Innovation Drivers in Downstream Space Activities
Hosted by the European Centre for Space Applications and Telecommunications (ECSAT)
9-10 June 2016
Draft Agenda (version 24 May 2016)

As part of its broader analysis of the role of innovation for economic growth, the OECD is conducting a
dedicated project on innovation in the space sector. The OECD Space Forum is currently reviewing
major game changers, evolutions in industrial and organisational processes and technological advances,
with a view to provide evidence-based recommendations to policy-makers. This workshop focusses on
“Innovation in Downstream Space Activities” with the aim to review key trends with their policy
implications.

14.00 1. WHAT TYPE OF POLICY MIX CONTRIBUTES TO DEVELOPING DOWNSTREAM ACTIVITIES?
The objective of this first session is to review the role of government in developing and sustaining
relevant downstream activities, examining policy, procurement and legal instruments, and
possible axis for future OECD guidelines. Invited speakers will have up to 10 minutes each to
present. Panellists and the audience will have a chance to debate key issues on the barriers to
innovation and possible solutions (e.g. available funding sources, leveraging existing activities to
create new ones…).

16.00 2. HOW CAN WE MEASURE INNOVATION IN DOWNSTREAM ACTIVITIES?


Innovation can be triggered by many factors (e.g. transfers of technologies or industrial processes
from different sectors, innovative combinations of off-the-shelf technological bricks…). The
objective of this session is to examine the types of measures that can be used to track innovation
and its impacts in the creation of new activities. Organisations in the panel will share their
experiences, and participants in the audience will be asked to share their views, particularly in
terms of indicators they already use or would need to have to better position their activities.

 From tech to market: marketing technologies to enterprises (Roswitha Grümann, Head of

The objective of this session is to compare the experiences of different actors using satellite
capacity and innovative big data opportunities, contributing to changing drastically (or not) the
traditional space applications’ paradigm. Particularly for this session, in addition to panellist
presentations, members of the audience from the private sector will have a chance to share their
experiences as innovators.
 Promoting space applications: ESA lessons learned (Magali Vaissière, Director,

 UKSA views on new initiatives to promote downstream activities (Catherine Mealing-
Jones, Director, Growth, UK Space Agency)
 Launching earth observation services and building user communities (i.e. ocean, land and
