Wong, Christian Harvey, N. Being a government frontliner, we are advised to


refrain from attending activities, places which may
expose us to risk to protect also our clientele and
not to disrupt government service.
Catedrilla, Carl, C. Difficulty of travel because of strict border control
in General Santos City and neighboring
municipalities. Only essential travels are allowed
in and out of the borders. Per new E.O issued by
the LGU of General Santos, even essential travels
across borders by Authorized Persons Outside
Residence (APOR) may only be allowed upon
securing several documents (x-ray, travel
authority, etc.) and registration to contact tracing
app. If the travel is from high-risk regions with
Covid-19 local transmission (Davao, Cebu or
Luzon), a negative SWAB Test result should be
presented in the border so that you will be allowed
entry. In our case, it will not be difficult to go out of
Gensan and travel to Davao City to take the exam
but it will be very difficult to go back since the
border control may not treat our travel as an
essential one. For reference, please see E.O no.

BANCE JR.,RUBEN,S. Personally, I would want to take the exam in a
classroom setting. However, it is too great of a
risk, should there be at least one who would test
positive with covid, the entire class will be
quarantined and I think it would be difficult to be
certain that no one is positive.
Oliveros, Eloisa A. It is risky and the school is not prepared. No
guidelines have been released yet. It is not only
one year level that will take the exam on a
particular day. If multiple rooms for one class will
be used for purposes of distancing, does the
school have the logistics to proctor every room? If
the integrity is the problem with online exams, the
same exists with on-site exam (if no one will
watch over every room) plus the risk of getting
infected with covid. Exams will start next week
already. It would tantamount to prioritizing no
cheating than minimizing the number of covid
cases.
Pablito M. Omamalin Jr I live in Polomolok, South Cotabato and it will be
quite difficult for me to acquire travel permits and
some other necessary documents to get past the
borders every time I take the exams. This is of
course considering the current pandemic.

favor of having the exams in the UM Campus:
1. I am living in Tacurong City, Sultan Kudarat.
2. There is a necessity of securing travel
documents every time I intend to travel outside
Region 12.
3. There is a shifting of no movement day every
week as mandated by the Executive Orders of the
Local Chief Executive.
4. I am currently employed in the Municipality of
Radjah Buayan, Maguindanao as Legal
Researcher for the Office of the Municipal Mayor.
5. I am required to report to work five (5) days a
week.
6. I am enrolled in this course as a refresher.

General Santos City
Ratilla, Leonilo, G. I am from Iligan City and because of the presence
circumstance (pandemic), it is very risky to travel
and to cross borders. I am classified as high risk
individual because I am already 58 years old.

safety reasons,. Much better not to travel..
Specially if need to commute..

Should the face-to-face examinations be pursued,


the following items may have to be considered by
the College of Legal Education/University of
Mindanao:

1. That the classroom area must be considered in


relation to existing guidelines. The number of
students per testing room must be limited to that
allowed under the rules;
2. Airconditioning units must not be used. Instead,
electric fans will be placed, and the
doors/windows open;
3. Persons living with immuno-compromised
individuals will be given the option to take the
exams online; and
4. Management to assume responsibility should
there be person/s identified to be COVID-19
positive, at the time of taking the exam, whether
symptomatic or asymptomatic.

While I understand the concern of the


College/University as regards the difficulty in
conducting the exam online due to some technical
difficulties which may be encountered, there may
be risks with far greater consequences. It is my
humble intention to inform the Management that I
am not against face-to-face exam. Nevertheless,
should anything happen to me or to any of my
colleagues in relation to the risks posed by the
COVID-19 pandemic, the Management will
assume responsibility.

Innovation is one of the core values the University


of Mindanao. In these times, innovation may have
to be given utmost importance in order to address
the concerns of both Management and the
students. I hope management will trust the
students to answer the exams with honesty and
integrity - employing innovative ways to monitor
the manner of answering the exams.

The travel from Tagum to Davao City is possible
for now. However, a community transmission of
the virus within Tagum City was confirmed
recently. No assurance if future travels will be
allowed.

be exposed to other students without knowing
beforehand their health condition. Pregnants per
se are mandated to stay at home.

increasing.
Quilos. Hazel Anne Residing in Samal Island, with high-risk family
members and will have to take 3 modes of public
transportation just to get into UM.
Abela, Wom Lib Due to increasing covid cases in our province,
South Cotabato is then again put into lockdown
resulting to the suspension of non-essential travel
outside the province. Also, no available means of
transportation that can take me to Davao as our
public transportation is likewise suspended.
Lastly, i have nowhere to stay in Davao and
should I wish to go out of our province, I must
undergo a 14-day mandatory quarantine upon my
return in South Cotabato.
Abdllah, Fatima Sladjanna S I am currently residing in Cotabato City. I do not
have a place to stay in Davao as we did not renew
our lease contract due to the pandemic. Also, I am
currently working so I'm worried to travel as the
city mandated 14 day quarantine after travelling.
Aradanas, Sittie Akima Non-essential travel is restricted in Tacurong City
where I’m currently residing. As I don’t fall under
any of the exceptions to the restriction, I can’t
travel outside our region. In the unlikely event that
I am allowed entry/exit, I will have to undergo
mandatory 14-day quarantine in an isolation
facility upon returning here.

quarantine for 2 weeks before I can go home.
Ongcoy, Mergilyn No place to stay in Davao and means of
transportation is limited.
Rubi, Therese Diove Glea M. Our municipality limits non-essential travelling,
most specially travels to Davao City. We are only
allowed to stay within Davao vicinity for 24 hours
and going beyond said hours would require a 14
day quarantine once we return here. Also,
Mangagoy, the only place where we could ride
public transportation to Davao is currently on a
lockdown due to rapid local transmission of covid-
19 cases.

prelims exams on Sept 26, there is no way I can
get back to Davao the following week as I'll be
subjected to 14days quarantine.

utilized from region 12 due to strict quarantine
protocols and several places in lockdown.

(Bukidnon) Memo within this week considering
that Covid 19 cases in our Province are
increasing.

and 1 senior). Need to undergo 14-day quarantine
before I can go home.

travel restrictions). I am working in Cotabato City.
If I travel to Davao for the first weekend of the
prelims, upon return to Cotabato, I will be
subjected to the mandatory 14 days quarantine.
Such shall be repeated, should I travel to Davao
again, for succeeding exams.

in lockdown due to high incidence. We shouldn't
compromise ourselves.

Online - written examination via Meets and Zoom. Only 10 to 15 students per room.
Tight surveillance observed.

Online-Written Examination Proposed Set-up


Zoom or Meets link will be provided by either the
UMCLE Admin or Professor.

Using Zoom or Meets, the examinee should be


online 30 minutes before the scheduled exam and
will await for the proctors instructions.

The examinee shall take a 360 degree live video


of their location to show that they have not placed
any markings on their surroundings. He/shall also
show to the proctor his/her booklet.

A gadget will be set-up facing the examinee. The


angle will be positioned where the proctor can see
the examinees line of vision to assure that what
the examinee can see are only the questionnaire
and booklet. The booklet must be seen in the
video. The proctor will give his/her go signal if
he/she is satisfied.

For those having intermittent connection (poor


internet connection and/or occasional power
outage), another gadget will be used for purposes
of taking a video while having the examination.

This video recording MUST HAVE A TIME


STAMP which will then be sent to the proctor or
professor.

The examinees shall then open their UM


generated email or Google Classroom for the
examination link.

The examinee shall then print the exam


questionnaire so that the examinees will not be
facing their laptops or gadgets while taking the
exam. This is to remove doubt that examinees
might open other applications or browsers while
answering. (We will as much as possible mimic
the classroom set-up)

If printing cannot be had, the camera must be


adjusted so that the screen will be shown to the
proctor.

Another proposition is to use the exam.net.


Exam.net is a secure platform for digital exams. It
locks the tab so that examinees cannot open
other tabs while taking the exam.

After the time alloted for the exam, 5 minutes will


be given to the examinee to take photos of their
exam booklets.

Another 5 minutes will be given for the sending of


photos to the UMCLE Admin and/or Professor.

Booklets to be used:
Steno notebook
Exam booklets from other law schools within their
area.
Online exam with reasonable time limit and point
system.
The students can share their screens while taking
the exam and such will be recorded. If written, can
open the camera or record themselves while
taking the exam. Except for the mock bar.
I suggest taking on-site exam for Final exams and
Mockbar for the 4th year. We can't risk going to
school every week starting next week. Other law
schools found ways to administer online exams
while ensuring that students cannot open any
materials. RMC for example. They are required to
record a video of themselves while taking the
exams. The answers are handwritten so that they
do not type on their computer. Afterwards,
answers are photographed. Any gestures that
would suggest looking at anything, other than the
questionnaire on the computer screen and answer
sheet, will be taken as cheating.
Google forms. Or if required written, maybe I can
write down my answers on a paper and take a
photo of it.

examination room

to depend on notes but on understanding and

I would suggest that all major exams should be

order for those who cannot stay in Davao City for
long, will be able to complete the exams.

Provided that the school would strictly follow the
health protocols in administering the
examinations. And to further prevent the spread of
COVID-19, we could have a combination of onsite
and online examinations where we can take the
Prelims and Midterms online, following the moves
of other schools in setting the parameters on how
to do it, and have the Mock Bar examinations be
held onsite.
