Re: Reopening plan for Mustang Ranch

Director Brown:

We here, at the Mustang Ranch, understand that you have been delegated the responsibility of reviewing
many of our Nevada business operations for "approved opening" during Phases 1, 2, and 3 of the current
pandemic. We are sure this is a daunting task. We also know that most people have little familiarity with
the state’s legal brothel industry and, with that in mind, I wanted to take a minute to introduce you to our
business and some of its processes and procedures. After over 20 years in the Nevada brothel industry, we
have found that so many folks have an unrealistic opinion of what happens within a legal Nevada brothel.
Many see them as seedy and unhealthy with a focuses on one particular kind of activity / service. We
respectfully submit that nothing could be further from the truth.

We have found, if given the opportunity to introduce our operations in a personal way and with an onsite
visit, the majority of folks leave with an entirely altered view and actually a newfound respect for the
operations and those who work in the industry.

We have found that a clear explanation and, even better an on-site tour, introduces a reality that is far
from the expected, and frankly uninformed vision that so many assume when evaluating legal brothels in
Nevada.

One way to look at realistic brothel activities is to consider a menu of services and opportunities as found
in a restaurant. And, as a matter fact, we do use a menu. We have on the menu "contact sports" of an
obvious nature, and "non-contact interactions that actually are more popular to many individuals than the
contact sports. These activities represent approximately 50 percent of our daily business and easily adapt
themselves to social distancing and mask protocols that are so popular in today’s covid19
recommendations.

Without question, we are more than capable of providing a conditional opening for our industry that
would far exceed the criteria that are under consideration in 90 percent of the other businesses in the state
of Nevada.

We are confirming that all of our service providers are required to be health checked every week by
medical professionals and must clear state health lab reviews prior to being allowed to work.
Furthermore, state law requires that all service providers must wear prophylactic protection in all services
provided. Condoms are a required use, dental dams are a required use, and gloves may be a required item
in many cases. A mask could well be identified as a required procedure for a short term conditional
opening and might even prove to be a benefit in some situations. We also only allow one customer at a
time and no group activities.
The clientele that regularly visit a brothel include a wide variety of individuals both male and female.
You’ll find folks that Mother Nature has been unkind to from birth, or individuals that have been injured
in horrible accidents or with military injuries. You will find many souls that have been damaged by life’s
events like the loss of a spouse or infidelity or survival of sickness or approaching the end of life. Our
clientele are so anxious for our reopening that we are receiving an excess of 30 calls a day to make
appointments at our very earliest opportunity. For many people we are considered an essential industry
serving psychological or life support conditions. Please know without question that all of these stated
facts are absolutely factual and verifiable.

The Mustang Ranch was implementing additional safety protocols for all of our clients and our working
ladies long before the required shut down was announced. We took temperatures at the door with trained
personnel, we took temperatures of every employee and every working lady prior to starting their
workday every day. We use gloves alcohol wipes and all forms of sanitary protocols. These are everyday
standard procedures. Our temperature gathering system was actually reviewed by OSHA and approved in
writing prior to the required shut down.

Please know that, perhaps better than any industry you might visit with, Mustang Ranch is absolutely
prepared and capable of offering a safe environment while providing restricted services. We have a large
housekeeping staff that clean all areas of our facilities on an around the clock basis. We have in-house
chefs that prepare our food for employees and service providers in a licensed health inspected restaurant
environment that achieves 100 percent scores on regular health inspection visits. Our doctors and/or nurse
practitioners visit the facility almost everyday providing ongoing observation, inspection, and providing
clearances for all working ladies as mandated by the State of Nevada Health Department.

I believe you will find that no industry in Nevada has more diligent oversight by state and county
agencies than the Mustang Ranch. The Nevada Health Department, medical teams, and a diligent Storey
County Sheriff, provide constant surveillance certifying that all state and county regulations are being
followed.

Please know that no industry is more capable of opening in a safe healthy and controlled environment
than the Mustang Ranch. We provide a very valuable psychological service among other things and so
many would identify us as an essential business.
