Memorandum of Understanding between Kabul University and Lomonosov Institute of Asia and Africa

Introduction

Introduction to Kabul University

In a concise view, Kabul University is the oldest and most famous public university in Afghanistan which
was founded in 1932. Presently, there are 21 faculties, 100 departments, more than 890 lecturers and
25000 students make up the academic infrastructure of this university. Considering the importance of
academic affiliations and its international relations, Kabul University has signed academic affiliations
with more than 50 famous universities of the world to provide and expand its scientific activities,
enhance quality and create opportunities for sharing experiences and technical and scientific skills.

Article One

Parties of the Memorandum

This memorandum is signed as following between Kabul University, as a university, and Lomonosov
Institute of Asia and Africa, as an institute and both known as the parties of this memorandum of
understanding:

Article Two

Goals

This memorandum of understanding is signed in order to maintain research and academic relations in
the following specific areas.

1. Exchanging teachers between the university and Institute,


2. Conducting joint scientific researches by teachers of the two institutions,
3. Exchanging students for the purpose of sharing education in their learning process,
4. Setting up scientific and research seminars and conferences in order to exchange scientific and
research skills between the two parties,
5. Maintaining mutual online communications between teachers of the two institutions for
additional cooperation.

Article Three

Commitments and obligations of the parties

To well administer this memorandum of understanding, each of the parties has the following obligations
and commitments:

Kabul University
1. Creates opportunities for and selects teachers for sending them out to the institute.
2. Prepares invitation letters for the delegation of the institute to visit Kabul University.
3. Introduces and sends out teachers from Kabul University to the Institute for getting master’s
degree and PhD degree.
4. Coordinates and sets up joint scientific and research seminars with the Institute.
5. Introduces and processes Kabul University students’ list in order to send them out to the
Institute for academic programs.

Lomonosov Institute of Asia and Africa

1. Selects and introduces one of the teachers or admin staff of the institute as a liaison between
Kabul University and the Institute to facilitate, quicken and transfer information on time.
2. Organizes conditions for teachers to travel from Kabul University to the Institute for the purpose
of attending research and scientific programs organized by both parties.
3. Sets up and coordinates joint research and academic seminars between Kabul University and
the Institute for the purpose of sharing research and scientific skills and experiences.
4. Publishes articles of the teachers of Kabul University in the Institute’s journal.
5. Holds Russian language courses in the University.
6. Cooperates in developing the University curriculum.
7. Provides educational scholarships to the University in master and PhD sections.

Article Four

Funds

The financial resources for implementing this memorandum of understanding is provided by the
Institute.

Article Five

Conflict resolution

Any conflicts in relation to the interpretation or implementation of this memorandum are resolved
through consultations and friendly talks.

Article Six

Adjustment

1. Each of the parties can propose in written its demand for revising, reforming and changing the
entire or part of this memorandum to improve cooperation.
2. The revisions, reforms, and changes which both parties agreed upon will be written and
considered as a part of this memorandum.
3. Any revision, reform and change are applicable only when both parties agree upon.
4. Any revision, reform and change proposed by either party in this memorandum during
implementing its materials will not affect the legal and committed principals which this
memorandum of affiliation is signed upon.

Article Seven
Execution, duration and termination

This memorandum of understanding will be effective after receiving the latest written notice through
diplomatic channels in which the parties make sure the internal procedures of this memorandum has
been completed.

This memorandum is valid for 5 years unless one of the parties expresses its intention in written notice
and through diplomatic channel to the other party to terminate this memorandum of understanding at
least three months before its expiration date.

This memorandum of understanding was prepared into two original versions in two languages, Dari and
…………………. and signed on ……………….. with all of their contents having same validity. In case of any
discrepancies in interpretation, the original text shall prevail.
