ACMV INSTALLATION
GENERAL REQUIREMENTS OF MECHANICAL & ELECTRICAL WORKS
1.1 GENERAL
c. The scope of works in this Sub-Contract (hereinafter called the Works or the
Sub-Contract Works) shall comprise design, coordination with all relevant
parties, manufacture, supply, delivery, installation, testing and commissioning,
and any other works necessary to form the ‘complete work’ as prescribed in the
Specification and Drawings.
d. ‘Complete work’ shall mean not only the major plant and equipment covered by
the Specification and the Drawings but also other works and all the incidental
components and expenditures necessary for the complete execution of the
Works and for the proper operation of the installation and systems, whether or
not these components and expenditures are explicitly mentioned in details in the
Sub-Contract Documents.
e. Works mentioned in the Specification but not shown on the Drawings and vice-
versa shall nevertheless be deemed to be included in this Sub-Contract and in
the Sub-Contract sum.
g. The Drawings show the design intent and basic principles only and shall only be
used as guidance for the Sub-Contractor in producing his detailed design and
shop drawings for his Works. In the preparation of the detailed design and shop
drawings, the Sub-Contractor shall be responsible and take into account proper
co-ordination of his installation with other works in the project.
i. Shop drawings shall take into account actual measurement and setting out
dimensions/levels obtained and determined by the Sub-Contractor on site, actual
equipment/material used, actual routing of services, co-ordination with the Main
Contractor and other sub-Contractors, and site conditions/constraints.
j. Throughout the Sub-Contract Documents, words importing the singular only also
include the plural and vice versa where the context requires. Words importing
the masculine gender shall include the feminine or neuter as the case may
require, and vice-versa.
a. The Sub-Contractor is deemed to be aware of the high temperature and the high
relative humidity prevailing in Singapore.
b. The Sub-Contractor shall warrant that all materials and equipment are suitable
for continuous use and operation in the expected climatic conditions
encountered.
c. All equipment and materials shall be fully tropicalised and suitable for use in the
peculiar local climate and operating conditions. All equipment/system shall be
suitable for operation with outdoor dry bulb temperature of at least up to 40°C
and relative humidity of up to 100%.
1.3 STANDARDS
a. All equipment, materials, and installation method shall comply with the
General/Particular Specification and the current standards and regulations as
described in the Sub-Contract Documents.
b. Where the materials or equipment offered comply with other standards, the Sub-
Contractor shall demonstrate that they meet the requirements of this
Specification and details shall be submitted to the Architect for approval.
1.4 ABBREVIATIONS
a. Notations and symbols used are as shown on the Legend and Abbreviation of
the Specification and Drawings.

All other notations and symbols used shall have their internally/normally accepted/used
meaning.
a. The Sub-Contractor shall establish and maintain quality and workmanship in his
works to ensure compliance with the Specification and Drawings.
b. The Main Contractor and Architect reserve the right to inspect and reject any
part of the Works not complying. The Sub-Contractor shall replace such
rejected works without cost variation and delay to the Sub-Contract/Contract.
d. No work shall be covered up or put out of view without the agreement of the
Architect. The Sub-Contractor shall provide/allow the Architect or his site
representatives full opportunity for the examination and measurement of any
work which is about to be covered or put out of view. Upon request by the
Architect, the Sub-Contractor shall expose their Works and allow/provide access
to the Architect or his representatives to inspect any part of the Works during the
course of the manufacturing or site installation/erection.
a. The works shall comply strictly with all current statutory regulations, by-laws and
orders and to the satisfaction of all government and statutory authorities. The
Works shall also comply with all requirements in the Contract/Sub-Contract.
c. Codes and standards listed and specified in the Specification shall be the latest
edition current at the time of issue of the Sub-Contract/tender documents.
The Sub-Contractor shall fully indemnify the Main Contractor and Employer against any
actions and claims from or incurred by reason of infringement of patent right, design
trademark or name, copyright or other intellectual rights in performing his works. All
royalty payments, if required, shall be included in the Sub-Contract sum.
a. All equipment supplied shall comply with the specified duty / rating in the
Specification and the Drawings.
b. The capacities of all plant and equipment described in the Sub-Contract are
minimum capacities and the Sub-Contractor shall take into account any
variations which may be necessary due to his own detailed design and actual
installation requirements.
c. Physical sizes of all plant and equipment shall suit the space allocated, taking
into account the requirement for access and proper maintenance.
d. Any proposal to deviate from the Specification and Drawings is subject to the
Architect’s approval at his sole discretion. Upon approval, any necessary
changes to the design and installation as a result of these deviations shall be the
responsibility of the Sub-Contractor.
a. The Sub-Contractor shall provide proper protection to all equipment and material
during manufacture, in transit, in storage, and during installation until final
completion of the project.
b. All damaged equipment and installation shall be replaced without extra cost to
the Sub-Contract.
Architect’s comments and approval shall not relieve the Sub-Contractor of any duty,
liability or obligation whatsoever under the Contract/Sub-Contract.
1.13 SAMPLES
1.14 SUBMISSIONS
a. The Sub-Contractor shall liaise with the Main Contractor and all other tradesmen
to ensure that works of all trades are properly coordinated. Route of services
shall be designed such as to ensure proper coordination with other services.
c. The Sub-Contractor shall provide all necessary technical information, details and
layout of his installation to the Main contractor and shall co-operate and co-
ordinate with the Main Contractor and other sub-Contractors for the smooth
execution of the works on site.
a. The Sub-Contractor shall keep on site at all times sufficient site supervision staff
empowered to receive and carry out directions and instructions on site. The site
staff shall not be changed without prior approval of the Architect. Sufficient CAD
/ BIM draughtsmen shall also be kept on site to facilitate prompt submission and
revision of shop drawings. The names and qualifications of the all key site
supervision staff whom the Sub-Contractor proposes to appoint shall be
submitted to the Architect for approval.
b. The Sub-Contractor shall engage sufficient qualified and experienced site staff to
execute the works. Registered and licensed tradespersons shall be employed to
supervise the works, if necessary.
The Sub-Contractor shall liaise with the Main Contractor for proper setting out of the
Sub-Contract Works. The Sub-Contractor shall be aware of the following:-
i) The positions of equipment etc, indicated on the Drawings, are given for
tendering purposes only. Exact positions shall be determined by the Sub-
Contractor after co-ordinating with the Main Contractor. The Sub-Contractor
shall make any modifications that may be necessary without any cost variation to
the Sub-Contract.
ii) The Sub-Contractor shall set out position and levels for the Works (based on the
setting out reference lines and levels given by the Main Contractor) and shall
refer the same to the Main Contractor for his approval before
erection/installation.
1.18 WARRANTIES
The Sub-Contractor shall warrant that the capacity, rating or duty of all equipment used
in the installation shall not be less than the performance specified on the Drawing or in
the Specification when operating under the specified conditions and in accordance with
the equipment manufacturer’s instructions. Any equipment/system not meeting this
requirement shall be rejected.
a. Physical sizes of all plant and equipment shall be suitable for spaces allocated
for the accommodation of such plant and equipment, taking into account the
requirements of proper access for maintenance.
b. The Sub-Contractor shall submit to the Architect dimensional details and shop
drawings of all equipment offered and shall be responsible for any modifications
and expenses incurred as a result of dimensional variations of his equipment
from that shown on the shop drawings.
a. During the course of the Sub-Contract, the Sub-Contractor shall produce and
commence submission of detailed shop drawings sufficiently early but not later
than one (1) month from the date of award of the Sub-Contract for the Architect’s
review. These shop drawings shall be submitted progressively in accordance
with the work programme of the Sub-Contractor and the Main Contractor.
Clearance or approval of any such drawings by the Architect shall not relieve the
Sub-Contractor from any specified performance or material requirements, nor
nullify the Architect’s right to reject unsatisfactory works on the site. A minimum
period of four (4) weeks shall generally be allowed for the review of each shop
drawing submission by the Architect.
b. Installation works carried out by the Sub-Contractor before the relevant shop
drawings submitted and approved by the Architect are at the Sub-Contractor’s
own risk.
xi) General layout plans and sections (1:50 scale for plans and 1:20 scale for
sections);
e. Shop drawings produced shall be properly co-ordinated with the works of the
Main Contractor and other sub-contractors. Where required for proper co-
ordination and to achieve required headroom, the Sub-Contractor shall make
modification of services layout/routing, duct aspect ratios, pipework gradient, etc.
(from those shown on the Sub-Contract Drawings) and reflect all these on the
shop drawings for the Architect’s approval. Such modifications of layout/routing,
duct aspect ratios, pipework gradients, etc. shall not entitle the Sub-Contractor to
make any claims for additional cost and time to the Sub-Contract.
f. Each submission or re-submission is to be made in one (1) soft copy (CD) and
five (5) sets of standard metric size paper prints or as specified in the Main
Contract Preliminaries, whichever is more. Amendments / revisions in re-
submissions shall be highlighted. Upon approval by the Architect, five (5) sets of
prints and one (1) soft copy (CD) of the shop drawings or as may be reasonably
required by the Architect shall be submitted for record and reference.
h. Architect’s comments and corrections made on shop drawings shall not relieve
the Sub-Contractor of his contractual responsibilities to comply with requirements
of the Specification and Drawings.
1.21 MOCK-UPS
The requirements of mock-ups associated with the services stated in the Main Contract
or specified in the Specification shall be included in the Sub-Contract.
a. All material and goods shall be delivered to the site in new condition, properly
packed and protected against damage due to handling, adverse weather or other
circumstances, and be kept in packing case or under protective covering until
required for use.
b. Any items suffering damage in transit or on site shall be rejected and replaced
without extra cost and time to the Sub-Contract.
c. In the case of equipment and materials which originate from other countries
and/or different climatic conditions, all such equipment and material shall be
adequately and securely packed for safe transportation with due regard to the
climatic conditions encountered in transit and arrival.
e. Protection shall include covers, crating, sheds, stores or other means to protect
the apparatus, equipment and materials from the weather, water damage,
corrosion and to prevent dirt, grit, plaster or other foreign substances from
entering the working parts of machinery or equipment. Special care shall be
taken to keep all opening of pipes, ducts, etc. closed while in storage or during
the course of delivery and erection/installation.
g. All precautions shall be taken for the safety of personnel on site. The Sub-
Contractor shall also conform with the general regulations governing personnel
on the site and must keep to the working space allocated for their use.
The Sub-Contractor shall ensure that dust, noise or other nuisance be kept to a
minimum and comply with all environmental control regulations.
1.25.1 General
d. Wiring and cables for interfacing with the Fire Alarm System and
other fire protection and life safety systems shall be fire rated to
comply with Fire Code and relevant local code requirements.
ii) Earthing terminal in the Fire Command Centre and all other
plantrooms for supplementary equipotential bonding of other
equipment and systems.
v) Fuel main storage tank and day tank High/Low level alarm
signals to the Building Management/Automation System.
viii) Power point in each toilet for the plumbing trade (for
connection to automatic sanitary sensors and flush valve by
the Plumbing and Sanitary Sub-contractor).
b. Power supply to variable air volume (VAV) boxes and the ACMV
system’s control components/sensors shall however be provided by
ii) The system shall identify joints and terminations which may be compromised
in real-time, to allow the planning of any required maintenance activity and
prevent potential failures occurring. This permanent monitoring system shall
be capable of replacing periodic Thermo graphic inspections and the
installation of thermal windows.
iv) The sensors shall be infrared contact to cable insulation, non-powered, non-
conductive, and provide rise above ambient (∆T) temperature value, and shall
be lifetime calibrated and not require any periodic maintenance. For cable
connections cable sensors may be used, which attach to the incoming or
outgoing cables via a cable tie, and provide the same ∆T temperature values
as the infrared sensors.
Local Alarm Module
vi) The datacard/s will directly connect to an Alarm Relay Module (ARM) HMI
which shall be mounted in the switchboard and provide the following alarms
via relay contacts:
A low or warning alarm, user configurable between a ∆T of 15°C and 30°C;
vii) The HMI shall also provide for two sets of output alarms to allow for both local
and remote annunciation.
Site assembled joints e.g. shipping splits, transport joints, cable terminations
and others as applicable for all voltages.
ii) The Supplier shall allow for the supply and installation of data interface
cabling between the local processors located within the switchboard,
substation or switchroom and the ‘Head End’.
iii) The sensors shall connect to local data cards which shall use any of Modbus
RTU, Modbus 485, IEC61850 or Modbus over IP to transmit data values to
the local processor located within the switchboard, substation or switchroom
as appropriate. ‘Head End’ or other software package.
iv) The local processor shall include alarm and data transmissions to the ‘Head
End’ these alarms shall be via any of Modbus RTU, Modbus 485, IEC61850,
Modbus over IP or a dry contact relay. It shall also be possible to view all
sensors within a switchboard by connection of a suitable device.
v) Transfer raw data to a host system (e.g BMS / SCADA), which will shall
accept the raw data at a local outstation in modbus register format and then
subsequently manipulate data to create required thermal alarm thresholds
and graphical user interface.
vi) The TMS ‘Head End’ shall include, as a minimum, the following:
- a graphical user interface based on browser-based access;
- user configurable system and component information tags;
- real time trend analysis;
- multiple alarm escalation levels;
- an historic log of system history and trending per sensor;
- capability of identifying compromised joints at all load levels;
- dynamically predict available remaining load capacity based on
thermal data values received from the sensors and load data from
external sources;
- capable of predicting the load that can be applied to ensure that the
Emission Standard:
EN 55022 (2006) + A1 (2007) class B
Immunity Standard:
EN 55024 (1998) + A1 (2001) + A2 (2003)
Vibration Standard:

viii) The Supplier shall include for all cabling associated with the monitoring
system within the switchboards.
The Plumbing and Sanitary sub-contractor shall provide the following for
other trades:
The ACMV sub-contractor shall provide the following for the other trades:
ii) Smoke signal sent to the Fire Alarm System from the smoke detector
installed in the return air duct to the air handling unit.
iii) On/Off control and status indications at the Fire Command Centre’s
Ventilation Panel (to be provided by the ACMV sub-contractor)
including switches and indication lights for the following equipment
and systems:
iv) High level interface between the chiller control panels and the
Building Management / Automation system.
The Fire Alarm System Sub-contractor shall provide the following for the
other trades:
i) All control and monitoring modules for interfacing with all other
trades.
ii) Control signals and modules for all fire shutters, smoke
shutters/curtains, automatic doors and all emergency ventilation
systems.
iv) Signal to the Lift Motor Room for lift homing operation.
The BMS sub-contractor shall provide the following for the other trades:
i) All control and monitoring modules for interfacing with other trades
(with the exception of those for interfacing with the Fire Alarm
System).
ii) High level interface with the Fire Alarm System and the chiller control
panels.
b. For settlement joints shown on the structural drawings or required by the Main
Contractor for the construction of structural works, the Sub-Contractor shall co-
ordinate with the Main Contractor such that any installation which passes
through settlement joints shall be executed after the respective settlement joints
are cast and the expected structural differential settlement has significantly taken
place.
c. The Sub-Contractor shall co-ordinate with the Main Contractor to ensure that all
services installed under metal roof and skylight shall have adequate provisions to
take into account the movement and deflection of the roof structure and the
cladding.
The Sub-Contractor shall expeditiously replace, make good and completely rectify at
their own cost any works which are considered defective or unsatisfactory by the Main
Contractor or Architect.
1.28 PAINTING
a. All equipment, enclosures, housings, air ducts, piping, trunking, cable trays,
conduits, etc. which are exposed to view (including those in plantrooms) shall be
provided with colour paint finishes.
b. Generally, all metal surfaces requiring painting shall be provided with two (2)
coats of asphalt aluminium paint, primer coated, and two (2) coats of finished
paint.
d. The Sub-Contractor shall submit colour scheme for the entire Works to the Main
Contractor for co-ordination and submission for approval by the Architect.
a. The Sub-Contractor shall supply and install the following safety equipment and
notices for each switchboard/control panel in the respective switchrooms and
plantrooms:-
ii) Copies of all statutory safety notices, regulations and instructions for
resuscitation and treatment after electrical shock.
iv) A copy of the main single line diagram, varnished and mounted on suitable
hard backing and framed (in glass panel), showing clearly the full details of
the electrical and mechanical systems as supplied and installed.
a. The Sub-Contractor, prior to the commencement of the Works, shall submit for
the Main Contractor’s and Architect’s approval comprehensive QA/QC
programme for the Sub-Contact Works which shall include, but not be limited to
the following:-
c. All equipment, material and items incorporated in the Works under this Sub-
Contract are to be new and of top class quality.
e. The use of electrically dissimilar metals in contact with each other shall be
avoided. If this is not possible, the contact surfaces of the two (2) metals shall
be insulated from each other by an approved method.
f. All work under this Sub-Contract shall be performed in a skilful and workmanlike
manner and in accordance with best workshop practice.
Quantity measurements for the purpose of valuing variation orders shall be taken from
Drawings issued by the Architect/Engineer.
b. As-built drawings shall be developed and produced during the course of the
installation and, when requested by the Architect, for substantiating of monthly
progress claims.
ii) Five (5) bound with hard cover sets of paper prints for all drawings
a. As-built drawings shall be provided as required by all relevant authorities for the
application of Temporary Occupation Permit and other permits or certificates
required by the local authorities for the occupation of the building.
b. The Sub-Contractor shall ensure that the submissions are made properly and in
a timely fashion and will not delay the inspections and testings by the authorities.
All as-built drawings shall be produced based on the latest architectural plans.
b. All testing and commissioning to enable proper operation of the Works shall be
completed to the satisfaction of the Main Contractor and Architect in accordance
with the Main Contractor’s programme (particularly for the purposes of
Temporary Occupation Permit application) or before the issuance of Completion
Certificate, whichever is earlier.
c. Unless otherwise specified or agreed by the Main Contractor and Architect, all
final adjustments, final balancing and “fine tuning” of the equipment/system
operation shall be completed within one (1) calendar months after the Date of
Completion Certificate.
e. The Employer shall have the free and unrestricted use of the Sub-Contract
Works or any part thereof before the issuance of the Completion Certificate if the
Architect considers that such use of part of the Works by the Employer does not
interfere the Sub-Contract Works.
f. The Sub-Contractor shall establish the dates by which permanent utilities shall
be available for testing and commissioning of equipment and take this into
account in his programme of the Sub-Contract Works and co-ordination with the
Main Contractor’s programme.
g. The Sub-Contractor shall arrange for all submissions to Authorities and pay the
cost of statutory inspections and certificates.
If the test results show that the plant and equipment is not functioning in a satisfactory
manner or not complying with the performance requirements of the Specification, the
Sub-Contractor shall carry out at his own expense such alterations, replacements and
adjustments as may be required, to the Architect’s satisfaction.
a. As soon as practical after the completion of any section of the installation, the
Sub-Contractor shall, when so required by the Architect, set such portion of the
installation to work, adjust all regulators, controls, etc. and set and adjust the
system to demonstrate proper functioning of the equipment/system.
b. The Sub-Contractor shall allow in this Sub-Contract sum the provision to return
to the site (after Completion Certificate is issued) for final adjusting of services,
demonstration of systems at full load conditions, testing and commissioning etc.
as required by the Architect or Employer.
The Sub-Contractor shall corporate with the Main Contractor and provide all necessary
attendance to inspections by Registered Inspectors and authorities for the purpose of
TOP application.
a. The Sub-Contractor shall include/allow for operation of all equipment and plant
on behalf of the Employer (on 24 hours basis) for a period of six (6) months after
the commissioning of the equipment/systems. The commencement of this “Free
Operation” period will be directed by the Architect.
b. The Sub-Contractor shall also be responsible for the operation of the installation
after Temporary Occupation Permit is obtained and before the issuance of the
Completion Certificate.
The Operation and Maintenance Instruction manual shall be in A4 size paper and be
bound in rigid covers covered and engraved with lettering giving the Employer’s name,
project name, Sub-Contract name, Architect’s name and the M/E Engineer’s name.
Final draft manuals must be submitted for the Architect’s review before Completion
Certificate is issued. After acceptance by the Architect, the Sub-Contractor shall submit
five (5) sets and a soft copy of this manual in CD-ROM for record before completion
certificate is issued.
In general, each manual shall consist, but not be limited to the following section:-
a. General
This section shall include the purpose of the manual and brief description of the
manual directory.
b. System Description
iii) Size and capacity of all the major equipment and components of the
system.
iv) The proposed initial setting of protective devices and other adjustable
components of the system. Space shall be reserved for the insertion of
final commissioned and accepted settings.
c. Technical Specification
This section shall include the technical descriptions and functions of all
equipment and components and shall generally include:
v) Equipment list, stating the make, model, serial number, accepted settings
(after commissioning).
vi) Catalogues, certificates and performance data sheets for all equipment.
d. Maintenance
This section shall include the required operating and maintenance procedures of
all the equipment. This shall include the following as a minimum:-

f. Directory of Suppliers
This section shall list the name of suppliers and agents of each type of
equipment, materials and accessories. Correspondence address, telephone
number, fax number, and E-mail address shall be included.
g. List of Spares
This section shall list all the spares, consumable materials, and maintenance
tools that will be maintained and kept to ensure continued satisfactory operation
of the equipment and systems.
This section shall contain a full list of all “as-built” and “as-manufactured”
drawings.
iv) If, at the end of the one month’s period from the date of issuing the
Completion Certificate, any defects/outstanding works mentioned in the
list still exist, the Architect/Engineer is empowered to appoint a body to
rectify all defects/outstanding works and deduct the cost involved from
the Sub-Contract sum.
b. The Sub-Contractor shall also refer to other requirements in the relevant clauses
of the Main Contract.
ii) The Employer or his representative must be fully instructed and trained in
the operation of the system. A written acknowledgment from the
Employer shall be required.
iii) All tools and spares shall be handed over unless otherwise specified. A
written acknowledgment from the Employer shall be required.
At the time of handover of the Sub-Contract Works after the Completion Certificate, the
whole installation shall be in ‘as-new’ conditions. The Sub-Contractor shall, during the
course of the Sub-Contract, protect all plant and equipment and shall restore/repaint as
necessary before handover of the Sub-Contract Works.
a. During the Maintenance Period, the Sub-Contractor shall provide a 24-hour ‘call-
out’ service to repair any equipment that has broken down.
c. During the Maintenance period, the Sub-Contractor shall at his own cost remedy
and make good with all faults or defects in the Works, which in the opinion of
other Architect/Engineer, is due to faulty materials, workmanship or design. The
Sub-Contractor shall indemnify the employer and/or the Main Contractor against
any damage or injury to the Building contents and/or occupants arising from
such faults or defects.
e. The Sub-Contractor shall also refer to other requirements in the relevant clauses
of the Main contract.
c. The maintenance works shall include, but not be limited to the following :
iii) Maintain a log book for all maintenance, repair, replacement and
inspection that has been carried out. The log book shall be properly kept
and made available for inspection by the Employer.
a. The Sub-Contractor shall carry out at his own expense all necessary re-tests and
adjustments to the plant and equipment to attain the specified performance and
conditions of operation prior to the completion of the Maintenance Period.
b. These adjustments need to be made while the building is occupied. The Sub-
Contractor shall, without any extra cost, carry out these adjustments at the
convenience of the Employer and outside normal working hours, if necessary.
1.45 TUITION/TRAINING
b. The Sub-Contractor shall provide training facilities and training courses and
ensure that the Employer’s staff will acquire full knowledge and appreciation of
all aspects of the day to day operation, breakdown and routine maintenance, and
fault diagnosis of all plant, equipment, and system installed under this Sub-
Contract. Detailed syllabus and the timing of the training courses shall be
submitted.
c. The Employer will nominate members of his staff to attend the training courses,
and the Sub-Contractor shall allow them reasonable access to technical
information and documentation required for proper operation and maintenance.
The Sub-Contractor shall also explain this information and documentation to
allow the trainees to become fully conversant with all aspects of the systems.
d. When training is required to be held in overseas facilities, all necessary costs for
airfare, hotel accommodation, local transportation, food, etc., for two (2) trainees
nominated by the Employer shall be included.
a. All spare parts and consumable materials for the proper maintenance of the
entire Sub-Contract Works during the Maintenance Period shall be provided by
the Sub-Contractor.
b. Prior to the end of the Maintenance Period, the Sub-Contractor shall submit a
schedule of recommended spare parts (including those recommended by the
equipment manufacturers) with the respective current price lists indicated.
c. Exact quantities of all spare parts and consumable material used during the
entire Maintenance Period shall be properly recorded and handed over to the
Employer before the end of the Maintenance Period prior to the release of the
Retention Monies.
d. The Sub-Contractor shall, prior to the release of the Retention Monies, hand
over to the Employer free of charge the total quantity of spare parts and
consumable material used during the last six (6) months of the Maintenance
Period. These spare parts and consumable materials shall be over and above
those specified in the other sections of the Specification.
1.47 GUARANTEE
The performance and capacities of the equipment and systems under this Sub-Contract
shall be guaranteed during the entire Maintenance Period and any other extended
period as agreed in the Sub-Contract.
a. Before the Works are deemed to be fully completed and the release of the
retention monies, the following shall be completed/submitted :
i) All items of defects arising before, out of, and during the Maintenance
Period shall be made good to the satisfaction of the Main Contractor and
Architect.
iii) Certificates of Approval from all Authorities having jurisdiction over the
Works.
Submission of approved “as-built” and “as-manufactured” drawings.
v) All tools, spare parts and other items as specified shall be handed over to
the employer.
b. All costs involved in the above shall be deemed to be included in the Sub-
Contract.
For the purpose of this provision, “PCC” means the point of common coupling and “IPC”
means in-plant point of coupling. The installation is designed with the intent of complying
with current international and European Community electrical immunity and emission
standards.
The PCC, in accordance to IEEE 519 latest version, for harmonics compliance; is at the
interface points between system owners or operators and users in the electrical system.
It is the point in the electrical system closest to the user where the system owner or
operator could offer service to another user. For service to industrial users (i.e.,
manufacturing plants) via a dedicated service transformer, the PCC is at the primary
(HV/MV) side of the transformer. For commercial users (office parks, shopping malls,
etc.) supplied through a common service transformer, the PCC is at the secondary (LV)
side of the service transformer.
The IPC, in accordance to IEC 61000-2-4, is the point on a network inside a system or
an installation, electrically nearest to a particular load, at which other loads are, or could
be, connected.
For commercials users or tenants that are tapping out three-phase power
supplies from the building owners of at least 100A and above, the sub-contract
shall install active harmonic filters with neutral harmonic compensation (3ph+N)
after the sub-metering point of the units. The size of AHF shall not be less than
30% of the tenants incoming MCCB rating.
The AHF shall be to remove the system harmonic distortion from the phase
conductors in both 3P3W/3P4W electrical system with the efficiency more than
97%. The AHF shall mitigate harmonics from 2nd harmonic order up to 51st
harmonic order simultaneously, and mitigate the harmonic in neutral current. The
AHF shall be fully redundancy when installed in parallel. The AHF shall has 3
modes of operations, namely harmonic correction, power factor correction and
mains load balancing. The AHF preferably has operational features of %THDi,
%THDv and Optimized PF setpoints.
ii) The Sub-Contractor shall ensure that the power factor at the PCC is equal to or
better than 0.85 lagging.
To achieve this, the sub-contractor shall install reactive power compensator such
as automatic detuned power factor correction (APFC) or AHF. When selecting
AHF, the AHF shall be sized to ensure that it has sufficient capacity for harmonic
compensation and power factor compensation. The Sub-Contractor must provide
proof of analysis (either with simulation or calculation) that the AHF has sufficient
capacity and capable of improving PF and compensate harmonics. If APFC is
selected over AHF for power factor improvement, the APFC must include series
detuned reactor to avoid electrical resonance in the power system network.
iii) The sub-contractor shall submit a site measurement report showing the
compliance of harmonics and power factor by using power quality meter (PQM).
The PQM shall comply with IEC61000-4-30 Class A and IEC 61000-4-7. The
result shall be endorsed by a qualified person.
a. The Sub-contractor shall be responsible for ensuring that all equipment supplied
conforms with the requirements of relevant international standards in terms of
their electromagnetic compatibility with the environment and with all equipment
to be installed in the Project. All equipment used shall comply with the prevailing
generic EMC requirements and EMC requirements applicable to general,
scientific and industrial equipment specified but not limited to the following
standards, or their equivalents:
b. All signal and control cabling installed shall be correctly screened and earth to
prevent noise and electric shock. Operation of all equipment shall not be
adversely affected by radiated energy from hand held communication
equipment.
d. The Sub-contractor shall ensure that any static or alternating magnetic fields,
generated in the environment, do no adversely affect the operation of the
equipment.
e. Bonding shall be provided for all exposed metallic parts of the equipment and
connecting them to the earthing network for meeting safety requirements and
minimize noise voltage due to potential differences.

For all motor control panels outside plantrooms and at exposed locations such as
carpark, services area, public space, etc. shall be provided with a lockable front door
with viewing glass panel to prevent vandalism by others.
c. Contractor to conduct internal surface condition tests for ACMV Systems based
on BCA”s guidelines as stipulated in SS.554:2016 Clauses 5.4, 5.5 & Annex H.
Contractor may engage third party to conduct the test.
1.54 FIRE-STOP
The installation of fire stopping assemblies at all pipe, duct, electrical conduit and wiring
penetrations through fire compartment walls/partitions/floors, and any related items
required to complete this work as indicated on the Drawings and specified herein in
approved conditions.
b. Any exception to this specification shall be listed specifically and included at the
time of the tender. Without such exceptions, tenders shall be deemed to comply
with this specification in its entirety.
1.54.1 Generals
1.54.4.1 The works in this scope includes, but are not limited to, the
provision, supervision, coordination, labour, materials,
transport, plant and equipment necessary for supply and
installation of the Fire stopping systems.
1.54.4.1 This section shall be used and read in conjunction with latest
Drawings, and any other related documents to establish the
full requirements for the works.
1.54.4.1 Only tested and approved fire stopping systems shall be used.
Specific locations include, but are not limited to, the following:

is responsible for obtaining all information required to achieve
a good and coordinated installation.

distribution sub-system(ie AHUs,PAHUs,FCUs).
