1. Project Background
The Department of Information and Communications Technology (DICT) is the primary policy, planning,
coordinating, implementing, and administrative entity of the Executive Branch of the Philippine
Government that will plan, develop, and promote the National ICT Development Agenda.
DICT is currently augmenting the National Government’s ICT Infrastructure. It is a continuing
development program and part of this is the commissioning of Standards Compliant Data Center
Facilities. Such shall host critical systems and other technology driven services for the National
Government.
Now, the Construction Works for the NGDC3 Facility has substantially been completed. The scope of
services inclusive therein are structural retrofitting, architectural/civil works, mechanical, electrical, fire
suppression and auxiliary systems. These however are not yet complete and several more equipment
and services need to be procured, installed and commissioned to make the facility fully operational
and ready for occupancy.
Those that are being referred to as additional equipment and services to be procured are Electrical
Utility Supply Equipment (for permanent power) and Emergency Power Back-Up Systems.
2. RFI Intent
As DICT plans and prepares for the procurement documentation for the supply, installation, testing
commissioning, operations management of electrical utility supply and emergency backup, it is
imperative that requirements, specifications and indicative commercials are distinctly stated to avoid
confusion and receive comparable proposals from service providers.
This RFI is being issued purposely for the following:
Validate the market availability of the various equipment, devices, and its components based
on specifications;
Understand probable delivery timelines;
Solicit indicative proposals from participating suppliers.

3. Specifications
This section provides basic specifications, which were considered. These are high level in nature
and may still vary as the project progresses. However, for this purpose, we shall keep these as
baseline requirements.

• The lightning protection system shall consist of lightning air terminals, down
conductors, conduiting system and pull boxes, and grounding system and
shall be as approved by the engineer;
• Air terminals location, design, installation and support shall be in accordance
with the latest edition of the Philippine Electrical Code and shall be designed
to intercept lightning discharge and immediately pass it to a down conductor;
• The air terminals shall be a self-controlled high-voltage un-polar device which
functions by atmospheric electricity to initiate early streamer emission;
• The air terminals shall be non-radioactive and environmentally safe;
• The lightning protection down conductor should be capable to carry the
lightning strike to ground without the electrification of the protected structure;
• The down conductor shall consist of copper conductors insulated from the
structure;
• The down conductor shall have a minimum of 60msqm cross-sectional area
of electrical grade copper or as required by the manufacturer based on actual
site application. It should not be subjected to bends of less than 600mm in
radius;
• Approved connectors of proper electric and mechanical characteristics shall
be used.
4. Technical Requirements
4.1 General Scope of Works
This section covers the requirements for the provision of a complete and operable electrical

installation including all labor, supervision, materials, equipment, tools, apparatus, transportation,
warehousing, rigging, scaffolding and other equipment and services necessary to accomplish
the electrical installation of the following:

• Install the wire raceway as indicated in the project drawings,
approved shop drawings and as specified herein in the presence of the equipment
supplier;
• Touch-up paints shall be applied on surfaces that have
encountered accidental bumps and or paint strip off. Procedure of application
shall be in accordance with the manufacturer’s instruction
• Install the wires and cables in the manner that bends, and
clearances are met in accordance with the PEC and Building Code;
• Solder less crimp type lugs shall be applied for wires from size
8.0 sqmm and bigger;
• Splice connection is not accepted for every feeder run.
4.5. Operations and Maintenance Services - in accordance with the concept of Reliability Centered
Maintenance (RCM)
4.5.1. Staffing

• Check functionality test of breakers;
• Submit regularly monitoring reports especially for
noted deficiencies;
• For Corrective Maintenance Services, contact
specialized Contractor immediately.

5. High Level Scope of Work
5.1 Detailed Design Development and Equipment Ordering;
5.2 Physical Construction, Installation Works, Testing & Commissioning and Punch Listing;
5.3 Managed Operations and Maintenance;
5.4 Operations and Maintenance Manual Development and Documentations;
5.5 Transfer of Ownership.
6. Other Requirements
Secure and pay for all permits required. Process and submit necessary requirements for the
application of permanent power connection to the Office of the Building Official (OBO) of the
SBMA Building Permit and Safety Department, Utility Company and other required
agencies/offices on behalf of DICT. Arrange for and schedule inspections and secure their
approval. Pay all labor and payments required (non-refundable cost) by the OBO and/or Utility
Company for confirmatory tests (i.e. power cable insulation resistance, transformer turn-ratio and
insulation resistance tests, etc.) including bill and material deposits and other refundable cost
prior to energization.
The Contractor shall guarantee that the system installed and equipment used conform to the
Philippine Electrical Code (PEC), standards, rules, and regulations as stated above. All system
shall be warranted free from defects due to workmanship for a period of twelve (12) months from
date of acceptance.
The Contractor shall provide three (3) - year Extended Warranty and Maintenance Support
Services for all supplied and installed equipment. It is understood that upon termination of the
Managed Services for Operations and Management, the extended warranty and maintenance
support shall remain valid until its termination at the end of the three (3) - year period.
7. General Instructions
7.1 Do not alter any of the technical requirements;
7.2 Participating Vendors are requested to initially comply with the given requirements as indicated
herewith. However, should the participating Vendor intend to propose or suggest alternative
technologies and/or solutions beneficial to DICT, provide a separate section in the RFI Response and
label it as “Alternative Designs/Solutions”;
7.3 Participating Vendors are requested not to distribute this RFI Document except to parties directly
involved in the preparation of its Response;
7.4 Quoted Indicative Costs must be inclusive of taxes, installation, one-time charges (OTC) and other
fees;
7.5 Duration of the contract is six (6) months;
7.6 Ocular inspection will be conducted on the data center site;
7.7 Participating Vendors shall be required to sign a Non-Disclosure Agreement (NDA) prior to the conduct
of site inspection and proposal submission;
7.8 This RFI is an open exercise. Participating vendors are given the opportunity to send queries within
the RFI period without any deadlines. However, DICT’s responses shall be sent to all participating
vendors for common reference.

11. Disclaimer
This RFI exercise is not be construed as Request for Proposal. DICT and/or assigned Project Team
may reject acceptance of the RFI response submittals at its discretion.
Any expense or cost to be incurred by the Participating Vendor while in the process of preparing its
submissions shall be through the Vendor’s account. DICT and/or its Project Team shall not reimburse any
amount resulting from, not limited to, costs incurred in the preparation of the Vendor’s response.
This exercise is Non-committal and is not a Tendering Process. Therefore, should DICT and/or its
Project Team accept the submission, it should not be taken as Acceptance of the Proposal.
