1.1 Introduction
The purpose of this Construction Method Statement is to outline our approach to managing
the installation and construction works for the new car lift at Debenham House, Addison
Road, W14 8DJ as part of its planning application.
This document includes specific reference through the attached reports (index provided)
on site establishment, logistics and the process of managing the overall environment
surrounding the car lift and drive leading to it. The title of each report states the
contents and purpose. The plan ensures that the works cause the minimum disruption
to the adjacent residents with a safe working and living environment. No work is scheduled
or anticipated on the fabric of the original Debenham House (A Grade 1 Listed Building).
The plan will be constantly reviewed and any changes and or improvements will be added
and agreed with the Council and the plan revised and re-issued.
All related issues are contained in individual reports listed in the index and associated
drawings.
These proposals are to enable all interested parties to understand the nature of the works
and the various construction activities associated with the development.
Formal approvals and activity methodology approaches are addressed in detailed reports
as attached. Liaison with the neighbours and interested parties continues throughout this
phase of the Debenham House project, as information is updated and the project
develops. Particular attention h a s b e e n a n d will be paid to ensure that the neighbours
are kept informed as to progress.
The information provided in this document is an overview of the key project activities on the
car lift installation of Debenham House.
This Plan will be used as the background for the detailed construction method and risk
assessments and will be included in all specialist trade contractor portions of the works.
The project consists of the excavation of the lift shaft, creation of the concrete lift shaft
walls, installation of the lift equipment, installation of the associated electrical control
equipment including all safety equipment to comply with Health and Safety regulations,
and completing the passageway from the lift to the underground parking as built.
The property and surrounding gardens of Debenham House no 8 Addison road sit on Addison
Road between the A402 (Holland Park Avenue) to the north and the A315 (Kensington High
Street) to the south. It is detached from surrounding property apart from the wall to the south
of the south wing which adjoins the neighbouring property as seen below.
The works are scheduled to commence in the latter half of March 2016, and due for
completion May 2013. The key elements of the project are as follows
• Site setup.
• Stripping out works
• Substructure: structural slab
• Steelwork construction.
• Internal services and finishes.
• External works.
The following sections outline the key elements for consideration. This document
defines in outline the systems that manage, control and mitigate any impact on the local
community and infrastructure. The various reports recognise fully that Debenham House is in
a residential area and is an important Grade 1 Listed Building.
4.2 Communication
The site is within a residential area. DB8 recognises that maintaining good neighbourly
relations is assisted greatly by good communication, and by keeping third parties
regularly informed of site activities likely to impact on adjoining residents. DB8
continues to listen to reasonable concerns and by demonstrating a considerate and
professional approach to maintain a well-balanced relationship.
DB8 continues to maintain communications with the resident’s association and is an active
supporter of it.
DB8 is registered with and complies with the requirements of the Considerate Constructors
Scheme on the project. All works including excavation will be carried out in accordance
with the Considerate Constructors Scheme and in such a way as to minimise the impact on
the local environment and amenities. Materials will be re-cycled wherever possible.
A contact board continues to be displayed outside the site providing contact details. This
will include names and telephone numbers of key construction staff that neighbours and
the general public can contact should they have cause to do so.
A complaints / contact book will be kept on site, which will be used to record details of any
complaints. This will include the name of the person making the complaint, the date, time
and nature of the complaint and the action necessary to resolve the complaint. The
complaints book will be reviewed daily to ensure that any complaints are dealt with and
resolved promptly (sample below).
A solid hoarding is already erected to the frontage of the site. The hoarding will be kept in a
clean and tidy condition throughout the works.
A site office and welfare facilities are established on site. Professional cleaners maintain all
facilities on site on a daily basis.
For the initial enabling works DB8 Projects will not be the Principal Contractor. However the
works will be controlled in a manner as if DB8 Projects was the Principal Contractor.
4.2.1 Access:
Access to the site will be from Addison Road via the existing pedestrian front gate. There
is no access from the rear of the site.
A parking bay will occasionally need to be suspended at certain times to allow good
access adjacent to the site. The necessary arrangements will be made with the Royal
Borough of Kensington & Chelsea at the appropriate times. DB8 will pay for the appropriate
bay suspension licences and also notify the Borough when the bays are not needed.
4.2.2 Construction Traffic Management: (Please see separate detailed Construction Traffic
Management plan from Alan Baxter & Associates)
DB8 will ensure that all heavy vehicle traffic is limited to times outside of the rush hour,
namely between 10 am and 3 pm, Monday to Friday.
DB8 will liaise with the other Main Contractors operating in the geographically nearby area
to ensure, so far as is reasonably practical that deliveries and other construction operations
are coordinated to minimise any negative impact on the residents and users of the road.
Deliveries will be managed on a ‘just-in-time’ basis. Deliveries will be carefully planned, pre-
booked and managed on site to ensure no back up of vehicles in Addison road and timed to
minimise disruption to neighbours. This is detailed in the Construction Traffic Management
Plan (CTMP).
All deliveries to site will be undertaken with full regard paid to:
• Pedestrian and vehicle directional signage – suitable barriers will be erected when
deliveries arrive to prevent pedestrians accessing the unloading area.
• Mobile plant will only be operated by a Competent Person with a Banks Person in
attendance to direct movements
Consultation with Royal borough of Kensington and Chelsea ( R B K & C ) will continue
throughout the project to ensure:
Contact names and telephone numbers are made available in case of out of hour’s
emergencies relating to the site. This information will be displayed on the hoarding.
DB8 have implemented procedures to protect the site from fire, which include the
following:
A Site Fire Safety Co-ordinator is appointed to assess the degree of fire risk and
formulate a Site Fire Safety Plan, which will be updated as necessary as the works progress
and also includes the following:
4.2.5 Security:
All site personnel have to sign in on arrival and sign out before leaving the site. This is
incorporated into the site rules and included as part of the site induction process.
A Construction Health and Safety Plan is prepared for the works in accordance with the
CDM Regulations. Risk Assessments have been developed and agreed. Sub-contractors
detailed method statements will also be produced and safe methods of work established
for each element of the works related to the car lift installation.
Site inductions are held for all new site personnel to establish the site rules and to
enforce safety procedures. All site personnel are required to read the emergency
procedures when signing in for the first time, and sign to the effect that they have read the
procedures. These include any relevant neighbourly issues.
4.2.7 Scaffolding:
All scaffolding will be erected in accordance with the approved code of practice and SG4.5
A Small 360° excavator will be used to excavate the location for the new vehicle lift shaft.
Excavated material will be transported by dumper to the perimeter of the site for collection
and removal by the grab lorry. A Brokk machine will be used to break out the lift slab and
surrounding slab Where the slab is close to any of the building fabric, a hand operated
hydraulic breaker will be used by an operative under strict supervision of a site manager or
site supervising architect.
The site will be kept in a clean and safe condition. The areas adjacent to the site will be
regularly inspected and any rubbish or litter removed. Dependent upon weather and the
state of the spoil, all pavement areas will be kept clean by pressure washing and highway by
pressure washing and/or mechanical cleaner. DB8 is aware of restrictions on the disposal of
waste into the sewer system and, in particular, any surplus concrete washings. All cleaning
or waste disposal is fully compliant with RBK&C’s policies.
Offloading will generally be direct from vehicles onto the site. Materials will not be stored
on public footpaths.
Waste and rubbish will be regularly removed from site and not allowed to accumulate so as
to cause a safety or fire hazard.
Activities that have the potential to cause dust will be carefully monitored and dust
reduction methods employed. This will include water spray, dust abstraction and localised
screening where appropriate.
4.2.10 Utilities:
The utilities (water, electric, gas and telephone lines) are not shared with any adjacent
property. Where service ducts, pipes or cables require replacement because of age and
condition as directed by the appropriate suppliers, the services will follow existing routes.
No new holes will be required.
All excavated materials will be removed from site only by a licensed waste contractor
discharged via Addison road using grab lorries.
All waste from this site will be dealt with in accordance with the waste duty of care in
section 34 of the Environmental Protection (Duty of Care) Regulations 1991 (b): and
materials will be handled efficiently and waste managed appropriately
DB8 policy is to minimise waste and recycle as much material as possible. Due to the
limited space on site waste will generally be sorted for recycling at a waste transfer
station. This element of the works will be carried out by one of our licensed sub-
contractors specialising in waste management.
Dust
Very little of the construction involves dust. However, the following measures will be
considered as appropriate to mitigate the impact of dust due to the construction activities:
Site set-up to be planned to ensure where possible dust creating activities are located away
from any sensitive areas;
Concrete breaking and similar activities will use water as a dust suppressant;
All loads entering and leaving the site will be covered where appropriate;
All non-road mobile machinery will utilise ultra-low sulphur tax exempt diesel, where
available;
All road vehicles will be requested to comply with set emission standards;
Cutting equipment will use water as suppressant or have a local exhaust ventilation system;
A method statement will be developed as part of this Construction Management Plan prior
to the works commencing to minimise gaseous and particulate emissions generated during
construction.
We are fully aware of the sensitivities of those occupying the adjacent properties to noise.
All reasonable steps will be taken to minimise any disruption to adjacent occupiers by noisy
activities.
Where it is necessary to carry out noisy activities, these will be identified well in advance
and the timing agreed prior to commencement.
Operatives working in noisy areas will be monitored to ensure they are wearing the
necessary protective equipment and that they are not exceeding their permitted exposure
periods.
Electrically operated plant will be used where practical. DB8 will ensure all plant used on the
site will be effectively silenced.
Where it is necessary to carry out noisy activities these will be carried out in accordance
with RBK&C requirements and in consultation with any affected residents.
