ACTIONS / RECOMMENDATIONS OF

ANTIQUE SSF PROVINCIAL TECHNICAL WORKING GROUP during the meeting held at
the Negosyo Center, DTI, 2 nd Floor Business Park, Gov. Villavert St., San Jose, Antique
on 17 June 2020

Preliminaries:

The PTWG evaluation started at 2:00 PM with an opening prayer led by BC Pechueco. This was
followed by a welcome remarks by PD Young.

Approved projects:
MUNICIPALITY/ TITLE OF ACTIONS/ RECOMMENDATIONS
COOPERATOR PROJECT
Culasi/ Enhancement for 1) The SSF was not yet operational because the
LGU Culasi Shared Service coffee roaster will be returned considering that the
Facility on Coffee equipment delivered was below the specified

Native Coffee
Growers 2) The machines proposed are coffee roaster and
grader. The latter equipment is needed to classify
the sizes of the beans. The small beans need to
be roasted separately than the bigger beans. The
equipment are recommended by Ms. Felicitas
Pantoja, President for Coffee for Peace. Ms.
Pantoja also mentioned that during her mountain
trek in Mount Madja-as, Culasi, she found the area
to be suitable for the Arabica specie of coffee.
3) Engr. Lagunday asked if robusta coffee is suited in
Culasi. Engr. Galopo shared that this variety of
coffee is endemic to Antique. It survives even with
less maintenance. DTI had conducted Post
Harvest Technology seminar at Brgy Flores,
Culasi in September 2018. One of the
beneficiaries, the Flores Integrated Social Forestry
and Farmers Association, was provided with label
design and their product is promoted during the
National Trade Fair in October 2019.

4) The waterfalls at Mount Madja-as supplies water


to the lowlands. Engr. Lagunday asked how the
purified water will be used considering that the
2018 SSF funded the water purifier. He also
pointed out that the quality of water in Culasi is
good. Mr. Sumanting answered that water will be
used for cleaning the utensils and equipment. The
SSF will also offer brewed coffee and purified
water is needed. This opportunity of selling
brewed coffee will be tapped since the building is
situated along the National Highway.

5) Engr. Fabila moved to approve the proposal for


enhancement and seconded by Engr. Lagunday
with the amount of P400,000.00. The price quoted
is FOB General Santos City because of
unavailability of the freight forwarder.

6) Engr. Galopo asked if the PTWG is amenable to


route the adjusted price incorporating the costs for
freight, trial run and tax as soon as the information
will be received. This motion was approved en
masse.

Sibalom/ SSF on Waste 1) This proposal was presented incorporating the


LGU Sibalom Diversion recommendations of the PTWG on 22 May 2020
Technologies in meeting.
Managing
Plastics, 2) Documentation of the existing operations
Biodegradables Mr. Esler presented a video of the current
and Other operations of the Solid Waste Collection Facility
Residuals and the development of the Eco Park. The residual
wastes are building up in the said facility. So the
LGU needs technology and equipment to convert
the solid wastes into usable products.

Additional documents were also submitted such as


the purchase orders of equipment which was the
counterpart of the LGU.
Regarding the completion of the buildings for SSFs
for Bamboo Processing and Briquettes at Villafont,
Sibalom, Mr. Esler informed that these buildings
are 95% complete (except for CR which is about to
be completed). Trial run of equipment could be
conducted in July 2020.

3) The targeted product is mainly the school chairs


made from single use plastics. These chairs will be
sold to the DepEd since this agency has the share
of the land taxes paid to the LGUs. Due to the new
directive of DepEd to conduct online teaching,
Engr. Galopo suggested to strategize with the
DepEd if it can come up with a scheme to lend their
chairs to pupils and will be returned after the close
of the school year. This will provide the pupils with
the furniture needed for their study at home.

4) Engr. Fabila asked if the LGU has the ordinance on


Zero Waste and how will the LGU sustain the
supply of materials for production. Mr. Esler said
that there will still be supply of plastic wastes since
the external packaging only such as the sando
bags will be prohibited from selling. The primary
packaging will still be plastics.

5) Engr. Lagunday suggested to involve the MSMEs


in the barangay with the project because growth
must be inclusive. Perhaps LGU can train collector
as processors. He also underscored the need to
ensure ample supply of raw materials to maximize
the capacity of equipment. The LGU can also
source out waste plastics from nearby towns such
as San Remigio and Belison.

6) Engr. Lagunday also pointed out that based on the


capacity of the machines, LGU Sibalom can
produce more than 100 pieces of school chairs per
month. The LGU can target the demand for chairs
by the DepEd at the municipal and provincial level.

7) Engr. Lagunday moved to approve the proposal for


and seconded by Engr. Fabila with the amount of
P4,950,000.00 for the SSF.
Approved Projects with Conditions:

Tibiao/ Enhancement for 1) The project is operational and the beneficiaries
LGU Tibiao Shared Service experienced insufficient supply of woven cloth.

2) Engr. Lagunday had visited the SSF site. He


recommended for the LGU to provide enclosure for
the windows to protect the machines from the rain.

3) According to Engr. Fabila, the beneficiary, the Tibiao


Active Weavers and Knotters Association, requested
for quote of the equipment from the PTRI. However,
the said office was not able to respond.

4) The quote was provided by a weaving firm from


Kalibo, a key player of the industry.

5) Engr. Lagunday moved to approve the proposal for


enhancement in the amount of P304,458.75 pending
the installation of enclosures for the building. This
was seconded en masse.
Libertad/ Enhancement for 1) The production has not yet started due to the delay
LGU Libertad SSF on Tuna and of the AKELCO to provide electrical lines for the SSF
Other Fish considering that the site is far from the existing lines.
Processing Deputy Speaker Loren Legarda made
representations with the management of this firm.
AKELCO has now constructed posts within the
vicinity of the SSF building. The transformer has yet
to be provided by the LGU.

2) The design of the improvement for the building is


completed. The LGU has not yet started the
renovation due to the pressing concerns during the
Enhanced Community Quarantine and General
Community Quarantine.

3) With regards to improvement of the building, Engr.


Fabila recommended to use high pressure resistant
glass for the enclosures.

4) Engr. Lagunday suggested to include the Sewage


Treatment Plant/facility in the proposal. This will be
the LGU’s counterpart.
5) For the market aspects, the proposal should include
the computation of the production cost from raw
materials to finished products. The computation for
net income will show the benefits of the SSF.

He also recommended to include information on the


percentage of catch which can be processed. The
figure will be based on the demand and the capacity
of the equipment.

6) Engr. Lagunday moved to approve the proposal for


enhancement in the amount of P676,950.00 and was
seconded en masse pending submission of required
documents.
San Jose/ Pag-Ulikid 1) The project will provide equipment for basic and
LGU San Jose Antique: A upgrading skills training on sewing. Engr. Lagunday
Convergence asked how TESDA will complement DTI in this
SSF Project on project. Ms. Karyn Mae M. Duay, Supervising
Sewing in San TESDS, said that TESDA will provide the Training
Jose Center and the basic training for sewing. TESDA has
available scholarship for the training. The upgrading
training will be a follow-up activity which can be
conducted by DTI according to Engr. Galopo.

2) Ms. Madelyn A. Pagunsan, representative of the San


Jose LGU, said that in case the equipment will be
delivered prior to the completion of the Training
Center, these will be housed in one of the rooms of
the Evacuation Center at San Pedro, San Jose. This
project targets the returning OFWs of San Jose and
the trained sewers for Doy Packaging bags. Aside
from the PPEs, other product lines will be cloth
diapers, grocery bags and other home furnishings.
Other machines included are for sewing of bags and
upholstery of furniture.

3) Engr. Lagunday suggested to reflect charges/toll for


services and the projected income of the sewers.

4) Since the Training Center is also intended for training


purposes, Engr. Lagunday suggested to come up
with a schedule for the use of the Center. This is to
avoid conflict in the use of the facility by the MSMEs
which is the main purpose of the SSF.

5) Also, Engr. Lagunday also suggested to check if the


electrical requirement of the equipment will need a
one phase or three phase line. This should be
considered in the proposal as well as the lay-out of
the equipment.
6) Engr. Fabila moved to approve the proposal and was
seconded en masse in the amount of P2,265,313.00
pending submission of required computations and
documents.

In behalf of PD Young who was having unstable internet connection because of the heavy rains
in Roxas City, Engr. Galopo thanked the members of the PTWG and the Secretariat. There being
no other important matters to discuss, the meeting was adjourned at 7:00PM.
