Panginay is a barangay in the municipality of Balagtas in the province of Bulacan. According to
Philippine Statistics Authority, the population as of 2015 was 12,578 that represented the 17.01% of the total population of Balagtas. It is situated at approximately 14.8032, 120.9108 coordinates in the island of Luzon. It is 1.6 meters or 5.2 feet above mean sea level. Its adjacent barangays are: Wawa, Balagtas (East), Panginay, Guiguinto (West), Matungao, Bulakan (South) and tuktukan, Balagtas (North). Bantayan Road connects the barangay from Panginay, Guiguinto to Wawa and vice versa, Gonzalvo Street serves as diversion road going to MacArthur Hi-way passing through Tuktukan, and Florante Street to Matungao, Bulakan. The intersection of these roads where St. Joseph the Worker catholic church is located, also the landmark in the vicinity. The barangay hall is beside the Fransisco Balagtas Memoral School, FBMS, with its frontage facing Bantayan Road. The busy streets of Panginay are also rich in eateries and takeaway foods, like Rafaels Pizza, Aragon Eatery and Javert’s Lugawan. Commercial establishments are Alfamart 24/7 convenient store, Hammerson Building, and Mina Building. Transportation systems are Patoda Tricycles, PUJ (Balagtas-Bulakan route vice versa) and German bus (Bulakan-Cubao route vice versa).
