CHAPTER I

PROJECT BACKGROUND AND DESCRIPTION

This chapter confers with the conceptualization of the proposed design project,

determines its practical considerations, provides its overview as recognized by the

proponents, project location and its profile, the problem and its background. Lastly, the

objectives in conducting the study of “Proposed Design of Sports Center in Brgy.

Buhynasapa San Juan Batangas” T

A. Project Background

One of the leisure of entertainment for Filipinos is sports. Most common sports

such as basketball and volleyball are popular and have been continuously bringing pride

and glory to their co-Filipino that the Philippines made a name in the international scene

of sport. Other kinds of sports such as swimming, football, and rugby are also making

headlines and gaining popularity recently. Filipinos are very supportive of their fellow

Filipino athletes and teams that stamp their mark in the other country and prove to be the

best among the best.

Sustainability and development of the country’s most embraced sports are one of

the necessities for the nation to gain international recognition. Sports and arts are the

lifeblood and soul of a nation. It is not only a pass time or a hobby for an individual, that

it can create many opportunities and can be a reflection of one’s heart desire in doing this

thing. And for this generation, sports and recreation are one of the well-known

diversions, especially for the youth.


San Juan, Batangas, a municipality that held many sports events and programs in

their town. The place is known for the sports volleyball that they born a national pride

that creates a history for being volleyball stars local and international. She is Alyssa

Valdez also known as a queen of the university volleyball and now an inspiration because

of all her achievements in life.

The municipality of San Juan provided a gymnasium and was found in front of

the current municipal hall, the site was acquired during the term of Don Juan R. Quizon

in the year 1919-1922, he is also the one who acquired the site. The said gymnasium is

where some various events such as cultural, sports, and municipal activities are being

held but due to the growing population and demands of the venue, the existing municipal

gymnasium is not sufficient to accommodate the participants and spectators. According

to Engr. Jon Louie Salapare, one of the Engineers in the Municipal Engineering Office,

the existing gymnasium has currently 1500 seating capacity used by different events

wherein not enough based on last year's teacher’s day activity, it happened that the venue

become overcrowded and some spectators stood outside the event hall.

According to the interview with the Municipal Councilor and also the one who is

in charge of the site development plan of the proposed sports complex, Mr. Alvin John O.

Samonte, he told the proponents that the municipality of San Juan lacks in sports

facilities and event halls. The existing gymnasium can't accommodate all the indoor

games as well as all the guests and participants during events like municipal meet and

other sports-related programs. It causes some problems and delays in the events because

they need to find other places that fit the games in line with that it also has poor

ventilation. The municipal administrator became aware of the issue, and since San Juan is
one of the uprising municipalities of Batangas they have to catch up in terms of sports

facilities and event halls.

Knowing that the gymnasium held events, programs, and sports-related activities,

they needed a space for the parking lot for the guests and other attendees. And as seen in

the photo above, the space for the current parking lot is insufficient for its capacity that

the side space of the national road was also used.

Despite this lack of space, the residents in the town are still eager to watch and

attend some events held in the plaza. As the population grows faster, the chance in the

growth of athletes, spectators, residents of the said municipal also increases.

Table 1 show that the maximum population of the residents in San Juan, Batangas

from the year 2019-2020 has a population growth rate of 1.64%. Also, the table implies

that the population growth rate increases yearly by an average of 0.82%. After 10 years,

the population of San Juan, Batangas is estimated to be 116, 670 residents.

Based on different research, observations, and interviews of local agency and

officials, the proponent can state that the town needed a sports center for the

accommodation of all sports with complete and advance space in a sustainable and

innovative approach that will meet local and international standards on sports and

recreational related activities and facilities. Through this approach, more facilities will be

provided and it will sustainably maximize the land while serving its function.

Given the inevitable growth of the target user, the proponents have proposed a site

development plan for the sports center and recreational area. The proposed project is

situated within the municipal government center with a total area of 7.9085 hectares in

Brgy. Buhaynasapa, San Juan, Batangas. The location has an ongoing construction of a
new municipal hall and evacuation center. The municipal center has a lot area of

approximately 4.3 hectares and 0.4 hectares for the evacuation center.

The proposed sports center is composed of a four-storey sports complex with a

minimum capacity of 4800, three-storey accommodation building, parking lot, track &

field oval with a grandstand, two outside covered courts, two elevated water tanks for the

water supply. Lastly, the project included the design of the perimeter fence and drainage

system with an allotted area by the Municipality of San Juan of approximately 3.1

hectares.

Skills acquired from Steel and Timber Design, Reinforced Concrete Design and

Geotechnical Engineering will be used in designing the sports complex, covered courts,

accommodation building, and grandstand. Water Resources Engineering will be applied

in designing the elevated water tank and drainage system. Lastly, the material, cost and

labor estimate will be carried out using the knowledge from Construction Methods and

Project Management course.

B. PROJECT LOCATION

San Juan is a coastal municipality in the province of Batangas from the island of

Luzon. It has an estimated elevation above sea level of 19.0 meters and situated at 13 °

49’ North, 121 ° 24’ East (13.8246, 121.3962). It is approximately 43 kilometers east of

Batangas City, the provincial capitol, and about the same distance southwest of Lucena

City, the capitol of Quezon province, and about 120 kilometers south of Metro Manila. It

is composed of 42 barangays with the total land area of 273.40 square kilometers which

constitutes 8.76% of Batangas's total area making it as the 2 nd largest municipality in the
province. The Municipality of San Juan is bounded by the forest mountains and hills of

Lobo and Rosario in the western side, Tayabas bay bounded the east part, Verde Island

passage in the southern and Municipality of Candelaria in the north part. According to

2015 census it has 108,585 population which provides a computed population density of

397 inhabitants per square kilometer or 1,029 inhabitants per square mile.

The proposed project is located at brgy. Buhay na Sapa, San Juan, Batangas.

Buhay na Sapa is situated at approximately 13.7930, 121.4047 with an estimated

elevation of 18.9 meters above sea level. The location has a distance of 4078.08 meters

from the BLLM No. 1, Municipality of San Juan. It has a direct access to the national

road and barangay road.

The location of the project will be at the back part of the Municipal Government

Complex. The total lot area of the Municipal Government Complex is 79,085.00 square

meters which has an ongoing construction of municipal hall with its parking area and also

there is an ongoing construction of evacuation center. The proposed sports center will

take 31818.7126 square meters of the lot.

Figure 4 and 5 shows the actual photo of on-going construction of Municipal Hall

and Evacuation Center as of September 19, 2020. The Municipal Hall has a floor area of

approximately 2100 square meter and expected to complete the balance of work for the

entire project within 200 calendar days once the final budget is released. The Evacuation

Center has a floor area of 1445 square meter and the target completion date is November

15, 2020.

Figure 6 shows the actual photo of the location of the proposed project as of

September 19,2020 . The location have been cleared from trees but bushes are now to be

seen.

C. OBJECTIVES OF THE STUDY:

The project entitled “Proposed Design of Sports Center at Brgy. Buhaynasapa San

Juan, Batangas” aims to propose and develop a comprehensive, detailed engineering

design of a sports center that complies with the requirements and standards of the

National Structural Code of the Philippines 2015 (NSCP 2015) and National Building

Code of the Philippines (NBCP)

It specifically aimed:

1. To suffice the inadequacy of facilities and decipher the current issues and

problems of the current facility and meet all of them in the proposed facility.

2. To cater more sports facilities and maximize the land, to develop social

condensers that bring together different social classes.

3. To provide a set of plans such as Architectural plans, structural plan,

plumbing layout, electrical layout and Perspective layout of the following

structures:

a. Four-Storey Sports Complex

b. Three-Storey Accommodation Building

c. Track & Field Oval with Grand Stand

d. 2- covered court

e. Perimeter Fence

f. 2- Elevated Water Tank


g. Drainage System

4. To provide the design computation for structural components which complies

with the National Structural Code of the Philippines 2015 (NSCP), National

Building Code of the Philippines (NBCP) and other design manual with

consideration to the structural analysis

5. To provide a detailed project management for the proposed project which

includes:

a. Construction Schedule

i. Gantt Chart

ii. Critical Path (CPM) Method or Pert

iii. Manpower Levelling

iv. S- Curve

b. Project Cost Estimate

i. Detailed Unit Price Analysis

ii. Bill of Quantities
