An optimist with a passion for solution-driven
technology and impeccable performance, Ken Bahl
always strives to do it differently than the others.
Renowned for his technological knowledge and
dedication in the software industry, Bahl held a
variety of engineering roles in the early years of his
professional life. While working in these roles, he
was required to operate printed circuit boards
(PCBs) that were often inefficient and error-prone,
which in due course led Bahl to ask himself: “Why
can't I do better?”
Bahl realized that the issue lies with the practice of
customers designing the PCB and manufacturers
manufacturing it while moving deeper into the task
of understanding it better. There is always an error
in this process; the customer sometimes designs
outside of the manufacturer's manufacturability
reach. According to Bahl, the appropriate model is
for manufacturers to specify a set of rules according
to the ideal process parameters which will yield
expected results, and for customers to obey those
rules during design.
When Ken Bahl launched Sierra Circuits, he set the
bar high intending to become the PCB
establishment that would educate designers and
engineers about manufacturing and assembly. How
to get a quicker turn-time and to control the
controlled impedance? How to master PCB design
for manufacturing? Sierra Circuits’ priority is to

The second part of the services provided by Sierra to
the customers is that the services are provided at the
quickest turnaround time available in the industry,

This gives Sierra the ability to service new concepts
that research organizations like MIT and various
other universities/research R&D companies in the
country. And the future will be serviced by the new
patented process of making the high tech PCBs,
which improves the high-speed signal integrity by
20-to-30%.
Over the course of just a few years, Ken Bahl has
received several new patents. Among these, the
circuit board apparatus and method consist of a
catalytic resin, which is formed by mixing a resin and
either homogeneous or heterogeneous catalytic
particles. The resin forms an A-stage prepreg cured
into a B-stage prepreg, which then forms a C-stage
prepreg. By removing the surface, the C-stage
prepreg has trenches extending into the depth of the
catalytic particles, optionally including drilled holes
to form vias.
The breakthrough innovation patented by Ken Bahl
changes the basic process of making a PCB or a
wafer. This is an additive process where a channel is
created in a catalytic substrate material with a laser,
and the electroless plating fills the channel with
copper and creates a wonderful uniform trace, which
is the ultimate for minimizing the signal loss in
high-speed electronics.
The traditionally 30+-step process of manufacturing
a PCB or a wafer becomes a two-step process –
create the channel, plate the substrate, and a PCB
or a wafer will be ready for the processing. This is a
disruptive innovation that would ultimately change
the entire electronics industry.
These patents will also impact the semiconductor
industry to increase the number of outputs from the
BGAs and possibly eliminate the
interposer-substrate between the BGA and the PCB.
Indeed, the new technology PCBs will have tight
enough pitch to connect the wafer-level packages to
them directly. All that provides a lesser number of
interconnects and improves signal integrity.
However, Ken Bahl's most awaited patented
technology is the one that has the potential to shrink
electronics by half. Traditionally, PCB
manufacturing is a subtracting process where
copper is taken out. Sierra Circuits will soon use an
additive process with a laser to lay down the copper.
This will allow the lines to shrink down to 1 mil.
Sierra Circuits has helped many customers
overcome challenges over the years, and the NASA
case study is one example of what the organization
has accomplished. Sierra worked with NASA
Airborne Science on the development of web sensor
instruments in coordination with satellites that would
provide scientists with more data than ever before to
better comprehend our environment as a whole.
Sierra Circuits fabricated several custom circuit
boards for the Mark III Experimenter Interface Panel,
which is physically and electrically compatible with
the fleet of NASA aircraft, supporting the data
protocols of legacy instruments, and providing ten
high-speed Ethernet ports. NASA airborne
instruments typically operate from 28-VDC or
three-phase, 115-V, 400-Hz AC. The EIP itself does
not switch, protect, or measure AC, but merely
distributes the current from shipside to four outputs
for instruments. That duty is consolidated on a single
custom board, instead of a conventional
terminal-block implementation, which would have
consumed too much space. The total AC power
available is 17.25 kVA, with a wide safety margin for
transients.
When Ken Bahl founded Sierra Circuits in 1986, there
were 2,500 printed circuit board shops in the United
States. Today, there are just a bit more than two
hundred left, and Sierra remains in the Top 5.
Staying at the top of the game demands the ability

elaware Health Information Network (DHIN, pronounced

"DIN") is a public instrumentality of the State of
Delaware, established by legislation in 1997 as a
public-private collaboration to resolve the need to share health
data between care settings securely and to assist Public Health
and other state authorities in the collection and analysis of health
data needed during their work. Initially formed within a State
agency, a board representing the various stakeholder groups
decided DHIN's course, with day-to-day operations supervised by
a contracted Executive Director. From 2006, when DHIN first
acquired the technology tools to “go live” with health data
exchange, through 2010, the funding stream to support DHIN's Dr. Jan Lee
work was an almost equal blend of federal grants, a State capital CEO
appropriation over five years, and private funding sources. The
intent was always that DHIN would develop to the point of
financial sustainability without State financial support.

In 2010, DHIN's enabling statute was amended to spin DHIN out

from under the Health Care Commission as a semi-autonomous DHIN's mission is
public instrumentality functioning as a not-for-profit business. The to make health

DHIN's services have fulfilled many missions and solved
problems for the customers and the end-users of the
organization's services. “With the onset of the COVID-19
pandemic, DHIN has provided real-time test results to
hospitals and physicians as well as to Public Health. When
the issue of racial disparities in incidence and survival of
COVID-19 became pressing, DHIN was able to assist
Public Health in a retrospective analysis of all COVID-19
tests, both positive and negative, and enrich those results
with data on race and ethnicity of those patients that DHIN
already held in its database,” states Dr. Jan Lee.
DHIN is assisting with the “gating” strategies of returning
the State to normal following the first wave of the
coronavirus pandemic. DHIN receives real-time
notifications of admissions, discharges, and transfers
from every acute care hospital in the state of Delaware,
plus the out-of-state hospitals closest to the borders and
so they can provide daily reports on the volume of new
hospitalizations for COVID-19.
DHIN is also assisting Public Health with contact tracing
through the Event Notification Services. Public Health
authorities need to follow all contacts of known COVID-19
cases for at least 14 days to ensure that they aren't
developing symptoms and possibly spreading the
disease. Because DHIN receives real-time data from area
hospitals, walk-in clinics, laboratories, and doctor's
offices, the organization can provide Public Health with
real-time notifications if any COVID contacts they are
tracking present for care in any of these settings.
As steward of the largest and most complete repository of
clinical and claims data in the state, DHIN can provide
targeted information to assist the state in COVID recovery
efforts. For instance, as vaccines begin to become
available, there will not immediately be enough to
vaccinate the entire population. DHIN can use its data and
analytics capabilities to identify those at highest risk and
provide highly-targeted outreach for early vaccination of
Delaware’s most vulnerable citizens. This will be essential
in blunting the impact of the second wave of infections
once restrictions are eased. DHIN is playing a pivotal role
in diminishing the effects of COVID-19 in Delaware.
DHIN views innovation less like an event and more as a
mindset. DHIN is one of the first organizations in the
health information exchange industry to move to open
architecture using cloud-based technology solutions, and
one of the first to move to the use of Application
Programming Interfaces (APIs) as the way to exchange
data between systems and platforms.
DHIN maintains a rolling three-year technology roadmap
and considers this roadmap as a general business plan,
taking account of expiration dates of existing contracts,
maturation of emerging standards and technologies, and
evolving consumer and organizational needs. DHIN is
collaborating with its counterparts in contiguous states on
some cooperative undertakings where each party can
expand without competing with the other, focusing on the
unique mix of services and business model of each
organization. DHIN intends to be a part of the national
health data ecosystem and serve humankind for the better.
A challenge for all non-profit entities is how to provide a
public good within a sustainable business model.
Despite millions of dollars in federal financial assistance,
many public health information exchanges (HIEs) have
struggled to develop a viable business model that would
enable sustained service delivery without government
funding. DHIN has been financially self-sufficient, since
FY 2012, with operating costs entirely covered by
operating revenues. DHIN is the hub of a health
knowledge network in Delaware, and participation in one
or more DHIN services in the Delaware healthcare sector
is almost universal.

handle telemedicine or have processes that are to

technology of the future, AI is here already. Several
organizations across various sectors have applied AI to boost
their businesses — from Spotify utilizing machine learning for
music suggestions to smart home apps such as Google
Home and Amazon Alexa. That said, some early failures
have also occurred, such as Microsoft's social-learning
chatbot, Tay, which turned anti-social after engaging with
aggressive Twitter followers, and IBM Watson's inability to
produce personalized health care results. What separates
the successful AI projects from those that often don't have to
do with business strategies organizations follow when
applying AI. The following approaches will help business
