SYNOPSIS
Subject wrote a disturbing message on a white board is a classroom.

advised him that someone had written something disturbing on the
whiteboard in the classroom. At this time showed Officer the
whiteboard in the classroom. said that the message written on
the whiteboard is a class motto, but the marked out words and other
writing had been done by someone who said is most likely Josh
Gray . The class motto written on the whiteboard say's, "Maximize
Potential, Open Doors, You Belong Here". Someone had marked out the You
in "You Belong Here" and wrote in red "I do not". Also written on the
bottom of the message was "KILL YOUR MASTERS" and a picture of a balled up
fist.
Officer asked why he believed Gray was responsible for this and
he said that Gray was in the classroom earlier this morning and that the
past few weeks, has said hi to Gray in passing and that Gray just
put's his arm up in the air with his fist balled up, just like what was
drawn on the whiteboard. also told Officer that Gray has spoken
with the Director of the Chez Veteran Center and told him that he doesn't
want to be here and is un-enrolling from school and going to join the war
that's going on right now.
said that the Social Worker at the Center has spoken with Gray in
the past but doesn't feel that it's helping. Officer asked if
Gray had made any sort of threaten comments to anyone at the Center or if
he had talked about harming himself, and told Officer that he was
not aware of any comments like that.

I, Det. Elston #116, was assigned this case for follow-up . On 10/7/20, I
interviewed three residents of the Chez Veteran's Center that were
familiar with Joshua Gray. The following is a summary of those interviews:

Upon making entry into the room, I photographed the exterior and interior
of the room. At the conclusion of the search warrant, I took photographs
of the interior and exterior of the room as it was secured by housing
staff.
The following list represents items seized as well as the location and
locating officer .
E-93712 - One blued 1911 magazine loaded with 7 rounds of Winchester .45
ACP ammunition (Det. Murphy) located in a coat pocket
E-93709 - One Smith and Wesson M&P 9mm magazine loaded with 7 rounds of
"R-P" 9mm LUGER +P ammunition. (Det. Elston) located inside a gun box
inside a backpack laying on the floor .

I collected the aforementioned items and transported them to the UIPD. The
items were placed into temporary evidence locker #2 and locked. I
maintained control of the key to locker #2.
On Monday, October 19, 2020 at 0855 hrs. I removed all of the evidence
items from locker #2 and placed them into proper evidence packaging. All
items were placed into evidence at 1145 hrs.
I downloaded my BWC footage along with the digital photographs and put
them in the Digital Evidence drive.

SEARCH WARRANT SERVICE

Morgan and I are both members of the Behavioral Intervention Team at the
University of Illinois. This team meets at least once per week and it is
charged with discussing issues and possible threats to the University
community involving students. Gray had been avoiding meetings with the
Dean of Student's Office, and Morgan needed to speak with him about his
recent conduct and bizarre statements. It was decided that due to Gray's
Chez and

writings online that Det. Murphy and I would accompany Morgan due to
safety concerns.
At approximately 0810, staff at the Chez Center located Gray in his room
and asked him to go down to the conference room on the first floor where
Morgan along with Det. Murphy and I were. Gray arrived and initially
stated that he wasn't wanting to speak with Morgan. Although after a
couple of minutes, Gray opened up and began to express his frustrations
with the university, political climate of the country, and his military
background.
At approximately 0843, Gray stated that one of his life's missions was
protecting victims or victim groups, specifically those who can't protect
themselves. Gray was not specific on what constituted a victim group, but
he stated that he would defend them. Gray said that if someone was a
threat with a knife that he would bring a stick, but if someone brought a
gun, he would use his gun.
At that time, I broke into the conversation to ask Gray about weapons.
Gray stated that he owned a Kimber handgun that had engravings on it
related to his military service. Gray mentioned a 9mm handgun that may
have been lost on a camping trip or left with his friend who might have it
with camping equipment. At the time, I was unsure if the Kimber handgun
and the 9mm handgun were separate. I asked Gray if he had a gun in his
room; he replied, "Not that I am aware of." I asked Gray to be more
specific, but he said that he didn't want to speculate on whether or not a
gun was in his room, but he said that he would make a "gentleman's
agreement" with me that if there was a gun in his room, he would get rid
of it in the trash. Gray initially stated that he would take us up to his
room in order for us to search for a weapon, but then told me that I would
need to go get a search warrant.
I left the room to make a couple of phone calls with both the States
Attorney's Office and Det. Elston who was assisting on the case. It was
decided that I would seek a firearms restraining order along with a search
warrant. I then went back into speak with Gray, and I told him of my
intentions. Gray was not wearing shoes nor was his cell phone charged, so
I offered for Gray to be able to retrieve some items from his room while I
sought a search warrant. Gray initially stated that he would like to do
that, but then stated that he'd rather stay barefoot. Gray left the
conference room as he was free to go.
Det. Murphy stood by outside of Gray's door to ensure that no one entered
while I went back to the UIPD to draft the affidavit. Before leaving the
building, I had Chez staff open Gray's door so that I could conduct a
security sweep of the inside of the room. No one was located inside; Det.
Murphy then stood by outside of the room.
At 1347, I met with the Honorable Judge Rosenbaum who granted an Emergency
Firearms Restraining Order and a Search Warrant. At approximately 1400,
Det. Ledbetter, Det. Elston, and Det. Murphy served the search warrant on
Gray's room located at .
Gray was located later in the day by Ofc. Leake at which time Gray was
served with an NTA for the firearm being stored in the residence along
with a No Trespass Order, and a involuntary withdraw letter from the Dean
of Students. Gray was also served the Emergency Firearms Restraining
Order by Dep. Christensen of the Champaign County Sheriff's Office.

10. Complainant states that Detective Elston then spoke with another resident of the Chez Center
who is familiar with Gray. This resident de..--:cribed Gray as ''unpredictable and withdrawn" and
that he/she knows Gray to be regular user of LSD, MOMA, marijuana, and "any other drugs
that [Gray] can get a hold of."
11. Complainant states that based upon the infonnation that Detective Elston found through his
follow up investi.gation that the University of Illinois Behavioral intervention Team decided to
follow up with Gray with a mandatory meeting. TI1e meeting was supposed to take p1ace on
October 8, 2020 at 3:30 p.m. Complainant states that Gray did not attend the meeting.
12. Complainant states that himself along with another Behavioral Intervention Team member
found Gray at the Chez Center for Wounded Veterans on October 9, 2020. Complainant was
able to speak with Gray at length about hi.s behavior. During the conversation, Gray mentioned
having to use a gun to protect others. Comp1ainant asked Gray if Gray had a weapon in his
residence at the Chez Center. Gray answered, "Not that l'm aware of.'' When further
questioned by Complainant , Gray stated that he owns a Kimber 9mm handgun and that the gun
has been in his room in the past, but Gray believes that he might have accidentaUy left it
recently with some camping equipment after taking a trip. Gray further described. the handgun
as having engraving

Complainant were-concerning as Gray admitted that he recently had a handgun in his room,
that he was unsure if it was still there} and that he would throw it in the trash should it still be
there.
14. Complainant states (hat during the interview with Gray, Gray indicating that he was going to
stop taking classes and move west to help with "activism.,, It was confim1ed. through the Dean
of Student's Office that Gray has not been attending class nor submitting classwork.

University of Illinois Police Department Lieutenant Joseph McCullough, Complainant and Affiant
(hereinafter referred to as "Complainant and Affiant") now appears before the undersigned judge of the Circuit
Court of C11ampaign County and requests the issuance of a search warrant to search the premises of
ITEMS TO BE SEIZED: Any and all fireann(s), shell casings, firearm parts, and nmmunition.
Complainant and Affiant states that he ha,;; probable cause to believe, based upon the following facts, that
the above items, instruments, articles, and/or things to be seized are now located upon the premises set forth
above:
J • Complainant and Affiant is cun-ently assigned as the Commander of the Detect1ve Bureau at the University of
Ulinois Police Department. Complainant and Affiant is a police officer in the State of Illinois. Complainant
and Affiant states that he has experience and training in the area of thrna:t assessment and behavioral
intervention and is familiar 1,.vith 430 ILCS 67/35. Complainant and Affiant has been a sworn law enforcement
officer for over 20 years, and in that period has received regular training on mental health and crisis
intervention. He has regularly enc-0untered persons suffering from mental illness and has been regularly called
upon to make detenninations as to whether evaluated for involuntary commitment. I have received additional
training in assessing behavioral threats t.o public safety tluough the University of Illinois, and I have
inve-stigated over 30 behavioral threats to the University community over the course of the last 18 months.
2. Complainant and Affiant states that on October 5~2020, a University of lllinois Student natned Joshua R.
Gray, date of birth was reported by staff members al the Chez Center for Wounded Veterans to be
exhibiting odd behavior including homicidal comments such as "kill your masters" and that Gray was
asking for someone to "drive me to pick up rny new AK." Complainant and Affiant knows through
experience that an "AK" is anAvtomat Kalashnikova Russian weapon and is a gas-operated., 7.62x39mm
assault rifle.
3. Complainant and Affiant states that Joshua Gray was familiar to him as both a person who was wanted for
Criminal Defacement of Property stemming from an August 2020 protest at the University of Illinois and an
individual who was the on the University of Illinois Behavioral Intervention Team •s case list.
4. Complainant and Affiant states that on October 6, 2020, Joshua Gray was anested for his outstanding arrest
warrant and he ultimately bonded out of the Champaign County Jail.
5. Complainant and Affiant states that Detective Chris Elston of the University of Illinois Pohce Department
(assigned to the FBI Joint Tefforism Task Force FBI-JTIF) was assigned to follow up on this case.
6. Complainant and Affiant states that on October 7, 2020, Detective Elston interviewed both staff members and
residents at the Chez Center for Wounded Veterans. When Detective Elston spoke with the
at the Chez Center, he found that Gray runs a Faoebook.com page called the uoaily Emancipator'' which is a
page that speaks of revolution, weapons; and preparing for violence against the government. Detective Elston
was provided screenshot of a group text messages (amongst residents of the Chez Center) of picking up an
AK[ 47] rifle (mentioned in Paragraph 2).
7. Complainant and Affiant states that Detective Elston then spoke with a fellow resident of Gray's who also
resides on the third floor of the Chez Center. Detective Elston found that the resident was told by Gray that
Gray "would have no issue killing a random cop." Detective Elston stated that Gray attempted to walk back
his conunent to those he said it to.
8. Complainant and Affiant states that Detective Elston spoke to another floormate of Gray. This floonnate stated
that Gray

is familiar with Gray. This resident described Gray as "unpredictable and withdrawn" and lhat he/she knows
Gray to be regular user of LSD, MDMA, marijuana, and "any other drugs that [Gray] can get a hold of"

Gray answered, "Not that I' m aware of." When further questioned by Complainant and Affiant, Gray stated
that he owns a Kimber 9mm handgun and that the gtm has been in his room in the past, but Gray believes that
he might have accidentally left it recently with some camping equipment after taking a trip. Gray further
described the handgun as having engraving specific to his own Marine service.
12. Complainant and Affiant states that Gray indicated that he initially would grant consent to search for the
weapon, but then quickly withdrew consent and asked for Complainant and Affiant to go get a warrant.

Gray was stopped in the 700 block of S. Goodwin Avenue. I had been
informed by dayshift officers that there were multiple forms that needed
to be issued to Gray. Detective Murphy #103 brought the papers to the
scene. Officers also notified the sheriff's office to bring a copy of an
emergency order of protection related to firearms found in Gray's
possession.
Deputy Christensen #527 arrived on scene and issued Gray his emergency
order of protection at approximately 1730 hours. Deputy Christensen
informed me that the sheriff's office had hard copies of the paperwork and
I could give these copies to Gray. Gray mentioned he had a concealed
carry license from the state of Missouri on his person. This was turned
over to officers on scene.
Sgt. Ahart informed me that the University offered to get Gray a hotel for
the evening. Gray originally wanted to stay with his friend,
. I contacted and he was unable to take Gray
in for the night. Sgt. Ahart spoke with the emergency dean about getting
a hotel room for Gray. I asked Gray if he wanted us to contact anyone
such as his case worker with the University or with Veterans Affairs. He

name that UIPD gave me for either of his case workers.
At 1738 hours, I transported Gray to his room at the Center for Wounded
Veterans to retrieve personal items for the night. Gray retrieved what he
needed for the evening . Deputy Christensen informed me that he had
another set of paperwork he needed to issue Gray. After Gray gathered his
belongings, I stopped by the Champaign County Sheriff's Office and met
with Deputy Christensen. Deputy Christensen issued Gray another set of
paperwork related to his emergency order of protection at approximately
1820 hours.
From there I transported Gray to the Country Inn and Suites, 602 W.
Marketview Drive in Champaign. I gave Gray copies of all his paperwork
including the NTA, the trespass letter, the letter giving notice of
suspension from the University, and both sets of paperwork related to his
emergency order of protection. I told Gray to call us if he had any
questions, and to check his email for updates from the University. I
cleared the scene at 1844 hours.
The NTA and trespass letter are attached to this report. I entered the
concealed carry license from Missouri into the evidence dropbox (E -
92519). Body worn camera footage from the incident will be entered into
the O drive when it becomes available (E-92518) . I had UIPD
telecommunicators call over to the sheriff's office to have them fax
copies of the emergency order to include with the report. I was told that
the sheriff's office could not find any of these copies and Gray may have
the only copies of these forms.
