EXECUTIVE ORDER NO. 003


Series of 2016

AN ORDER CREATING THE INVENTORY TEAM OF THE LOCAL


GOVERNMENT UNIT OF GAMU, ISABELA

WHEREAS, Article 439 of the Implementing Rules and Regulation of


Republic Act 7160 otherwise known as the Local Government Code of
1991provides that the head of office shall be primarily accountable for all
supplies and property assigned or issued to his department or office;

WHEREAS, State Auditing Code of the Philippines provides that all


resources of the government shall be managed and safeguarded against
improper or illegal disposition;

WHEREAS, existing regulation provides that the Local Chief Executive


shall require the periodic physical inventory of supplies and property within his
jurisdiction;

WHEREAS, one of the findings of the Audit Team of the Commission on


Audit assigned in the Municipality is the non- conduct of physical count of
Property, Plant and Equipment (PPE) and the non- submission of annual
Report on the Physical Count of PPE;

WHEREAS, one of the purposes of the conduct of physical count of PPE


is to determine the actual conditions thereof;

NOW THEREFORE, I, NESTOR M. UY, Municipal Mayor of Gamu,


Isabela by virtue of the powers vested in me by law do hereby order the
creation of the Inventory Team of the Local Government Unit of Gamu, Isabela
as follows:

Section I. COMPOSITION
Chairman: Ms. JOYCELYN U. NADRES Municipal Administrator
Vice- Chairman: Mr. JOAQUIN A. ACCAD, JR. Municipal GSO
Members: Mr. EDUARD C. FERRER, CPA Municipal Accountant
Mr. FERDINAND G. BAGGAO Municipal Treasurer
Engr. CHERWIN CHESTER O. FERMIN Municipal Engineer
Provisionary Member: Department Head of the office involved in the physical
count

Section II. DUTIES AND FUNCTIONS


The committee has the following duties and functions:

1. Coordinate with the Accounting Office and secure Ledgers for the PPE as
the basis for the actual inventory;
2. Conduct an annual actual physical inventory of all PPE in every office
on or before the end of the year;
3. Provide Property Tag to all properties owned by the LGU;
4. Determine and record the actual condition of all PPE and make sure that
the corresponding Acknowledgement Receipt for Equipment (ARE) has
been issued to the accountable person;
5. Submit to the Audit Team on or before January 31 of each year the
accomplished Report on the Physical Count of PPE (RPCPPE);
6. Perform other functions and duties which are analogous to the above.

Section III. EFFECTIVITY


This Executive Order shall take effect immediately and remain in full
force unless otherwise terminated.
