Classification - General
Layout drawing (DWG-EL-0101). .
2) Operating and control system shall be in accordance with OCIMF "Design
and Construction Specification for Marine Loading Arms". And the vender
shall design the whole configuration of the control system such as local
control panel for each arm and hydraulic unit and accumulator pack,
operational control unit for arms in detail.
3) All ERS and maneuvering instruments shall be designed to operate by UPS
power. Full details of the connected load including power distribution board
shall be given by the Vendor. Momentary power interruption shall not lead to
ERS activation.

4) The Vendor shall list all necessary controls and functions for the safe
operation of the arms. All instrument and control components supplied by the
Vendor shall be selected from the approved instrument Vendor list.
5) In order to achieve the desired level of operational security each set of
solenoid operated valves, per arm, shall have only one common circuit
protection. The failure of this circuit protection shall also initiate an alarm and
shall give a potential free contact for connection to other systems. This circuit
protection shall be located at the arm control panel.
6) All solenoid operated valves, forming part of the ERS shall be spring loaded
and fail safe.
7) The ESD control system shall be incorporated in the arm control panel. Two
stage alarms, ESD-1 and ESD-2 shall be incorporated in the ESD control
system.
8) Terminals shall be provided to receive signals from the shore/ship emergency
shutdown system to activate the ERS.
9) All instruments and junction boxes for these instruments shall be safely and
permanently accessible from grade, ladder or platform.
10) Local control panel(s) (or central console) located nearby the different
equipment (arms, hydraulic power system), and containing the push-buttons,
switches, position lights and alarms required to locally control the equipment.
This central console shall be design in accordance with §10.1.1. of OCIMF.
It shall be enclosed in a painted S.S. cabinet.
11) PLC or Microprocessor control system cabinet shall be located in the field
instrument room located in "Jetty Monitoring Building"; this control system will
include:
 The PLC or microprocessor system with the necessary software to ensure
the following :
 normal operation control of the equipment,
 safe positioning of the equipment in case of abnormal operation,
 communications with the local panel,
 communication with the operator interface,
 transmission of the required signal to the plant control system
 transmission of signals to the PCS
12) Switches shall be provided on the central console and pendant to operate the
ERS valves independently of the emergency functions.
13) The separated control equipment ensuring the emergency shutdown of the
equipment in case of danger for the personnel, the equipment, the process.
One cable reel with multi wire cable and plug for ship communication shall be
provided.
14) The required devices to connect the control system with the field devices and
equipment like marshalling terminals, intrinsically safe barriers, relays etc.
Signals from field instrumentation shall be grouped on site via junction into
multi-pairs cables.
15) The man machine interface required to control the arms from the Jetty control

room located in the "Jetty Monitoring Building". This Man-Machine interface


shall include as a minimum :
A printer dedicated to alarms and events logging.
16) Range alarms and shut down system are complemented as follows.
Solid state inductive proximity switches shall be used for alarms and shut
down system.
Arms having ERS shall be fitted with two stage alarm systems for luffing and
slewing.
The first stage alarm will initiate the following:
An intermittent visible and audible signal warns the operator that the first
boundary of the envelope has been reached. This circumstance will
automatically start the hydraulic pump of the Marine Loading Arms, send a
signal to the ship and ESD system to stop the cargo pump and close the ball
valves. The arm is now ready to be disconnected.
The second stage alarm will initiate the following:
A continuous visible and audible signal warns the operator that automatically
the Powered Emergency Release Coupling (PERC) will be opened and the
Marine Loading Arms hydraulically blocked. The complete emergency
disconnection sequence can be actuated manually also.
17) Junction boxes shall be foreseen as follow :
 One on each arm
 One on hydraulic unit
 One on accumulator unit
Cabling between junction boxes on site and Field Instrument room shall be
design by the Vendor but provided and installed on site by EPC contractor
before commissioning. Cable list and wiring diagram shall be prepared by
Vendor and transmit as required in Material Requisition.
18) The following remote control system shall be provided for operator to control
the arm from the deck or from jetty where visibility is better:
 Wire remote controller with its storage box
 Wireless remote controller and radio receiver and radio control transmitter

5.11 Electrical Requirements

1) The Cryogenic Marine Transfer Arms electrical system shall comply with
OCIMF § 11.2.
2) All components shall be suitable for hazardous area classification mentioned
in the data sheet & Hazardous Area Classification - General Layout drawing
(DWG-EL-0101) and explosion proof or intrinsically safe type.
3) Local control units and isolating switches shall be furnished with padlock
facilities in the "OFF" position.
4) Arm control switches in local control unit shall be momentary contact type.

5) All electrical equipment shall be suitable for outdoor operation.

5.12 Storm Lock

The mechanical tie-down device shall be provided to prevent the inboard arm
from moving in the parked position during high winds. Either mechanical or
hydraulic locks shall be provided to restrict movement of outboard arm in the
parked position.

5.13 Position Monitoring System

Vendor shall include in the control system a "Position Monitoring System" (PMS).
This system shall compute frequently the arm coordinates and the movement
reality by use of accurate sensors. The PMS microprocessor compare the actual
coordinates to the specified envelop stored in processor memory and taking into
account the actual speed the alarms limits shall be adjusted close to the
envelope. The PMS shall permanently display the actual arm position on control
consoles together with remaining distances between flanges and first alarm.
Furthermore the actual position and alarms shall be relayed to jetty control room
(see hereafter) and to main control room through a serial link.
The link to the Process Control System (PCS) shall transfer all information
necessary to allow the presentation on the PCS screen of display equipment
equivalent to those provided by the PMS.

5.14 Stray Current Protection Connections

1) An insulating flange or an integral joint shall be inserted near the ship's end
of the outboard arm to electrically isolate the LNG carrier from the loading
arm. The insulating flange minimum resistance should be 10,000 ohms. But
after (including hydrostatic testing) liquid is introduced into the arm the
resistance should be 1,000 ohms.
2) Insulating materials used shall assure that the flanges are impervious to
moisture and are compatible with the product properties and temperature
involved.
3) Insulating non-metallic flexible hose shall be used in the hydraulic control line
system to bridge the insulating flange.
4) The insulation flange/joint shall be designed to a strength safety factor of at
least two.

5.15 Support Jacks

Support jacks or appropriate supporting device shall be provided to reduce the


stress of LNG carrier manifold.

5.16 Service Platform and Ladder

A full set of access platform and ladders shall be provided for each loading arm to
enable the personnel access to the loading arm apex and removable elbow.

5.17 Removable or Movable Elbow System

Mechanical supports are bridged between inboard arm and base riser to sustain
the arm assembly during elbow removal.

5.18 Miscellaneous

1) Each arm shall be furnished with a flange or suitable cover to blind off the
presentation flange while the arm is in stored position. This cover shall give a
tight seal for any possible internal operating pressure.
2) In front of each arm or bank of arms a stainless steel instruction plate
indicating the spotting center line shall be provided on the jetty head.
3) Bellows joints shall not be used.
4) All pressure welding procedure shall be met to the requirements of ASME
SEC.Ⅷ boiler and pressure vessel code.
5) Welding procedure and certificating records shall be made available by
Vendor for Purchaser's review and approval, upon request.
6) Stainless steel piping shall always be equipped with pipe shoes.
7) Care shall be also taken to provide end-caps to components at all times, to
minimize the ingress of dirt and sand.

6. Inspection and Tests

6.1 General

1) The inspection and test procedure, including field performance test, shall be
prepared by Vendor and submitted for Owner's approval.

2) Owner or its representatives reserve the right to witness and inspect the shop
tests and inspections at any time and place including sub-vendor's works.
3) Vendor shall mark "To be witnesses" or "Not to be witnessed" on each
inspection item to be listed in his inspection and test procedure to be
submitted for the owner's approval.

6.2 Material inspection

1) Material certificate shall be submitted for major structural parts and pressure
containing parts of loading arm.
2) Material for swivel joints shall be submitted to the same tests as material
operating at cryogenic temperature.
3) Following tests shall be added :
Hardness test after heat treatment on all ball races :
Test procedure according to ASTM A 370.
4) Acceptance criteria to be defined by the Vendor according to design values.

6.3 Non-destructive examination

1) All major dimensions of the arm shall be checked against the fabrication
drawings.
2) 100% of all butt welds for pressure retaining parts shall be subject to
radiographic inspection. Acceptance criteria shall be ASME Section VIII,
Division 1 paragraph UW-51.
3) 100% of fillet welds shall be subject to dye penetrant inspection. Acceptance
criteria shall be ASME Section VIII, Division 1, Appendix 8.

6.4 Pressure Test

1) All risers, inboard arms and outboard arms shall be subject to hydrostatic
test at 1.5 times of the design pressure for a minimum duration of 30 minutes
at the shop.
2) All rises, inboard arms and outboard arms shall be subject to a pneumatic
test at 1.1 times of design pressure for a minimum duration of 15 minutes at
the Vendor's shop.
3) The main components of the hydraulic system such as cylinders, pressure
instruments, accumulators, valves and tubing and hoses shall be flushed and
leak tested in the Vendor's works.

6.5 Assembly Inspection

One arm shall be completely shop erected for balance and smooth operation test
using related selector valve unit as specified in data sheet.

6.6 Surface Preparation and Painting Inspection

Surface preparation shall be inspected prior to painting, and Dry film thickness of
painting, color of the coat and integrity of the coat shall be inspected.

6.7 Test for QCDC, ERS and Swivel Joint

1) Swivel joints shall be proof tested per OCIMF specification. Proof test
certificate to be submitted.
2) Dye penetrant examination of stainless steel weld overlays on all swivel
joints shall be performed.
3) QCDC shall undergo pressure test to demonstrate tightness
4) ERS shall undergo hydraulic pressure and pneumatic tested as other
pressure parts, and no leakage or deformation shall be allowed.

6.8 Valve inspection and testing

All valves, excluding emergency disconnect double ball valves shall be inspected
and tested in accordance with specification and with the specific requirements for
cryogenic valves.
Double ball valve / Emergency release coupler shall be inspected and tested in
accordance with a test procedure proposed by the Vendor and approved by EPC
Contractor in writing.

6.9 Field Performance Test

All specified functions for all arms and their controls shall be performance tested
after site installation and prior to commissioning. Field performance test shall be
performed by the Purchaser under the supervision and responsibility of the
Vendor.

7. Patent Infringement
Vendor shall defend any and all infringement suits in which the Owner is made a

defendant, alleging patent infringement on equipment purchased from the Vendor.


Vendor shall pay all costs and expenses incident to any such litigation. It being
further agreed and understood, however, that Purchaser shall have the right to be
represented therein by counsel, of their own selection and paid by them. Vendor
shall pay all damages, profits, and costs which may be awarded the plaintiff in
any such litigation: and, in general shall defend Purchase against all claim or
demand of every kind to which they may be subjected under the patent laws in
connection with equipment purchased under this specification.

8. Preparation for Shipment


Tested and inspected equipment shall be emptied, dried, painted and where
necessary, preserved for shipment and long term outside storage.
All platforms and ladders shall be assembled and tested for fit-up and then
disassembled and shipped separately for field installation.
Vendor shall protect his equipment during transportation, handling and storage
against outdoor conditions. Internal bracing and shipping cradles as necessary
shall be provided to prevent deformation during shipment and erection. Products
for corrosion protection shall be used.
All equipment shall be packed and weather protected for export. Loose parts
shall be boxed and shipped along with an itemised packing list with the main
assembly.
Vendor shall clearly indicate on the shipping cases or other packages the
required storage conditions.
Vendor shall provide procedure for unloading, handling and installing equipments
at job site. Equipments shall not be released for shipment without approval of the
EPC contractor authorized representative.
Packing shall be of "long term type" suitable for outdoor storage in sea
environment (minimum 6 months).

2 1. All the four unloading arms shall be designed to allow reverse flow from LNG storage tanks to the LNG carrier. The gas return arm shall
3 be designed to allow NG vapour reverse flow from LNG carrier to LNG storage tanks. Design data for LNG reverse flow scenario

6 2. The unloading arms and return gas arm shall be able to reach the manifolds of a wide range of LNG Carriers, both membrane and moss
7 type, within the category of 89,880 m3 (Arctic Spirit type) to 267,000 m3 (Q-Max type), with a length overall between 239 m and 345 m.

9 3. During normal operations the maximum LNG unloading rate will be 12,000 m3/h, with 3 of 4 LNG unloading arms L1-380-L-001 A/B/C/D +
10 NG Vapour Return arm L1-380-L-002 operating. Vendor shall design the arms as follows:
11 a) Three liquid LNG unloading arms (L1-380-L-001 A/C/D).
12 b) One hybrid arm (L1-380-L-001 B), which shall be operated either as an LNG unloading arm or as a vapour return arm when the
normal vapour return arm L1-380-L-002 is out of service.
13 c) One return gas arm L1-380-L-002 for NG vapour transfer only

15 4. Maximum allowable pressure drop across unloading arms shall be as follows:
16 - For an LNG flow rate of 3000 m3/h through each arm: 0.3 bar (for 16" unloading arms)
17 - For an LNG flow rate of 4000 m3/h through each arm: 0.6 bar (for 16" unloading arms) / 0.46 bar (for 20" unloading arms)
18 - For a NG flow rate of 12,000 m3/h through hybrid arm: 0.010 bar
19 Vendor shall supply pressure drop vs. flowrate curve for both sizes 16" and 20" LNG unloading arms

21 Regardless of return gas arm, a 16" arm is proposed. Size to be confirmed by vendor, in order to comply with the pressure drop requirement
22 Maximum allowable pressure drop across return gas arm (from base riser inlet to ship board flange): 0.010 bar for NG vapour flow rate
23 of 12,000m3/h through arm.

29 5. Regardless of the LNG carrier size, during normal operations the maximum LNG unloading rate will be 12,000 m /h,with 3 operating arms
30 (4000 m3/h through each arm). Minimum pressure at cargo manifold should be 100 m, with manifold located at 20 m above the mean
31 sea water level (MWL), which is located at CD + 1.8 m, as per FEED Design basis.
32 If case the Cargo Pump head is lower than 100 m, the stand-by 4th unloading arm will be operated in order to reduce the pressure drop
33 at the arm. In this case the flow rate through each arm will be 3000 m3/h.
34 To reach an LNG unloading rate of 15,000 m3/h, with a pressure at cargo manifold of 120 m, the 4 total unloading arms will be operating
35 with a flow rate of 3750 m3/h through each arm.
