LOCAL GOVERNMENT OF IMUS CITY, CAVITE

Imus is one of the fastest growing towns in the province of Cavite in terms of population and
industrialization. Urbanized yet still countrified in its landscapes, Imus faces a myriad of
problems inherent to its growth, traffic, education, health services, cooperative development,
housing, peace and order, business/entrepreneurship, youth and sports, infrastructure and
ecology and environment. Managed by a team of youthful politicians and technocrats, the City
Government has put in place programs and projects designed to uplift the living standards of a
population that is inching towards the million mark. Inspite of all the industrialization, the
Imusenos still remain true to the values of their forefathers, hence the impassioned devotion to
the Philippine Flag waving valiantly as a symbol of courage and triumph come Wagayway
Festival and the City’s title as “FLAG CAPITAL OF THE PHILIPPINES”.
According to the Mission and Vision of the city, Imus aims to provide quality service and
implement essential laws and ordinances through the help also of their citizens; the Imusenos.
They look forward on nourishing a city of God-fearing and empowered citizenry. Just like the
other Governments, Imus also has its own strengths and weaknesses but they see to it that
their innovativeness will remain active for the sake not only of the present constituents but also
for the future generations. As a matter of fact, they really value their innovativeness to the point
that it is included in their Core Values wherein the “I” of Imus stands for Innovativeness. The
government of Imus has an approximate 45 departments that focuses on different fields which is
open for any inquiries for the Imusenos such as City Social Welfare and Development Office
(CSWDO), City Health Office, and Human Resource & Management Unit (HRMU).
City Social Welfare and Development Office (CSWDO) promotes social development through
livelihood creation; care, protection, and rehabilitation of persons with disability; provision of
assistance to disaster victims in times of calamities; and capability building of women, children
and youth. Their frontline services include Financial Assistance either medical or burial,
Issuance of Social Case Study Report, Issuance of Indigence, Self-Employment assistance,
Single Parent assistance, and many more. Moreover, CSWDO also provide activities and
programs that could be helpful to each and every Imusenos such as Feeding Program, Medical
Mission and even providing a Emergency Shelter to the victims of natural disasters. However,
we cannot deny that sometimes CSWDO isn’t capable of assisting every Imusenos regarding
their matters but they see to it that the government is doing anything they can in providing the
best service for the Imusenos. On the other hand, The City Health Office of Imus aims to
guarantee equitable, sustainable and quality health for all Imusenos, especially the poor, and to
lead the quest for excellence in health. Recently, Imus have already put up its own government
public hospital; Ospital ng Imus. Ospital ng Imus was opened for them to efficiently provide
almost all the medical services that is needed by the Imusenos. Aside from the typical
weakness and disadvantage of a public hospital which the crowdedness and uncontrollably
increasing patients that seeks a medical assistance for free, unlike the other city government
hospitals, even the Ospital ng Imus is a public hospital, some of their services requires fee
especially those services that are using machines. Moreover, their free consultation only lasted
for a few months after it was opened and I’ve heard that today, there is already a consultation
fee.
Moving on to the Human Resource and Management Unit (HRMU) of Imus, it in-charge of the
plans and programs for the benefit of the employee of the city government. The list of its
Frontline Services includes, preparing of Job Order of casual employees, Handling of the
approval or the verification of loans application, preparing of payroll of regular and casual
employees, as well as the disbursement vouches, application for leave, etc. Regarding the
employees of the government, base on my experience most of them are very responsible when
it comes to providing services to all the Imusenos. However, there are still employees of the
government that are lack of enough training. Also, some of the employees is not welcoming
which causes uncomfortableness to the person that are inquiring and seeking for assistance in
their office. Nevertheless, they see to it that they are doing their very best to provide quality
service with kindness and politeness to each and every one. City of Imus also has this
department called PESO or the Public Employment Service Office which is quite related to
Human Resource Development. PESO’s mission is to provide, promote, and facilitate
employment services to job seekers employers and stakeholders through capacity development
and linkage with government and non-government entities. PESO also provides Skills Mapping,
Job Fair, and Mobile Passporting that is open to public this is to help every Imusenos to have
job that could help them not only financial support but as well as experience which could help to
excel and development.
