FIVE (5) YEAR TREE PLANTING PLAN

ELMER BANTILAN QUARRY PROJECT


Barangay Taguranao Tubod, Lanao del Norte

I. Introduction

This five (5) year tree planting plan is prepared for the Dry quarry project of Mr.
Elmer Bantillan located Barangay Taguranao, Tubod, Lanao del Norte. This program
will serve as the guide during the implementation of the tree planting program
alongside with the quarry operations in period of five years inclusive with the
granted Quarry Permit with permit No. LDN- Q 0013-19N issued by the provincial
government of Lanao del Norte.

Tree planting program is part of the Progressive rehabilitation program to be


implemented throughout the entire operation from development; production stage
and final decommissioning stage of this quarry project. Upon issuance of Quarry
permit the project proponent immediately delineated the buffer zone area and
planted with varieties of tree species and fruit bearing trees. This strategy will help
mitigate noise and air pollutions during production that will cause disturbance with
the adjacent lots.

Series of tree planting program per stages of production will be implemented.


Upon establishment of first topmost bench (elevation 127m) revegatation will be
implemented immediately. Recovered topsoil materials will be layered on the final
bench to help the soil recovered the loss nutrients gradually and to aid the
revegetation process. The purpose of this program is to mitigate environmental
impact and promote responsible mining operations for sustainable development.

III. Purpose and Objectives

Tree Planting Program is a compulsory requirement to address the key aspects of


Environmental Protection and Rehabilitation so that the project will meet the
Government, community and proponents expectations. Specifically, the
environmental protection and restoration plan has been prepared in accordance
with the following objectives:
 Attainment of acceptable post-disturbance land use suitability –
reforestation and rehabilitation program aim to create a stable landform
with land capability and/or agricultural suitability similar to that prior to the
disturbance. This can be achieved by having a specific plan for restoration
and rehabilitation program and outlining the monitoring requirement that
would assess the whether the program is being implemented successfully.

 Establishment of stable landform (post-quarry land use) - Disturbed land


will be rehabilitated to a state that is self-sustaining or one where
maintenance requirements are consistent with the targeted post- quarry
land use.

 Promote sustainable and responsible quarry (mining) operations –


consistence to the National Government efforts to promote sustainable
development alongside with the quarrying operations across the country.
Sustainable operations can be attaining by having a concrete plan in
achieving it. Thus, quarrying operations and environmental restoration and
protection can exist at same time

 Post quarry agricultural crops produce – one of the major objectives of the
proponent is to reverted back the quarry site to sustainable agricultural crop
produce as additional source of livelihood. To achieve that goals, variety of
fruit tree species will be introduce as part of tree planting and rehabilitation
program.

In order to achieve this it is necessary to coordinate a practical approach that will
include, but not be limited to:

 Conducting proven and resilient revegetation techniques that acknowledge


altered landform and soil conditions;
 Undertaking sound landform and surface water management design;
 Implementing effective soil management techniques including stripping,
stockpiling, re-spreading and appropriate weed control; and
 Establishing a recognized monitoring program that can compare the
progression of re-vegetated areas against analogue sites and demonstrate
that the rehabilitated areas are moving towards a successful outcome.

IV. Tree Planting Program


Tree planting program has been recognized by the mining industry as a key
strategy for minimizing mine closure costs and environmental risk. The tree planting
plan of dry quarry project is to achieve a stable landform that could be safe and
potentially be reverted back to agricultural purposes.

The objectives of this tree planting plan are to:

 Minimize the environmental impact of the operation during the development


and operational phases, ensuring that protection of quarry wall and erosion
control works are key priorities, and to ensure rehabilitation is implemented
properly;
 A Ensure that vegetative matter and topsoil is made available for the site
rehabilitation as required;
 Ensure that site drainage and sedimentation structures remain stable and
functional;
 Undertake rehabilitation in a manner consistent with that of the existing
adjacent quarry and;
 Minimize visual impact of the operation during the operational phase as well as
post-quarrying.

a. Topsoil Management

Topsoil stripping within the disturb area will be undertaken alongside with the
quarry production. Stripped materials will be stockpiled on designated areas and to
be properly secured to avoid being washout by rain water due to poor drainage and
improper stockpiling.

Topsoil stockpiles will be protected with sediment fencing and planted with a
sterile cover crop (annual species) to ensure stabilization. Surface drainage in the
vicinity of the stockpiles will be configured so as to direct any runoff around the
stockpile. Topsoil containing organic matter is to be spread on the final benches of
the quarry to aid run-off control and increase moisture on the ground to aid
revegetation.

b. Surface Preparation

The ripping of soil is important in assisting rapid tree growth through deep root
growth and enhanced soil water infiltration. The ripping depth must be sufficient to
penetrate any near-surface rock or clay.

Inadequate site preparation and weed control are often the two biggest factors
responsible for tree revegetation failure. Thorough site preparation will be
undertaken to ensure rapid establishment and growth of seedlings.

c. Tree Planting Implementation

Tree planting program within the quarry project of Mr. Elmer Bantilan
will be implemented alongside with the quarry operations. Varieties of tree
species and fruit bearing plants will be planted onsite as part of the proponent's
efforts of environmental restoration and rehabilitations. To be implemented
properly a maintenance cost will be also allocated for the program to ensure
meet the desired goals for the restoration program. Tabulated below at Table 1,
the number of tree species to be planted; and Table 2, the schedule of activities
and proposed area covered by the tree planting plan. Also, shown below at

d. Monitoring Plan

Regular monitoring of the revegetated areas will be required during the


initial vegetation establishment period and beyond to validate that the
objectives of the rehabilitation strategy are being achieved. Monitoring will be
conducted regularly by the project proponent together with the concern local
government agency. The proof of implementation and monitoring will be
reported periodically and subject for review and evaluation of the concern
government agencies.

The project proponent (or authorized representatives) is the responsible person
for overseeing over the project and the implementation and monitoring of this Fiver
(5) year tree planting plan, including:

 Delegating of tasks associated with the tree planting program

 Provide adequate resources to implement this rehabilitation and


environmental protection program

 Provide trainings and seminars to employees and contractors regarding


the appropriate quarrying operation and requirements under this tree
planting plan.

The quarry project has an estimated mine life of 11 years based on the
computed extractable volume with an annual extraction rate of 11,000 cubic
meters. During this period the quarry plan may be changed or enhance
depending upon the operational circumstances. Therefore, this five (5) years
tree planting and rehabilitation plan may be updated, if needed to capture
necessary changes.
