LOCAL ADVERTISEMENT/SOLICITATION FOR COMMERCIAL ITEM

The U.S. Embassy in Panama has a requirement to acquire COMMUNICATIONS EQUIPMENT with the requirements listed
below. Please note that this is a combined synopsis/solicitation for commercial items, prepared in accordance with the format FAR
12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued.

The solicitation number is 19PM0720Q0124, issued as a Request for Quotation. The solicitation/contract documents and
incorporated provisions and clauses in effect are those in effect through Federal Acquisition Circular Number/Effective Date: FAC

Additional Requirements for this acquisition: Full specifications and warranty information must be provided for all equipment
with the offer.

Date and Place of delivery: For vendors in Panama: Bldg. #783, Demetrio Basilio Lakas Ave., Clayton, Ancon, Panama.
For vendors outside Panama: 11380 NW 34th St., Doral, FL 33178, USA.

Delivery date: 15 calendar days after contract award.

Anticipated award date: October 5, 2020.

The following clauses apply to this acquisition:

FAR 52.212-1, Instructions to Offerors - Commercial Items, apply to this acquisition, FAR 52.212-2, Evaluation – Commercial
Items:  The Government will first evaluate complete offers (offers for all 5 line items), and will award the lowest priced, technically
acceptable offer.   If no complete offers are received, then the Government will award the lowest priced, technically acceptable offer
per line item, FAR 52.212-3, Offerors Representations and Certifications - Commercial Items, all Offerors must include a
complete copy of this form with their offer. 
 
The following contract clauses also apply:

FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to
this acquisition. The following clauses in paragraph (b) will apply to the resultant contract: (4) 52.204-10, (28) 52.222-
19, (35)52.222-50, (44)52.223-18, (51)52.225-13, (55)52.229-12 and (58)52.232-33, the full text of a FAR clause may be
accessed electronically at https://www.acquisition.gov/far. The following DOSAR provisions/clauses will also apply: 652.232-70
Payment Schedule and Invoice Submission; 652.242-70 Contracting Officer’s Representative (COR); and 652.242-73 Authorization
and Performance. 
 
All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov , prior to
contract award pursuant to FAR provision 52.204-7. Therefore, prospective Offerors are encouraged to register prior to the submittal
of quotations/proposals.  
 
Offers sent by email are due by 3:00  p.m., September 30, 2020.  All responsible sources may submit an offer that shall be
