GENERAL REQUIREMENTS
PART 1.00 – GENERAL
1.1 GENERAL DESCRIPTION

A. The work to be done under this Division of the Specifications consists of the fabrication, furnishing, delivery and
installation, complete in all details of the Electronics System, at the project premises and all work materials incidental
to the proper completion of the installation, except those portions of the work which are expressly stated to be done
by others. All works shall be in accordance with the governing Codes and regulations and with the specifications,
except those where same conflict with such Codes, etc., where the latter shall then govern. The requirements with
regards to materials and workmanship specify the required standards for the finishing of all labor, materials, and
appliances necessary for complete installation of the work specified herein and indicated in the drawings. The
Specifications are intended to provide a broad outline of the required equipment, and are not intended to include all
details of design and construction.

B. SITE OF WORK

C. SCOPE OF WORK

Under this section of the specification, provide all labor, materials and equipment and perform all the work necessary
for the complete execution of all Electronics System as shown on the Drawings. Scope of Work shall include but not be
limited to the following principal items of work:

1. Furnish and install all conduits for Telephone and CATV service entrances.

2. Furnish and install all feeder and distribution wires and conduit for, telephone, and auxiliary system as required
on the plans.

3. Furnish and install complete fire detection and alarm system to include conduits, wiring devices as required on
the plans.

4. Furnish and install complete telephone system to include conduit, cable, terminal block, wooden backboard,
house wiring and other related accessories as indicated in the plan.

5. Application of telephone and CATV connection including preparation of all necessary plans, forms and related
documents, payments of all required fees and charges and coordination with other authorities or person
involved in the procedure.

6. Perform all terminations to include testing.

7. Preparation of as-built plans and drawing.

8. All work materials, equipment, fittings, support, etc. that are indicated in the plans but are necessary for the
completion of the works must be included in this division of work.

Works Not Included:


1. Furnish and installation of power service, telephone and CATV service entrance cable facilities and hardware
including termination except for entrance conduit.

QUALIFICATIONS

A. Seismic Restraints – Seismic restraints shall be provided for all electrical equipment and installation for Zone 4 seismic
forces. The Contractor shall be responsible for certifying the adequacy of seismic restraints details. Restraints shall
consist of isolator with independent bumpers, rigid connections, slack cables, expansion joints, flexible joints and
others as required restraints shall be submitted for review to the Architect.

B. Sleeves, Chases and Openings

1. Furnish templates, sleeves or details for chases and openings to be left in the floors and walls to accommodate
the work. Layout the work in accordance with accepted shop drawing. Furnish and set in place in advance of
pouring of slabs or construction of walls, all inserts and sleeves necessary to complete the work.

2. Pipe sleeves for all electrical conduits passing through walls, partitions, ceiling, floors, etc. shall be of sufficient
length to extend through the full thickness of the construction, with ends flush with the finish on each side,
unless noted otherwise.

3. Chases, sleeves and openings in fire rated walls and floors (electrical room, etc.) shall be “fire stooped” with
acceptable fire safe insulation. Fire safe details shall be based on UL listed assemblies “Hilti”, “Specsael” or
approves equal.

C. Access Panels (By Main Contractor – For Reference Only)

1. Coordinate size and location of access panels as required for access to pull boxes and electrical equipment.
Where, in the opinion on the Contractor, access panels are required, but are not shown on the drawings, the
omission shall be brought to the attention of the Architect before installation of equipment, all access panels and
their sizes shall be noted on shop drawings.

D. Equipment Foundations and Support

1. All floor mounted equipment and apparatus will be provided with necessary concrete pedestal, base, pads, curbs
and anchor blocks as shown or required. Provide anchor bolt, slab insert, supports, hangers and sleeves as may
be required or necessary for proper support or attachment to the building structures for all conduit, equipment
and apparatus.

2. Concrete pads shall be 150mm high unless otherwise indicated, with steel reinforcing and necessary bolts,
anchors, etc. Where concrete pad is set directly on concrete floor, provide dowels in floors to tie base to floor.
Pads shall be extended at least anchor bolts, etc. to the Main Contractor. Provide acceptable seismic restraints
anchor plates flush with top of housekeeping pads are required.

1.3 SUBMITALS

Specified items requiring submittals shall be as specified, shop drawings shall be submitted and approved by procurement,
fabrication or delivery of such item to the job site. Partial submittal will not be acceptable; such submittals will be returned
without review.

A. MANUFACTURER’S DATA
Submittals for each manufactured items shall include manufacturer’s descriptive literature, equipment drawing,
diagrams, performance and characteristic curves and catalog cuts. Each submittal shall have the manufacturer’s name,
trade catalog model or number, nameplate date, size, layout, dimensions, capacity, specification reference, Industry
Specification references, and all other information necessary to establish contact compliance.

B. SHOP DRAWING
Shop drawings shall show all types, sizes, accessories, elevations, floor plans, sectional views, installation details,
elementary diagrams and wiring diagrams. Wiring diagrams shall identify circuit terminals and shall indicate the
internal wiring for each item of equipment and the interconnection between the items. Drawings shall also indicate
adequate clearance for operation, maintenance and replacement of operating equipment devices. If any equipment is
disapproved, the drawings shall be revised to show acceptable equipment and may be re-submitted.

C. STANDARD COMPLIANCE

When materials or equipment must conform to the standards of organizations such as American National Standard
Institute (ANSI), American Society for Testing and Materials Association (NEMA) and Underwriter’s laboratories (UL),
proof of such conformance shall be submitted to the Engineer for approval.If an organization uses a label or listing to
indicate compliance with a particular standard, the label or listing will be acceptable evidence, unless otherwise

specified in the individual sections. In lieu of the level or listing, the Contractor shall submit a certificate from and
independent testing organization, which is competent to perform acceptable test and is approved by the Engineer. The
certificate shall state that the item has been tested in accordance with the specified organizations test methods and
that the items conforms to the specified organization’s standards. For material and equipment, whose compliance with
the organizational standards or specifications is not regulated by an organization using its own listing or label as proof
of compliance, a certificate of compliance from the manufacturer shall be submitted for the approval. The certificate
shall identify the manufacturer, the product and the reference standard and shall simply state that the manufacturer
certificate that the product conforms to all requirements of the project specification and of the reference standard
listed.

D. CERTIFIED TEST REPORTS


Before delivery of materials and equipment, certified copies of all test reports specified in the individual section shall
be submitted for approval.

E. OPERATION AND MAINTENANCE MANUAL


The Contractor shall furnish an operation and maintenance manual for each System and for each piece of equipment.
Five (5) copies of the complete manual bound in hardback binders or an approved equivalent shall be provided to the
Owner, one manual shall be furnished before the contract is completed.The following identification shall be inscribed
on the cover: the words “ OPERATING AND MAINTENANCE MANUAL”, the name and location of the project and the
name of the Contractor, the manual shall include the names, addresses,and telephone number of each sub-contractor
installing the equipment and system, and of the local representatives for each item of equipment and each system. The
manual shall have a table of contents and be assembles to conform to the table of contents with the tab sheets placed
before instruction covering the subject. The instructor sheets shall be legible with large sheets of drawings folded in.
the manual include, but not limited to the following: a system layout showing circuit, devices and control; wiring and
control diagram with data to explain detailed description of the function of each principal component of the system,
the procedure for operating: shutdown instruction; installation instruction; maintenance instruction; test procedures;
performance data; and parts list.

The parts list for equipment for shall indicate the sources of supply, recommended spare parts, and the service
organization, which is reasonably convenient to the building site. The manual shall be complete in all respects for all
equipment, controls and accessories provided.

1.4 DELIVERY AND STORAGE


Equipment and material shall be properly stored and adequately protected and carefully handled to prevent damage before
and during installation. Equipment and materials shall be handled, stored and protected in accordance with the manufacturer’s
recommendations and as approved by the Engineer. Cables shall be sealed, stored and handled carefully to avoid damage to
the covering or insulation and damage from moisture and weather. Damaged or defective items hall be replaced with new
items at no cost to the Owner.

1.5 CATALOGED PRODUCTS


Materials and equipment shall be cataloged products of manufacturer’s regularly engaged in production of such materials or
equipment and shall be of manufacturer’s latest standard design that complies with the specification requirements. When two
or more units of the same type, class and size of equipment are required, these units shall be the products of a single
manufacturer; and serial number on a nameplate securely affixed in a conspicuous place; the nameplate of the distributing
agent will not be acceptable.

1.6 MANUFACTURER’S RECOMMENDATIONS

Where installation procedures are specified to be in accordance with the recommendations of the manufacturer of the material
or equipment being installed, printed copies of these recommendations shall be furnished to the Engineer prior to installation.
Installation of the item will not be allowed to proceed until the recommendations are receive. Failure to furnish these
recommendations can be a cause for rejection of the material.

Electrical work shall be coordinated with other trades involved in the construction of the project. All work shall be carefully laid
out in advance, coordinating electrical features with architectural and structural features of construction.

1.8 CODES, INSPECTIONS, PERMITS AND FEES

A. The work under this Contract is to be installed according to the requirements of the latest edition of the Philippine
Electrical Code, the rules and regulations of the local authorities.

B. All permits and fees required for this work shall be obtained by and at the expense of the Contract. The Contract shall
furnish the Engineers and the Owner final certificates of electrical inspection and approval from the proper
government authorities after completion of the work. The Contractor shall prepare all as built and all forms and
documents required by the approving authorities.

1.9 RECORD DRAWINGS

The Contractor shall, during the progress of the work, keep a careful record of all changes where the actual installation differs
from that shown on the Contract Drawing. Upon completion, the Contractor shall, in a neat and accurate manner, finalized “As-
Built” drawings of tracing paper. These drawings shall be submitted to the Engineers for approval. Final payment will be
withheld until receipt of the approved record drawings showing circuit runs and pull boxes with sufficient information for
future re-wiring, maintenance and identification. The final submittal of record drawings shall be in one (1) set original tracing
paper, three (3) sets of blue prints and one (1) set electronic copy of “As-Built Drawings” of Electrical System Works. The print
copies shall be duly signed and sealed by a Registered Professional Electrical Engineer of the Contractor. These approved final
submittals shall become property of the Owners.

1.10 MINOR MODIFICATIONS

The plans as drawn are based upon architectural plans and details and show conditions as accurately as it is possible to indicate
them in a scale. The plans are diagrammatic and do not necessarily show all fittings, etc., necessary to fit the conditions. The
location of the equipment, apparatus and appliances shown on them are approximate. Contractor shall be responsible for the
proper location in order to make them fit with architectural details and instructions from Owner’s representative at the site.

1.11 GUARANTEES

A. The contractor shall guarantee that the system are free from all grounds and from all detective workmanship and
materials and will remain so for a period of one year from date of acceptance of work. Any defects, appearing within
aforesaid period,shall be remedied by the Contractor at his own expense.

B. The Contractor shall indentify and save harmless the Owner and the Engineers from and against all liabilities for
damages arising from injuries or liabilities to persons or damage to property occasioned by any act or omission of the
Contractor or any of his Sub-Contractor, including, any and all expenses, legal or otherwise, which may be incurred by
the Owner or the Engineers in the defense of any claim, action or suit.

1.12 SUB-CONTRACTOR, ETC.

The Contractor shall be held fully responsible for the work of any sub-contractor or manufacturer performing work or supplying
material and ascertain that the work, when finally delivered to the Owner, shall be ready in every respect for satisfactory and
efficient operation.

1.13 WORKMANSHIP

A. The work throughout shall be executed in the best and the most thorough manner under the direction of the
Contractor and to the satisfaction of the Owner and the Engineers who will jointly interpret the meaning of the
drawings and specification and shall have authority to reject any work materials which, in their judgment, are not in
full accordance therewith.

B. The Contractor shall have on file, for ready access and reference, a set of drawings indicating all work as actually
installed incorporating in the same all changes and additions. Upon the termination of the Contract, he shall prepare a

set of tracing indicating thereon the work as actually and finally installed. The drawings shall be returned over to the
Engineers.

C. The Contractor shall be responsible for keeping stocks of material and equipment stored on the premises in a neat and
orderly manner.

1.14 CONTRACT DRAWINGS

A. The location of outlets, apparatus and equipment indicated on the drawing are shown as accurately as possible, that
the small scale drawings are necessary diagrammatic and that such location, as shown, are subject to slight revisions,
as the work is installed which may be necessary to fit construction conditions. No major changes shall be made,
however without the approval in writing of the Engineers.

B. The Contractor shall examine and study the architectural scale drawing large scale and full size detail. The approved
shop drawing of other parties and he shall frequently consult with them to ascertain any changes that may have been
made and he shall be guided accordingly before establishing the precise location of conduits runs, pull and junction
boxes and devices. All outlets covered or partially covered by ducts, piping, etc., shall be extended laterally or to
underside of same so that the equipment may be properly installed.

C. The Contractor shall effectively protect his own work from damage during, and as may be necessary after installation,
and he shall likewise protect adjoining work of other parties from damaged resulting from his installation.

1.15 LOCATION OF WIRING AND EQUIPMENT

A. The Contractor shall coordinate his work with all parties involved so that exact locations may be obtained for all
apparatus, appliances and wiring.

B. The location of equipment shown on diagrammatical wiring plans shall be considered as approximate and it shall be
incumbent upon the Contractor before installation. To study all pertinent drawings and obtain precise information
from the architectural schedules, scale drawings, large scale and full size details of finished rooms, approved shop
drawings of other parties involved or from the Engineer.

1.16 BUILDING PROVISION

Certain provisions have been made in the Building for the accommodationof electrical installation these provision include space
allocation, holes through beams and structural slabs, etc. The provisions so made are shown on the drawings. Before
proceeding with the works, the Contractor is to check and confirm that the provisions are adequate and satisfactory for the
works, and where necessary, additional information is to be provided.

It is the Contractor’s responsibility to ensure that the Builder is informed of all holes required in the structure. Any subsequent
structural openings required due to negligence in providing sleeves beforehand shall be at the expense of the Contractor unless
they are covered on duly authorized variation order issued by the Architect.

It is the Contractor’s responsibility to ensure that all holes, openings, etc. are provided correctly during construction of the
building.

1.17 MATERIALS PROPOSED

The Contractor is required to state in his bid the manufacturer and type proposed for all materials to be used for the works. Any
alternative offer shall be submitted at the time of bidding.

Samples of the materials to be used shall be submitted to the Architect/Engineer for approval before procurement and/or
installation.

Any queries regarding the interpretation of the specifications of the drawings may be addressed to the Architect or Engineers in
writing before submission of bid. The Contractor will be deemed to have satisfied himself that he is able to comply in all
respects with the plans and specification to a degree acceptable to the Architect and Engineers.

1.19 MAINTENANCE AND DEFECTIVE LIABILITY PERIOD

The defective liability period shall be twelve (12) months starting from the date of satisfactory completion of the work and
formal acceptance of the work by the Owner.

If any defects or sign of deterioration occur to the said work within such period, the Contractor shall be liable to make good all
such defects at his own expense and to the satisfaction of the Architect and Engineers. The period of maintenance of such
repaired work shall be extended to a further three (3) months.

1.20 SUBMITTAL REQUIREMENTS

A. All submittals shall be submitted within sixty (60) days from the issuance of notice to proceed.

B. Materials and equipment requiring samples, catalogue, data, shop drawing and manufacturer’s certification shall be as
indicated in the specification.

C. Material samples shall be fixed on 6mm ( /4 inch) thick plywood of sufficient size and fully labeled

D. Quantity of submittals shall be six (6) sets one (1) sepia prints for shop drawings and seven (7) sets for catalogue data
and manufacturer’s certification.

E. Submittals of the Contractor shall be reviewed and returned within a minimum 0f 21 days, each stamped “REVIEWED”
and “A”, “B”, or “C”, “ACTION”. The review actions are as follows:

“A” ACTION means that fabrication, manufacture or construction may proceed provided submittal complies
with the Contract Documents.

“B” ACTION means that fabrication, manufacture or construction may proceed provided submittal complies
with the Consultant’s notations and the Contract Documents. If, for any reason, the Contractor cannot
comply with the notations, the Contractor shall resubmit as described for submittals stamped “C” ACTION.

“C” ACTION means that submittals does not comply with the Contract Documents and that fabrication,
manufacture or construction shall not proceed. Submittals stamped “C” ACTION are not permitted on job
site. Contractor shall make revisions and resubmit.

STRUCTURED CABLING SYSTEM

PART 1 – GENERAL

1.1. GENERAL REQUIREMENTS


A. This documents describes the cabling system and general requirements to be ment in the proposals of the cabling
system installer or contractor. The communications infrestructure project requires a Structured Cabling Systembacked
by a 25-year system warranty. The structured cabling system shall support voice data, video and related applications
within the customer premises. The system warranty shall be facilitated by the contractor and be established between
the Customer and cabling system Manifacturer.

B. The intent of this document is to provide standard specification that will be used for the Structured Cabling System of
the building. This documents provide the minimum performance criteria for the components and sub-system
comprising a complete cabling system that shall fit and accomodate the Owner’s requirement.

C. Product specifications, general design considerations, and installation guidelines are provided in this written
dicument. Description and technical specification of cross connect hardware and distribution racks or frame, cabling
routing and installation paractices for Structured Cabling Sytem contained in this document.

D. The customer’s cable infrastructure project requires a Category 5e Structured Cabling System, equivalent single-
manufacturer solution or End-to-End solution. The enhanced category 5e portion of the cabling systemv shal comply
with the link and channel performance requirements of ANSI/TIA/EIA.

E. The Structured Cabling System shall support Local Area Network (LAN) 10/100/1000 BASE-T Ethernet applications
capable of supporting the provision of power to the Data Terminal Equipment via the Electrically conductive Media
Dependent Interfaces as specified in the latest IEEE 802.3af “Power over Ethernet” (PoE) standard.

F. The Contractoris required to furnish all labor, supervision, tooling, miscellaneous mounring hardware and
consumables for each cabling system installed. The Contractor shall maintain current status with warranting
manufacturer, including all training requirements, for the duration and completion of the Structured Cabling Systemor
Cable Infrastructure Project.

G. The Contractor shall staff each installation crew with the appropriate number of certified installer or trained
personnel, in accordance with their manufacturer warranty contract agreement, to support the 25-year System
Warranty requirements. After installation, the Contractor shall submit all documentation to support the warranty in
accordance with manufacturer’s warranty requirements, and to apply to said warranty on behalf of the customer.

H. The system warranty will cover the components and labor associated with the repair/replacement of any failed linkas
a result of a defective product when a valid warranty claim is submitted within the warranty period.

1.2. STANDARDS/CODES AND REFERENCES


The cabling system described in this specification is derived in part from the recommendations maid in industry standard
documents. The documents below are incorporated by reference.

If this document and any of the documents listed above are in conflict, then the more stringent require shall apply. All
documents listed above are believed to be the most current releases of the documents; the vendor is responsible to
determine and adhere to the most recent release when developing th proposal for installation.

1.3. SCOPE OF WORK

The scope of work shall be based on the plans and documents provided by the Owner. The bids must be based on the
documents, materials and informationcontain herein as well as any addenda if required or issued by customer. The bids
must be based on the information and data contained herein as well as any addenda if required or issued by customer.

Examples include but are not limited to:

 Building size and layouts


 Telecom riser
 Telecom room and locations
 Patway types location and layout
 Number of works and area drop locations

The bid package shall be accompanied by a warranty commitment binding the awarded contractor and manufacturer to
the customer selected for period of 25 years.

1.4. SUBMITTALS

A. Proof of End-to-End Solution – Submit Letter from Cabling System Manufacturer


B. Submit samples and brochures of the material and product to be used in the project such as telecom outlet,
faceplate, block/wiring module, patch panel, patch cord and other related cross – connect hardware.
C. Submit Warranty Statement and clearly inform on the liability for labor, parts etc.
D. Cabling System Manufacturer’s Warranty & Training also be ISO 9001 and ISO 14001 certified.
E. Submit sample or detail drawing of distribution racks and frames.

1.5. TECHNICAL REQUIREMENTS (ROOM/SPACE)

A. ENTRANCE FACILITY ROOM/COMMON SPACE


The Entrance Facility (EF) room is the network or telecoms demacration point where the Local Exchange Carrier (LEC)
and building backbone facility converge. This is also the point at wich the LEC is released from liability as far as
transmission and circuit integrity is concerned.

The LEC (Local Exchange Carrier) shall be provided with entrance conduit with the appropriate size and number
to allow incoming telecoms provider cables to be pulled-thru the Entrance Facility Room located at the
Basement Level 1.
 At least 100mm PVC conduit shall be provided to the following LEC:
• PLDT/SMART
• GLOBE TELECOMS
• EASTERN TELECOMS
• BAYANTEL

B. BUILDING DISTRIBUTOR AND MAIN EQUIPMENT ROOM (MER)


The Main Equipment Room may contain telecommunications Equipment and other communication equipment such as
CATV, Public Address, CCTV, Security, Fire Alarm and Audio. The MER may also contain computers, small UPS equipment
and other Building Automation Service (BAS) equipment.

1. The size, location and provisioning of services and facilities in the Building Distributor (BD) and/or the Equipment
Rooms (ER) should be in accordance with TIA/EIA standards or AS/NZS 3084.

2. For copper voice cicuits, the tenderer shall supply 10 pair disconnect modules to terminate the incoming Service
Provider cables to the voice communication equipment or voice distribution lines.

3. All cabinets and racks shall be mechanically fixed/bolted to the floor and/or wall to prevent movement to themselves
and the cable.

4. Lighting intensity on the front and back of installed trerminations, patch panels and equipment should be 500 lux and

1.6. CONTRACTOR QUALIFICATION AND TRAINING

The contractor shall at minimum posses the following qualifications:

A. Contractor shall submit letter of Authorization and Certificate of Approval from the cabling system manufacturer
stating that the installer/contractoris an authorized business partner and certified installer.
B. Contractor shall submit letter of warranty support from the cabling system manufacturer stating that the cabling
installation of the contactor shall be supported 25-years System Warranty to be issued by the cabling system
manufacturer wich would cover products, cables, labor nad application.
C. The Contractor/Installer shall submit a certification or proof of training on structure cabling system design and
installation. Personnel or technical staff shall be trained and certified in the installation of the cabling system by the
cable manufacturer.

1.7. CLOSE-OUTS SUBMITTALS

A. As-built drawings shall be submitted by the contractor showing the locations of and identifiers for all:
 Horizontal cable routing and terminations.
 Cable tray and conduit layout.
 Pull-box and entranceways(FB/BD and Work Area)

B. Submitt detail drawings of equipment and horizontal cabling distribution racks.

C. Test and Evaluation Reports

1. Provide test documentation in a Three-ring binder(s) after the completion of the project. The binder(s) shall be clearly
marked on the outside front cover and spine with the words “Test Results”, the project name, and the date complition
(month and year). The binder shall be devided by major heading tabs: Horizontal and Backbone. Each major heading shall
be further sectioned by test type.
2. When repairs and re-tests are performed, the problem and action taken shall be noted, and both the failed and passed
test data shall be collocated in the binder.

D. Submit Operation and Maintenance Manual or Administration manual including summary test data on each cable run,
label for its pair utilize in the backbone riser and all drawing required in the As-built package.

E. Warranty Documentation

1. Facilitate a 25-yr. System performance warranty between the Structured Cabling System manufacturer and the
Owner.

PART 2 – PRODUCTS (STRUCTURED CABLING SYSTEM)

Products supplied under this tender shall be Category 5e and shall be genuine products from a known brand and cabling
system manufacturer. All copper products in the communication channel shall also be capable of supporting
communication link or channel shall be capable of supporting 1GBE (1000BT) Ethernet and the provision of power to the
Data Terminal Equipment via the electrically conductive Media Dependant Interfaces as specified in the latest IEEE
802.3af “Power over Ethernet” standard.

A. CABLE TYPE – UTP CATEGORY 5e CABLE

All horizon copper cables intended to support voice and data shall be Category 5e compliant, 4 – pair 100Ω balanced
Unshielded Twisted Pair (UTP) cable and CMP or CMR rated cable as required.

The 4-pair UTP cable shall meet the following specifications:

2.2. BACKBONE CABLING SUB-SYSTEM

The cable route within the building, connecting telecommunications rooms to the equipment roo is called the
Backbone Cabling. It links the Main Cross-connect (MC) or Building Distributor (BD) in the equipment room to
Horizonta Cross-connect (HC) in the Telecoms Room (TR) or Floor Distributor (FD). It consists of the backbone
transmission media between these location and the associated connecting hardware terminating this media. The
MC/BD and each FD/TR, unless otherwise noted, shall house both voice and data backbone cabling and active
equipment to support networking requirements. The MC/BD shall be the main point of entry for outside services
as well as main distribution for all backvbone cabling. Each FD/TR will receive both voice and data cabling from
MC/BD.

C. WIRING BLOCK/CONNECTION MODULE

All multi-pair voice backbone cable shall be terminated on a 10-pair or 25-pair insulation displacement
connection (IDC) module or wiring block and shall:

 Be Category 5e/Class D compliant.


 Be made of flame-retardant thermoplastic, with the base consisting of horizontal index strips for
terminating UTP cable conductors.
 Have bases available in high density frame configurations and for rack mounting with cable
management hardware.
D. PATCH CORD (UTP)
Equipment cord or patch cord shall be Category 5e compliant and shall:
 Be equipped with modular 8-position (RJ45) style plugs on both ends.
 Be factory terminated with 4-pair UTP stranded cable.
 Be available at lengths of 2,3,5,10 and 15m.

PART 3 – EXECUTION
3.1. INSTALLATION

A. Install all system components and cross-connect hardware according to manufacturer’s specifications and
instruction as well as all applicable local codes and standards.
B. All horizontal and backbone cables shall be installed in the following manner:

1. Cable raceway shall not be filled greater than the maximum fill for the particular raceway type. The prescribed
cable fill for the cable containment, conduit, and other cable delivery system shall be forty percent (40%) of
the total cross sectional area of all the cables.

2. Cables shall be installed in continous lengths from origin to destination (no splices) unless specifically
addressed in this document.
3. The cable’s minimum bend radius of 4 times the cable diameter and maximum pulling tension of 25lbs. Shall
not be exceeded.

4. All horizontal cables shall not exceed 90m (295 ft.) from the telecommunications outlets in the work area to
the horizontal cross-connect.

5. Cable shall be installed above fire_sprinkler and shall not be attached to the system or any ancilary equipment
or hardware.

6. The cabling system and supports hardware shall be installed so that it does not obscure any valves, fire alarm
conduit, boxes or other control devices.

7. Cables shall be attached to ceiling grid or lighting support wires.

8. Where light support for drop cable legs is required, install clips to support the cabling.

9. Any cable damaged or exceeding recommended installation parameters during installation shall be replaced
prior to final acceptance at no coast to the Owner.

10. Cables shall be identified by a self-adhesive label.

11. The cable label shall be applied to the cable behind the faceplate on a section of cable that can be removed by
accessing cover plate.

12. Cables shall be dressed and terminated in accordance with the recommendations in ANSI/TIA-568-C
Standards, manufacturer’s recommendations, and best industry practices.

13. Pair untwist ath the termination shall not exceed 0.25 inch for connecting hardware.

14. Cable shall neatly bundled and dressed to their respective panels or blocks.

15. Each panel or block shall be fed by an individual bundle separated and dressed back to the point of cable
entrance in the rack or frame.

16. The cable shall be maintained as close as possible to the termination point.

17. Each cable shall be clearly labeled on the cable jacket behind the patch panel at a location that can be viewed
without removing the bundle support ties.

3.2. GROUNDING

A. Communications grounding and bonding shall be in accordance with the requirements of ANSI/TIA/EIA-607-A
Telecommunications Bonding and Grounding Standard and shall be observed throughout the entire cabling
system.

A. Apply fire-rated materials into penetrations in fire rated barriers such as penetrations to floors slabs in the
telecommunications riser/chase to establish the fire resistance rating and also to avoid fumes or gases from
escaping or penetrating thru the barrier.

B. All penetrations through fire-rated building structures (wall and floors) shall be sealed with an appropriate
firestop system. Any penetrating items (i.e.,riser slots and sleeves, cable, conduit, cable tray, raceway, etc.)
shall be properly firestopped.

3.4. TESTING

A. Copper Testing (UTP)

All UTP cable field testing shall be performed with an approved test device (recommended: Fluke, Agilent or
Ideal). 100% of cables installed shall be tested and shall result to PASS remarks channel or permanent link from
level III tester for Category 5e permanent link.

 All field tester shall be factory calibrated each calendar year by the field test equipment manufacturer.
 Auto-test settings provided in the field tester for testing the installed cabling shall be set to the default
parameters.
 Test setting selected from options provided in the field testers shall be compatible with the installed
cable under test.

3.5. ADMINISTRATIONAND DOCUMENTATION

A. LABELING

 Cables
 Horizontal anf backbone cables shall be labeled at each end.
 Faceplates
 A unique identifier shall be marked on each faceplate.
 Racks, Panels, wiring modules
 A unique identifier shall be marked on the conncting hardware.
 Each port on the connecting harware shall be labeled with its identifier.

3.6. RECORDS

All records shall be created by the installation contractor and turned over at the completion of work. The format
shall be computer based and both soft copies and hard copies shall be part of the As-built package. The minimum
requirements include:

A. Cable records must contain the identifier, cable type, termination, positions at both ends, splice
information.
B. Connecting hardware and connecting hardware position records must contain the identifier, type,
damaged position numbers and references to the cable identifier attached to it.
C. Test documentation on all cable shall be includedas part of the as-built package.

All reports shall be generated from the computer bsed-program used to create records above. These report should
include but not limmited to:

3.8. CABLING SYSTEM ACCEPTANCE

A. The Owner’s Technical Representative will make periodic inspection of the project in progress. One
inpection will be performed at the conclusion of cable pulling, prior to closing of the false ceiling, to
inspect the method of the cable routing and support, and the firestopping penetrations. A second
inspection will be performed at completion of cable termination to validate that cables were dressed and
terminated in accordance with TIA/EIA specifications for jacket removal and pair untwist, compliance with
manufacturer’s minimum bend radius, and that cable ends are dressed neatly and orderly.

B. At the conclusion of the installation a preliminary walkthrough with the installation contractor will be
performed to check for installation quality, accurate performance of the work, and to verify engineering
diagrams. Any modifications to the documentation or the installation that may be required shall be
accomplished within a specified period by the customer.

C. “Customer Acceptance” shall consist of a final walkthrough with the installation contractor. The
walkthrough shall be scheduled within three weeks of the completion of the installation in order to turn
the project and documentation over to the end-user. “Customer Acceptance” does not release the
contractor from repairing any cabling errors or improperly labeled circuits, made by the installation
contractors that may be discovered at a later date.

3.9. FINAL INSPECTION

Consult Upon completion of the project, the Owner’s technical representative or Electronic ant will perform a final
inspection of the instaleed cabling systemwith the contractor’s project engineer/foreman. The final inspection will
performed to validate that all horizontal and backbone cables were installed as defined in the plans or drawing
package and technical specifications.

4.0. DOCUMENTATION

The contractor shall provide complete documentation covering the installation and maintenance of the
Structured Cabling System. This includes “As-built” drawings showing the location of all installed components,
equipments and distribution racks/frames in all catenaries, and Tos, complete with outlet numbering.

A. As-built drawing shall be provided by the showing the locations & identifiers for:
 Horizontal and Backbone cable routing and terminations.
 Pathways, pull-boxes and pull points
 Single Line Diagrams
 Network Diagrams
B. Cable records must contain identifier, cable type, termination, position both ends
C. Test data on all cable types shall be included as part of the As-built package.

1. A copy of the full “Plot Data Enabled” test results in tester format for each copper cable run and each core
of each optical fiber run shall be supplied to the end user on CD in a recognized cable tester native format
of vendor’s like Fluke or Agilent and JDSU Certifier brands. PDF files are not acceptable.

1. Test documentation shall be provided in a three ring binders after the completion of the project. The

shall be further sectioned by set type. Within the horizontal and backbone sections, scanner test
results (Category 6), fiber optic attenuation test results, OTDR traces, and green light test results shall
be segregated by tab. Test data within each section shall be presented in the sequence listed in the
administration records.

3. The test equipment by name, manufacturer, model number and last calibration date will also be
provided at the end of the document. The test document shall detail the test method used and the
specific setting of the equipment during test.

4.1. WARRANTY

The contractor shall provide a system warranty covering the installed cabling system against defects in
workmanship, components and performance, and follow-on support after project completion.

A. Installation Warranty
1. The contractor shall warrant the cabling system against defects in workmanship for a period of one
year from the date of system acceptance.
2. Warranty shall cover all labor and materials necessary to correct a failed portion of the system and to
demonstrate performance within the original installation’s technical specifications after repairs are
accomplished. This warranty shall be provided at no additional cost to the Owner.

B. Cabling System Warranty

A twenty (25) year system warranty certificate shall be issued after site inspection/audit by a technical
engineer from the cabling system manufacturer for the Structured Cabling System installed. The warranty
shall cover a minimum of twenty (25) years on the following:

1. Products (patch, panels, wiring blocks, connectors/outlets, faceplates, patch cords)


 Products & Cables Warranty – Covers components against defects in material or workmanship under
normal and proper use.

2. Labor
 Labor Warranty – The Cabling System Manufacturer shall be responsible in any labor works wich
results in any valid warranty claim as to replace or reinstall a defective component.
3. Application
 Application Assurance – Guaranteed performance as specified in TIA/EIA and ISO/IEC standards. Existing
and future applications supported for a channel model warranty include those approved by the institute
of Electronic and Electrical Engineers (IEEE, the American National Standards Institute (ANSI) or the
International Organization of Standards (ISO) that specify compatibility with the cable referenced herein.
Additional applications that are covered by this warranty include those under development for use on
Gigabit Ethernet (IEEE 802.3,802.3ab) and any future Category 6 applications.

FIRE DETECTION ALARM SYSTEM (FDAS)

PART 1 – GENERAL

1.1. GENERAL REQUIREMENTS

A. This section of the specification includes the furnishing, installation, connection and testing
of the microprocessor controlled, intelligent reporting fire alarm equipment required to
form a complete, operative, coordinated system. It shall include, but not be limited to,
alarm initiating devices, alarm notification appliances, Fire Alarm Control Panel (FACP),
auxiliary control devices, annunciators, and wiring as shown on the drawings and specified
herein.

B. The fire alarm system shall comply with requirements of NFPA-72 standard for Protected
Premises Signaling Systems except as modified and supplemented by this specification. The
system shall be electrically supervised and monitor the integrity of all conductors.

C. The system shall be a programmable, addressable closed circuit, electronically supervised,


non-coded, Fire Detection and Alarm System capable of control and monitoring addressable
points.

D. The system shall include but not limited to Fire Alarm Control Panel (FACP) with trouble
horns and strobe lights, manual stations, alarm speakers, automatic detectors, interface
addressable modules, stand-by batteries, Fireman Communication System (FCS) and
Emergency Voice Evacuation System (EVAC).

E. The system shall be wired as Class A system throughout. Wiring between automatic
detectors, manual station and FACP shall be zone addressable via a Class A loop wiringwith
two (2) pairs of wires.

F. The system shall comply with the applicable provisions of NFPA, local building codes, and
meet all the requirements of the local code enforcing authorities.

1.3. SCOPE

A. A new intelligent reporting, microprocessor controlled fire detection system shall be installed in
accordance to the project specification sand drawings.

B. BASIC PERFORMANCE

1. Alarm,troubleandsupervisorysignalsfromallintelligentreportingdevices
shallbeencodedonNFPA(ClassB)SignalingLineCircuits(SLC).

2. Initiation Device Circuits (IDC) shall be wired Class A aspart of an addressable device
connected by the SLC Circuit.

3. Notification Appliance Circuits (NAC) shall be wired Class A part of an addressable device
connected by the SLC Circuit.

4. On (Class A) configurations a single ground fault or open circuit on the system Signaling Line
Circuit shall not cause system malfunction, loss of operating power or the ability to report
an alarm.

5. Alarm signals arriving at the FACP shall not be lost following a primary power failure (or
outage) until the alarm signal is processed and recorded.

6. NAC speaker circuits shall be arranged such that there is a minimum of one speaker circuit
per floor of the building or smoke-zone whichever isgreater.

7. Audio amplifiers and tone generating equipment shall be electrically supervised for normal
and abnormal conditions.

8. NAC speaker circuits and control equipment shall be arranged such that loss of any one (1)
speaker circuit will not cause the loss of any otherspeaker circuit in the system.

9. Two-way telephone communication circuits shall be supervised for open and short circuit
conditions.

C. BASIC SYSTEM FUNCTIONAL OPERATION

When a fire alarm condition is detected and reported by one of the system initiating devices,
the following functions shall immediately occur:

1. The system alarm LED on the system display shall flash.


2. A backlit LCD display shall indicate all information associated with the fire alarm condition,
including the type of alarm point and its location within the premises.
3. Printing and history storage equipment shall log the information associated each new fire
alarm control panel condition, along with time and date ofoccurrence.

4. All system output programs assigned via control-by-event interlock programming to be


activated by the particular point in alarm shall be executed, and the associated system
outputs (notification appliances and/or relays) shall be activated.

1.4. INSTALLER QUALIFICATION

A. Prior to the installation, the Contractor shall submit data for the approval of the
Engineer which will show that the installer/contractor has successfully installed fire
alarm systems of the same type and design as specified herein, or that contractor has a
firm contractual agreement with a sub-contractor having such required experience.

1.5. SUBMITTALS

Submittals shall be a complete set; partial submittals are not acceptable. All references to
manufacturer's model numbers and other pertinent information herein is intended to establish
minimum standards of performance, function and quality. Two copies of all submittals shall be
submitted to the Architect/Electronics Engineerfor review.

A. MANUFACTURER’S DATA

Each item supplied shall be clearly identified on each sheet:

2. Control panel interior wiring diagrams.
3. Point to point wiring diagrams showing the points of connection and terminals used for all
electrical field connection in the system.
4. Installation drawings showing locations and layout of all fire alarm equipment, electrical power
supply panels, wiring counts and conduit runs from the control panel to all associated
equipment.
5. Show annunciator layout, configurations, and terminations.

C. MANUALS
1. Submit simultaneously with the shop drawings, complete operating & maintenance manuals
listing the manufacturer's name(s), including technical data sheets.

2. Provide a clear and concise description of operation that gives, in detail, the information
required to properly operate the equipment and system.

3. Wiring diagrams shall indicate internal wiring for each device and the interconnections
between the items of equipment.

D. SOFTWARE MODIFICATIONS

1. Provide the services of a factory trained and authorized engineer/technician to perform all
system software modifications, upgrades or changes.
2. Provide all hardware, software, programming tools and documentation necessary to modify the
fire alarm system on site.
3. Modification includes addition and deletion of devices, circuits, zone sand changes to system
operation and custom label changes for devices or zones.The system structure and software
shall place no limit on the type or extent of software modificationson-site.

E. CERTIFICATIONS

1. Together with the shop drawing submittal, submit a certification from the major equipment
manufacturer indicating that the proposed supervisor of the installation and the proposed
performer of contract maintenance is anauthorized representative of the major equipment
manufacturer. Include names and addresses in the certification.

F. AS-BUILT DRAWINGS

1. As-built plans shall indicate pathways, pull-boxes ,device and equipment location.

G. SPARE PARTS
1. 5% of each type of detector provided.

1.5. SYSTEM FUNCTION REQUIREMENTS

A. Upon actuation of any manual station detectors, automatic detectors or flow switches, an audible
alarm shall sound at the FACP continuously; a tone generated alarm with pre-recorded message
shall sound at the floor level in alarm condition as well as one floor above and below. The LCD
display at the FACP shall indicate the area in alarm. All operation shall remain in the alarm mode
until the manual station, automatic detector is restored to normal and the FACP reset, upon which
all systems including auxiliaries return to normal operation.

B. The system shall be electronically supervised for all signal initiating circuits, alarm signal sounding
circuits, battery supply circuits and low stand-by battery voltage. Supervision shall also be provided
for loss of normal power supply. Any ground fault and open-circuit condition in any of the above
circuits shall cause an audible trouble signal to sound continuously until the system is restored to
normal at the central control panel or until the signal is silence by a cut-off switch.

C. All signal initiating circuits, signal indicating circuits and trouble signal circuits shall operate on 24
VDC. The main operating power shall be 220 volts AC from building supply mains transformed
through a two-winding isolation type transformer and rectified to 24 volts DC. An auxiliary power
supply for operation of the system in the event of failure of the AC shall be provided. Transfer from
normal to emergency to normal power. Transfer from automatic shall not cause transmission of a
false alarm.

PART 2 – PRODUCTS

2.1. EQUIPMENT AND MATERIAL, GENERAL:

A. All equipment and components shall be new, and the manufacturer's current model. The materials,
appliances, equipment and devices shall be tested and listed by a nationally recognized approvals
agency for use as part of a protective signaling system, meeting the National Fire Alarm Code.

B. All equipment and components shall be installed in strict compliance with manufacturers'
recommendations. Consult the manufacturer's installation manuals for all wiring diagrams,
schematics, physical equipment sizes, etc., before beginning system installation.

C. All equipment shall be attached to walls and ceiling/floor assemblies and shall be held firmly in place
(e.g., detectors shall not be supported solely by suspended ceilings). Fasteners and supports shall be
adequate to support the required load.

2.2. FIRE ALARM CONTROL PANEL (FACP)

A. The FACP shall contain an LCD text display which will indicate the location of the alarm by means of
illuminated alphanumeric text signaling module and power supply.

B. The FACP shall be solid state design with full capability for sensing automatic detectors, and manual
stations and have the provision for integrating with a related Electronic Safety and Security (ESS)
system.

C. The FACP shall be completely programmable equipped with a panel-mounted alphanumeric LCD
text display for fire, fault and reset events showing the date and time with the zone and loop
numbers.

D. The FACP shall have a key operated lock and the case itself shall be protected to detect any
unauthorized attempt at operating it at any time whether or not the system is in the secure or
access mode of operation.

E. The control panel will be powered from a 220 volt, 60 cycle source and will contain all necessary
equipment to constantly charge the battery to ensure its full capacity at all times. In the event of
power failure from the 220 volts, 60 cycle source, the battery will automatically provide power for
the system and the unit shall contain all devices necessary to accomplish automatic changeover and
shall be accomplished automatically and without causing the unit to transmit an alarm. When the
emergency power source is no longer able to supply the necessary energy, the unit will sense this
condition and automatically transmit an alarm to the alarm receiver. If the primary power source is
restored before the battery has been de-energized, the unit will automatically recharge the battery
to its full capacity at the proper rate upon resumption of the primary power source.

2.3. SYSTEM COMPONENTS – ADDRESSABLE DEVICES

A. SMOKE DETECTORS (PHOTOELECTRIC)

1. The detectors shall use the photoelectric (light-scattering) principal to measure smoke
density and shall, on command from the control panel, send data to the panel representing
the level of smoke density.

2. Automatic smoke detectors shall be designed for detection of abnormal smoke densities
and shall have a time delay (to prevent false alarm). The detector shall operate on a multiple
cell concept using a light emitting diode light source. Failure of the LED shall not cause an
alarm condition but shall operate the detectorindicating lamp.

B. HEAT DETECTORS – RATE OF RISE

1. Detectors shall operate to cause an alarm when subjected to temperature greater than
135o F or when the temperature rises at a rate of 15o F per minute.

2. Thermal or heat detectors shall be provided with red LED lamp to indicate detector is
activated. Detector shall be ceiling type design for semi-flush mounting as indicated in the
plans and shall be supported independently of wiring connection.It shall connect via two
wires to the fire alarm control panel signaling line circuit (SLC).

C. DUCT SMOKE DETECTOR

1. The smoke detector housing shall accommodate either an intelligent ionization detector or
an intelligent photoelectric detector, of that provides continuous analog monitoring and
alarm verification from the panel.

2. When sufficient smoke is sensed, an alarm signal is initiated at the FACP, and appropriate
action taken to change over air handling systems to help prevent the rapid distribution of
toxic smoke and fire gases throughout the areas served by the duct system.

D. ISOLATOR MODULE

1. Isolator modules shall be provided to automatically isolate wire-to-wire short circuits on an


SLC Class A or Class B branch. The isolator module shall limit the number of modules or
detectors that may be rendered inoperative by a short circuit fault on the SLC loop segment
or branch. At least one isolator module shall be provided for each floor or protected zone of
the building.

2. If a wire-to-wire short occurs, the isolator module shall automatically open- circuit
(disconnect) the SLC. When the short circuit condition is corrected, the isolator module shall
automatically reconnect the isolated section.

3. The isolator module shall provide a single LED that shall flash to indicate that the isolator is
operational and shall illuminate steadily to indicate that a short circuit condition has been
detected and isolated.

E. ADDRESSABLE CONTROL MODULE

1. Addressable control modules shall be provided to supervise and control the operation of
one conventional NACs of compatible, 24 VDC powered, polarized audio/visual notification
appliances.

2. The control module NAC may be wired for (Class A/B)with a current rating of 2Ato 3A.For
speaker applications the module is rated for 50 watts at 25 or 70.7 Vrms.

3. Audio/visual power shall be provided by a separate supervised power circuit from the main
fire alarm control panel or from a supervised UL listedremote power supply.

F. ADDRESSABLE RELAY MODULE

1. Addressable Relay Modules shall be available for HVAC control and other building functions. The
module shall provide two form C relays rated at up to3 Amps resistive and up to 2.0 Amps
inductive.

2. The relay coil shall be magnetically latched to reduce wiring connection requirements, and to
insure that 100% of all auxiliary devices energize at the same time on the same pair of wires.

G. ADDRESSABLE DRY CONTACT MODULE

1. Addressable monitor modules shall be provided to connect one supervised IDC zone of
conventional alarm initiating devices to one of the fire alarm control panel SLCs.

2. An LED shall be provided that shall flash under normal conditions, indicating that the monitor
module is operational and in regular communication with the control panel.

H. ADDRESSABLE RELEASING CONTROL MODULE

1. An addressable releasing module shall be available to supervise and control compatible


releasing agent solenoids.
2. The module shall be configurable for (Class A/B) and support one 24 volt or two 12 volt
solenoids.
3. The module shall operate on a redundant protocol for added protection.

I. MANUAL PULL STATION

1. Addressable manual fire alarm boxes shall, on command from the control panel, send data
to the panel representing the state of the manual switch and the addressable
communication module status. They shall use a key operated testreset lock, and shall be
designed so that after actual emergency operation, they cannot be restored to normal use
except by the use of a key.

2. Manual fire alarm boxes or pull stations shall be constructed with clearly visible operating
instructions provided on the cover and the word “FIRE” shall appear on the front of the
stations.

3. All operated stations shall have a positive, visual indication of operation and utilize a key
type reset.

2.4. CONDUIT AND WIRE

A. CONDUIT

1. Conduit shall be in accordance with The National Electrical Code (NEC), local and state
requirements.

2. Where required, all wiring shall be installed in conduit or raceway. Conduit fill shall not exceed
40% of interior cross sectional area where threeor more cables are contained within a single
conduit.

3. Cable must be separated from any open conductors of power, or Class 1 circuits, and shall not
be placed in any conduit, junction box or racewaycontaining these conductors, per NEC Article
760.

4. Wiring for 24 volt DC control, alarm notification, emergency communication and similar power-
limited auxiliary functions may be run in the same conduit as initiating and signaling line circuits.

5. Conduit shall not enter the fire alarm control panel, or any other remotely mounted control
panel equipment or backboxes, except where conduitentry is specified by the FACP
manufacturer.

B. WIRE

1. All fire alarm system wiring shall be new.

2. Wiring shall be in accordance with local and national codes (NEC Article 760) and as
recommended by the manufacturer of the firealarm system. Number and size of conductors
shall be as recommended bythe fire alarm system manufacturer, but not less than 18 AWG (1.02
mm) for Initiating Device Circuits, Signaling Line Circuits and Notification Appliance Circuits.

3. All wire and cable shall be listed and/or approved by a recognized testing agency for use with a
protective signaling system.

4. Wire and cable not installed in conduit shall have a fire resistance ratingsuitable for the
installation as indicated in NFPA 70 (e.g., FPLR).

5. Wiring used for the multiplex communication circuit (SLC) shall be twisted and unshielded and
support a required maximum wiring distance. The design of the system shall permit use of IDC
and NAC wiring in the same conduit with the SLC communication circuit.

C. TERMINAL BOX , JUNCTION BOX, CABINETS

A. Allboxes and cabinets shall be approved for use and purpose.

D. Initiating circuits shall be arranged to serve like categories (manual, smoke control, water-flow/flow
switch). Mixed category circuitry shall not be permitted except on signaling line circuits connected
to intelligent reporting devices.

E. The fire alarm control panel shall be connected to a separate dedicated branch circuit, and this
circuit shall be labeled at the main power distribution panel as FIRE ALARM.

2.5. STANDBY POWER

A. Standby system auxiliary power supply capable of operating the FACP smoke detectors and fire
alarm indicating units shall be provided. Upon failure of primary emergency power, the system will
automatically switch to auxiliary power supply without causing a false alarm. Systems that require
any manual intervention to re-start on switch-over to batteries or return to primary power shall not
be acceptable.

2.6. BATTERIES

A. The battery shall have sufficient capacity to power the fire alarm system for not less than twenty-
four hours plus 5 minutes of alarm upon a normal AC power failure.

B. The batteries are to be completely maintenance free. No liquids are required. Fluid level checks for
refilling, spills, and leakage shall not be required.
C. If necessary to meet standby requirements, external battery and charger systems may be used.

2.7. EMERGENCY VOICE ALARM COMMUNICATION SYSTEM (EVAC)

The facility shall have an emergency voice alarm communication system. Digitally stored message
sequences shall notify the building occupants that a fire or life safety condition has been reported.The
Fire Command Center (FCC) shall also support Emergency manual voice announcement capability for
both system wide or selected audio zones, and shall include provisions for the system operator to
override automatic messages system wide or in selected zones.

A. The digital audio message generator shall be of reliable, non-moving parts, and support the digital
storage of at least 16 or 32 minutes of tones and emergency messages, shall support programming
options to string audio segments together to create up to 1000 messages, or to loop messages and parts
of messages to repeat for pre-determined cycles or indefinitely.

B. The audio portion of the system shall sound the proper audio signal(consisting oftone, voice, or tone
and voice) to the appropriate zones.

C. Notification Appliance Circuits (NAC) speaker circuits shall bearranged such that there is a minimum of
one speaker circuit per floor of the building or smoke zone.

D. Audio amplifiers and tone generating equipment shall be electrically supervised fornormal and
abnormal conditions.

E. Speaker circuits shall be electrically supervised for open and short circuit conditions. If a short circuit
exists on a speaker circuit, it shall not be possible to activate that circuit.

F. Speaker circuits shall be either 25 VRMS or 70VRMS. Speakercircuits shall have 20% space capacity for
future expansion or increased power output requirements.

2.8. FIREMAN’S COMMUNICATION SYSTEM (FCS)

The emergency voice alarm communication system shall incorporate a two-way emergency telephone
communication system.

A. Installation shall be in accordance with the NEC, NFPA 72, local and state codes, as shown on the
drawings, and as recommended by the major equipment manufacturer.
B. Two-way emergency telephone communication circuits shall be supervised for open and short
circuit condition.
C. Interface module or means shall be provided to connect FFT voice communications to the speaker
circuits in order to allow voice paging over the speaker circuit from a telephone handset.

PART 3 – EXECUTION

3.1. INSTALLATION

A. Installation shall be in accordance with the NEC, NFPA 72, local and state codes, as shown on the
drawings, and as recommended by the major equipment manufacturer.
B. All conduit, junction boxes, conduit supports and hangers shall be concealed in finished areas and may
be exposed in unfinished areas. Smoke detectors shall not be installed prior to the system programming
and test period.
C. All fire detection and alarm system devices, control panel sand remote annunciators shall be flush
mounted whenlocatedinfinishedareas.
D. Manual fire alarm boxes shall be suitable for surface mounting or semi-flush mounting as shown on the
plans, and shall be installed following the mounting height requirement.

3.2. TEST UPON COMPLETION

The service of a competent, factory-trained engineer or technician authorized by the manufacturer of


the fire alarm equipmentshall be provided to technically supervise and participate during all of the
adjustments and tests for the system. The Contractor shall furnish all instrument, labor and materials for
the test, and a qualified technician to conduct the test.

A. Before energizing the cables and wires, check for correct connections and test for short circuits,
ground faults, continuity, and insulation.

B. Close each sprinkler system flow valve and verify proper supervisory alarm at the FACP.

C. Open initiating device circuits and verify that the trouble signal actuates.

D. Open and short signaling line circuits and verify that the trouble signal actuates.

E. Verify activation of all water-flow switches.

F. Ground all circuits and verify response of trouble signals.

G. Check presence and audibility of tone at all alarm notification devices.

H. Each of the alarm conditions that the system is required to detect should be introduced on the
system. Verify the proper receipt and the proper processing of the signal at the FACP and the correct
activation of the control points.

I. When the system is equipped with optional features, the manufacturer's manual shall be consulted
to determine the proper testing procedures. This is intended to address such items as verifying
controls performed by individually addressed or grouped devices, sensitivity monitoring, verification
functionality and similar.

J. All testing shall be in accordance with NFPA 72.

3.3. OPERATION AND MAINTENANCE MANUALS

A. Submit simultaneously with the as-built drawings, complete operating &maintenance manuals
listing the manufacturer's name, including technical data sheets.
B. Wiring diagrams shall indicate internal wiring for each device and the inter-connections
between the items of equipment.
C. Provide a clear and concise description of operation that gives, indetail, the information
required to properly operate the equipment and system.
D. Operating instructions shall include thorough training procedures and recommended testing for
each item.
E. Maintenance instructions shall include complete trouble-shooting manuals.

3.4. WARRANTY

All work performed and all material and equipment furnished under this contract shall be free from
defects and shall remain so for a period of at least one (1) year from the date of acceptance. The full
cost of maintenance, labor and materials required to correct any defect during this one year period shall
be included in the submittal bid.

A. POST CONTRACT MAINTENANCE

Complete maintenance and repair service for the fire alarm system shall be available from a factory
trained authorized representative of the manufacturer of the major equipment for a period of five
(5) years after expiration of the guaranty.

1. As part of the bid/proposal, include a quote for a maintenance contract to provide all
maintenance, tests, and repairs described below.
a. Systematic examination, adjustment and cleaning of all detectors, manual fire alarm
stations, control panels, power supplies, relays, water-flow switches and all accessories
of the fire alarm system.
b. Each circuit in the fire alarm system shall be tested semi-annually.
c. Each smoke detector shall be tested in accordance with the requirements of NFPA 72.

2. Include also a quote for unscheduled maintenance/repairs or on-call services, including hourly
rates for technicians trained on this equipment, and incidental costs(meals, transportation, etc.)
for each service call. Rates and costs shall be valid for the period of two (2) years after expiration
of the guaranty.

3. Maintenance and testing shall be on a semi-annual basis or as recommended by the


manufacturer. A preventive maintenance schedule shall be provided by the contractor
describing the protocol for preventive maintenance.

B. POST CONTRACT EXPANSION / MOVES,ADDS & CHANGES (MAC)

The contractor shall have the ability to provide parts and labor to expand the system specified, if so
requested, for a period of five (5) years from the date of acceptance.

1. As part of the submittal, include a quotation for all parts and material, and all installation and
testing needed. This quotation shall include intelligent smoke detectors, intelligent heat
detectors, addressable manual stations, addressable monitor modules and addressable
modules.
2. The quotation shall include installation, testing and reprogramming the system. If additional
FACP hardware is required, include the material and service charge necessary to install this
hardware.

3.5. FINAL INSPECTION

At the final inspection, a factory-trained representative of the manufacturer of the major equipment
shall demonstrate that the system functions properly in every respect.

3.6. INSTRUCTION/TRAINING

A. Instruction shall be provided as required for operating the system. Hands-on demonstrations of
the operation of all system components and the entire system including program changes and
functions shall be provided.

B. The contractor and/or the systems manufacturer's representatives shall provide instruction and
operation manual including sequence of operation.

CLOSED CIRCUIT TELEVISION SYSTEM (CCTV)

PART 1 – GENERAL

1.1. GENERAL REQUIREMENTS

A. The intent of this specification is to provide a complete security system, (CCTV). All equipment, devices
and installation materials required to fulfill the above shall be furnished whether or not specifically
enumerated herein or on the electronic plans. The specification covers minimum requirements and is
not intended to preclude provision of equipment or methods that exceeds the requirements.

B. The Contractor or Installer shall furnish and install a Closed Circuit Television System (CCTV) as shown in
the plans and drawing .The installation shall comply with applicable codes and standards and governed
by existing rules and regulations of the locality or Local Government Unit (LGU) and other concerned
agencies.

C. For IP-CCTV, the system shall be wired as Structured Cabling System (UTP cabling) while for analog CCTV,
the wiring shall be coaxial (RG 59) cabling.

D. All materials and equipment to be furnished shall be the standard products of a manufacturer regularly
engaged in the production of such equipment and shall be listed by Underwriter’s Laboratories, Inc., CE,
or shall be in conformance to established standards.

E. All materials and equipment to be furnished shall be the standard products of a manufacturer regularly

F. The contractor or installer shall furnish and install a security system as shown in the plans and drawings
and equipment lists presented here shall summarize the main content of the security system. The
contractor shall be responsible for ensuring that a complete, satisfactory and working system is
provided.

G. The contractor or installer shall be responsible for the installation, technical supervision, testing and
commissioning of the CCTV system and works shall be done under direct or immediate supervision of a
duly-licensed Electronics Engineer.

1.2. INSTALLER QUALIFICATION

A. The intent of this specification is to provide a complete security system, (CCTV). All equipment, devices
and installation materials required to fulfill the above shall be furnished whether or not specifically
enumerated herein or on the electronic plans. The specification covers minimum requirements and is
not intended to preclude provision of equipment or methods that exceeds the requirements.

1.3. SUBMITTALS

Submittals shall be a complete set; partial submittals are not acceptable. All references to
manufacturer's model numbers and other pertinent information herein is intended to establish
minimum standards of performance, function and quality. Two copies of all submittals shall be
submitted to the Architect/Electronics Engineer for review.

PART 3 – EXECUTION

3.1. INSTALLATION

A. The Contractor shall carefully follow instructions in documentation provided by the manufacturer to
insure all steps have been taken to provide a reliable, easy-to-operate system.

B. All equipment shall be tested and configured in accordance with instructions provided by the
manufacturer prior to installation.

C. All firmware found in products shall be the latest and most up-to-date provided by the
manufacturer, or of a version as specified by the provider of the Video Management Application
(VMA) or Network Video Recorder (NVR).

3.2 TESTING , COMMISSIONING AND ACCEPTANCE


The Contractor shall furnish labor and materials for the testing and commissioning of the Closed Circuit
Television System (CCTV).

A. At the conclusion of the installation a preliminary walkthrough with the installation contractor will be
performed to check for installation quality, accurate performance of the work, and to verify engineering
diagrams. Any modifications to the documentation or the installation that may be required shall be
accomplished within a specified period by the customer.

B. A. The service of a competent, factory-trained engineer or technician authorized by the manufacturer of


the CCTV system shall be provided to technically supervise and participate during all of the adjustments
and tests for the system.

C. "Customer Acceptance" shall consist of a final walkthrough with the installation contractor. The walk
through shall be scheduled within three weeks of the completion of the installation in order to turn the
project and documentation over to the end-user.

D. When the contract is considered to be complete, “Practical Completion” will be effective after thirty
consecutive days of uninterrupted, fault free operation Practical Completion.

3.3 OPERATION AND MAINTENANCE MANUALS

On completion of the contract, and before the issue of a Certificate of Completion, the contractor will provide a
full set of manuals and operating instructions, this to include comprehensive descriptive brochures and technical
manuals for all equipment forming part of the contract. It should include as-fitted wiring and schematic
diagrams.

A. Submit simultaneously with the as-built drawings, complete operating & maintenance manuals listing
the manufacturer's name, including technical data sheets.
B. Wiring diagrams shall indicate internal wiring fo reach device and the interconnections between the
items of equipment.
C. Provide a clear and concise description of operation that gives, indetail, the information required to
properly operate the equipment and system.
D. Operating instructions shall include thorough training procedures and recommended testing for each
item.
E. Maintenance instructions shall include complete trouble-shooting manuals.

3.4 TRAINING

Training shall be provided by the installer or product manufacturer free of charge to the assigned personnel for
proper operation of equipment.

3.5 WARRANTY

All work performed and all material and equipment furnished under this contract shall be free from defects and
shall remain so for a period of at least one (1) year from the date of acceptance. The full cost of maintenance,
labor and materials required to correct any defect during this one year period shall be included in the submittal
bid.

A. Contractor warrants that all work furnished (material and labor) under this Contract will be of good
quality, free from faults and defects, and in conformance with the project drawings and specifications.

B. Contractor shall provide parts and labor guarantee on all CCTV works. Unless otherwise specified herein,
contractor’s guarantee on labor shall be for a period of one year from date of acceptance. Contractor’s
guarantee on the camera shall be for a period of one year from the date of acceptance.

C. Contractor’s guarantee shall cover all costs associated with troubleshooting, repair, and replacement of
defective work, including costs of labor, transportation, lodging, materials, and equipment.

D. Guarantee shall not cover any damage to material or equipment caused by accident, misuse,
unauthorized modification or repair by [Client], or acts of God.

E. Contractor shall promptly respond to [Client]’s requests for service during the guarantee period.
Contractor shall provide repair service as soon as reasonably possible upon request from [Client], but in
no case shall service response exceed 4 hours from time of request.

CABLE ANTENNA TELEVISION (CATV) SYSTEM

1.1 GENERAL REQUIREMENTS

This document is issued as a request for quote for the supply and installation of the CATV/IPTV cabling
system. The cabling system shall support present cable television system and Broadband CATV or IPTV
system within the customer premises. This document describes the cabling system and general
requirements to be delivered by the certified cabling system installer or contractor.

The bids must be based on the information and data contained herein as well as any addenda if required
or issued by the customer. Examples include but are not limited to:

 Building size and work area or room layout

1.2 SCOPE OF WORK

1.3 INSTRUCTION TO BIDDER

The Bidder shall consider the nature and amount of work to be done as well as the difficulties involved
in its proper execution.

A. The bid shall include all costs deemed necessary to cover all contingencies essential to the
installation of the specified system.

B. The drawings and specifications are intended to complement each other. Anything shown on
the drawings but not mentioned in the specifications and/or proposal form, or vice versa, or
anything not expressly set forth in either, but which is implied, shall be deemed to be included
and furnished without extra payment.

C. Any cost encountered, which is not specifically itemized in the bid, shall not be incurred unless
specifically agreed upon, in writing.

D. No additional compensation will be allowed for extra work incurred on the part of the
Contractor due to the bidder’s failure to notify any existing condition which may cause

A coaxial cable has a solid copper or copper-clad-steel centre conductor surrounded by a nonconductive
dielectric insulating material. The dielectric is surrounded by foil shield/s and/or copper braid/s which form the
outer conductor and also shield against electromagnetic interference (EMI) and the outer conductor or shield is

A. COAXIAL CABLE (RG-6 QUAD SHIELD)

 RG-6 Quad-Shield is the minimum requirement under the latest standard for digital TV antenna cabling ,
cabling for apartments/units (MATV), distribution of Cable TV (CATV) and Satellite TV (SATV) in
residential or commercial premises.
 Coaxial cables identified with an RG designation for video applications shall have a nominal impedance
of 75 ohms.
 Coaxial cable shall be Underwriter Laboratories (UL) listed and be made by an ISO 9001 and 9002
Certified Manufacturer.

B. F-TYPE COAXIAL CONNECTOR

 F-Type connectors are used for CATV, SATV and Digital TV in conjunction with RG-6 cables. The copper-
clad-steel inner conductor of the cable forms the inner "pin" of the connector.
 Crimp - type connector shall be used to provide a reliable connection in comparison to a twist-on type
connector.
 F-type connectors are also known as F-6 connectors and are specified by IEC standard IEC60169-24.

cable pathways or cable, the contractor shall survey the site to determine job conditions will not impose
any obstructions that would interfere with the safe and satisfactory placement of the cables.

3.2. CABLE PATHWAYS

A. Pathways shall be designed and installed to meet applicable local and national building and
electrical codes or regulations.
B. Grounding, earthing and bonding of pathways shall comply with applicable codes and regulations.
C. Pathways shall not have exposed sharp edges that may come into contact with telecommunications
cables.
D. The number of cables placed in a pathway shall not exceed manufacture specifications, nor, will the
geometric shape of a cable be affected.

3.3. GROUNDING

A. Communications grounding, earthing and bonding shall be in accordance with applicable codes and
regulations. It is recommended that the requirements of ANSI/TIA/EIA-607, or both be observed
throughout the entire cabling system.

3.4. FIRESTOPPING

A. Apply fire-rated materials into penetrations in fire rated barriers such as penetration to floor slabs in
the telecommunication riser/chase to establish the fire-resistance rating and also to avoid fumes or
gases from escaping or penetrating thru the barrier.

3.5. TESTING

A. Testing of cable channels shall be performed prior to system cut-over

3.6. PLANS AND DRAWINGS

As-built drawings shall be supplied by the contractor showing the locations & identifiers for:

A. Horizontal cable routing and terminations


B. Backbone cabling layout
C. Pull-box and pull points

3.7. RECORDS

All records shall be created by the installation contractor and turned over at the completion of work.
The format shall be computer based and both soft copies and hard copies shall be part of the as-built
package.

3.8. WARRANTY

A. A one (1) year repair or replace warranty of the products (cables and connecting hardware) when
coaxial cable is installed for the CATV system

B. A twenty (25) year system warranty certificate shall be issued after site inspection/audit by a
technical engineer from the cabling system manufacturer for the Structured Cabling System (for
broadband CATV/IPTV) installed. The warranty shall cover a minimum of twenty (20) years on the
following:

 Products & Cables Warranty – Covers components against defects in material or


workmanship under normal and proper use.
 Labor Warranty – The Cabling System Manufacturer shall be responsible in any labor works
which results in any valid warranty claim as to replace or reinstall a defective component.
 Application Assurance – Guaranteed performance as specified in TIA/EIA and ISO/IEC
standards. Existing and future applications supported for a channel model warranty include
those approved by the Institute of Electronic and Electrical Engineers (IEEE, the American
National Standards Institute (ANSI) or the International Organization of Standards (ISO) that
specify compatibility with the cable referenced herein.
