Dear Ms. Weismann:

This is the final response to your Freedom of Information Act (FOIA) request to the U.S. Coast
Guard (USCG), dated May 19, 2010, and received by this office on July 21, 2010. You are
seeking all documents "concerning the use of dispersants" and "all U.S. Coast Guard Daily
Operation Reports" relating to the BP oil spill.

A search of our records for documents responsive to your request produced a total of 1318 pages.
Of those pages, I have determined that: 379 pages of the records are releasable in their entirety;
190 pages are partially released pursuant to Title 5 U.S.c. § 552(b)(6) because they contain
personal privacy information, such as the names ofjunior Coast Guard personnel, phone
numbers, e-mail addresses, and signatures; and 283 pages are withheld in their entirety pursuant
to Title 5 U.S.C. § 552 (b)(5) because they are inter- or intra- agency memoranda containing pre-
decisional, deliberative process material.

Another 466 pages originated in other Federal agencies; your request has been forwarded
accordingly. NOAA, EPA, DHS and DOT will make separate determinations of releasability
and respond to you directly.

Enclosed are 569 pages of documents. I am the person responsible for the denial of your request.

You have a right to appeal the above withholding determination. Should you wish to do so, you
must send your appeal and a copy of this letter, within 60 days of the date of this letter, to:
