should not be taken in substitute item.
4. To clarify the item No. 2 providing wood work in door and windows

The subject cited work was awarded to M/s Hateshwari

Construction vide Executive Engineer, Mandi Division No.-II, HP.PWD., Mandi letter
No. 19189-93 dated 27-09-2011 for Rs.1,64,96,257/-only with time limit of 24
months. An expenditure of Rs. 99.36 lacs has occurred on this work upto 4/2013.
In the BOQ item No. 14 & 15 there is provision of bitumen
emulsion for priming coat (SS-I) and tack coat (RS-I). The curing time for priming
coat (SS-I) is 24 hours. This road is single lane road and traffic is already playing on
this road. It may not be possible to close the traffic on this road for 24 hours during
construction/application of priming coat. Keeping in view the above difficulties,
above items have been substituted with bitumen VG-10 for priming tack coat.
Similarly in the BOQ item No. 18 the parapets have been
provided in CC 1:5:10 with 15% plum and two nos. bitumen drums in between
concrete parapets. The requirement of drums for 336 nos. of parapets is 672 drums
whereas the total consumption of bitumen VG-10 in (entire length) of this road
which is 5 Km., is 300 drums, so some of the parapets have to be provided without
bitumen drums in some of the reaches due to non availability of empty bitumen
drums. So substitute item has also been prepared for this item without drums in
between parapets.

The rates of substitute items have been checked and

recommended for approval alongwith relevant papers.
It is pertinent to mention here that overall financial implication
after allowing substituted items will be on minus side and will be well within the
agreement amount.
It is, therefore, requested that the necessary rates of above
substituted items may kindly be approved and conveyed to this office at the earliest
so that the work could be completed well in time please.

It is further submitted that the working estimate for the construction of

Block-E (Work Shop Block has been approved vide your office letter No. PW-CE (MZ)-
CTR-I-Spilt up/2010- 20661-62 dated 22-12-2010 amounting to Rs. 2,31,99,001/-only) and
there after the DNIT has also been approved vide your office letter No. PW-CE (MZ)-CTR-
I-Engg. College JNR (EE)/11- 21731-32 dated 10-01-2011 amounting to Rs. 2,31,99,010/-
only. Subsequently the above mentioned work has been awarded to Sh. Narain Dass Naik,
Contractor, village Bhour, P.O. Kanaid, Tehsil Sunder Nagar, Distt. Mandi H.P., by
Executive Engineer, Sunder Nagar Division, HP.PWD., Sunder Nagar vide letter No. PW-
SNR-Tender/2011-2745-47 dated 08-06-2011 amounting to Rs. 2,14,33,151/-only with a
stipulated period two years for the completion of work which was to be reckoned from 15
days after issue of award letter i.e. w.e.f. 22-06-2011.The stipulated completion period has
expired on 21.06.2013.
It is pertinent to mention here that the estimate for construction of E-
block was based upon architectural drawings being considered good for construction
prepared by M/s Arun Loomba & Associates for M/s Vyom Infrastructure Pvt. Ltd. who was
the earlier contractor for this job. There was no provision for cutting in earth work for the site
development of this block in the working estimate as well as in the agreement.
The orientation of E–block as well as drawings has been changed as
per requirement of client department with the consent of Director-cum- Principal Jawahar
Lal Nehru Engineering College Sunder Nagar and have already been approved by the Sr.
Architect ( MZ) H.P.PWD., Mandi vide his letter No. 2154-58 dated 05.02.2013.
After the approval of architureal drawings the site development work
has been started by the contractor on dated 22-02-2013 and about 80% of the site
development work has been subsequently completed by him as extra item by him against
agreement of above work for E-block. Now the structural drawings for footing and columns
have also been issued to the contractor by Executive Engineer, Sunder Nagar Division,
HP.PWD., Sunder Nagar vide letter No. PW-SNR-DB-Engg. College/2013- 3943-44 dated
20-06-2013 duly approved by your office vide letter No. PW-CE(MZ)-CTR-I-Engg. College-
Snr.-E/13-6304-06 dated18-06-2013. The contractor has also been directed to accelerate
the progress of work by deploying sufficient men power so that this work can be completed
in the time bound manner for which unilateral time extension has also been granted by the
concerned Executive Engineer vide his letter No.PW-SNR-CB-Extension/2013-4360-64
dated3-07-2013 for six months in first instance. It is decided in principle that time period for
this project will be extended by two years from the date of issue of structural drawings for
footing and columns i.e. from 20-06-2013.
It is pertinent to mentioned here that due to the change in orientation
and site location and also due to revision in drawings it is felt that there will be substantial
deviation/financial implication in the present agreement for this work on account of change
of the quantities and specifications and due to execution of certain extra items such as
cutting in earth work required for the site developments, disposal of excavated material
from site , PCC 1:5:10 with 15% plum in retaining walls , weep holes and stone fillings
behind retaining walls etc.. The total tentative deviation/financial implication due to above
stated reasons works out to be Rs 2,38,63,152 /- only as against awarded amount of Rs.
2,14,33,151/- only. There is net excess of Rs. 24,30,001/- only above awarded amount
which is 11.34 % above the awarded amount.
Hence the total tentative deviation/financial implication of Rs
2,38,63,152 /- has been checked with net excess of Rs. 24,30,001/- only above agreement
amount and is recommended for its approval at the earliest please.
Keeping in view the above stated facts, It is therefore, requested that
the above mentioned tentative deviation /financial implication may kindly be approved and
conveyed to this office at the earliest in the large interest of work , so that the above
mentioned work could be got completed from the contractor well within the proposed
extended time period of two years i.e. on or before20-06-2015.

The technical sanction has been accorded by your office letter
No. PW-CE (CZ)-WA-P-NABARD-RIDF-XVII-T.S./2011-12-12776-83 dated 26-09-
2011 amounting to Rs. 1,92,22,031/-only. The DNIT has also been approved by
your office letter No.PW.CE(MZ)CTR-I-MD-II-R/12- 19309-10 dated-23.12.2013
amounting to Rs.1,57,14,152/- only. Subsequently the subject cited work was
awarded by the Executive Engineer Mandi Division No.-II HPPWD Mandi vide letter
No. PW-MDII-CB-TA-Tender/2011-12-13816-24 dated 11-09-2012 to Sh. Jeevan
Lal contractor amounting to Rs. 1,64,73,252/- only, with a stipulated period of two
years for the completion of work which was to be reckoned from 15 th days after
issue of award letter i.e. w.e.f. 25-09-2013.
It is stage-II work. There is provision of WBM G-II & G-III and
premix carpet in this Agreement. The WBM G-I has been laid in entire reach on this
road from km 0/0 to 6/0 between 2003-2009 and it is neither included in the DPR
nor in the Agreement of this contract. The work is in progress and an expenditure of
Rs. 51.18 lacs has incurred on this work against above Agreement.
The WBM grade-G-I laid on this road between to 2003 to 2009
from Km. 0/0 to 6/900 has got damaged in certain reaches due to rising grade and
has to be relaid before executing the work of laying of WBM G-II as per agreement
otherwise without relaying of G-I in damaged reaches, the subsequent work of G-II
& G-III and premix carpet is likely to be damaged.
Therefore the rates for extra item has been derived as per
clause 12 (iii) which is Rs. 1004.00 p/cum and accordingly the extra item statement
for providing, laying, spreading and compacting WBM-grade-G-I stone aggregate 90
mm to 45 mm has been prepared for damaged reaches of this road as per detail
attached amounting to Rs. 5,85,332/- only.
The approved project cost of this work is Rs. 1,92,22,031/-
only and the awarded amount is Rs. 1,64,73,252/- only. Therefore there is a net
savings of Rs. 27,48,779/- only in this work. So the extra cost on account of extra
item can be very easily met out of the saving of this project.
It is further added that the SQM Er. J.S. Katoch has also
inspected this road on 22-05-2013 and he has advised in his inspection note “No
provision of grade-I ballast for WBM G-I taken in the DPR. The WBM G-I laid about
10 years back has torn out at many patches in a length of about 1.50 Kms. PIU has
been advised to relay the same after checking exact RD’s at site & approval of the
competent authority. PIU has advised to get the same done out of saving of
project”(photocopy attached with estimate of extra item).
Keeping in view the above facts, it is therefore requested that
the rates for extra item for Rs. 1004.00/- only per cum may please be approved
alongwith overall financial implication of Rs. 5,85,332/- only at the earliest and
conveyed to this office in the large interest of work as the work is in progress.

The A/A & E/S for the subject cited work has been accorded
vide U-Secy. (Higher Edu.) No. Shiksha-II-GA (1)-5-06 dated 23-07-2007 for Rs.
8.51 lacs. The total amount of Rs. 8.51 lacs has been received from the concerned
department and the total expenditure amounting to Rs. 11.04 lacs has been
incurred in this work. The concerned department has been requested to deposit the
balance amount.
The above work was awarded to Sh. Khem Karan Contractor
vide Executive Engineer, Mandi Division No.II, HP.PWD., Mandi letter No. PW-
MNDII-CB-EAI-Award/2011-11294-98 dated 20-08-2011 for Rs. 6,85,590/- only.
The work has been completed and during the execution of work, the work deviated
as per site requirement. The quantity of steel work in trusses has increased as per
structural drawings. The seismic band at roof level was provided at site for which no
provision was made in the agreement/ approved working estimate. As the deviated
amount is in the competency of this office but before according the approval of
deviation the extra item is required to be approved from your office.
It is further added that the extra item has been executed and
recommended for approval by the Executive Engineer, Mandi Division No.-II,

HP.PWD., Mandi amounting to Rs. 55,653/-only due to casting RCC seismic band
on the top of walls at ceiling level which was not taken in the working estimate/
agreement and it was essential as per structural consideration/requirement. Hence
the extra item was executed at site of work. Accordingly the enclosed extra item
statement has been checked for Rs. 51,773/-only and recommended for its
approval please.
Keeping in view the above facts, you are therefore requested
that the necessary extra item amounting to Rs. 51,773/-only may kindly be
approved and conveyed to this office, so that the final payment could be made to
the contractor accordingly please.

The A/A & E/S for the subject cited work has been accorded by the
Pr. Secretary (PW) to Govt. of H.P. letter No. PWB-B-3(6)6/2005-Vol-II dated 26-09-2013
for Rs. 81.94 lacs. The work was awarded by the Executive Engineer Mandi Division No.-II,
HP.PWD., Mandi vide letter No. PW-MDII-CB-TA/Tender/2012-13-3591-99 dated
17-05-2013 to Sh. Tirath Ram Sharma contractor amounting to Rs. 75,39,059/- only i.e.
15.01% above, with a stipulated period of one year for the completion of work which was
to be reckoned from 15th days after issue of award letter i.e. w.e.f. 02-06-2013.
The provision of WBM Grading-II & III has been made in the DPR.
However the soling (WBM Grading-I) has been laid during the year 2003 to 2005 from km.
8/0 to 11/0. Due to rising grade or in some slushy reaches the soling has been damaged
very badly, which is required to be repaired before laying of WBM Grading-II to ensure
proper base/surface.
The cost of the extra item can be met out of saving within the same
project. The sanctioned cost of DPR is Rs. 81.94 lacs and the awarded amount is Rs. 75.39
lacs having net saving is Rs. 4.27 lacs. Accordingly the extra item statement for Grade-I
has been checked for Rs. 2,28,671/-only and recommended for its approval please.
Keeping in view the above facts, it is therefore requested that the
rates for extra item alongwith financial implication of Rs. 2,28,671/-only may please be
approved at the earliest and conveyed to this office, so that work could be taken in hand
through to the contractor who is executing the rest of the work.

The contractor has completed the work and minor deviation as taken
place as per site requirement. The black top was damaged very badly and even WBM has
also been lost in some reaches and WBM Gr.III is required for repairing the damaged
surface before laying annual surfacing. There is no provision for such items for repair work
in the awarded scope of work as well as sanction. The necessity of extra items to be
executed at site is due to worn out condition of WBM and black top surface and there is no
scope of such items in the schedule of quantity for works being executed under AMP.
Hence the extra items statement duly checked for Rs. 1,33,861/-(Rupees One Lac Thirty
Three Thousand Eight Hundred Sixty One)only and recommended for its approval. The
financial implication due to extra item can be easily met out of the saving within the
awarded amount as overall deviation is on negative side due to less tarred width at curves
on existing road.
Keeping in view the above facts, It is therefore, requested that the
extra items statement for the aforesaid work may kindly be approved and conveyed to this
office at the earliest, so that further action could be taken in the matter accordingly please.

certain clarifications have been desired on the subject mentioned proposal.
It is submitted that the wages of operators, helper and cleaner
as per prevailing marked rates and as submitted by the contractor work were
considered for preparing the analysis as no rates have been defined for operator of
Crawler excavator in the revision of rates of wages of daily wages works and worker
engaged on Part Time basis as circulated by Principal secretary (Finance) to Govt.
of Himachal Pradesh vide letter No. Fin-(PR)B-7-33/2010 dated 25.8.2012 (Copy
enclosed). There is a category of Driver (Tractor/Jeep/Car/Truck/ Bulldozer Road
roller) with a daily rate of Rs. 239.16/- per day i.e. Rs. 7150/- per month in the said
rates. Also the rates of Helper and cleaner have been mentioned as Rs. 175/- per
day i.e. Rs. 5250/- per month in the revision of rates circulated by Finance
Department. The same have now been considered for preparing the analysis.
The rates submitted by the contractor have been re-worked out
by considering the following factors.
1. That rates of labour and Supervisory staff along with Operators have now
been considered based upon revision of rates as circulated by principal
secretary (Finance) to Govt. of Himachal Pradesh vide letter No. Fin (PR) B-
7-33/2010 dated 25.8.2012.
2. Credit @ 50% has been considered for useful material as per Standard data
book for item No. 301 of road works chapter-III Earth work, Erosion control
and drainage.
Accordingly the rates come out to be Rs. 660.00 per cubic
meter as per the revised analysis of rates (copy enclosed) checked and
recommended for approval of the competent authority.

The subject cited work has been awarded to Sh. Narain dass Naik,
Contractor, Village Bhour, P.O. Kanaid Tehsil Sunder Nagar Distt. Mandi HP by Executive
Engineer, Sunder Nagar, Division, HP.PWD., Sunder Nagar vide his letter No. PW-SNR-
Tender/2011-20021-30 dated 16-03-2013 amounting to Rs. 1,22,10,601/-only with a
stipulated period of completion one year. The work of Retaining walls/ Breast walls etc. has
been done and the balance work is in progress.
In this context, it is submitted that the tentative site plan was
prepared by Sr. Architect as per the site visit and consultation with the client department.
This plan had a provision of cement concrete pavement and interlocking concrete pavers
(80 mm thick and 60 mm thick) in the internal roads in the campus area. The working
estimate has been approved by your office vide letter No. PW-CE(MZ)-CTR-I-Split-up/2011-
18565-66 dated 12-12-2011 for Rs. 1,25,07,552/-only. Accordingly provision for M-30 grade
unreinforced dowel jointed CC pavement (Schedule items) was taken in the working
estimate.
The working drawing for cement concrete pavement has been issued
by your office vide letter No. 7493-95 dated 02-07-2013. The specification for the pavement
is M-40 cement concrete over 150mm base course (53-22.4mm). There is also a provision
of 300 mm dia RCC hume pipe for drainage. Thereafter the comprehensive land scape
development plan has also been prepared by Sr. Architect HPPWD vide Drawing No. 32 &
33 job No. MZ-288 during February, 2014. This comprehensive land scape plan has
specifications for Cobble/Wedge/Granite stones blocks of Unistone or equivalent.
The matter was also discussed in the meeting held on 24-05-2014 of
the committee constituted under the chairmanship of Chief Engineer (MZ), HPPWD., Mandi
with the consent of Director-cum-Principal, JLN Engineering College Sundernagar vide
your office letter No. PW-CE(MZ)WA-I-Building/2014-3107-12 dated 19-05-2014. The
committee decided to accord the in-principal approval for the extra/substitute items as
under:-
Substitute Items:-
1. 75mm WBM grade-II and 75mm WBM grade-III in place of 100mm WBM grade-I.
2. CC pavement in concrete grade M-40 in place of CC pavement in concrete grade
M-30.

his office letter No. PW-SNR-DB-Engg. Coll/2013-3943-44 dated 20-06-2013 and
accordingly extension of time has been granted upto 19-06-2015 i.e. for two years from the
date of issue of drawings vide letter No. 3351-55 dated 23-06-2014.
In this context, it is submitted that the work was awarded on the basis
of drawings earlier prepared by M/S Arun Loomba. The drawings were there after revised
as per requirement of client department and approved by Director-cum-Principal vide letter
No.GEC/SNR/Gen/09/2008-III-1002 dated 24-04-2012. The location was changed and the
drawings were again revised having two floors as per drawings No. ECS/Block-E/(A-01-A-
06) approved by the client department vide letter No. GEC/SNR/Gen-09/2008-III-636 dated
08-02-2013. Accordingly the tentative site plan was prepared by Executive Engineer,
Sunder Nagar and has been allowed by your office vide letter No. PW-CE(MZ)-CTR-I-Engg.
Coll.-SNR(E)/2013-9381-82 dated 02-08-2013 for Rs. 2,18,65,739/-only. Consequent upon
the closure of the MoU with M/S Arun Loomba & Associates, The Sr. Architect as per the
requirements and approval of the client department has evolved working drawing No. 14 to
18 of Job No. 288 having three storey.
The matter was also discussed in the meeting held on 24-05-2014 of
the committee constituted under the chairmanship of Chief Engineer (MZ), HPPWD., Mandi
with the consent of Director-cum-Principal, JLN Engineering College Sundernagar vide
your office letter No. PW-CE(MZ)WA-I-Building/2014-3107-12 dated 19-05-2014. The
committee decided to accord the in-principal approval for the extra/substitute items as
under:-
1. The structure work will be completed as per the working drawings No. 14 to 18 of
Job No. 288. However initially only two floors will be furnished. The financial
implications/tentative deviation on this account will be put before the committee. The
joinery work of doors and windows will be in aluminium as is being done in Block-D.
2. All external walls of existing buildings in the campus are in Cement Plaster painted
with emulsion so external walls of Block-E may also be finished in Cement Plaster
painted with emulsion to keep it in harmony with other buildings instead of cladding
with unistone.
3. The committee accorded the In-principal approval for the additional cutting required
for the site development to be analyzed on market rate as per contract provision.

drawing No. 14 to 18 of Job No. 288, therefore extra/substitute items in respect of urgent
works i.e. joinery, flooring etc. alongwith analysis of rates has been prepared by Executive

of the road and irrigation Kuhal crossed the road in many places from km. 0/020 to 0/15 5
the houses on both sides of the road are on higher level than the road level and waste
water of houses as well as rain water used to flow on road. Therefore it is necessary to
construct the 300mm. dia and 450mm. dia RCC hume pipe culverts according to the
capacity of Kuhal and stone masonry U-shape drain in km. 0/020 to 0/155 on both sides of
the road.
It is also to mention here that the DPR of this work has been
approved amounting to Rs. 80.52 lacs only and awarded amount is Rs. 80,28,548/-only.
There is a provision of parapets amounting to Rs. 5.80 lacs only in the awarded work to the
contractor but due to insufficient width of road in private land these parapets could not be
executed. Hence a saving of Rs. 5.80 lacs will also meet from this item of work.
Keeping in view the necessity of this work, the extra items rates
analysed according to the material and labour rates as taken in DPR during its approval. It
is therefore, requested that necessary approval of the extra items rates of above work may
kindly be accorded and conveyed to this office at the earliest, so that the work can be
executed accordingly please.

73.66 Lacs and funds amounting to Rs. 73.66 Lacs have also been deposited by the client
department.
The working estimate for this work has been approved by your office vide
letter No. PW-CE (MZ)-CTR-I Split up/11- 12233-34 dated 19-09-2011 for Rs. 61,89,663/-only. The
work was awarded to Sh. Anil Kumar Contractor by Executive Engineer, Sunder Nagar Division,
HP.PWD., Sunder Nagar vide his office letter No. PW-SNR-CB-E-Tender/Award/2011- 2133-41
dated 10-05-2012 for Rs. 54,10,021/-only with a stipulated period of completion as two years. The
work has been substantially completed.
During the execution of the said work, the Assistant Director (Poultry
Development) Sundernagar, Distt. Mandi (HP) vide his letter No. AHY SNR Office of Assistant
Director (Poultry Development) Sundernagar dated 23-09-2013 (attached annexure-‘A’) requested
following provisions:-
a) Duro stone vitrified tiles instead Kota stone flooring.
There was provision of kota stone flooring in the estimate, however the
substitution of the same with vitrified tiles was necessary as per the requirement of the client
department. Apart from this, execution of some items like providing and fixing MS sheet, holding
down Anchor bolts, stone filling under floor and substitution of aluminum glazing etc. was required as
per architectural drawings and site requirement. The proposal for obtaining the in-principle approval
has already been submitted vide Executive Engineer, Sunder Nagar Division, HP.PWD., Sunder
Nagar office letter No. PW-DB-Hatchery/2013- 12150-52 dated 22-10-2013. Accordingly these works
have been executed.
Keeping in view the above facts, it is, therefore requested that the necessary
approval of the extra/substitute item statement of above work may kindly be accorded and conveyed

the tiles may be used in PHC building i.e. under construction. The above PHC building is
under construction and flooring, skirting and dedo yet to be done at site. The provision of
tiles has been taken in O.T., Labour Room, Nursing Room, Toilet, Waiting Room,
Dispensary Ward, Entry Lobby, Injection Room, Stair Hall, Doctor Room, Examination
Room, W.C. Bath etc. and skirting and dedo has been laid Nursing Change Room, Labour
Room, Toilet W.C. Bath etc. It has intimated by the higher office the inauguration of PHC
Darwar and bridges under Dharampur Division has been fixed in the month July, 2015.

Construction vide Executive Engineer, Mandi Division No.-II, HP.PWD., Mandi letter
No. 19189-93 dated 27-09-2011 for Rs.1,64,96,257/-only with time limit of 24
months. An expenditure of Rs. 99.36 lacs has occurred on this work upto 4/2013.
In the BOQ item No. 14 & 15 there is provision of bitumen
emulsion for priming coat (SS-I) and tack coat (RS-I). The curing time for priming
coat (SS-I) is 24 hours. This road is single lane road and traffic is already playing on
this road. It may not be possible to close the traffic on this road for 24 hours during
construction/application of priming coat. Keeping in view the above difficulties,
above items have been substituted with bitumen VG-10 for priming tack coat.
Similarly in the BOQ item No. 18 the parapets have been
provided in CC 1:5:10 with 15% plum and two nos. bitumen drums in between
concrete parapets. The requirement of drums for 336 nos. of parapets is 672 drums
whereas the total consumption of bitumen VG-10 in (entire length) of this road
which is 5 Km., is 300 drums, so some of the parapets have to be provided without
bitumen drums in some of the reaches due to non availability of empty bitumen
drums. So substitute item has also been prepared for this item without drums in
between parapets.

sanction and the DPR was modified by the Ministry of Rural Development Govt. of India for
Rs. 70.73 Lacs only vide his letter No. U/Secy. Ministry of Rural Development Govt. of India letter
No. P-17024/9/2011-RC dated 20-07-2011.
Accordingly the detailed estimate has technically sanctioned by the Chief
Engineer (HZ), HP.PWD., Hamirpur vide his office letter No. 10144-50 dated 19-09-2011 for
Rs. 64,07,658/-only (Part-I without maintenance) and the maintenance cost of Rs. 5,38,428/-only is
Part-II. Accordingly the DNIT has been approved for Rs. 69,46,086/-only by the Chief Engineer (HZ),
HP.PWD., Hamirpur with routine maintenance.
The above work was awarded to the contractor Sh. Puran Chand Sharma by
the Executive Engineer, Dharampur Division, HP.PWD., Dharampur vide his office letter No. PW-
DPD-Tender/Tihra to Kot road/2011-12- 234-44 dated 06-04-2012 for Rs. 68,92,263/-only which is
0.77% below the amount put to tender with a stipulated time period one year vide agreement No. 1
for 2012-13. The up to date expenditure has been incurred of Rs. 26,67,426/-only
During the execution, the PCC R/wall is required as per site requirement.
However the extra item statement alongwith analysis of rates have been prepared by the Executive
Engineer, Dharampur Division, HP.PWD., Dharampur and the same has been checked by this office

In this connection, it is intimated that the DPR for the subject cited work has
been approved by the Ministry of RRD Govt. of India which was intimated by Pr. Secy. to the Govt. of
H.P. vide letter No. PBW (B) R (S) 2/11-12 dated 01-05-2013 for 318.39 lacs only excluding cost of
maintenance under World Bank funded (RRP-II) Stage-II Package No. HP-08-34A. The detailed
estimate has also been re-revised technically sanctioned by your office vide letter No. PW-CE(MZ)
WA-P-I-RRP-II/Vol-V-2014- 13146-52 dated 20-10-2014 amounting to Rs. 3,57,67,526/-only with the
component of construction part = Rs. 3,15,50,026/-only and maintenance part = Rs. 42,17,500/-only.
The D.N.I.T. has also been approved by your office vide letter No. PW-CE(MZ)-CTR-I-RRP-II-08-
34A/13-28966-67 dated 31.03.2014 for Rs. 3,42,99,005/- only.
Accordingly the work was awarded to M/S Bir Billing Construction Pvt. Ltd.
through letter of acceptance issued by your office vide letter No. PW-CE(MZ) CTR-I-RRP-II-08-
34A/14- 15475 dated 03-12-2014 amounting to Rs. 3,55,26,262/-only i/c 5 years maintenance under
PMGSY World Bank Assisted Project RRP-II with a stipulated period of completion eighteen months
vide agreement No. 7 for 2014-15. During the execution, the extra item i.e. providing WBM Grade-I
90mm to 40mm has been involved which is not taken in the agreement which is washed away during
rainy season.
The following scope of work has already been executed under state head,
thus there is a saving of Rs. 37.94 lacs only which will be utilized to cover the market rate of the
work:-
(1.) Sub-grade quantity 5060.48 Cum. for Rs. 25.86 lacs only as per sanctioned DPR.
(2.) Gr-I quantity 346.50 Cum for Rs. 6.24 lacs only as per sanctioned DPR.
(3.) Gr-II quantity 315.00 Cum for Rs. 5.84 lacs only as per sanctioned DPR.
(4.) Being a bazaar portion km. 0/0 to 0/230 as Gr-I, II & III has also been tarred.
The above work was executed many years i.e. laps of 15 years. Due to
heavy rain the some portions of road has been fully damaged. Due to above the Gr-I WBM has been
necessary to be executed before the laying of Gr-II & III WBM.
Accordingly the extra item statement/analysis of rate has been prepared by
the Executive Engineer, Gohar Division, HP.PWD., Gohar and the same has been checked by this

2. Out of total length of 14 Kms., 2 Kms. G-II has already been laid out of state funds thereby
resulting in a saving of about 10.00 lacs.
3. There is also a saving of Rs. 2.00 lacs in the sanctioned/awarded amount of the project.
4. The road passes through private land and the road widths available is very narrow. Hence
the provision of providing parapets cannot be utilized fully. Therefore the remaining saving
can be made by curtailing this scope.

submitted the financial implication against the subject cited work for two Nos. extra items
i.e. WBM G-I & G-II with the reasons that the same were executed prior to 2010 by original
contractor and have been damaged considerably due to plying of traffic and successive rain
in absence of black top.
Accordingly the analysis of rates for WBM G-I & G-II being extra item
have been checked for Rs. 2641.95/cum and 2692.05/cum respectively which works out to
Rs. 9,12,984/- only.The financial position of the work is as under:-

The Executive Engineer, Gohar Division, HP.PWD., Gohar intimated
that as per agreement the cement concrete grade M-20 has been proposed in foundation
footing, bases of columns, walls, floor, roofs, landings, columns, pillars, beams, cantilever,
stair case etc, but cement concrete M-25 has been proposed instead of M-20 in the
approved structural drawings vide your office letter No. 18228-30 dated 19-11-2018.
Hence the substitute item statement have been prepared by the
Executive Engineer, Gohar Division, HP.PWD., Gohar which is checked in this office for Rs.
1,31,95,478/-only having net difference of Rs. 24,17,666/-only are being submitted in
triplicate alongwith photocopy of agreement No. 531 for the year 2018-19 for necessary
approval of the competent authority.
It is therefore, requested that necessary approval of the substituted

intimated that the client department has also deposited a sum of Rs. 19.34 lacs with
HPPWD out of which upto date expenditure of Rs. 12.37 lacs has already been
incurred on this project.
During the execution the extra and substitute items have been
involved as per site requirement which are not taken in the contract agreement.

The extra item statement for the subject cited work as received vide
your office letter mentioned under reference is resubmitted herewith after attending the
observation. The extra item Glass reinforced concrete (GRC) cladding tiles was not there in
the specifications of the original Architectural Drawings, but the same was added by the
Architect wing later on during the course of execution of work. The total financial implication
has been worked out to the tune of Rs. 33,46,721/- only due to this extra item. The A/A &
E/S of this work has been accorded to the tune of Rs. 1082.10 lacs where as the amount
awarded to the contractor is Rs. 783.57 lacs. Thus this extra item can be executed within
the A/A & E/S amount.
It is therefore, requested that necessary approval of the analysis rate
may kindly be accorded and conveyed to this office at the earliest please.

The Chief Architect has suggested to provide Glass reinforced

concrete (GRC) cobble stone in foot path and calcium silicate false ceiling in the
building. These items were not there in the agreement of the contractor, hence extra
items has been prepared. One item has been substituted i.e. Glazing with glass
panes of 4mm thickness with weight not less than 10kg per sqm to 5.50 mm
thickness with weight not less than 13.75 kg per sqm. The total financial implication
has been worked out to the tune of Rs. 54,45,610/- only due to this extra item &
substitute item. The A/A & E/S of this work has been accorded to the tune of Rs.
1082.10 lacs where as the amount awarded to the contractor is Rs. 783.57 lacs.
Thus this extra/substitute item can be executed within the A/A & E/S amount.
Accordingly the extra & substitute items analysis of rates have

been prepared by the Executive Engineer, Gohar Division, HP.PWD., Gohar and
