History of the Municipality of Alfonso, Cavite

OVERVIEW

Alfonso was totally forested until the 17th century when a

few pocket settlements sprouted. The town was originally part of

barrio Lumampong in the pueblo of Indang. In the course of time,

the pocket settlements grew into sitios and later on into

barrios. The town became a separate district municipality from

Indang on May 16, 1859 through the efforts of the community

leaders Bonifacio Aveo and Felix del Mundo. The new town was

called Alas-as for a period of seventeen years. The name Alas-as

refers to the name of a tree used for the construction of houses


and bears sweet fruit. It was, eventually, named after King

Alfonso XII of Spain, son of Isabel II.

Alfonso was initially composed of the barrios of Taywanak,

Pajo, Esperanza, Marahan, Matagbak, Sinaliw and Kaytitinga. Don

Narciso Mojica was the capitan municipal of Alfonso at the

outbreak of the Philippine Revolution. A few days after the Cry

of Balintawak, on August 31, 1896, General Mariano Trias ordered

the liquidation of all Spaniards in the municipality. In the

bloody battle that followed, the leaders of the revolutionists

were General Hipolito Rint, Captain Eriberto Cetro (Kapitan

Berto) and Predencio Rolle (Tandang Doro).

The Municipality of Alfonso is located in the high value and productive agricultural zone. The

cool climate of the municipality, the favourable peace and order conditions with basic amenities

present a wholesome environment that make Alfonso attractive to visitors and investors.

Although it is considered as an agricultural community, its proximity to Tagaytay City, a well –

known tourist destination in the country, highly influenced the development trend in the area.

For the past years, tourism related activities are taking place in the locality particularly those

involved in cut flower production, which is considered not only as high earner agricultural crop

but as tourist attraction as well. Tourism destination areas like golf courses, condominium cum
hotel, resorts, restaurants and other tourism facilities, were constructed in the Municipality

thereby paving the way to development of Alfonso as an agro-tourism area.

Geographic Location

An upland town centrally located at the southwestern peroppheral boundery of the province and

lies on the coordinates of 14 degrees05’ latitude. The boundery limits are the Municipality of

Indang to the North, Batangas Province to the South, General Emilio Aguinaldo and Magallanes

to the West and Mendez to the East. The Municipality has a total land area of 6,998 has. Of good

arable and buildable land representing 5.43 percent of the total land area of the Province of

Cavite.

ASSESSMENT OF THE ORDINANCE

The said city ordinance is very necessary to protect the mind of

minor for obscene videos specially to video karaoke. It promotes

good quality or ambience of the said environment. However the

ordinance is limited only for minor and it is unreachable to

adult.

The penalties of the said ordinance is not enough to give justice

and for the good implementation. On the other hand there is no

penalties who made and sell DVDs.


The penalties is broad and no special punishment for state actors

(politicians, police, soldiers, judge, etc) that those person is

reliable to execute and interpret the ordinance.

CHAPTER 4

RECOMMENDATION

With the said ordinance, we want to add some recommendation.

To raise the protected people of the ordinance, the minor and

also the adult. To protect the mind of adults from obscene videos

because it creates malevolent desires to them that watch the

videos.

To increase the penalties from 1,000 pesos to pay for first

offence to 2,500 pesos, from 1,500 pesos for second offence to

5000 pesos and from 2,000 pesos and three months of imprisonment

for the third offence to 10,000 pesos to six months of

imprisonment for enough strong of implementation


To give also penalties to whom that made DVD’s made for karaoke

that contains obscene videos. 5,000 pesos for first offence,

10,000 for the second offence and 20,000 pesos and one years and

2 months to two year and two months of imprisonment.

To give other kind of penalties to state actors (politicians,

police, soldiers, judge, etc. 50,000 pesos with two years and two

months to three years and 2 months of imprisonment.

We also recommend that this ordinance will be propose to the

legislative for this ordinance become law of the whole nation

because it is a brilliant ordinance.
