SECTION 1 GENERAL SPECIFICATION

GENERAL REQUIREMENTS OF MECHANICAL & ELECTRICAL WORKS

1.1 GENERAL

a. The Particular Specification contains additional clauses applicable to this


particular Sub-Contract. If any part of the Specification or Sub-Contract
Documents contradicts the Particular Specification, the latter shall take
precedence.

b. The General Specification shall be read in conjunction with the Particular


Specification, Drawings, the Conditions of Sub-Contract and all other documents
of this Sub-Contract.

c. The scope of works in this Sub-Contract (hereinafter called the Works or the
Sub-Contract Works) shall comprise design, coordination with all relevant
parties, manufacture, supply, delivery, installation, testing and commissioning,
and any other works necessary to form the ‘complete work’ as prescribed in the
Specification and Drawings.

d. ‘Complete work’ shall mean not only the major plant and equipment covered by
the Specification and the Drawings but also other works and all the incidental
components and expenditures necessary for the complete execution of the
Works and for the proper operation of the installation and systems, whether or
not these components and expenditures are explicitly mentioned in details in the
Sub-Contract Documents.

e. Works mentioned in the Specification but not shown on the Drawings and vice-
versa shall nevertheless be deemed to be included in this Sub-Contract and in
the Sub-Contract sum.

f. The Specification and Drawings are intended to be mutually explanatory and


complete, but all works called for by one, even if not by the other, shall be fully
executed. Should there be conflicts between the Drawings and the Specification,
the Sub-Contractor shall clarify these with the Architect. The Architect’s decision
shall be treated as final and binding and no adjustments to the Sub-Contract
sum will be entertained.

g. The Drawings show the design intent and basic principles only and shall only be
used as guidance for the Sub-Contractor in producing his detailed design and
shop drawings for his Works. In the preparation of the detailed design and shop
drawings, the Sub-Contractor shall be responsible and take into account proper
co-ordination of his installation with other works in the project.

h. The Sub-Contractor shall be responsible to the detailed design of the equipment


and services and shall produce properly co-ordinated shop drawings together
with design calculations, details and specification.

i. Shop drawings shall take into account actual measurement and setting out
dimensions/levels obtained and determined by the Sub-Contractor on site, actual
equipment/material used, actual routing of services, co-ordination with the Main
Contractor and other sub-Contractors, and site conditions/constraints.

j. Throughout the Sub-Contract Documents, words importing the singular only also
include the plural and vice versa where the context requires. Words importing
the masculine gender shall include the feminine or neuter as the case may
require, and vice-versa.

1.2 CLIMATE CONDITIONS

a. The Sub-Contractor is deemed to be aware of the high temperature and the high
relative humidity prevailing in Singapore.

b. The Sub-Contractor shall warrant that all materials and equipment are suitable
for continuous use and operation in the expected climatic conditions
encountered.

c. All equipment and materials shall be fully tropicalised and suitable for use in the
peculiar local climate and operating conditions. All equipment/system shall be
suitable for operation with outdoor dry bulb temperature of at least up to 40°C
and relative humidity of up to 100%.

1.3 STANDARDS

a. All equipment, materials, and installation method shall comply with the
General/Particular Specification and the current standards and regulations as
described in the Sub-Contract Documents.

b. Where the materials or equipment offered comply with other standards, the Sub-
Contractor shall demonstrate that they meet the requirements of this
Specification and details shall be submitted to the Architect for approval.

1.4 ABBREVIATIONS

a. Notations and symbols used are as shown on the Legend and Abbreviation of
the Specification and Drawings.

b. For the purpose of the Sub-Contract Documents, abbreviations shall be as


follows:-

1.5 QUALITY AND WORKMANSHIP

a. The Sub-Contractor shall establish and maintain quality and workmanship in his
works to ensure compliance with the Specification and Drawings.

b. The Main Contractor and Architect reserve the right to inspect and reject any
part of the Works not complying. The Sub-Contractor shall replace such
rejected works without cost variation and delay to the Sub-Contract/Contract.

c. Approval or acceptance by the Architect shall not relieve the Sub-Contractor of


his responsibilities under the Sub-Contract for the quality of materials and the
standard of workmanship in the Works.

d. No work shall be covered up or put out of view without the agreement of the
Architect. The Sub-Contractor shall provide/allow the Architect or his site
representatives full opportunity for the examination and measurement of any
work which is about to be covered or put out of view. Upon request by the
Architect, the Sub-Contractor shall expose their Works and allow/provide access
to the Architect or his representatives to inspect any part of the Works during the
course of the manufacturing or site installation/erection.

1.6 ALTERNATIVES TO EQUIPMENT / MATERIAL OFFERED

Alternatives to manufacturer / model / country of origin of equipment / material proposed


and accepted in the tender may or may not be acceptable by the Architect at his sole
discretion. Rejection of such alternative proposal by the Architect shall not be used as
claims for additional time and cost to the Sub-Contract.

1.7 CONFORMITY WITH REGULATIONS, CODES, SPECIFICATION, ETC.

a. The works shall comply strictly with all current statutory regulations, by-laws and
orders and to the satisfaction of all government and statutory authorities. The
Works shall also comply with all requirements in the Contract/Sub-Contract.

b. When requested by the Architect, the Sub-Contractor shall submit evidence


including written certificates and full testing reports from approved/recognised
testing organisation certifying that his proposed equipment or material have been
tested and conform with the specified standard.

c. Codes and standards listed and specified in the Specification shall be the latest
edition current at the time of issue of the Sub-Contract/tender documents.

d. Where no standards are stated in the Specification, all details, material,


equipment and workmanship shall be in accordance with the international
standards normally acceptable in Singapore.

e. Alternative internationally recognised standards may be accepted provided that


all parameters specified in the Specification can be met. Documentation
indicating the deviations between the proposed and the specified standards shall
be submitted for approval by the Architect.

1.8 PATENT RIGHTS

The Sub-Contractor shall fully indemnify the Main Contractor and Employer against any
actions and claims from or incurred by reason of infringement of patent right, design
trademark or name, copyright or other intellectual rights in performing his works. All
royalty payments, if required, shall be included in the Sub-Contract sum.

1.9 EQUIPMENT INSTALLED AT OUTDOOR LOCATION

a. For equipment and services intended to be installed at outdoor locations or


exposed to external weather conditions, the Sub-Contractor shall ensure that
these equipment and services are properly protected by weatherproof external
casing or cladding. All associated motors, terminal, and electrical components
shall be weatherproof type and suitable for outdoor installation, IP 55 or greater.
Weather protection shield shall also be provided for all moving parts of the
equipment and associated accessories external to the weatherproof equipment
casing.

b. This requirement shall also apply to services installed in close proximity of


external openings and louvres.

1.10 EQUIPMENT SELECTION

a. All equipment supplied shall comply with the specified duty / rating in the
Specification and the Drawings.

b. The capacities of all plant and equipment described in the Sub-Contract are
minimum capacities and the Sub-Contractor shall take into account any
variations which may be necessary due to his own detailed design and actual
installation requirements.

c. Physical sizes of all plant and equipment shall suit the space allocated, taking
into account the requirement for access and proper maintenance.

d. Any proposal to deviate from the Specification and Drawings is subject to the
Architect’s approval at his sole discretion. Upon approval, any necessary
changes to the design and installation as a result of these deviations shall be the
responsibility of the Sub-Contractor.

e. Proposed equipment shall be submitted for approval by the Architect before


ordering is placed. All necessary information requested by the Architect for the
review of the proposal shall be submitted.

1.11 PACKING, STORAGE AND PROTECTION

a. The Sub-Contractor shall provide proper protection to all equipment and material
during manufacture, in transit, in storage, and during installation until final
completion of the project.

b. All damaged equipment and installation shall be replaced without extra cost to
the Sub-Contract.

1.12 ARCHITECT’S ENDORSEMENT

Architect’s comments and approval shall not relieve the Sub-Contractor of any duty,
liability or obligation whatsoever under the Contract/Sub-Contract.

1.13 SAMPLES

Samples showing fabrication techniques, quality and workmanship of component parts,


and the design of accessories shall be submitted for approval, upon request by the
Architect.

1.14 SUBMISSIONS

a. The Sub-Contractor shall be responsible to the timely submissions of


equipment/material proposal, detailed design, shop drawings, and other
technical proposals to comply with the Main Contractor’s programme. Sufficient
time shall be allowed for the review by the Architect, revisions/amendments
required, ordering and delivery of equipment/material, and installation period
required.

b. No claims for extension of time or additional costs shall be entertained as a


result of the Sub-Contractor’s failure to make his submissions in time which may
result in the delay of the completion of the project.

1.15 COORDINATION BETWEEN TRADES

a. The Sub-Contractor shall liaise with the Main Contractor and all other tradesmen
to ensure that works of all trades are properly coordinated. Route of services
shall be designed such as to ensure proper coordination with other services.

b. The Sub-Contractor is responsible to any modifications required due to service


not properly coordinated.

c. The Sub-Contractor shall provide all necessary technical information, details and
layout of his installation to the Main contractor and shall co-operate and co-
ordinate with the Main Contractor and other sub-Contractors for the smooth
execution of the works on site.

1.16 SITE SUPERVISION

a. The Sub-Contractor shall keep on site at all times sufficient site supervision staff
empowered to receive and carry out directions and instructions on site. The site
staff shall not be changed without prior approval of the Architect. Sufficient CAD
/ BIM draughtsmen shall also be kept on site to facilitate prompt submission and
revision of shop drawings. The names and qualifications of the all key site
supervision staff whom the Sub-Contractor proposes to appoint shall be
submitted to the Architect for approval.

b. The Sub-Contractor shall engage sufficient qualified and experienced site staff to
execute the works. Registered and licensed tradespersons shall be employed to
supervise the works, if necessary.

c. The services of EMA Licensed Electrical Worker (LEW), Professional Engineers


(Mechanical and Electrical) and other statutory licensed workers/engineers shall
be engaged to assume full responsibilities for all engineering matters including
engineering design, submission to authorities, installation and switching. These
personnel shall be available to attend meetings, discussions, inspections, and
the like as requested by the Architect and authorities. Upon completion of the
Sub-Contract works, the Licensed Electrical Worker (LEW) and Professional
Engineers shall furnish Completion and Inspection Certificates with the same
format as required by the authorities for the respective parts of the works to the
Architect to certify that all the works are in full compliance with the Specification
and Drawings.

1.17 SETTING OUT

The Sub-Contractor shall liaise with the Main Contractor for proper setting out of the
Sub-Contract Works. The Sub-Contractor shall be aware of the following:-

i) The positions of equipment etc, indicated on the Drawings, are given for
tendering purposes only. Exact positions shall be determined by the Sub-
Contractor after co-ordinating with the Main Contractor. The Sub-Contractor
shall make any modifications that may be necessary without any cost variation to
the Sub-Contract.

ii) The Sub-Contractor shall set out position and levels for the Works (based on the
setting out reference lines and levels given by the Main Contractor) and shall
refer the same to the Main Contractor for his approval before
erection/installation.

1.18 WARRANTIES

The Sub-Contractor shall warrant that the capacity, rating or duty of all equipment used
in the installation shall not be less than the performance specified on the Drawing or in
the Specification when operating under the specified conditions and in accordance with
the equipment manufacturer’s instructions. Any equipment/system not meeting this
requirement shall be rejected.

1.19 PHYSICAL SIZES OF PLANT AND EQUIPMENT

a. Physical sizes of all plant and equipment shall be suitable for spaces allocated
for the accommodation of such plant and equipment, taking into account the
requirements of proper access for maintenance.

b. The Sub-Contractor shall submit to the Architect dimensional details and shop
drawings of all equipment offered and shall be responsible for any modifications
and expenses incurred as a result of dimensional variations of his equipment
from that shown on the shop drawings.

1.20 SHOP DRAWINGS

a. During the course of the Sub-Contract, the Sub-Contractor shall produce and
commence submission of detailed shop drawings sufficiently early but not later
than one (1) month from the date of award of the Sub-Contract for the Architect’s
review. These shop drawings shall be submitted progressively in accordance
with the work programme of the Sub-Contractor and the Main Contractor.
Clearance or approval of any such drawings by the Architect shall not relieve the
Sub-Contractor from any specified performance or material requirements, nor
nullify the Architect’s right to reject unsatisfactory works on the site. A minimum
period of four (4) weeks shall generally be allowed for the review of each shop
drawing submission by the Architect.

b. Installation works carried out by the Sub-Contractor before the relevant shop
drawings submitted and approved by the Architect are at the Sub-Contractor’s
own risk.

c. Shop drawings shall show at least the following general categories of


information:

i) Penetrations through floors, walls, and other structural members;

ii) Plinth details;

iii) Equipment positions and operating weights;

iv) Entry positions, access routes, weight of equipment or components


during delivery to site;

v) Services access openings;

vi) Location, details of concealed/buried conduits, inserts, and pipes;

vii) Temporary openings in floors/walls;

viii) Detailed workshop and manufacturing drawings;

ix) Equipment schedules;

x) Electrical wiring and control diagram;

xi) General layout plans and sections (1:50 scale for plans and 1:20 scale for
sections);

xii) Schematic diagram;

xiii) Support and mounting details;

xiv) Material/Component specifications;

xv) Setting out dimensions and level; and

xvi) Interfacing details and co-ordination with architectural, structural and


other Sub-Contract Works.

d. Shop drawings shall be constantly updated to reflect modifications and changes


agreed/accepted by the Architect and to reflect design changes issued by
Architect’s instructions.

e. Shop drawings produced shall be properly co-ordinated with the works of the
Main Contractor and other sub-contractors. Where required for proper co-
ordination and to achieve required headroom, the Sub-Contractor shall make
modification of services layout/routing, duct aspect ratios, pipework gradient, etc.
(from those shown on the Sub-Contract Drawings) and reflect all these on the
shop drawings for the Architect’s approval. Such modifications of layout/routing,
duct aspect ratios, pipework gradients, etc. shall not entitle the Sub-Contractor to
make any claims for additional cost and time to the Sub-Contract.

f. Each submission or re-submission is to be made in one (1) soft copy (CD) and
five (5) sets of standard metric size paper prints or as specified in the Main
Contract Preliminaries, whichever is more. Amendments / revisions in re-

submissions shall be highlighted. Upon approval by the Architect, five (5) sets of
prints and one (1) soft copy (CD) of the shop drawings or as may be reasonably
required by the Architect shall be submitted for record and reference.

g. It is the responsibility of the Sub-Contractor to provide on time the details of


builders works required by the Main Contractor. Where any or all such Main
Contractor’s works have been left out as a result of omissions or delays in
submission by the Sub-Contractor, the Sub-Contractor shall be required to
provide for his Sub-Contract works any or all such builder’s works himself. In
cases where preliminary builder’s work information has already been given on
the Drawings or the Main Contract drawings, such information is to be checked
by the Sub-Contractor to ensure suitability and sufficiency for his Works.

h. Architect’s comments and corrections made on shop drawings shall not relieve
the Sub-Contractor of his contractual responsibilities to comply with requirements
of the Specification and Drawings.

i. Shop drawings shall be updated progressively to reflect “as-built” conditions.

1.21 MOCK-UPS

The requirements of mock-ups associated with the services stated in the Main Contract
or specified in the Specification shall be included in the Sub-Contract.

1.22 APPROVAL OR ACCEPTANCE

The approval or acceptance of shop drawings, samples, catalogues and other


submissions shall not in any way relieve the Sub-Contractor from his responsibilities to
comply with all the requirements specified in the Sub-Contract Documents.

1.23 PROTECTION OF MATERIALS, PERSONNEL AND PROPERTY

a. All material and goods shall be delivered to the site in new condition, properly
packed and protected against damage due to handling, adverse weather or other
circumstances, and be kept in packing case or under protective covering until
required for use.

b. Any items suffering damage in transit or on site shall be rejected and replaced
without extra cost and time to the Sub-Contract.

c. In the case of equipment and materials which originate from other countries
and/or different climatic conditions, all such equipment and material shall be
adequately and securely packed for safe transportation with due regard to the
climatic conditions encountered in transit and arrival.

d. The Sub-Contractor shall be entirely responsible for all apparatus, equipment


and materials furnished by him in connection with his works, and special care
shall be taken to protect all parts thereof in such a manner as may be necessary
or as directed.

e. Protection shall include covers, crating, sheds, stores or other means to protect
the apparatus, equipment and materials from the weather, water damage,
corrosion and to prevent dirt, grit, plaster or other foreign substances from
entering the working parts of machinery or equipment. Special care shall be
taken to keep all opening of pipes, ducts, etc. closed while in storage or during
the course of delivery and erection/installation.

f. The Sub-Contractor shall take precautions to avoid unnecessary damage to the


works of other trades.

g. All precautions shall be taken for the safety of personnel on site. The Sub-
Contractor shall also conform with the general regulations governing personnel
on the site and must keep to the working space allocated for their use.

1.24 DUST, NOISE AND VIBRATION

The Sub-Contractor shall ensure that dust, noise or other nuisance be kept to a
minimum and comply with all environmental control regulations.

1.25 INTERFACING WITH THE OTHER SERVICES AND SYSTEMS

1.25.1 General

a. The Sub-contractor shall provide all necessary provisions for


interfacing with other trades, services, and equipment not under this
Sub-contract. All necessary sensors, current/voltage transformers,
voltage-free contacts, relays, auxiliary contacts, terminals,
transducers, etc. for interfacing with other works shall be provided
by the Sub-contractor.

b. All control/monitoring wiring from sensors, equipment, and


components for the interfacing shall be terminated at a separate
interfacing compartment located at the respective
equipment/system’s switchboard or control panel provided under
the Sub-contract. The interfacing compartment shall be completed
with all necessary connectors, terminals, and with proper
identifications to allow interfacing works to be easily carried out. The
compartment shall clearly indicate “Extra Low Voltage Cable Only.
No Power Cable Connection”. Where there is no equipment/system
switchboard or control panel involved, the Sub-contractor shall
provide separate interfacing panels with provisions same as the
interfacing compartment as described above. The locations of the

switchboard/control panels and the interfacing panels shall be co-


ordinated with the Main Contractor and other sub-contractors.
c. For every control panel and each module of the switchboard, at
least five (5) spare terminals shall be provided for future interfacing
works.

d. Wiring and cables for interfacing with the Fire Alarm System and
other fire protection and life safety systems shall be fire rated to
comply with Fire Code and relevant local code requirements.

e. Unless otherwise specified or shown on the Drawings, interfacing


wiring from Fire Alarm and Building Management/Automation
systems shall be provided and terminated at the terminals of the
interfacing compartments or panels by the Fire Alarm System and
Building Management/Automation System sub-contractor
respectively. The Sub-contractor shall co-ordinate with the Fire
Alarm System and Building Management/Automation System sub-
contractor on the current and voltage requirements for the
interfacing works/provisions. The type of provisions for interfacing
signals shall be as follows, unless otherwise specified:

i) Digital inputs and outputs : voltage-free dry contact

ii) Analog inputs and outputs : 4 – 20 mA or 0 – 10 mV

f. All the interface provisions shall be DC operated and rated not


more than 50 mA.

g. For interfacing works between Fire Alarm System and Building


Management/Automation System, the Fire alarm System sub-
contractor shall provide interface wiring and terminate them at the
Building Management/Automation System’s interfacing
compartments or panels.

h. Interfacing between Fire Alarm System & Motor Control Panel /


Local Control Panel (MCP / LCP) terminate them in the MCP / LCP.

i. Interfacing between BMS and Electrical, Plumbing and ACMV Sub-


Contractor, BMS Sub-Contractor shall provide interfacing wiring at
MCP / LCP.

j. The Sub-contractor shall provide and make all power cable


connections from their equipment, local control panels, and
switchboards to the electrical isolators or power points (including
cable termination) provided by the Electrical sub-contractor.
Location of power supply isolators and power points shall be co-
ordinated and agreed between the Sub-contractor and the Electrical
sub-contractor.

k. In addition to the interfacing requirements shown on the Drawings,


interfacing provisions as described below shall also be made by
each respective sub-contractor.

1.25.2.1 Electrical Sub-Contractor

a. The Electrical sub-contractor shall provide the following for other


trades:

i) Isolators and power points (fused spur units) for equipment


and systems of other sub-contractors as shown on the
Drawings. The other sub-contractors shall be responsible for
connection and extending the power supply to their
equipment and control panels. Where shown on the
Drawings, the Electrical sub-contractor shall make direct
power cable connections to the mechanical system’s main
motor control centres.

ii) Earthing terminal in the Fire Command Centre and all other
plantrooms for supplementary equipotential bonding of other
equipment and systems.

iii) Power failure signal to the Lift System (including wiring


terminations into the Lift interfacing panel in the Lift Motor
Room), Fire Alarm System and the Building
Management/Automation System.

iv) Electrical bonding of all roof equipment and external metal


cladding including provisions and connection of bonding
cables.

v) Fuel main storage tank and day tank High/Low level alarm
signals to the Building Management/Automation System.

vi) Emergency power supplies to Building Management /


Automation System (including all field panels), Fire Alarm
System, Fire Fighting System, Carparking System, and all
Security Systems.

vii) Emergency power supplies to all fire shutters/curtains,


smoke curtains, and automatic doors.

viii) Power point in each toilet for the plumbing trade (for
connection to automatic sanitary sensors and flush valve by
the Plumbing and Sanitary Sub-contractor).

b. Power supply to variable air volume (VAV) boxes and the ACMV
system’s control components/sensors shall however be provided by

1.25.2.2 Electrical Switchgear Section.


24/7 Thermal condition monitoring

i) The Supplier shall include for permanent continuous online non-contact


thermal monitoring in the switchboards. The Thermal Monitoring System shall
be designed to provide continuous (24/7) thermal monitoring of all critical
connections within electrical distribution infrastructure, including but not
limited to:
MV & LV: Air-circuit breaker joints/terminations;
MV: power cable and bus duct joints/terminations;
LV & MCC: power cable and bus duct joints/terminations 400A and greater;
LV & MCC: other specific critical joints/terminations;
LV MCC: vertical busbar;

ii) The system shall identify joints and terminations which may be compromised
in real-time, to allow the planning of any required maintenance activity and
prevent potential failures occurring. This permanent monitoring system shall
be capable of replacing periodic Thermo graphic inspections and the
installation of thermal windows.

iii) The system’s sensors shall be infrared non-contact, non-powered, non-


conductive, and provide rise above ambient (∆T) temperature value, and shall
be lifetime calibrated and not require any periodic maintenance. For cable
connections cable sensors may be used, which attach to the incoming or
outgoing cables via a cable tie, and provide the same ∆T temperature values
as the infrared sensors.

iv) The sensors shall be infrared contact to cable insulation, non-powered, non-
conductive, and provide rise above ambient (∆T) temperature value, and shall
be lifetime calibrated and not require any periodic maintenance. For cable
connections cable sensors may be used, which attach to the incoming or
outgoing cables via a cable tie, and provide the same ∆T temperature values
as the infrared sensors.
Local Alarm Module

v) The sensors shall be hard wired connected to Datacards which shall be


capable of accepting a minimum of 8 sensor inputs per datacard and shall
use a robust industry standard open protocol e.g. Modbus RS485 to transmit
data values and shall be capable of being daisychained to form a modbus
485 network for export of data.

vi) The datacard/s will directly connect to an Alarm Relay Module (ARM) HMI
which shall be mounted in the switchboard and provide the following alarms
via relay contacts:
A low or warning alarm, user configurable between a ∆T of 15°C and 30°C;

vii) The HMI shall also provide for two sets of output alarms to allow for both local
and remote annunciation.
Site assembled joints e.g. shipping splits, transport joints, cable terminations
and others as applicable for all voltages.

1.25.2.3 BMS/EMS/SCADA Section.


(Output / Transfer of Thermal Monitoring System Data)
i) The thermal monitoring system shall include an advanced, scalable software
package with a user friendly graphical user interface based on an open
protocol platform.

ii) The Supplier shall allow for the supply and installation of data interface
cabling between the local processors located within the switchboard,
substation or switchroom and the ‘Head End’.

iii) The sensors shall connect to local data cards which shall use any of Modbus
RTU, Modbus 485, IEC61850 or Modbus over IP to transmit data values to
the local processor located within the switchboard, substation or switchroom
as appropriate. ‘Head End’ or other software package.

iv) The local processor shall include alarm and data transmissions to the ‘Head
End’ these alarms shall be via any of Modbus RTU, Modbus 485, IEC61850,
Modbus over IP or a dry contact relay. It shall also be possible to view all
sensors within a switchboard by connection of a suitable device.

v) Transfer raw data to a host system (e.g BMS / SCADA), which will shall
accept the raw data at a local outstation in modbus register format and then
subsequently manipulate data to create required thermal alarm thresholds
and graphical user interface.

vi) The TMS ‘Head End’ shall include, as a minimum, the following:
- a graphical user interface based on browser-based access;
- user configurable system and component information tags;
- real time trend analysis;
- multiple alarm escalation levels;
- an historic log of system history and trending per sensor;
- capability of identifying compromised joints at all load levels;
- dynamically predict available remaining load capacity based on
thermal data values received from the sensors and load data from
external sources;
- capable of predicting the load that can be applied to ensure that the

viii) The Supplier shall include for all cabling associated with the monitoring
system within the switchboards.

1.25.3 Plumbing and Sanitary Sub-contractor

The Plumbing and Sanitary sub-contractor shall provide the following for
other trades:

i) Water supply connections to water tanks under other sub-contracts


including isolation valve and check valves comply with CP48.

ii) Drainage facilities for pressure relief/parity valves and condensate


drain from air-handing units and fan coil units. Provision of drainage
points for swimming pool backwash drainage and plantroom
housekeeping connections. Insulation of drainage pipe receiving
condensate drain shall also be provided by the Plumbing and
Sanitary sub-contractor.

iii) Gas leakage signals to the Fire Alarm System, Building


Management/Automation System, and the kitchen ventilation fan’s
motor control panel (including wiring and termination into the fan
motor control panel).

iv) High / Low level alarm signals to the Building Management /


Automation System for all water tanks.

1.25.4 ACMV Sub-contractor

The ACMV sub-contractor shall provide the following for the other trades:

i) Mechanical Ventilation System to all equipment rooms in compliance


with SS 553.

ii) Smoke signal sent to the Fire Alarm System from the smoke detector
installed in the return air duct to the air handling unit.

iii) On/Off control and status indications at the Fire Command Centre’s
Ventilation Panel (to be provided by the ACMV sub-contractor)
including switches and indication lights for the following equipment
and systems:

• Entire smoke extraction system including individual fans (and


associated motorized dampers), smoke curtains, smoke
damper, etc

• Staircase ventilation and pressurization fans

• Smoke Lobby ventilation fans

• Basement carpark ventilation fans

• Fire sprinkler pump room ventilation system

• All automatic fire/smoke dampers

• Other emergency fans for fire and life safety operations

iv) High level interface between the chiller control panels and the
Building Management / Automation system.

v) Shut down control of air-handling units by the Fire Alarm System on


floor-by-floor basis.

vi) High/Low level signals to the Building Management / Automation


System for all water tanks including feed and expansion tanks.

1.25.5 Fire Alarm System Sub-contractor

The Fire Alarm System Sub-contractor shall provide the following for the
other trades:

v) Signal to all electronic security systems.

1.25.6 Building Management/Automation System (BMS) Sub-contractor

The BMS sub-contractor shall provide the following for the other trades:

i) All control and monitoring modules for interfacing with other trades
(with the exception of those for interfacing with the Fire Alarm
System).

ii) High level interface with the Fire Alarm System and the chiller control
panels.

1.26 STRUCTURAL EXPANSION JOINTS AND SETTLEMENT JOINTS

a. The Sub-Contractor shall make adequate provisions of flexible joints/connectors


and/or expansion loops where services pass through structural expansion joints.
The locations of these expansion joints are shown on the architectural/structural
drawings. The provisions of flexible joints/connections shall take into account
the movement allowance. Detailed calculations shall be submitted by the Sub-
Contractor to justify the selection of these flexible joints/connectors.

b. For settlement joints shown on the structural drawings or required by the Main
Contractor for the construction of structural works, the Sub-Contractor shall co-
ordinate with the Main Contractor such that any installation which passes
through settlement joints shall be executed after the respective settlement joints
are cast and the expected structural differential settlement has significantly taken
place.

c. The Sub-Contractor shall co-ordinate with the Main Contractor to ensure that all
services installed under metal roof and skylight shall have adequate provisions to
take into account the movement and deflection of the roof structure and the
cladding.

1.27 REPLACEMENT OF DEFECTIVE AND UNSATISFACTORY WORKS

The Sub-Contractor shall expeditiously replace, make good and completely rectify at
their own cost any works which are considered defective or unsatisfactory by the Main
Contractor or Architect.

1.28 PAINTING

a. All equipment, enclosures, housings, air ducts, piping, trunking, cable trays,
conduits, etc. which are exposed to view (including those in plantrooms) shall be
provided with colour paint finishes.

b. Generally, all metal surfaces requiring painting shall be provided with two (2)
coats of asphalt aluminium paint, primer coated, and two (2) coats of finished
paint.

c. No painting shall be done on damp surfaces.

d. The Sub-Contractor shall submit colour scheme for the entire Works to the Main
Contractor for co-ordination and submission for approval by the Architect.

e. Painting requirements as stated in codes and regulations, or generally required


by local authorities shall also be provided.

1.29 SAFETY EQUIPMENT AND NOTICES

a. The Sub-Contractor shall supply and install the following safety equipment and
notices for each switchboard/control panel in the respective switchrooms and
plantrooms:-

i) Solid rubber insulated mats complying with BS 921 in front of and


extending the full length of the control panel/switchboards.

ii) Copies of all statutory safety notices, regulations and instructions for
resuscitation and treatment after electrical shock.

iii) Danger signs on the switchboards/control panels, the doors of sub-station,


switchrooms and electrical riser duct rooms and elsewhere to the
requirements of the Power Supply Authority.

iv) A copy of the main single line diagram, varnished and mounted on suitable
hard backing and framed (in glass panel), showing clearly the full details of
the electrical and mechanical systems as supplied and installed.

v) Any other Notices as required by all local Authorities.

1.30 QUALITY ASSURANCE/QUALITY CONTROL (QA/QC)

a. The Sub-Contractor, prior to the commencement of the Works, shall submit for
the Main Contractor’s and Architect’s approval comprehensive QA/QC
programme for the Sub-Contact Works which shall include, but not be limited to
the following:-

i) QA/QC programme of the manufacturing process of equipment;

ii) Method statement of all site erection/installation works;

iii) Method of protection for material/equipment during delivery, and stored


on and off the site; and

iv) Testing and commissioning programmes, procedures, etc.

b. The QA/QC programme and procedures shall generally be in conformance with


the guidelines of ISO 9001.

c. All equipment, material and items incorporated in the Works under this Sub-
Contract are to be new and of top class quality.

d. Equipment/material of non-reputable make may not be accepted solely at the


discretion of the Architect.

e. The use of electrically dissimilar metals in contact with each other shall be
avoided. If this is not possible, the contact surfaces of the two (2) metals shall
be insulated from each other by an approved method.

f. All work under this Sub-Contract shall be performed in a skilful and workmanlike
manner and in accordance with best workshop practice.

g. All components shall be easily accessible for maintenance/replacement.

h. All instrumentation and equipment required for inspection, testing and


commissioning shall be calibrated and maintained by the Sub-Contractor. The
Sub-Contractor shall submit all valid calibration records from manufacturer
and/or recognised laboratories and testing authorities before the use of such
instrumentation and equipment.

1.31 MEASUREMENT OF VARIATION

Quantity measurements for the purpose of valuing variation orders shall be taken from
Drawings issued by the Architect/Engineer.

1.32 PROGRESSIVE RECORD/AS-BUILT DRAWINGS

a. During the course of the Sub-Contract, the Sub-Contractor shall keep


progressive record drawings of all installation works.

b. As-built drawings shall be developed and produced during the course of the
installation and, when requested by the Architect, for substantiating of monthly
progress claims.

c. As-built drawings shall be submitted prior to the issue of Completion Certificate


by the Architect and as required for submission to authorities for application of
Temporary Occupation Permit (TOP).

d. As-fitted schematic system diagrams, properly framed, shall also be provided


and mounted on the wall inside each plant room.

e. Submission of approved “as-built” or “as manufactured” drawings shall be in the


following manner:-

i) Two (2) sets of computer soft copy in CD ROM

ii) Five (5) bound with hard cover sets of paper prints for all drawings

f. Additional set of as-built drawings in addition to the above as specified in the


Main Contract Preliminaries and reasonably requested by the Architect shall also
be provided.

1.33 AS-BUILT DRAWINGS SUBMISSIONS TO AUTHORITIES

a. As-built drawings shall be provided as required by all relevant authorities for the
application of Temporary Occupation Permit and other permits or certificates
required by the local authorities for the occupation of the building.

b. The Sub-Contractor shall ensure that the submissions are made properly and in
a timely fashion and will not delay the inspections and testings by the authorities.
All as-built drawings shall be produced based on the latest architectural plans.

1.34 TESTING AND COMMISSIONING

a. The Sub-Contractor shall be responsible for obtaining all necessary licences as


required by all relevant authorities before operation of any equipment/system.

b. All testing and commissioning to enable proper operation of the Works shall be
completed to the satisfaction of the Main Contractor and Architect in accordance
with the Main Contractor’s programme (particularly for the purposes of
Temporary Occupation Permit application) or before the issuance of Completion
Certificate, whichever is earlier.

c. Unless otherwise specified or agreed by the Main Contractor and Architect, all
final adjustments, final balancing and “fine tuning” of the equipment/system
operation shall be completed within one (1) calendar months after the Date of
Completion Certificate.

d. The complete testing and commissioning are deemed to be concluded


successfully only when the installation operated properly within the specified
limits of its rating continuously without failure of any kind for a period of three (3)
calendar months.

e. The Employer shall have the free and unrestricted use of the Sub-Contract
Works or any part thereof before the issuance of the Completion Certificate if the
Architect considers that such use of part of the Works by the Employer does not
interfere the Sub-Contract Works.
f. The Sub-Contractor shall establish the dates by which permanent utilities shall
be available for testing and commissioning of equipment and take this into
account in his programme of the Sub-Contract Works and co-ordination with the
Main Contractor’s programme.

g. The Sub-Contractor shall arrange for all submissions to Authorities and pay the
cost of statutory inspections and certificates.

1.35 RESULTS OF TESTS

If the test results show that the plant and equipment is not functioning in a satisfactory
manner or not complying with the performance requirements of the Specification, the
Sub-Contractor shall carry out at his own expense such alterations, replacements and
adjustments as may be required, to the Architect’s satisfaction.

1.36 SETTING TO WORK

a. As soon as practical after the completion of any section of the installation, the
Sub-Contractor shall, when so required by the Architect, set such portion of the
installation to work, adjust all regulators, controls, etc. and set and adjust the
system to demonstrate proper functioning of the equipment/system.

b. The Sub-Contractor shall allow in this Sub-Contract sum the provision to return
to the site (after Completion Certificate is issued) for final adjusting of services,
demonstration of systems at full load conditions, testing and commissioning etc.
as required by the Architect or Employer.

1.37 ATTENDANCE TO TEMPORARY OCCUPATION PERMIT (TOP) APPLICATION

The Sub-Contractor shall corporate with the Main Contractor and provide all necessary
attendance to inspections by Registered Inspectors and authorities for the purpose of
TOP application.

1.38 FREE OPERATION

a. The Sub-Contractor shall include/allow for operation of all equipment and plant
on behalf of the Employer (on 24 hours basis) for a period of six (6) months after
the commissioning of the equipment/systems. The commencement of this “Free
Operation” period will be directed by the Architect.

b. The Sub-Contractor shall also be responsible for the operation of the installation
after Temporary Occupation Permit is obtained and before the issuance of the
Completion Certificate.

1.39 OPERATION AND MAINTENANCE INSTRUCTIONS MANUAL

The Operation and Maintenance Instruction manual shall be in A4 size paper and be
bound in rigid covers covered and engraved with lettering giving the Employer’s name,
project name, Sub-Contract name, Architect’s name and the M/E Engineer’s name.

Final draft manuals must be submitted for the Architect’s review before Completion
Certificate is issued. After acceptance by the Architect, the Sub-Contractor shall submit
five (5) sets and a soft copy of this manual in CD-ROM for record before completion
certificate is issued.

In general, each manual shall consist, but not be limited to the following section:-

a. General

This section shall include the purpose of the manual and brief description of the
manual directory.

b. System Description

This section shall include the following as a minimum:-

i) Description of the overall system.

ii) General operation of plant, starting up and shutting down procedures,


location of each equipment, normal and emergency operation of
systems/equipment, control settings and tolerances.

sequence to maintain operation of part of the total facilities during
abnormal circumstances.

c. Technical Specification

This section shall include the technical descriptions and functions of all
equipment and components and shall generally include:

i) Schedules of equipment showing quantities, locations, types, operating


duties.

ii) Technical description of all systems and equipment, including circuit


diagrams of each printed circuit board and component layout diagram for
each printed circuit board installed for this project.

iii) Wiring diagrams.

iv) Manufacturer’s drawings.

v) Equipment list, stating the make, model, serial number, accepted settings
(after commissioning).

vi) Catalogues, certificates and performance data sheets for all equipment.

d. Maintenance

This section shall include the required operating and maintenance procedures of
all the equipment. This shall include the following as a minimum:-

i) Inspection manual for all system/equipment;

ii) Operation manual for all system/equipment;

iii) Procedure of changing components of equipment requiring regular


replacement;

iv) Maintenance instructions, calibration procedures and fault finding


instructions for all systems;

v) Precautions when carrying out operation and maintenance procedures;

• Protection against mechanical and physical hazards;

• Protection against fire and explosion hazards;

• Protection against chemical hazards;

• Protection during fuel and chemical handling; and

• First aid and accident reporting.

f. Directory of Suppliers

This section shall list the name of suppliers and agents of each type of
equipment, materials and accessories. Correspondence address, telephone
number, fax number, and E-mail address shall be included.

g. List of Spares

This section shall list all the spares, consumable materials, and maintenance
tools that will be maintained and kept to ensure continued satisfactory operation
of the equipment and systems.

h. Organisation of Maintenance Team

This section shall include detailed organisation of the Maintenance team


deployed for the maintenance Period with names and CV’s, of all key staff.
Mobile & office telephone for emergency and/or twenty-four (24) hour call shall
also be included.

i. List of As-Built Drawings

This section shall contain a full list of all “as-built” and “as-manufactured”
drawings.

1.40 COMPLETION CERTIFICATE AND ACCEPTANCE PROCEDURE

a. The Sub-Contractor shall adhere to the sequence of operation and handover


described below:

i) The Sub-Contractor shall submit the details of the commissioning


engineers whose qualifications must be to the satisfaction of the
Architect. The Architect reserves the right to reject any person.

ii) The installation shall be ‘practically complete’ following satisfactory


commissioning and the submission of final commissioning data prior to
the issuance of Completion Certificate by the Architect. It is solely the
Sub-Contractor’s responsibility to ensure that all plant/equipment shall
have their respective warranty by the respective equipment/plant supplier
directly.

iii) A joint inspection shall be held among the Employer, Architect/Engineer


and Sub-Contractor to establish an outstanding works and defects list. All
outstanding works / defects, shall be completed within one month from
the date when the Completion Certificate was issued.

iv) If, at the end of the one month’s period from the date of issuing the
Completion Certificate, any defects/outstanding works mentioned in the
list still exist, the Architect/Engineer is empowered to appoint a body to
rectify all defects/outstanding works and deduct the cost involved from
the Sub-Contract sum.

b. The Sub-Contractor shall also refer to other requirements in the relevant clauses
of the Main Contract.

c. Before the Completion Certificate is issued, the following must be completed:

i) Operation and Maintenance Instructions Manual, test data and “as-built”


drawings must be submitted. Computer “soft” copies of these manuals
and drawings shall also be submitted.

ii) The Employer or his representative must be fully instructed and trained in
the operation of the system. A written acknowledgment from the
Employer shall be required.

iii) All tools and spares shall be handed over unless otherwise specified. A
written acknowledgment from the Employer shall be required.

iv) Certificates of Supervision from the Sub-Contractor’s Qualified Persons.

v) Submit and obtain approval by the Architect. Maintenance schedule for


the installation during the Maintenance and Defects Liability Period.

1.41 AS-NEW CONDITIONS

At the time of handover of the Sub-Contract Works after the Completion Certificate, the
whole installation shall be in ‘as-new’ conditions. The Sub-Contractor shall, during the
course of the Sub-Contract, protect all plant and equipment and shall restore/repaint as
necessary before handover of the Sub-Contract Works.

1.42 MAINTENANCE PERIOD

(‘Defects Liability Period’ shall also mean ‘Maintenance Period’)

a. During the Maintenance Period, the Sub-Contractor shall provide a 24-hour ‘call-
out’ service to repair any equipment that has broken down.

b. Immediately answering the breakdown calls, the Sub-Contractor shall attend to


such calls within a maximum time limit of 2 hours during night and 1 hour during
daytime of receiving such calls.

c. During the Maintenance period, the Sub-Contractor shall at his own cost remedy
and make good with all faults or defects in the Works, which in the opinion of
other Architect/Engineer, is due to faulty materials, workmanship or design. The
Sub-Contractor shall indemnify the employer and/or the Main Contractor against
any damage or injury to the Building contents and/or occupants arising from
such faults or defects.

d. If the Sub-Contractor fails to remedy such faults or defects within a reasonable


time, the Employer may proceed to do so at the expense of the Sub-Contractor
and without prejudice to such other rights as the Employer may have under the
Sub-Contract.

e. The Sub-Contractor shall also refer to other requirements in the relevant clauses
of the Main contract.

1.43 COMPREHENSIVE MAINTENANCE DURING MAINTENANCE PERIOD

a. The Sub-Contract shall include free comprehensive maintenance of all Works


during the Maintenance Period.

b. During the Maintenance Period, the Sub-Contractor shall provide, without


charge, labour and materials for the comprehensive maintenance required to
properly maintain and operate all Works installed, and for the provision of
twenty-four (24) hour ‘call-out’ service whereby at any time of the day or night,
the Sub-Contractor shall dispatch skilled men to attend to defective equipment.

c. The maintenance works shall include, but not be limited to the following :

i) Maintain the entire Works included in this Sub-Contract, taking into


account the Employer’s operational requirements.

ii) Replace or repair all components of equipment as necessary to maintain


the installation in good working conditions.

iii) Maintain a log book for all maintenance, repair, replacement and
inspection that has been carried out. The log book shall be properly kept
and made available for inspection by the Employer.

iv) Regular comprehensive maintenance keeping all installation in a first


class operating condition.

v) Regular inspection of the installation. Any parts required to be replaced


during these inspections, and during the entire Maintenance Period shall
be supplied and installed at the Sub-Contractor’s expense.
d. The servicing and maintenance works shall also be in accordance with the
requirements stipulated by all the by-laws, rules, regulations and requirements of
the local Authorities.

e. The Sub-Contract shall include the services of an appropriate Licensed Electrical


Worker (LEW) / Authorised Switching Engineer to take charge of all the electrical
installation for licensing purposes, and payments of licensing fees, etc during the
Maintenance Period. The Licensed Electrical Worker (LEW) / Authorised
Switching Engineer shall also attend all breakdown or emergency calls required
by the Employer.

1.44 ADJUSTMENTS DURING MAINTENANCE PERIOD

a. The Sub-Contractor shall carry out at his own expense all necessary re-tests and
adjustments to the plant and equipment to attain the specified performance and
conditions of operation prior to the completion of the Maintenance Period.

b. These adjustments need to be made while the building is occupied. The Sub-
Contractor shall, without any extra cost, carry out these adjustments at the
convenience of the Employer and outside normal working hours, if necessary.

1.45 TUITION/TRAINING

a. The Sub-Contractor shall provide sufficient and proper instructions to the


Employer’s engineering staff in the commissioning, operation, maintenance,
servicing and trouble-shooting of the various plant and systems for a period of at
least two (2) months during the Maintenance Period as directed by the Architect.

b. The Sub-Contractor shall provide training facilities and training courses and
ensure that the Employer’s staff will acquire full knowledge and appreciation of

all aspects of the day to day operation, breakdown and routine maintenance, and
fault diagnosis of all plant, equipment, and system installed under this Sub-
Contract. Detailed syllabus and the timing of the training courses shall be
submitted.

c. The Employer will nominate members of his staff to attend the training courses,
and the Sub-Contractor shall allow them reasonable access to technical
information and documentation required for proper operation and maintenance.
The Sub-Contractor shall also explain this information and documentation to
allow the trainees to become fully conversant with all aspects of the systems.

d. When training is required to be held in overseas facilities, all necessary costs for
airfare, hotel accommodation, local transportation, food, etc., for two (2) trainees
nominated by the Employer shall be included.

1.46 SPARE PARTS

a. All spare parts and consumable materials for the proper maintenance of the
entire Sub-Contract Works during the Maintenance Period shall be provided by
the Sub-Contractor.

b. Prior to the end of the Maintenance Period, the Sub-Contractor shall submit a
schedule of recommended spare parts (including those recommended by the
equipment manufacturers) with the respective current price lists indicated.

c. Exact quantities of all spare parts and consumable material used during the
entire Maintenance Period shall be properly recorded and handed over to the
Employer before the end of the Maintenance Period prior to the release of the
Retention Monies.

d. The Sub-Contractor shall, prior to the release of the Retention Monies, hand
over to the Employer free of charge the total quantity of spare parts and
consumable material used during the last six (6) months of the Maintenance
Period. These spare parts and consumable materials shall be over and above
those specified in the other sections of the Specification.

1.47 GUARANTEE

The performance and capacities of the equipment and systems under this Sub-Contract
shall be guaranteed during the entire Maintenance Period and any other extended
period as agreed in the Sub-Contract.

Air-Conditioning System, Chiller Compressor & DX System compressor shall have 5


year guarantee.

No Open Drive Chiller Compressor shall be used in this Contract.

1.48 RELEASE OF RETENTION MONIES

a. Before the Works are deemed to be fully completed and the release of the
retention monies, the following shall be completed/submitted :

i) All items of defects arising before, out of, and during the Maintenance
Period shall be made good to the satisfaction of the Main Contractor and
Architect.

ii) Certificates from the Sub-Contractor’s Qualified Persons that the


installation has been tested and comply with all regulations and
requirements of all relevant local Authorities.

iii) Certificates of Approval from all Authorities having jurisdiction over the
Works.
Submission of approved “as-built” and “as-manufactured” drawings.

iv) Submission of final Operation and Maintenance Instruction Manuals and


test data.

v) All tools, spare parts and other items as specified shall be handed over to
the employer.

1.49 VERMIN PROOFING AND CLEANING

a. On completion of the Sub-Contract Works, the Sub-Contractor shall check and


ensure that all cable entries, openings, coreholes, etc. are properly sealed with
approved fire rated material and rendered vermin proof and water tight. The
floors, trenches and surroundings shall be cleaned, mopped, and left in a clean,
dust free state on completion. Building works and paint work of equipment
damaged during the installation works shall be made good to the satisfaction of
the Architect.

b. All costs involved in the above shall be deemed to be included in the Sub-
Contract.

1.50 POWER SYSTEM HARMONICS

For the purpose of this provision, “PCC” means the point of common coupling and “IPC”
means in-plant point of coupling. The installation is designed with the intent of complying
with current international and European Community electrical immunity and emission
standards.

The PCC, in accordance to IEEE 519 latest version, for harmonics compliance; is at the
interface points between system owners or operators and users in the electrical system.
It is the point in the electrical system closest to the user where the system owner or
operator could offer service to another user. For service to industrial users (i.e.,

manufacturing plants) via a dedicated service transformer, the PCC is at the primary
(HV/MV) side of the transformer. For commercial users (office parks, shopping malls,
etc.) supplied through a common service transformer, the PCC is at the secondary (LV)
side of the service transformer.

The IPC, in accordance to IEC 61000-2-4, is the point on a network inside a system or
an installation, electrically nearest to a particular load, at which other loads are, or could
be, connected.

In order to continue an interference free service to others’ installation, the Sub-Contract


must comply with each of the following :

i) The sub-contractor shall provide adequate measures including installing active


harmonic filters (AHF) to limit the total harmonic distortion (THD) at the PCC to
less than 5% for total harmonic distortion voltage (THDv) for all phases, in
accordance to Singapore Transmission Code, and comply with IEEE 519 on total
demand distortion (TDD) for current at PCC. The Sub-Contractor shall take
particular care in the selection of all equipment that may produce harmonics
including without limitation electronic ballasts, UPS, LED lightings, and variable
speed drives, to ensure that the harmonic limits are met at all times in
compliance with the requirements of IEC 61000-3-2, IEC 61000-3-4, IEC 61000-
3-6, IEC 61000-3-12 and IEC61800 at the IPC for all connected equipment.

For commercials users or tenants that are tapping out three-phase power
supplies from the building owners of at least 100A and above, the sub-contract
shall install active harmonic filters with neutral harmonic compensation (3ph+N)
after the sub-metering point of the units. The size of AHF shall not be less than
30% of the tenants incoming MCCB rating.

The AHF shall be to remove the system harmonic distortion from the phase
conductors in both 3P3W/3P4W electrical system with the efficiency more than
97%. The AHF shall mitigate harmonics from 2nd harmonic order up to 51st
harmonic order simultaneously, and mitigate the harmonic in neutral current. The
AHF shall be fully redundancy when installed in parallel. The AHF shall has 3
modes of operations, namely harmonic correction, power factor correction and
mains load balancing. The AHF preferably has operational features of %THDi,
%THDv and Optimized PF setpoints.

ii) The Sub-Contractor shall ensure that the power factor at the PCC is equal to or
better than 0.85 lagging.

To achieve this, the sub-contractor shall install reactive power compensator such
as automatic detuned power factor correction (APFC) or AHF. When selecting
AHF, the AHF shall be sized to ensure that it has sufficient capacity for harmonic
compensation and power factor compensation. The Sub-Contractor must provide
proof of analysis (either with simulation or calculation) that the AHF has sufficient
capacity and capable of improving PF and compensate harmonics. If APFC is

selected over AHF for power factor improvement, the APFC must include series
detuned reactor to avoid electrical resonance in the power system network.

The Sub-Contractor shall complete the installation to meet all current


international and European Community emission standards for electrical
interference for light commercial buildings, including without limitation EN50082,
IEC1547, CISPR11, CISPR15, CISPR16, EN55015, EN55011, EN50081,
EN60555, IEC/EN61000, IEC801 and EN61800.

iii) The sub-contractor shall submit a site measurement report showing the
compliance of harmonics and power factor by using power quality meter (PQM).
The PQM shall comply with IEC61000-4-30 Class A and IEC 61000-4-7. The
result shall be endorsed by a qualified person.

1.51 ELECTROMAGNETIC COMPATIBILITY (EMC)

a. The Sub-contractor shall be responsible for ensuring that all equipment supplied
conforms with the requirements of relevant international standards in terms of
their electromagnetic compatibility with the environment and with all equipment
to be installed in the Project. All equipment used shall comply with the prevailing
generic EMC requirements and EMC requirements applicable to general,
scientific and industrial equipment specified but not limited to the following
standards, or their equivalents:

b. All signal and control cabling installed shall be correctly screened and earth to
prevent noise and electric shock. Operation of all equipment shall not be
adversely affected by radiated energy from hand held communication
equipment.

c. All equipment that is likely to be touched by personnel and contains sensitive


electronic equipment shall be protected against electrostatic discharge.

d. The Sub-contractor shall ensure that any static or alternating magnetic fields,
generated in the environment, do no adversely affect the operation of the
equipment.

e. Bonding shall be provided for all exposed metallic parts of the equipment and
connecting them to the earthing network for meeting safety requirements and
minimize noise voltage due to potential differences.

1.52 MOTOR CONTROL PANEL AT EXPOSED LOCATIONS

For all motor control panels outside plantrooms and at exposed locations such as
carpark, services area, public space, etc. shall be provided with a lockable front door
with viewing glass panel to prevent vandalism by others.

1.53 INDOOR AIR QUALITY (IAQ) MANAGEMENT

a. Contractor to submit IAQ Management Plan to consultants for review and


endorsement.

b. Contractor to include IAQ Management Plan to ensure that ventilation systems


are clean and free from residual left over from construction activities.

c. Contractor to conduct internal surface condition tests for ACMV Systems based
on BCA”s guidelines as stipulated in SS.554:2016 Clauses 5.4, 5.5 & Annex H.
Contractor may engage third party to conduct the test.

1.54 FIRE-STOP

The installation of fire stopping assemblies at all pipe, duct, electrical conduit and wiring
penetrations through fire compartment walls/partitions/floors, and any related items

a. Any ‘Approved Material / Manufacturer’ indicated in the specifications is included


only to identify the quality and performance required and should not be read as
pertaining to any particular preference or prejudice. Alternatives complying or
exceeding the specifications are allowed in order to meet the latest standards for
appropriate installation. The Drawings depict the performance criteria and the
Contractor is required to review the details against his own systems and offer
solutions to meet Technical Requirements of the specifications.

b. Any exception to this specification shall be listed specifically and included at the
time of the tender. Without such exceptions, tenders shall be deemed to comply
with this specification in its entirety.

c. Preference should be given to passive fire protection products which contribute


to high quality of the air by low levels of volatile organic compounds (VOC) and
noise and have been tested for life-span of minimum of 30 years.
d. All proposed alternatives/equivalents shall require written approval from the
Architect/Engineers.

1.54.1 Generals

1.54.4.1 The works in this scope includes, but are not limited to, the
provision, supervision, coordination, labour, materials,
transport, plant and equipment necessary for supply and
installation of the Fire stopping systems.

1.54.4.1 This section shall be used and read in conjunction with latest
Drawings, and any other related documents to establish the
full requirements for the works.

1.54.4.1 Only tested and approved fire stopping systems shall be used.
Specific locations include, but are not limited to, the following:

a) Penetrations for the passage of duct, cable, cable tray,

1.54.3 Contractor’s Responsibility

1.54.4.1 The Contractor is required to provide drawings, samples and


specifications for approval. The Contractor is to assume full
responsibility in ensuring that the assemblies meet the
performance requirements of the specifications.

1.54.4.1 The Contractor shall coordinate with all other relevant trades
is responsible for obtaining all information required to achieve
a good and coordinated installation.

1.54.4.1 The Contractor’s obligations and duties include, but are not
limited to, the carrying out of the following:

i. Make enquiry if there are any discrepancies between


site conditions and Drawings before proceeding with
work.

requirements. One additional copy of each installation
instruction shall be in the Contractor's possession on
the jobsite at the time work is being done. Include
manufacturer's recommendations for cleaning and
repairing fire-stopping, including precautions against
material and methods which may be detrimental to
installation of the products

ii. Engineering Judgments: Submit manufacturer's


engineering judgment identification number and
drawing details when no BS/EN/ASTM system is
available for an application. Engineering judgment
must include both project name and Contractor's name
and state who will install the fire stopping system as
described in drawing.

iii. Material Safety Data Sheets (MSDS): Submit for each


fire stopping material.

iv. Fire Test Reports and Certifications of Conformity


(CoC): Submit for the proposed fire stopping materials
before purchase, delivery and installation of the
materials.

v. Declaration of Compliances (DoC) and Certifications


for Special Building Materials (FSCO2): Submit after
installation.

1.54.5 Quality Assurance

a. Manufacturer's direct representative (not distributor or agent) to be


on-site during initial installation of firestop systems to train
appropriate contractor personnel in proper selection and installation
procedures. This will be done per manufacturer's written
recommendations published in their literature and drawing details.

b. Firestopping material shall be certified and tested in Singapore by


TÜV SÜD PSB or Setsco (www.setsco.com).

c. Proposed firestop materials and methods shall conform to


applicable governing codes having local jurisdiction.

1.54.6 Codes and Standards

a. To comply with all codes, ordinances, rules and regulations of all


local Governmental Authorities/Agencies having jurisdiction on the

said works, i.e. FSSD, BCA, PUB, TÜV SÜD PSB, etc. and with the
following standards/certifications as applicable to the said works.

b. Fire stopping systems shall comply with Code of Practice for Fire
Precautions in Buildings, 2013.

c. For PPR/UPVC pipes, approved fire collar/wrap shall be fitted at all


positions where such pipes pass through constructions required to
act as a barrier to fire.

1.54.7. Warranty

Provide manufacturer’s standard warranty of minimum 1 year against


defects in materials and workmanship, beginning at date of substantial
completion.

1.54.8 Materials

a. Fire stopping material shall be asbestos -free and capable of


maintaining an effective barrier against flame, smoke and gases.
b. Materials shall be suitable for the fire stopping of penetrations made
by steel, glass, plastic and insulated pipe. Materials shall also be
compatible with each other and substrates whether they are made
of steel, glass, drywall board, and concrete or masonry
construction.

c. The rating of the firestops shall be equal to or greater than the fire -
rated wall, floor or roof.

1.54.9. Basis- of-Design Products

a. Subject to compliance with requirements, products manufactured by


the following shall be used for the particular applications described.

b. Comparable products by other manufacturers listed in the TÜV SÜD


PSB Directory will not to be used without prior approval of the
Architect.

1.55 Measurement of Energy Efficiency for Central Chilled Water


System.

The performance and capacities of the equipment and systems


under this Sub-Contract shall in compliance with the latest SS
591. Code of Practice on Measurement of Energy Efficiency
for the Central Chilled Water System.

a resultant plant efficiency (i.e) kW/RT) within 5% of its true
value and in accordance with ASHRAE Guide 22 and AHRI
Standard 550/590,BCA NRB:2015(P.14)

The following instrumentation and installation are also required to


be complied with:

(i) Location and installation of the measuring devices to meet the


manufacturer’s recommendation.

(ii) Date acquisition system with a minimum resolution of 16 bit.

(iii) All data logging with capability to trend at 1 minute sampling


time interval.

(iv) Flow meter are to be provided for chilled-water and condenser


water loop and shall be of ultrasonic/ full bore magnetic type or
equivalent.

(v) Temperature sensors are to be provided for chilled water and


condenser water loop and shall have an end-to-end
measurement uncertainty not exceeding ± 0.05°C over
the entire measurement or calibration range. All thermo-wells
shall be installed in a manner that ensures that the sensors can
be in direct contact with fluid flow.
Provisions shall be made for each temperature measurement
location to have two spare thermos-wells located at both side of
the temperature sensor for verification of measurement
accuracy.

(vi) Dedicated power meters (of IEC Class 1or better) are to be
provided for each of the following equipment :chillers ,chilled
water pumps, condenser water pumps, cooling towers, air
distribution sub-system(ie AHUs,PAHUs,FCUs).

1.56 Below ground pipes installation.


Galvanised steel pipes ,fittings and couplings shall be used
below for individual risers or short connection pieces not
exceeding 1.5m i length,the entire length containing the fitting
or coupling shall be double wrapped with 2 layers of
petrolatum tape.

Black steel pipe shall not be used underground.
