USC SEAL
 The University Seal is the insignia of
the University of San Carlos which is
depicted by the symbols contained
in a shield.
 There are seven full laurel leaves on
each side of the wreath surrounding
the shield.  The wreath of laurel
leaves stand for excellence.  The sets
of leaves recall the seven gifts of the
Holy Spirit: wisdom, understanding,
counsel, fortitude, knowledge, piety,
fear of the Lord.
 The upper left part of the shield has
the globe surrounded and topped by
the cross.  This is the symbol of the
SVD in the world.
 The upper right part of the shield
has Magellan’s cross, symbol of
Cebu where USC is located.
 The three stars above the open book
represent the three main island
groupings of the Philippines: Luzon,
Visayas, Mindanao.
 The open book symbolizes
knowledge, education, and the
Word of God.
 Below the seal is the identity of the
Carolinians: Witness to the Word.

Rationale of NSTP Course
The University of San Carlos is offering
NSTP Course as mandated by law through
Republic Act No.9163, known as the
National Service Training Program Act of
2001 which requires both male and female
students in the tertiary level in both public
and private educational institutions to have
NSTP Course as part of their curricular
program.
  
This is based on the1987 Philippine
Constitution which states that all Filipinos
are duty-bound to protect the country,
and, as such, they may be subjected to
undergo service training programs.  And in
fulfillment thereof, all citizens may be
required, under conditions provided by law,
to render personal, military or civil service
(Art II, Sec. 14). And Art. II Sec.13 also
prescribes the involvement of the young
generation in the community affairs in order
to secure the nation; to wit:
“The state recognizes the vital role of
the youth in nation-building and shall
promote and protect their physical,
moral, spiritual, intellectual, and social
well-being.  It shall inculcate in the
youth patriotism and nationalism, and
encourage their involvement in public
and civic affairs.”
NSTP as a service program is intended for
the youth, aimed at training them to be good
and responsible citizens invoking ethics of
service, altruism, patriotism and nationalism
towards national development.
NSTP highlights role of the youth as potent
force in bringing forth much avowed goals of
development in the country in order to build
a strong Republic, invoking gender equality
and development through the inclusion of
female students in national service training.
The course is designed to provide
opportunities for the students to actively
participate in social action programs and
activities intended to uplift the different
dimensions of human development of the
community in accordance with Christian and
Carolinian values and principles.
The National Service Training Program
(NSTP) is a program designed to motivate
the youth to contribute to the improvement
of the general welfare and the betterment of
life for the members of the community
especially devoted to improving HEALTH,
EDUCATION, ENVIRONMENT,
ENTREPRENEURSHIP, SAFETY,
RECREATION, MORALS OF THE
CITIZENS and other social welfare services.

levels vis-à-vis national development
