In India, agriculture accounts for around 17% GDP and 50% employment. The
stark difference between its share in GDP and employment shows the grim
situation of agriculture. Keeping in mind this the Government of India has
formed a committee namely the Ashok Dalwai committee which has been

Since independence agriculture output has increased manifold but the farmers

remain in poverty trap. There are many reasons for this situation. Lack of
institutional credit, lack of quality seeds and fertilizers, erratic monsoon and

weather condition, small land holding, illiteracy, vicious cycle of poverty etc.

to many farmers but its impact are limited to a small part of the country. Small

and marginal farmers couldn’t get bene t from this. Economic slowdown
caused by recent lockdown could be a major hindrance to achieve this.
To double the income of farmer by 2022, a 10% annual
growth is necessary. To achieve this government must ensure that its policies

should implement effectively at ground level. Timely availability of quality

seeds and fertilizers, institutional loan at affordable interest rate, awareness
about government policies, insurance of crops, use of technology are the main

areas where government should works. Apart from this allied sector activities

like poultry, shing, mixed farming etc. also encouraged. Adapting to climate

change is also necessary. Amount should be increased in PM-KISAN scheme to
boost the demand which is slow down by lockdown.

So, doubling farmers income by 2022 is not a distant dream. It could be

achieved by a holistic and integrated approach of government. Central and
