Discussion on New Normal and
Minimum Health Standards
DepEd Secretary Briones on her press conference last, May
11, 2020

We are entering a new ERA wherein there will be new


“normal” ways to follow things and the public must adhere
strictly.
As per Press. our DepEd Secretary, she said that we need to
start facing our fears and our anxiety in this present situation
and lastly we should start accepting changes in this “New
Normal” situations.

Recommendations and Guidelines against Covid 19 for
DepEd Offices, Schools and Facilities

1. Pursuant to
• DM No. 043, s. 2020 or guidelines on the alternative work
arrangements in the Department of Education in light of the
COVID-19 stringent social distancing measures,
• DM No. 015, s. 2020, or the first set of policy directives of the
DepEd Task Force COVID-19 and
• DTFC-19 Memo No. 25, s. 2020 or the minimum standards for
social distancing baseline Protocols to be observed in the
workplace travel and home and private space and time of
deployed personnel during the enhanced community
quarantine,
this office through the School Governance and Operations
Division- School Health Section announces the different
recommendations and measures for the fight against COVID-19
for different DepEd offices and school classrooms and facilities.

2.This aims to implement different measures that will help in


preventing and lessening the risk of acquiring and
transmitting the COVID-19 disease infection among all the
DepEd personnel, teaching and non-teaching staffs and
learners from the division office and school classrooms and
offices.

3.The School health unit has outlined different


recommendations and proposed different measures to be
followed against COVID-19 at the division office and schools.
The measure presented here are based on the current
recommendations by the DOH and DepEd and may change
as authorities learns more about the disease. Further
measures released by the DOH and DepEd in lieu with the
recommended actions shall still be followed. See enclosure
no.1 and 2 for the Division office and school
recommendations.

4. All are instructed to follow guidelines and practice self-


protecting measures as advised by proper authorities and
government agencies.

5. The school health team with point person assigned to


each district shall collaborate with the schools in the
implementation of different guidelines and measures. This
shall be led by school head together with the OK sa DepEd
school TWG and school disaster and risk reduction
management coordinator. For questions and query, you
may contact your assigned division nurse of your
school/district.

Upon resumption of work and classes, these measures are expected


to be implemented at the school level. However, suggestions, ideas
and best practices are welcome in order further enhance our efforts
against the pandemic disease. School heads shall discuss these
measures and guidelines with their OK sa DepEd school technical
working group, disaster and risk management coordinators and
assigned division school health personnel.

• No face mask, no entry policy. Use of face shield is also


highly encouraged.
• Identification of high risk to low risk employee
• Physical Distancing Distancing must be practiced, at least
6 feet or 2 meters of distance. Social distancing must still be
observed at each office. Tables must be set at least 2
meters apart on each offices and faculty rooms.
• Disinfection of hands with use of alcohol, soaking of shoes
on zonrox solution foot bath before entering a room.

• Changes in workplace policies and procedures. Proposed


skeletal workforce for employee who can still function on a
work from home set up or as scheduled and deemed
necessary by the school head.
• Policies on alternative working arrangements, like limiting
employee access, consider strategies to minimize face to
face contact, phone-based communication,
teleconferencing, work from home, shifting, etc.

• Information dissemination (e.g. Posting signs, automated


messaging etc.) about COVID-19.
• There must be no gathering during lunch breaks at school
canteen and other areas.
• No sharing of food & personal utensils.
• Less talking among each other is advised. Plastic sneeze
guards shall be installed at all areas (e.g. offices, canteens,
etc.) where frequent verbal communication is needed.
• Use lesser jewelries and accessories in the body are
encouraged.

• Bringing of personnel hygiene kits and performance of


hygiene practices at all times.
• Personnel must clean and disinfect his/her work area before
starting to work and before leaving the area.
• Provision of masks for personnel and for learners who can’t
afford to have. Personnel may bring his or her own masks for
own personal safety.
• Installation of physical barriers such as clear plastic sneeze
guards. These must be placed on offices were frequent
personnel transaction and communication is present.

• Increasing ventilation or installing air filters, negative


pressure ventilation if possible.
• Open air is advised. Windows are encouraged to be open
so that air will be free flowing.
• Access to handwashing facility, soap and water inside of
each offices and school premises shall be made readily
available.
• Parents are not allowed to go inside the school promises
during class dismissal and breaktime to avoid
overcrowding of people.
• Personnel who are sick are advised not to go to the
school. However, if the person is inside the school already,
he /she must be attended at the school clinic, nearest
health center or health facility of his/her choice. Personnel
must present a medical clearance to the school head
indicating fit to work prior to reporting back to work.

• No mask no entry policy. In case that learners don’t have a


mask, the school shall provide masks for the students for the
safety of everyone. Cloth masks will suffice but it should
have at least a sheet of tissue beneath for added
protection. However, it shall be communicated by the
class adviser to the student’s parents on the importance of
having own masks by each student. Face shields is also a
necessary protective equipment’s for learners and is also
encouraged upon availability.
• Social distancing must be performed still inside the
classroom. A minimum of 2 meters shall be maintained in
between each learner.

• Exact number of chairs for the number of students shall only


be available inside each class rooms.
• Marking lines inside each class rooms shall also be placed
to determine and maintain the social distance.
• Learners must wear a comfortable learner’s attire.
However, wearing of long sleeves shirts is not advised.
Learners are also encouraged to use close shoes for added
protection.
• The school head together with the class adviser shall make
a contingency plan on the possible schedule, class room
arrangements, and physical set up inside the classroom.

• Foot bath with disinfectant solution must be placed upon
entry to the class rooms.
• There must be no gathering during lunch breaks and
recess. Strictly no sharing of food & personal utensils among
personnel and learners. Learners must be advised to bring
own food or packed lunch at the classroom as much as
possible to avoid crowding at canteen area.
• No borrowing of personal belongings including pencils,
pens, crayons and other material among other learners.
• Open air is advised. Windows are encouraged to be open
so that air will be free flowing.
• Utilization of entrance and exit doors at offices and
classrooms if applicable. This is to practice safe entry and
exit if personnel and learners.

• Access to handwashing area with soap and water inside


each classroom is highly encouraged. Presence of alcohol-
based disinfectant is also advised. Leaners may bring their
own hygiene personal hygiene kits.
• Each classroom shall be cleaned and disinfected before
and after class session.
• Adviser may ask for help from maintenance or volunteer
from parents.

• Learners who are found to be sick are advised not to go to


the school. However, if the learners are inside the school
already, he /she must be attended at the school clinic or
nearest health center/health facility with his/her parents,
legal guardian or immediate family relative.
