The Inter-Agency Task Force for the Management of Emerging


VI. PROJECT Infectious Diseases (IATF-EID) per Resolution No. 11, Series of
RATIONALE 2020, raised the COVID-19 threat to the highest alert level, Code Red
Sublevel 2, due to the evidence of sustained community transmission
of the disease on March 12, 2020. Concomitantly, President Rodrigo
Roa Duterte approved the recommendation to declare enhanced
community quarantine in the Luzon Province on March 17, 2020.

The declaration of community quarantine and the corresponding


imposition of Stringent Social Distancing Measures affected the
mobility among people as ingress and egress to and from NCR have
been restricted, causing the implementation of alternative working
arrangements in government and private offices, suspension of
operations or closure of small business establishments and suspension
or stoppage of public mass transportation. Even Local Government
Units (LGUs) outside of Luzon, have issued executive orders
declaring  community quarantine within their areas of jurisdiction and
the restrictions stated above have been imposed as well. These
declarations are said to affect sectors not limited to senior citizens,
pregnant and lactating women, solo parents, persons with disability,
indigenous peoples, underprivileged and homeless families, and
informal economy workers.

Emergency Subsidy Assistance, Relief Assistance, CAMP, TUPAD


and other similar programs were provided to the affected families as
emergency response. However, continuous provision of services such
as Food for Work is needed to address the needs of the potentially at-
risk disaster victims and other distressed and displaced
individuals/families whose income is below the food threshold and
who are involved in restoration, rehabilitative, mitigation and
preparedness activities.
The projects aims to provide:
VII. OBJECTIVES  Food to potentially at-risk individuals/families in exchange for
their services or involvement in restoration/rehabilitation,
mitigation and disaster preparedness activities;
 Food worth P 450.00 per day; and
 Facilitate people’s participation in planned community
development efforts during the rehabilitation phase after
occurrence of disaster.
The CSWD in partnership with the Barangays shall implement the
VIII. PROJECT Food for Work program to be participated by an adult family member
DESCRIPTION of working age participating in the work teams for project
implementation and whose name appears in the masterlist of affected
families and certified by the barangay council.

Environmental management activities such as Urban gardening,


regreening, cleaning of water canals, alleys/pathways, planting of
flowers/seedlings are among the tasks to be done by the
individuals/family heads.

Barangays are required to submit documentation of activities to


include Distribution List of recipients five (5) days after its
implementation.

IX. RECOMMENDATION The Food For Work Project is deemed necessary and timely that the
city is under quarantine. Whereas, people can work freely in cleaning
and planting in the barangay premises while they are not allowed to
resume to their respective jobs. In return, these workers will be given
food worth Php 450.00 each to compensate their labor for the day.
