Background:
With the emergence of the long-awaited vaccine, the Covid-19 pandemic is about to come
to an end. However, the struggle still remains endless; especially for the third world countries.
Bangladesh is a massive victim to this devastation. During the pandemic it has lost a great deal
of manpower. Many were laid off and became unemployed. The industries and the market faced
immense loss. Recovering all these loopholes made in the economy is already a standing white
elephant in front of Bangladesh. With this comes the problems regarding health. People being
unemployed during pandemic was another nightmare for a country where poverty and
unemployment were already high even before. Besides, there were problems like price hike and
insufficient commodity supply throughout the pandemic. The day laborers, rickshaw-pullers,
garment workers etc class of people were way more sufferer of all these traumas. They are
suffering from malnutrition and many other diseases, cannot afford to get themselves and their
family proper health treatment. Currently, they are indifferent to go to hospitals and take vaccine
on their own. Even if the government is providing vaccine for free, they are unaware of the
importance of it and their rights because of their illiteracy.
Tetuljhora Union is in Savar Upazila which has noticeably gone through the horrors of
Covid-19 pandemic. The literacy rate is very low and poverty rate is high in this union. Most of
the people are farmer, day labourer, garment worker and so on. There is a big garment factory
named ‘DIRD Fashion Ltd’. It was shut down due to the lockdown and many garment workers
were laid off. Day labourers faced difficulty in earning enough to fulfil daily needs. Besides it
has no well-established hospital that can provide good health treatment to the people. The nearest
clinic is “Shurjer Hashi Clinic” which is about 3 km away from the place and the roads are not at
all convenient for the poor villagers to frequently travel from the clinic to way back and vice
versa.
This project is an attempt from Procheshta Foundation to provide better healthcare and
employment to the day-labourers and laid off garment workers of Tetuljhora union to fight the
aftermaths of Covid-19 pandemic. While doing this, the roads and transport system will be
attempted to improve so that the outcome of the project is sustainable. The project calls for
funds for road repairment as well as the health services.
Objectives:
To provide income source to the selected class
To improve transportation system of the selected union.
To provide healthcare to the selected class.
To reduce malnutrition of the selected class.
Scope of Work:
The project will be run for 6 months; Jan 21-June 21. The target groups are the day laborers and
the garment workers of Tetuljhora union; each 100 in sample size. As health services, the project
will first ensure their vaccination. Later they will be given weekly telemedicine service and
monthly clinical check-up. To remove malnutrition these 200 workers will get lunch on daily
basis and their families will be provided with weekly grocery needs.
As the health concern among the groups is very low, the project will provide them incentive of
income source. The day laborers will be employed in the road repairment of the union which will
ensure both the economic well-being of the beneficiaries and improve the transport system of the
road. The garments workers will be provided with sewing machines to generate income. As they
do not have any market linkups, the organization will take their product and sell them in the
markets so that at the end of the project the beneficiaries will have permanent vendors for their
product.

Timeframe:
Main Activities
1. Survey in selected area “Tetuljhora Union” to find out the demographic history of the
people out there.
2. Selecting 100 garments workers who lost their job because of the shutdown of DIRD
Garments Ltd and whose financial condition is very poor.
3. Selecting 100 day-laborers who lost their earning source in Covid and financially not so
well enough.
4. 1 meeting for the donor agencies, 1 meeting for the organizers at the beginning of the
project, and 6 meetings in each month from JAN 2021- JUNE 2021.
5. Arranging volunteers who will work as local data collector in “Tetuljhora Union”.
6. Arranging 5 vans for transportation for the labors and workers, as the roads are not suitable
for ambulance or any other vehicles.

Stakeholders:
The beneficiaries of the project are 100-day labourer and 100 garment workers of Tetuljhora
Union and the project will try to support to find out how to best and most sustainably help them
get into a better health and financial position after the post COVID era.
The staff and volunteers from board members to the generous folks of the village who will help
keeping the whole activities running. We regularly consult with and defer to both groups on the
best way to achieve our goals.
Stakeholders who deliver services our beneficiaries need, such as NHS health teams in
telemedicine and Upazila Sadar Hospital authority are also very important. Without their
support, our beneficiaries can't get the statutory or other services they need.
Every non-profit organization is part of a broader community and here people participate in our
activities are community leaders, institutions, and government agencies.
Another important stakeholder is Shikder group who sell sewing machine in a very affordable
price to run the whole program among the beneficiaries. Again, the project will collaborate for a
long-term settlement with the renowned clothing brand of our country named Deshal who agreed
to buy garment workers manufactured goods for their stores. It will also seek partnership with
other local NGOs rather than competing with them to accomplish our goals perfectly.

Monitoring:
We will make teams for monitoring this project and the whole project will be monitored by some
steps. The monitoring teams must be created from our organization as it is the most important
part. The team members, who are expert, are selected for monitoring. There will be an ICT team
and this team will always collect data from other monitoring team and will analysis them for
evaluation. The whole monitoring process will be held in 9 steps.
1. As an organizer, at first, we will monitor the demographic history of ‘Tetuljhora’ union.
2. Then we will monitor how many people are poor in that area.
3. A monitoring team will find 100 workers and 100 labor who are poor.
4. A team of 10 person will monitor the volunteer are how much aware of their work and
how much sincere they are.
5. The labors and workers are coming to the clinic timely this will also be monitored by the
volunteers.
6. A checking team will monitor the labors and workers whether they are taking the vaccine
or not.
7. Food monitoring team will ensure that the workers are getting their food in time.
8. Most importantly, a team will monitor that the workers are getting the treatment properly.
9. The ICT team will monitor all other teams by a software and record the information for
reporting to donor organizations.
Evaluation:
Evaluation is another important part of this project. So, we will evaluate the whole project into 3
phases.
1. Baseline evaluation
2. Midterm evaluation
3. End term evaluation
The baseline evaluation will serve as the pre-conditions against which mid-term and end-term
evaluation will be compared. In the baseline evaluation, our aim is to change the health status of
the 200 people of ‘Tetuljhora’ union. After the project, they will take vaccine, get better
treatment and better nutrition. This evaluation will contribute towards better health planning.
A mid-term evaluation serves two immediate purposes: decision making and taking stock of
initial lessons from experience. There will be a meeting after 3 months of the project and by a
presentation, we will show the reports and the results of the project. There will be a discuss
session if there are any problems and how to improve the project plan.
End-term evaluation will serve the results of the project and how much the project is succeeded.
After 6 months of the project, a final meeting will be arranged to show the final reports and
progresses of the project. All the teams, donor agencies and all other members of the project will
attend in the meeting.
