TERMS OF REFERENCE

Consulting Service for Design and Cost Estimation for construction of Conference Hall
and Refurbishment of Workshop space in COEs and Provinces

1. Background

The project action is related to the scaling up Technical and Vocational Education and Training
(TVET) provision and implementation that include capacity development; job description and
performance standards, HRD assessment and HRM plan; quality assurance standards in TVET
sector; research and studies; ICT based management system development in TVET sector; and
curriculum and instructional material development for the delivery of quality TVET programs in
the country. Similarly, support for upgrading better equipped workshop and labs in the pilot
TVET centers that provides opportunities for better practical training to the trainees particularly
in agriculture, tourism and construction sector. The provision of e-learning, in delivering TVET
services, will be an effective approach in reaching the outreach target group , study of labor
market signaling and the assessment of highly demand driven occupation will provide insightful
information on demand and supply situation of the actual world-of-work. The coordination and
collaboration among TVET local stakeholders along with business and industrial private sector
will support for enhancing public private partnership in all level of TVET development areas. In
general, SAKCHYAMTA Project will support for improving the quality of TVET in a
comprehensive way.

The project action consists of the following four major components:


 Capacity development in TVET system
 Employers’ involvement to standardize and develop market based curricula and training
materials
 Relevancy of TVET program through improving quality standards and monitoring and
evaluation system
 Coordination and collaboration with federal, provincial and local TVET Stakeholders

One of the major activities under the project is to develop Communication and Networking
Conference hall in the Center of Excellence (COEs) and Province offices. This hall will be used
as a knowledge center in the offices, for meetings and also as E- learning centers. Presently not
all office spaces in the provinces are owned by CTEVT and are rented spaces. The availability
of the appropriate space for construction or refurbishment of the Hall is a major concern and
needs to be discussed with the respective chiefs of provinces or COEs.

The project is also providing occupational tools and equipment to delivery activites/programs at
three COEs for agriculture, construction and tourism in Tikapur, Lahan and Pokhara. The list of
the required equipments as recommended by the respective COEs has already been received
but one major concern has been the availability of space and other required amenities to
operate and use the procured equipments for educational purpose.

Hence, SAKCHYAMTA Project intends to hire a consultant in order to support the


implementation of the project by evaluating the available space at the respective province office
and COEs in coordination with the Office Chief, prepare conceptual plan for construction or
refurbishment of the space, discuss with SAKCHYAMTA officials and prepare detailed estimate
and Bill of quantities for tender process.

2. Objectives of the Assignment

The main objective of the assignment is to assist for develop furnished communication and
networking conference hall and laboratory for equipments so that the different programs at the
COEs and Province office are operated in smooth manner.

The specific objectives of the assignment are:

 Technical assessment of the available space at the province offices and COEs for
developing communication hall
 Design the conference hall and workshop space as per the requirement and approve
from PIU and respective office
 Calculate quantity, rate analysis and bill of quantity for tender

The Consultant will be working closely with officers and consultants of PIU along with the chiefs
of provinces and COEs.

3. Methodology

Services delivered by the Consultant:


a. Layout of the available space at the site
b. Requirement Analysis in discussion with the client
c. Detailed Design, Drawing and BoQ preparation for the construction of conference hall
d. Detailed estimate, preparation of required works for the refurbishment of the workshop
space

Services delivered by the Client

a. Nominate a staff to coordinate with the consultant during preparation of the


documents
b. Provide clear and comprehensive description of all services to be delivered (one
orientation) by the consultant
c. Provide inputs and finalization of the draft report
d. Make payment as per agreement as approved financial claims of the consultant

Detailed Engineering Design


a) Inventory of Existing Situation
 Make a accurate assessment and inventory of the existing situation to construct the
conference hall at the province office and COEs
Engineering Design
 Develop site master plan of the site
 The consultant shall present the designs to the client in a formal presentation and revise
the design to incorporate comments received during the presentation.
 Upon approval of the conceptual design, the consultant shall elaborate the design
 The detailed designs shall be presented in the form of detailed working drawings, and
reports with applicable design calculations.
 All designs shall be elaborated with Detailed Estimate, Rate Analysis, Abstract of Cost
and Technical Specification
 The consultant shall also furnish Bill of Quantities, Specification and other related
documents

4. Duration of the Services


The total duration of the consulting services required is for 30 days. The Consultant shall
provide his service from the date of signing the contract.

5. Reporting & Deliverables


The Consultant shall report to Administration Chief of PIU, SAKCHYAMTA Project. The
Consultant will submit the final document within 30 days of the date of contract. Other expert
input will be as required and for consultation purpose only.

6. Client’s Input
PIU Sakchyamta will provide the Consultant access to any documents as available and provide
information as required for preparation of the document.

7. Consultant’s Obligation
The Consultant shall be fully responsible for managing the necessary consultation, in close
coordination with PIU . It is fully responsible for its transportation and report collection and
preparation.

8. Submission of proposal
The proposal should be comprised of Financial Proposal in a sealed envelope as per the format
attached in Annex 1.
9. Documents to be submitted
1. A copy of the company registration
2. A copy of VAT clearance certificate
3. Financial proposals in sealed envelops
4. Any other relevant documents
5. Cost of Service should be submitted as per Annex 1

10. Mode of Payment

The mode of payment should be as follows:


1. After signing of the contract: 40% of the total contract amount
2. After submission of the final copy of the documents: 60% of the total amount
