ROLE PROFILE

TITLE: Advocacy Manager


TEAM/PROGRAMME: Programme LOCATION: Guatemala
GRADE: Level 2 CONTRACT LENGTH:
Permanent

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently
(e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight)
because they work in country programs; or are visiting country programs; ore because they are
responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
As a member of the Senior Management Team (SMT), the Advocacy Manager, provides leadership
and mobilizes the necessary funding and technical expertise to develop, implement and maintain
effective advocacy programs for Save the Children Guatemala.

S/he ensures that the information and analysis needs of various departments, programs and field
offices, are met effectively by measuring the effectiveness and impact and dissemination of key
findings to relevant stakeholders.

S/he ensures that global and in-country advocacy work is in accordance with approved guidelines
and will coordinate with all advocacy staff or staff with advocacy responsibilities in the JD. S/he
develops gainful and strengthens networks as well as represents the country office appropriately.

The Advocacy Manager reports to the Country Director and works in close coordination with
Program Director, NBD and Awards Manager, Project Directors/managers as well as with the
Finance Director.

KEY AREAS OF ACCOUNTABILITY:

Strategy, Senior Management and External Relations:


• Provide leadership, strategic vision and direction to the Guatemala country programme as
a member of the SLT/SMT
• Supports the development of high quality country and programme strategies and annual
plans, and reports
• Support the development of an organisational culture that reflects our dual mandate
values, promotes accountability and high performance, encourages a team culture of
learning, creativity and innovation, and frees up our people to deliver outstanding results
for children and excellent customer service for our members and donors
• Support the establishment, maintenance, and improvement of an active and regular
working relationships with: host government authorities, partner agencies including
humanitarian and development donors, and local and international NGOs
• In collaboration with the Program Director, New Business Development and Awards

Manager and CD, ensure the Guatemala Country Office complies with all Save the
Children programme Essential Standards and Procedures in the Quality Framework

Policy Change and Engagement:

• Elaborate, validate, implement and monitor the institutional advocacy plan for Save the
Children.
• Prepare analysis papers on the situation of the Children’s Rights in the country and the
niche of institutional advocacy from Save the Children.
• Monitor advocacy issues and the position of external stakeholders.
• Ensure timely and effective coordination of unexpected advocacy activities and
opportunities with communications and programmatic staff.
• Set policy change objectives.
• Identify opportunities for public mobilization.
• Lobby decision makers.
• Develop advocacy messages.
• Develop policy briefing papers, policy statements and public communication materials.
• Conduct research on specific policy and advocacy issues.
• In collaboration with CD and other SMT members to identify and manage potential risks
associated with Save the Children’s public positions and design strategies to mitigate the
risks that have been identified.

External Coordination and Participation:

• Participate in national, regional and global advocacy moments.


• Coordinate advocacy events.
• Coordinate with external advocacy groups and initiatives.

Campaign Delivery:

• Lead on the development of relevant and realistic advocacy and campaign plans and
coordinate their effective implementation, with programme and project leads.
• In coordination with communications staff, develop or adapt campaign.

Follow up work with United Nations branches to ensure compliance of Children´s Rights at
national level taking into consideration the recommendations of the Committee on the Rights of
the Child. Preparation of the Alternative Civil Society Report, the Universal Periodic Review, the
Third Facultative Protocol and any other reports that come up.

In case of an emergency situation, a flexible attitude and willingness to work in outside of job
description activities is expected. The person in this position should be capable of adapting to
tasks and schedules according to arising necessities.

measurement systems that allow accurate, reliable information collection and reporting
regarding advocacy/child rights campaigns.
• Ensures management responses to findings and recommendations of evaluations and
Advocacy/campaign reviews are follow‐up with a detailed implementation plan
• Coordinates effective dissemination of findings, conclusions, recommendations and
lessons learned from programs to intended audience, with a view to improving policy and
strategy.

Staff Management, Mentorship, and Development


• Develop a culture and focus on quality in the Advocacy team and ensure appropriate
training, and mentoring of staff as appropriate
• Manage his/her team through: effective use of the Performance Management System;
regular evaluation of direct reports; provision of coaching, mentoring and other
developmental opportunities
• Oversee that staff proactively build and maintain technical skills and competencies
required for leading and/or advising first class programs – both development and
emergency programs

Emergency Response Management


• Ensure appropriate and timely responses at scale to all emergencies consistent with
established benchmarks, plans and organizational policies, and in close cooperation with
incoming surge teams
• Responsible to make sure all staff understand and are able to perform their role in an
emergency
• During emergencies in coordination with Country Director maintain consistent and
coherent engagement in key governmental and inter-agency emergency preparedness
and response coordination mechanisms including the Cluster system

Others:
• Support in the organization’s strategic planning process, specifically regarding program
planning and documentation.
• Collaborates with implementation teams to review and alter our current data and
reporting system as needed.

QUALIFICATIONS AND EXPERIENCE:
• Preferred candidates have a minimum Master’s Degree in Social Sciences or related area;
• Minimum of 10 years work experience in humanitarian or development context, with at
least 3 years’ management and supervisory experience of senior staff;
• Successful track record in designing effective Advocacy, Communications, Knowledge
Management and Learning and Communications strategies and systems.
• Experience in more than one of the Save the Children priority sectors: health/nutrition;
education; child protection; child rights governance; food security and livelihoods;
• Demonstrated leadership and management skills in a designing and implementing
advocacy campaigns/programs/projects in multicultural settings.
• Extensive experience in ensuring and leading child participation
• Strong written and oral communication and presentation skills in Spanish and English;
• Proven leadership ability and collaborative approach to finding solutions,
• Achieving quality work, and delivering outcomes and materials on time in a changing,
fast‐paced, deadline‐driven environment.
• S/he is also able to travel 40-50% of the time to field offices.
