1. SCOPE ..

1.1 This specification provides for design, manufacture, testing and manufacturer's works
before dispatch, supply and delivery of Hot Dip Galvanized Hexagonal Head Bolts
with

nuts, Electro Galvanized Spring Washers and Hot-Dip Galvanized Step Bolts for use
on

33 kV and above power transmission lines and substation structure in the State of
Haryana.

2. STANDARDS:

2.2 Material manufactured according to any other international and authoritative standards

which ensures an equal or better quality material than in the specification mentioned above,

shall also be acceptable. The salient points of differences between the standard adopted

and the Indian Standard Specifications referred above, or these specification shall be
brought out in a comparative statement to be attached with the tender. The specific

standard, to which the material quoted by the tenderer shall comply, shall be clear stated

and copies of such standard specification in English must be attached.

4, GENERAL TECHNICAL REQUIREMENTS


4'1 '
GENERAL TECHNICAL REQUIREMENTS FOR .HOT DIP GALIVANIZED HEXAGONAL
HEAD BOLTS WITH NUTS

G.l Nuts and Bolts shall have hexagonal head with threads conforming to clause B g of lS:

4218 (Par1-6) 1978'lSO metric Screw threads'with latest amendments for M 16 size botts

with nuts,

4.1,1 DIMENSIONS

The dimensions of the bolts shall be as per lS: 12427-1988.


4,1.2 GRADES

The bolts shall be of product grade C as specified in lS: 1367 (Parl-2)-1979 ' Technical

supply conditions for threaded steel fasteners" (Part-2) for product grades and tolerances

(second revision).

4.1.3 MATING NUTS

4.1.3,1 The hexagonal nuts used with these bolts shall conform to the requirements of lS: 1363
(Part-3) 1984. The nuts shall be of property class 5 as specified in lS: 1367 (Part-6)-1980.

The proof stress for the nominal nuts size M 16 shall be 490 N/mmz,

4.1.3.2 Nuts shall be hot dip galvanized in accordance with clause 6 of lS: 12427-1988.
4.1,4 MECHANICAL PROPERTIES
4.1,4.1 The mechanical properties of bolts with conform to class 5.6 as specified in lS: 1367 (Part-

3)-1979 and shall be tested full size.

For Tensile, proof load and wedge loading tests, three threads only shall be exposed
between the grips. This is obtained by freely running the nut or fixture to the fullest extent

and then unscrewing the specimen three full turns. These tests are to be done after
chemically degalvanising the bolts,

Bolts having nominal length less than the 3 times the nominal diameter shall meet the

hardness requirements of HB-1 47 toHB-242(HRB-79 to BRB-100 or HV-155 to HV-255).

4,1.4,2 The shear strength and the testing for shear strength of the bolts shall be in accordance

with clause 5.2 of lS: 12427-1988,

4,1,5 FINISH
4.1.S.1 The bolt's heads shall be neatly finished and free from fins, scales and other defects. The

threads of nuts shall not be torn or rubbed and shall be of proper contour, Bolts and nuts

shall be completely inter-changeably. The bolts and nuts shall be hot dip galvanized in

accordance with the requirements of lS: 1367 (Part-13)-1983. The uniformity of zinc

coating shall be tested as per lS: 2633-1986.

4.1,5.2 Hot dip galvanized bolts and nuts shall be passivated by dipping, immediately after
galvanizing in a 0,15% Solution of Sodium dichromate with 0.5% concentrated sulphuric

acid maintained at a temperature more than 32oC to provide protection against wet storage,

manufactured by cold forging and thread rolling process to obtain good and reliable
mechanical properties and effective dimensional control. The shear strength of bolts for

5.6 grade should be 310-MPa minimum as per lS: 12427, bolts should be provided with

washer in accordance with lS: 1363 Part-l to ensure proper bearing.

4.1.6,2T0 ensure effective in-process Quality Control it is essential that the rnanufacturer should
have all the testing facilities for test like weight of zinc coating, shear strength, other testing

facilities etc, in house. The manufacturer should also have proper Quality Assurance

System which should be in line with the requirement of this specification and lS: 14000

Quality System,

4.1.0.3 The permissible sudace discontinuities of the bolts shall conform to lS: 1367 (Part-9)-1979

4.16,4 The requirements which are not covered underthe standard lS:12427-1998, shall conform
to lS:1367 (Part-1) 1980 (Seconcl revision).

4,1.7 DESIGNATION
The bolts shall be designated by nomenclature, threaded size, nominal length and the
number of B.l.S standard. The letter N and W shall be added to the designation to indicate

supply with nut and plain washers respectively.

4,2 GENERAL TECHNICAL REQUIREMENTS FOR ELECTOR.GALVANIZED SPRING
WASHERS.
4,2,1 MATERIAL AND FINISH
The spring washers shall be 3,5 mm thick corresponding to nominal size 16 and shall be

single coil rectangular section confirming to lS: 3063-1972. The spring washers shall be

made from suitable steel according to 1S: 4072-1975 'specification for steel for spring

washers' (1st Revision) to meet with the requirements specified in clause 5 of lS: 3063-

1gT2. The surface of the washers shall be free from scale and burrs. The spring washers

shall be Electro-Galvanized. The washers shall be coiled without any kinks. The outer

edges may be slightly rounded or sharp, The ends of the washers shall not abut when

washers are compressed, The ends shall be so severed as to prevent tangling.

4.2.2 TYPES

The spring washers shall be of type-B Spring washers with flat ends
4.2.3 DIMENSIONS

The dimensions of the spring washers shall be as per lS: 3063-1972.


4.2.4 DESIGNATIONS

4.3 GENERAL TECHNICAL REQUIREMENTS FOR HOT DIP GALVANIZED STEP BOLTS

Step bolts conforming to lS: 10238-1982 shall be suitable for use on transmission towers

and sub-station structures to gain access to the top.

Each bolt shall be supplied with two hexagonal nuts and two plain washers of thickness

5+1/-0 mm. The hexagonal nuts to be used with step bolts shall conform to the
requirement given in lS: 1363-1967'Specification for black hexagonal bolts, nuts and lock

nuts' (First revision),

The plain washers used on these Step Bolts shall conform to the requirements of lS: 2016--.

1967'specification for Plain Washers'(First Revision). The washers shall be punched

washers type "A' of thickness 5+1/-0 mm.

The plain washers shall be Hot dip Galvanized in accordance with the requirements of
lS:4759-1984 "Specification for Hot-Dip Zinc coating on structural steel and other allied

products" (Second-revision) except that the minimum value of the average mass of coating

shall be 300 g/m2,

The Step bolts & nuts shall be galvanized as specified in lS: 1367 (Pad-Xlll)-1982
'Technical supply conditions for threaded steel fasteners' Part-Xlll Hot Dip Galvanized

coating on threaded fasteners'. The length of step bolts shall be 175 mm in accordance

with lS: 10238-1982 (Amendment No.2). The dimensions of the nuts before galvanizing

shall be conforming to lS: 1363-1967. Plain washers shall be conforming to lS: 2016-1967.

4,3.1 DIMENSIONS AND TOLERANCES:

The dimensions & tolerances for the step bolts shall be conforming to lS: 10238-1982
(Amendments No.2).

4.3.2 GRADE

The step bolts shall be productgrade C as specified in lS: 1367 (Pad-lll)-1979"Technical

supply condition for threaded steel fasteners Part-ll Product grades and tolerances'
(Second revision).

4.3 3 MECHANICAL PROPERTIES


Step bolts shall conform to properly clause 4,6 as specified in lS:1367 (Part-lll)-1979'
Technical supply condition for threaded steel fasteners (Par1-lll). Mechanical properties

and tests methods for bolts, screws and nuts with full lodability (Second revision).

4,3.4 DESIGNATION
The step bolt shall be designated by size, length and number of BIS Starrdard.

For example a step bolt of size M 16 and length 175 mm with 2 nuts and2plain washers

shall be designated as.

STEP BOLT M 16X175 mm NNWW lS: 10238.

5.0 TEST AND TEST CERTIFICATES


The hexagonal head bolts and nuts, Electro Galvanized spring washers and Hot Dip
Galvanized step blots shall be subjected before dispatch from the works to all the tests as

specified in the relevant lSS.

Hardness Test, permanent set test and Twist-Test shall be carried on spring washers in

accordance with lS: 3063-1972.

The step bolt shall not have any permanent set when subjected to the cantilever test as per

clause 7 amendment No.2 to lS: 10238.

6.0 SAMPLING AND ACCEPTANCE OF MATERIAL


6.1 Sampling and criteria of acceptance for hot dip galvanized hexagonal head bolts with nuts

shall be accordance with lS: 2614-1969 'Methods for sampling of fasteners' (1st Revision).

6,2 Sampling size and acceptance criteria for Electro Galvanized spring washers shall be in

accordance with lS:6821-1973'Methods for sampling non-threaded fasteners'.

6,3 The method of sampling and acceptance criteria for Hot dip galvanized step bolts shall be

in accordance with lS:2614-1969 ' Methods for sampling of fasteners' (1st Revision),

6.4 The Hot dip galvanized hexagonal head bolts with nuts, electro-galvanized, spring washers

and hot dip-galvanized, step bolts offereci against this specification shall be subjected to all

B.O PACKING AND MARKING

8.1 The hot dip galvanized hexagonal head transmission tower bolts shall be marked with the

following symbols on the top surface of.the bolt head either embossed or identified as given

below:-

a) The manufacturer's identification symbol and

b) Transmission tower bolt identification symbol T

Minimum height of marking shall be 3.0 mm. When embossed, marking shall

project not less than 0.3 mm above the surface of the head and total head height (Head

plus marking) shall not exceed the specified maximum head height plus 0.4 mm,

8.2 Electro galvanized spring washers shall be packed in cartons of 500 or 1000 numbers.

Each carton containing the spring washers shall be marked with the manufacturer's name

or trade mark, type, nominal size and quantity of the washers.

8.3 Hot dip galvanized step bolts shall be marked and packed as specified in lS: 1367 (Part-

xvlll)-1 97e.

9.0 QUANTITY AND DELIVERY REQUIRMENT

The tenderers are required to quote on per metric tonne rate basis for each size of bolt with

nut, electro galvanized spring washers and step bcllts.

The quantity and delivery schedule shall be as per Annexure-l attached herewith.
1O.O GUARANTEEDTECHNICALPARTICULARS
The guaranteed technical particulars duly signed are required to be furnished by the Bidder

along with the tender as per Annexure-ll attached herewith.

11.0 CHALLENGE GLAUSE: .

The materjal offered / received after the inspection by the authorized inspecting
Officer may again be subjected to the test for losses or any other parameters from any

testing house / in house technique of the Nigam having requisite capabilities and facilities.

The results if found deviating / unacceptable or in non-compliance with approved GTP's,

1. SCOPE :

This specification covers the manufacture, testing before despatch,


supply and delivery F.O.R. destination of black hexagonal MS Bolts & Nuts
of various sizes.
2. APPLICABLE STANDARDS :

4. WORKMANSHIP :
Full threaded bolts shall not be used. The bolts and nuts shall have
hexagonal heads which shall be neatly finished concentric and square with the
shank and free from burrs, scale and other defects. Threads in nuts shall not be
torn or ragged and shall be of proper contour. The fits of the nuts shall be

such that there will be no locking of the nuts. Nuts and Bolts of the same size
shall be interchangeable. The thread of nuts & bolts shall have coarse pitch
screw threads as per I.S.S. - 4218-1967 or its latest amendments and shall
meet with all applicable technical supply conditions covered under this
standard.
5. PARTICULARS OF MATERIAL :
5.1 MECHANICAL PROPERTIES :
The mechanical properties of bolts covered in this standard shall
conform to the property clause 4.6 and those for nuts shall conform to the
property clause 4 specified in IS: 1367-1967 or its latest edition.
6. GRADE :
Bolts & Nuts covered in this specification shall conform to Black
Grade B, specified in IS: 1367-1967.
7. DESIGNATION :
Black Bolts & Nuts covered in this specification shall be designated as
per table I of IS : 1363-1967.
8. DIMENSIONS :
The dimensions for black bolts & nuts shall be as given in table 2 & 3.
The bolts and nuts shall have coarse pitch screw threads
conforming to IS : 4218-1967 (ISO Metric Screw Threads).
Preferred length diameter combinations for black hexagonal bolts are
given in table-4 IS : 1363-1967.
9. REQUIREMENTS :
9.1 The method of sampling and acceptance criteria of black hexagonal
Bolts and Nuts shall be in accordance with IS: 2614-1964.
9.2 The Bolts & Nuts conforming to this standard shall comply with the
requirements of IS: 1367-1967 in regard to requirements not specified in this
standard.
10 TESTS :
All types of tests including routine tests shall be carried out according to IS :
1367-1967 or its latest amendment.
11. INSPECTION :
The material shall be inspected and tested before despatch by
authorised representative of the Board in respect of its quality. The

manufacturer shall provide to the inspecting officer, of the purchaser, all
reasonable facilities, without charge, to satisfy him that the material is being
furnished in accordance with the specification. The purchaser or his authorized
representative shall have access at all reasonable times to manufacturer’s
works to inspects and witness the tests of the material manufactured.
The purchaser has the right to have the tests carried out at the cost of
the supplier by an independent Govt, agency, whenever there is dispute
regarding the quality of material supplied.
12. PLACE OF MANUFACTURE :
The tenderer shall state the place of manufacture, testing and name of
the manufacturer of the various items included in his tender.
13. PACKING AND TRANSPORT :
The supplier shall be responsible for suitable packing of all the
material and marking on the consignment, so as to avoid any damage during
transport and storage and to ensure correct despatch to the destination. The
packing shall be conforming to the requirement laid down in IS: 3256-1965 or
its latest amendment.
14. DRAWING AND LITERATURE :
Illustrated and descriptive literature on the material offered must be
submitted along with the tender.
15. RAW MATERIAL :
No assistance whatsoever for arranging the raw material for
manufacture of Bolts & Nuts shall be provided by the purchaser. The delivery
shall not be dependent upon availability of raw material.
16. MARKING :
The material shall be marked with the ISI certification mark.
The sealed container of bolts & nuts shall be marked with:
a) Manufacturer name & trade mark.
b) Place of manufacturers.
c) The name & designation of consignee ( to be furnished by the
purchaser).
d) Ultimate destination as required by the purchaser.
e) The marking shall be stencilled in delible ink on gunny bags.
f) Net weight with description of material.

TECHNICAL SPECIFICATION FOR 11 KV SHUNT CAPACTORS

1 SCOPE:
The specification covers the design, manufacture, testing at manufacturer’s works before
despatch, supply and delivery F.O.R destination of the following equipment:
i) Capacitor banks complete with capacitor units provided with internal/external fuses and
internal discharge resistors, mounting racks arrangement, bus bar and connecting
material, post insulators and other accessories etc.
ii) Residual voltage transformer.
iii) 11 kV 400 Amps Line-cum-earth switch.
iv) Pedestal / structure of above equipment.
v) Terminal connectors for above equipment.
2. PARTICULARS OF THE SYSTEM :
The capacitor banks and RVT are required for use on 11 kV, 3 phase, 3 wire AC 50 Hz +/- 2.5
Hz solidly earthed system. Normally where 11 kV winding of power transformers are star
connected, the neutral shall be solidly grounded. The maximum short circuit level at the S/Stn.
is 18.4 KA, auxiliary supply available will be single phase 230 + 10% -20%, 415 Volt +10% -
20%, 3 phase AC & 220 Volt +/- 10% DC.
3 STANDARDS:
The shunt capacitor bank and associated equipment shall conform to the latest editions of
the following standards except to the extent explicitly modified in the specification and shall also
be in accordance with requirements of these specified:
a Capacitor IEC/871-1/87/IS-13925(Part-I) 1998
b Series Reactor IS-5553
c Internal Fuse IEC-593
d External Fuse IEC-549/IS-9402
e RVT ISS-3156 or respective IEC
f L&E Switch ISS-9921 or respective IEC

NOTE : Moderately hot and humid tropical climate conditions to rust and fungus growth. The climate
conditions are also prone to wide variations in ambient condition. Smoke is also present in the
atmosphere. Heavy lightening also occurs during June to October.

4 (A) DESIGN CRITERIA REQUIREMENTS AND CONSTRUCTIONAL DETAILS


OF CAPACITORS.

i) 11 kV rating capacitor bank shall be made up of single group star connected bank
un-earth with a floating neutral connected by RVT (Residual Voltage
Transformers ) of ratio 11 kV /√3 –110/√3-190 Volt star/star/open delta to operate
protective relay.
ii) The protective scheme shall be by a two step relay one step current arranged as
follows:
If the failure of one or more units causes an over-voltage of less than 10%
tolerable on the other remaining healthy units, then the unbalance current shall
cause in the first step to sound an alarm. But, if more than the above number of
units fail, causing a voltage rise of more than 10% then the unbalance current
shall cause to trip and isolate the capacitor bank instantaneously.
iii) The per phase and individual star group rating shall be built by series parallel
combination of individual unit so as to achieve the desired bank rating. The
individual capacity rating shall be as per IS:13925 Part-I.
iv) All parallel units in one series group shall preferably be arranged in different tiers,
that is, one series group shall be duly insulated from one another by post
insulators adequate to withstand the voltage that may be impressed and shall be
sufficient to withstand even in case of total failure be duly insulated from the
earth potential by supporting post insulators.
v) Although the tolerances in the output rating of each individual units shall be as
per IS:13925. Yet it shall be ensured that in a completely assembled bank, the
departures from the nominal rating and within the specified tolerances values
shall not cause nuisance alarm or tripping since such alarm or tripping shall be to
meet only with the protective requirements specified.
vi) The tolerance in the output ratings shall not cause departures in the line currents
by that value specified in IS:13925. Besides it shall also be ensured that these
unsymmetrical current shall not cause unsymmetrical voltage rise, whether for a
short period or during prolonged operation.
vii) Individual units shall be designed to meet with the requirements of the
permissible overloads as specified as per IS:13925. Each unit shall also be
provided with internal discharging devices complying with the requirements of
IS.
5. TROPICAL TREATMENT AND PAINT :
All corrodible parts and surfaces shall be of such material and shall be provided with
such paints or to other protective finish that no part of the installed equipment shall be
injuriously affected by the atmospheric moisture and heat.
6. INSTRUCTION PLATE AND MARKING:
All name plates, instruction plates, warning signs and any other marking what-so-ever in
the equipment and its parts and accessories shall be in English / Hindi using idioms,
works and meanings in current use in India.
In order to facilitate sorting and erection at site, every part of the plant and equipment,
shall be suitably marked, these marking shall corresponding to similar marks on the
assembly drawing.
7. EARTHING:
All metallic parts not meant to be connected to live circuits shall be earthed. All earthing
connections shall be of the bolt and clamp type secured with lock nuts:

The rating of equipment and other particulars such as nominal system voltage, one
minute power frequency withstand voltage, standard impulse withstand voltage and
rating of banks / unit in KVAR, is as under:-
i) Nominal system voltage 11 kV
ii) a) Rated voltage of capacity banks 12.65 kV
b) Rated output of Capacitor banks at rated voltage 3000 KVAR
iii) Connection of capacitor bank. Single star
iv) Rating of Capacitor Units with external fuses 7.3 kV

v) No. of units per bank with external fuses 15 Nos.

9 (i) Type of Capacitors :
The Capacitors shall be of unit type suitable for outdoor installation having high
dielectric strength. Special attention shall be paid in design of the capacitors to
avoid any stresses due to expansion or contraction caused by large variation of
ambient temperature at site which may range from –2.5ºC to 50ºC. Scope of
supply of capacitor banks shall include capacitors unit / residual voltage
transformer, 11 kV Isolator with earth switch and all necessary supporting
framework pedestals, bus bar connections, fuse connecting clamps. Terminal
connector and accessories etc. required to complete / commission the bank. Each
capacitor units shall be self contained outdoor type, with a rating as specified in
clause 8 above. The capacitor shall be rated to operate at 50ºC upper limit of
temperature category as per Table –I under clause 4.1 of IS:13925/Part-I/1998 or
any other standards applicable. The capacitor shall be designed to withstand a
continuous 10% over voltage and each unit shall satisfactorily operate at 130% of
rated KVAR including factor of over voltage, harmonic current and
manufacturing tolerance. The bidder will furnish calculations to satisfy the above
aspect.
ii) Type of Dielectric / Paper used:
The bidder should only quote for non-PCB type impregnent as per international
norm.
10. PHYSICAL ARRANGEMENT OF BANK:
Each bank shall be connected in single star, neutral connected through a Residual voltage
transformer. The No. of parallel units in each series group should be large enough so that
failure of any one unit will not create an over-voltage of more than 10% on the remaining
units in parallel with it.
Detailed calculations regarding the voltage impressed upon the remaining parallel unit
when one or more units gets out of order in series group shall be attached with the bid.
The bidder shall provide fully dimensioned general lay out showing arrangement of
capacitor units, spacing, stacks and steps, with his bid. The dimension of each unit shall
also be shown. The bidder shall state total number of capacitor unit per bank. Number of
series groups per phase, & number of units in a parallel group shall be included in the
said general lay out.
11. MOUNTING RACK ASSY.AND MOUNTING STRUCTURE FOR CAPACITOR
BANK.
The mounting rack and pedestal shall be galvanised steel members with all galvanising
carried out after completion of cutting, drilling and punching. Mounting rack shall be
completed with rack insulators, hardware etc. for assembly into complete banks.
The height of mounting structure for capacitor banks shall be such that the minimum
clearance from live part to ground will be about 2.5 meters.
12. BUS BAR MATERIAL :
Suitable bus bar arrangement shall be proposed by the bidder and requisite quantity of
bus bar material shall be provided for the bank. The normal current rating and the short
time current rating of the bus may be specified.
All the interconnecting material necessary for the interconnecting the units in series,
parallel combination shall be supplied.
A warning instruction “DISCHARGE CAPACITORS BEFORE HANDLING” shall be
prominently marked in red.
13. FUSES :
Each capacitor unit shall be individually protected by explosion type fuse of suitable
rating and interrupting capacity so that a faulty capacitor unit shall be disconnected by
fuse.
The fuse shall be satisfactory for operation under the ambient condition. The fuse shall
have sufficient strength to withstand the mechanical stresses associated with their
location.
The following requirements for external type fuse shall be considered while selecting the
right size of fuse.
a) Ability to withstand the maximum discharge current from a healthy capacitor.
b) The fuse shall be capable of handling fault so as to avoid mechanical damage to
adjacent unit.
c) Discrimination between fuse protecting the faulty capacitor units and those
protecting healthy capacitor units.
d) The operated fuse shall have visual indication so that it can be deducted during
periodic inspection.
14. BUSHING:
Bushings shall be of porcelain and shall be jointed to the case by solder sealing or other
method which ensure as adequate permanent seal. Leads shall be brought out through
one piece porcelain bushing solder sealed to the case cover. Before final sealing the
entire assembly shall be vacuum impregnated with dielectric suitable for operation
application from –2.5ºC to 50ºC ambient temperature.
15 CONTAINER :
The container shall be made from sheet steel of thickness not less than 2 mm (14 SWG).
The outside of the capacitor containers and other structures should have smooth and tidy
look and should be quoted with weather proof, corrosion-resistant paint of grey shade.
The sheet container shall be suitably insulated from capacitor elements. Sufficient wall
insulation shall be provided.
16. LOSSES :
The capacitors offered should be built from best material obtainable and should develop
minimum losses.
For compression of various offers, equalisation charges on account of differences in
losses of capacitors in various offers shall be made at the rate of Rs. 66676/- per K.W.
Capacitor bank losses should be given at 50ºC. The successful bidder shall also be
penalised at the rate given, if during testing measured losses are found to be more than
the guaranteed losses.
17. DISCHARGED DEVICE :
Each capacitor unit shall be complete with suitable built in discharge resistors of
adequate thermal rating suitable for discharging the residual voltage to 50 Volt of less,
within 5 minutes ( preferably less than 5 minutes) after disconnection from the supply.
The recommendations of the bidders shall, however, be fully detailed out in the bid.
18. TERMINAL CONNECTORS :
Terminal connectors suitable for horizontal and vertical mounting and cable glands shall
be included in the scope of supply, wherever required.
19. RESIDUAL VOLTAGE TRANSFORMER :
The residual voltage transformer for the neutral voltage displacement relay shall be of
outdoor type naturally cooled, with a ratio of (11000/√3)/(110/√3)/190 Volt with VA
Burden of 100 and Accuracy class 3 as per IS:3156. It shall have primary connected in
star and secondary in open delta to energise neutral voltage displacement relay and to
discharge capacitor bank to voltage not exceeding 50 Volt in less than 5 minutes. All the
type tests report are required to be submitted along with bid in case already conducted.
Other wise all the type tests will have to be carried out free of cost in the presence of
DHBVN’S representative at the time of inspection.
20 11 kV 400 AMPS. LINE-CUM-EARTH SWITCH :
The isolator with earth switch shall be manually operated. Isolator should be provided
with ON and OFF indicators, arrangement for mechanical interlock and padlocking.
Isolator should be provided with auxiliary switches for their remote position indication on
the control panel. The isolator will be strictly as per ISS:9921. The supporting structures
are also required to be supplied for isolator, the rate may be quoted separately. All the
type test reports are required to be submitted along with bid in case already conducted
otherwise all the type tests will have to be carried out free of cost in the presence of
DHBVN’s representative at the time of inspection.
20(A) FITTINGS AND ACCESSORIES:
Any fittings or accessories which might have not being mentioned in the specification,
but which are usual or necessary for optional performance of the equipment are to be
provided by Contractor without extra cost. All equipment must be complete in all
respect, whether mentioned in the specification or not.
21. GUARANTEED DATA AND OTHER TECHNICAL PARTICULARS.
Guarantee and other technical particulars of capacitor banks, capacitor unit fuses, 11 kV
L&E switch and residual voltage transformer should be given in the form of guaranteed
technical particulars (Annexure-1). Any other particular considered by the supplier may
also be given in addition to those listed in the Appendices.
22 TESTS AND INSPECTION :
No material shall be dispatched without inspection and testing. The inspection may be
carried out by the purchaser at any stage of manufacture. The bidder shall grant free
access to the purchaser’s representative all (reasonable times during the manufacture of
equipment) covered by the specification.
Inspection and acceptance of any equipment under this specification by the purchaser
shall not relieve the supplier of his obligation of furnishing equipment. In accordance
with the specification and shall not prevent subsequent rejection, if the equipment is
found to be defective.
The supplier shall keep the purchaser informed in advance, about the manufacturing
programme. The supplier shall furnish to the purchaser works certificates at the time of
giving an inspection call for inspection.
22.1 TYPE TEST :
The equipment offered should be type tested. Type test report should not be more than
seven years old, reckoned from the date of bid opening in respect of the following tests,
carried out in accordance with ISS-13925/Part-I/98/IEC-871, from Govt./Govt. approved
test house, shall be submitted along with bid:
i) Thermal stability test.
ii) Partial discharge test.
iii) Self healing test.
iv) Impulse voltage best between terminals and container.
v) Capacitor discharge test.
vi) Endurance test.
The remaining type test report as per ISS-13925/Part-I/98/IEC-371 shall be submitted by
the successful bidder within three months from the date of placement of order. These
type test reports shall be from Govt. / Govt. approved test house and shall not be more
than seven years old reckoned from the date of placement of order. The failure to do so
will be considered as a breach of contract.
22.2 ROUTINE TESTS AND ACCEPTANCE TESTS :
All routine and acceptance tests as specified in relevant ISS/IEC of respective equipment
shall be carried out by the supplier in the presence of purchaser’s representative without
any additional payment.
22.3 ENDURANCE TESTING OF CAPAPCITOR UNIT :
The endurance test as per the procedure given in IEC-871.2 shall be conducted at CPRI
Bangalore test laboratory to ensure that the capacitor will withstand the service
conditions with a high degree of reliability. Test charges, if any, be quoted in the bid. In
case this test has already been got conducted on similar rating of units from of
Govt./Govt. approved Testing house, copies of test report shall be submitted by bidder
along with their bid. The purchaser reserves the right to carry out this test at Govt. Test
Agency on one or more units, if felt necessary.
23. DRAWINGS :
The bidder shall furnish one set of following drawings along with their bid to check the
suitability of their equipment:-
i) Outline general arrangement drawing of capacitor bank with detailed dimension
of capacitor bank / unit and structure with complete bill of material.
ii) Electrical layout drawing of Capacitor bank showing spacing of each equipment.
iii) Out line arrangement drawing of capacitor unit with detail dimension.
iv) Outline general arrangement drawing of 11 kV RVT and of 11 kV L&E switch.
v) Out line general arrangement drawing of 11 kV L&E switch and also its
schematic for electrical interlocking.
vi) Terminal connector drawings for Cap. Bank, RVT & L&E switch.
The successful bidder shall, within four weeks of placement of order, submit five sets of
final versions of all the above said drawings for purchaser’s approval. The purchaser shall
communicate his comments / approval on drawings to the supplier within a period of 4
weeks. The supplier shall, if necessary, modify the drawings and re- submit five copies
of the modified drawings for purchaser’s approval, within one week from the date of
purchaser’s comments. After receipt of purchaser’s approval the supplier shall, within
two weeks submit 20 prints along with reproducible of the approved drawings and
descriptive literature on capacitor & all allied equipments covered by the specification for
purchaser’s use.
23.1 The manufacturing of the equipment’s shall be strictly in accordance with the approved
drawings and no deviation shall be permitted without written approval of the purchaser.
23.2 Approval of drawings by purchaser shall not relieve the supplier of any of his
responsibility and liability for ensuring correctness and correct interpretation of the
drawings for meeting the requirement of the latest revision of applicable standard of
engineering, design and workmanship and latest revision of relevant standards at the time
of supply and purchaser shall have the power to reject any work or material which in his
judgement is not in accordance therewith.
24. DEPARTURE FROM SPECIFICATION :
Should the bidder wish to depart from the provisions of the specification either on
account of manufacturing practice or any other reasons, he should draw attention to the
proposed points of departure in his bid and submit such full information, drawing and
specification so that the merits of his proposal may be fully understood. The
specification shall be held binding unless the departure have been fully recorded as
required above.
25. PERFORMANCE :
The bidder shall submit details of similar static shunt capacitor banks and associated
equipment supplied by them which are in operation for the last three years along with
certificate from their customers in support of the satisfactory manufacture and operation
of the static shunt capacitor bank and associated equipment.

1. General

1.1 Scope and object


This specification covers design, manufacture and supply of Pre Insulated crimping
type connectors for LT PVC / Cable.
This specification defines the characteristics and test applicable to pre-insulated
joint sleeves designed to connect low voltage aerial bundled cables for overhead
distributions and service and service cables. These joint sleeves are for installation
on cores with aluminium conductors of size 6,10, 16, 25, 35 & 50 sq.mm.
Pre insulated sleeves are designed to connect two parts of an overhead
distribution network in aerial bundled cable.
A connector is pre-insulated when it is assembled with its insulation in the
manufacturer plant and when its installation is made directly onto the insulation.
The pre-insulated mid span joint sleeves are installed by hexagonal crimping, after
stripping the insulation of the cable on a length in accordance with the
manufacturer instructions.
Joints sleeves and terminal lugs are for installation with a crimping tool exerting
force > 50KN.

SERVICE CONDITIONS:
The equipments to be supplied against this specification shall be suitable for
satisfactory continuous operation under the following tropical conditions.

1.2 Installation of connecting devices


Joint sleeves shall be installed in accordance with the instructions given by the
manufacturer in the installation instructions. Unless otherwise specified, all
crimping shall be made using an hydraulic press with a 9mm wide die and with the
strength 50KN.

Cores are stripped and brushed with neutral grease before setting up for crimping.

1.3 Type Tests and number of test samples.
For each of the specified tests, the number of samples as well as the test
sequences shall be :
1. Crimping ability – 2 pcs

3. Voltage Test – 2 pcs
4. Electrical Ageing Test – 6 pcs
5. Climatic Test – 2 pcs
Unless otherwise specified, tests shall be carried out at an ambient temperature
between 15 C and 35 C in a room whose relative humidity ranges between 25%
and 75% .
1.6 Requirements
The connector is type test approved if the tests results are satisfactory for all
samples. A retest is allowed only if the failure of a samples results from a wrong
installation or a cable failure.

1.7 Mechanical Tests

Crimping ability Test

Procedure
Crimping of the joint sleeve or terminal lug on the relevant cores(s) shall be carried
out using dies of a 9mm width with minimum compression strength 50KN.

Requirement
The two half-dies shall be in contact, which means that a 0.05mm thick guage
cannot be inserted between the half-dies.

1.8 Tensile Test

Procedure
Connection shall be carried out using 9 mm wide dies with face to face distance of
17.3 +0.1 /-0.2 mm . The minimum strength to be applied is given in the table
below. The length of the cores shall be as given below.

The assembly is submitted to a tensile strength applied to the conductor. The
strength shall be increased at a rate between 1000N/min and 5000 N/min up to :
- for phases : 50% of the minimum load. This strength shall be applied for 1
min.
- for Neutral messenger : 65% of the minimum breaking load of the
messenger shall be applied for 1 hour.
- In both cases, the strength shall then be increased up to the minimum load
indicated above, and released.

No slippage shall be observed.

1.9 Voltage and water tightness tests


The joint sleeve is crimped onto the conductors and is placed in a water tank,
under 30cm of water.
The resistivity of the water shall be less than 200Ώm and its temperature is
recorded for information.
The voltage generator shall trip for a leakage current of (10.0 + 0.5) mA.
After 30 min under the water, the voltage test is applied to the sample with a 6kV
a.c. voltage for 1 min.
No flashover shall occur (tripping of voltage generator).

1.10 Climatic ageing test


This test is carried out on joint sleeves having been subjected to the voltage and
water tightness tests described earlier.

1.10.1 Procedure
The samples are submitted to the climatic ageing test according to NFC 20-540
with following details :
- 6 weekly cycles are required at the enclosure temperature (70+2)0 C.
- As far as possible, the samples are installed so that the core is in an
horizontal plan and the lamp in a vertical plan. These two plans intersect in
the middle of the lamp and in the middle of the sample. The core is
orthogonal to the described vertical plan (see Figure 3).

1.10.2 Requirements
After the climatic ageing cycles and after a period of at least 24 h but not
exceeding 72 h at the laboratory atmosphere, the following tests are carried out :
a. Joint sleeves
The joint sleeves and the adjacent parts of core horizontally disposed are
covered without mechanical stress by 1 cm to 2 cm of metallic balls with
1.3mm to 1.7mm diameter. After at least 1 min. a 6kV voltage test is carried
out for 1 min between the core conductors and the metallic balls. The a.c.
voltage is applied to a rate of approximately 1 k V/s. The voltage generator
shall trip for a leakage current of (10.0 +5) mA.
b. No flashover shall occur (tripping of voltage generator).

1.10.3 Electrical ageing test
Procedure
Test procedures are defined in NF C 33-004
Class A : If the cross-section is greater than or equal to 35mm2.
Class B : If the cross-section is lower than 35mm2
Over currents are applied on connecting equipment installed on core of cross
section greater than or equal to 35mm2 only.
The test loops are set up as per type A as defined in NFC 33-044..

1.11 Marking
Each device unit shall bear permanently
- the trade mark or the logo of the manufacturer.

1.12 Check for permanent marking


Procedure
The marking shall be rubbed by hand for 15s with a piece of cloth soaked with
water and again for 15s with a piece of cloth soaked with petroleum spirit.
After the test the marking shall be still readable by the naked eye.

Transformers for outdoor use along with metallic enclosure housing LV bushing & MCCB

1.1. It is not the intent to specify completely herein all the details of the design and
construction of equipment. However the equipment shall conform in all respects to
high standards of engineering, design and workmanship and shall be capable of
performing in continuous commercial operation upto the Bidder’s guarantee, in
manner acceptable to the purchaser, who will interpret the meanings of drawings
and specification and shall have the power to reject any work or material which, in
his judgment is not in accordance therewith. The offered equipment shall be
complete with all components necessary for their effective and trouble free
operation. Such, components be deemed to be within the scope of Bidder’s supply
interceptive of whether those are specifically brought out in this specification and /

5. TECHNICAL REQUIREMENTS:
5.1. MATERIAL – CRGO METAL
5.1.1. The core shall be stack / wound type generally of high grade rolled grain
annealed steel lamination having low loss and good grain properties, coated
with hot oil proof insulation, bolted together and to the frames firmly to
prevent vibration or noise. The complete design of core must ensure
permanency of the core losses with continuous working of the transformers.
The value of the maximum flux density allowed in the design and grade of
lamination used be clearly stated in the offer.
The bidder should offer the core for inspection and approval by the purchaser
during manufacturing stage. Bidder’s shall give notice for inspection with the
following documents as applicable as a proof towards use of prime core material.

5.1.3.1. Core clamping shall be with top and bottom U-shaped core clamps

5.1.3.3. Suitable provision shall be made in the bottom core clamp/ bottom
plate of the transformer to arrest movement or the active part.
5.1.4. The transformers core shall be suitable for over fluxing (due to
combined effect of voltage and frequency) upto 12.5% without
injurious heating at full load conditions and shall not get saturated.
The Bidder shall furnish necessary design data in support of this
situation.
5.1.5. No load current shall not exceed 2% of full load current and will be
measured by energizing the transformer at 433 volts, 50c/s on the
Secondary. Increase of voltage of 433 volts by 12.5% shall not
increase the no load current disproportionately high. Test for
magnetic balance by connecting the LV phase by phase to rated
phase voltage and measurement of an, bn, cn voltage will be carried
out.
5.1.6. ‘’The core material should be imported directly from the reputed
manufacture. Core material shall be processed by slitting only. Core
cutting/slitting be done in front of inspecting officers deputed by
DHBVN/UHBVN”. Details of the core shall be filled & supplied as per
Annexure-II.
5.2. AMORPHOUS METAL.
5.2.1. The core shall be high quality Amorphous ribbons having very low
loss formed into wound cores of rectangular shape, bolted together
to the frames firmly to prevent vibration or noise. The complete
design of core must ensure permanency of the core loss with
continuous working of the transformers. The value of the flux density
allowed in the design shall be clearly stated in the offer. Curve
showing the properties of the metal shall be attached with the offer.
5.2.2. Core Clamping for Amorphous metal Transformers.
5.2.2.1. Core clamping shall be with top and bottom U-shaped core clamps
made of sheet steel clamped HT steel tie rods for efficient clamping.
5.2.2.2. MS core clamps shall be painted with varnish or oil-resistant paint.
5.2.2.3. Suitable provision shall be made in the bottom core clamp/ bottom
plate of the transformer to arrest movement of the active part.
5.2.3. The transformers core shall be suitable for over fluxing (due to
combined effect of voltage and frequency) upto 12.5% without
injurious heating at full load conditions and shall not get saturated.

NOTE:
I) Wherever variable prices are provided IEEMA formula should be applicable
in such a way that indices applicable for CRGO are used for amorphous
material also since the indices for latter are not declared by IEEMA.
II) The value of maximum flux density allowed shall be 1.6 T.
5.3. WINDINGS:-
5.3.1. Double paper covered insulation/super enameled with class C
insulation varnish on electrolytic Aluminum Conductor for windings
and electrolytic copper for leads.
5.3.2. LV winding shall be in even layers so that the neutral formation will
be at top.
5.3.3. The winding construction of single HV coil wound over LV coil can be
used.
5.3.4. Inter layer insulation shall be Epoxy dotted Kraft paper.
5.3.5. Proper bonding of inter layer insulation with the conductor shall be
ensured. Test for Bonding Strength to be conducted.
5.3.6. Dimensions of winding coils are very critical. Dimensional tolerances
for winding coils shall be with in limits as specified in GTP.
5.3.7. Vertical ducts and spacers shall be provided within each coils for H.V
and L.V winding.
5.3.8. Current density for HV and LV coils. This should not be more than 1.5
A/sq. mm. for windings & 0.8 A/sq. mm for leads.
5.4. Oil: - The insulating oil shall comply with the requirements of relevant
standards IS 335/1993 or BS: 148.
5.5. Losses: The total losses (includes no-load & load losses) at 50% and
100% loading equivalent to BEE 4-Star rating shall not exceed the values
given below:

The above losses are maximum allowable and here would not be any
positive tolerance. Bids with higher losses than the above specified values would be
treated as non-responsive.
Bidders are requested to quote the price as FOR destination on standard
losses. The Bid will be evaluated on the basis of standard losses instead of Equated
capitalized cost. No benefit of low losses to the bidder in case the losses are less than
standards losses at any time.
5.5.1. Percentage Impedance:
The value of Impedance of transformer at 75 Deg. C shall be 4.5% subject to the
tolerance specified in the standard IS: 2026-1977.
5.5.2. Temperature rise
The temperature rise over ambient shall not exceed the limits described below:
i) Top oil temperature rise measured by thermometer: 35 deg. C
ii) Winding temperature rise measure by resistance: 40 deg. C
Bids not meeting the above limits of temperature rise will be treated as non-responsive.
5.6. PENALTY FOR NON PERFORMANCE:
5.6.1. Purchaser reserves the right to reject any transformer during the test at
supplier’s works, if it is found that actual measured losses are more than the
values quoted by the bidder
5.6.2. Transformer with temperature rise and impedance beyond the Guaranteed
values.
5.6.2.1. Purchaser reserves the right to reject any transformer during the test at
supplier’s works, if the temperature rise exceeds the guaranteed values.
5.6.2.2. Purchaser reserves the right to reject any transformer during the test at
supplier’s works, if the impedance values differ from the guaranteed values including
tolerance.
5.6.2.3. Purchaser also reserves the right to retain the rejected transformer and take it
into service until the Bidder replaces it with a new transformer at no extra cost.
The delivery as per contract will be counted when the new transformer as per
specification is provided by the manufacture.
5.7. INSULATION MATERIAL:-
5.7.1. Material:-Electrical grade insulation Kraft papers and press Boards of standard

5.7.2 All spacers, axial wedges / runners used in windings shall be made of
pre-compressed pressboard-solid, conforming to type B 3.1 of IEC 641-3-
2. In case of cross-over coil winding of HV all spacers shall be properly
sheared and dovetail punched to ensure proper locking. All axial wedges/
runners shall be properly milled to dovetail shape so that they pass through
the designed spacers freely. Insulation shearing, cutting, milling and
punching operations shall be carried out in such out in such a way, that
there should not be any burr and dimensional variations.
5.8. TANK:- The rectangular transformer tank can be with radiator
fins/rounded or elliptical cooling tubes. The main tank of the
transformers shall be made of good quality steel having a minimum
thickness of sides of the tanks 3.15 mm and a minimum thickness of
5.0 mm for top and bottom plates. The tank shall be capable of
withstanding a pressure up to 0.8 kg/cm2 and (-) 0.3 kg/cm2 for 30
minutes and 10 minutes respectfully. The word “UHBVNL/DHBVNL
PROPERTY” shall be engraved on the top cover plate and side of
the tank body. No negative tolerance shall be allowed.
5.8.1. For Rectangular plain tank:-
5.8.1.1. The transformer tank shall be of robust construction rectangular in
shape and shall be built up of tested MS sheets.
5.8.1.2. The internal clearance of tank shall be such that, it shall facilitate easy
lifting of core with coils from the tank without dismantling L.V bushings.
5.8.1.3. All joints of tank and fittings shall be oil tight and no bulging should
occur during service. The tank design shall be such that the core and
windings can be lifted freely. The tank plate shall be of such strength
that the complete transformers when filled with oil may be lifted bodily
by means of lifting lugs. Inside of tank shall be painted with varnish/
Hot oil.
5.8.1.4. Manufacturer should carry out all welding operations as per relevant
ASME standards and submit a copy of the welding procedure
qualifications and welder performance qualification certificates to the
customer.

5.8.1.5. The four walls of the tank shall be made of Two ‘’L’’ shaped sheets
(without joints) fully welded at the corners from inside so that the joint is
stronger due to V-shape welding fillet and also outside of the tank for
withstanding a pressure of 0.8 kg/cm2 for 10 minutes.
5.8.1.6. The tank shall be reinforced by welded angle on all the outside walls
on the edge of the tank to form two equal compartments. Permanent
deflection when the tank without oil is subject to a vacuum of 525 mm
of mercury for rectangular tank and 760 mm of mercury for round tank,
shall not be more than 4 mm in accordance with clause 22.5 of IS:1180
(Part-I/1989) upto 750 mm length and 6mm upto 1250 mm length. The
tank shall further be capable of withstanding a pressure of 0.8 kg/cm2
(g) and a vacuum of 0.3 kg/cm2 (g) without any deformation.
5.8.1.7. The radiators can be of tube type or fin or pressed type steel type to
achieve the desired cooling to limit the specified temperature rise. The
transformer shall be capable of giving continuous rated output without
exceeding the specified temperature rise Bidder shall submit the calculation
sheet.
5.8.1.8. Lifting lugs: 4 Nos. welded heavy duty lifting lugs of MS flat 8 mm thick
(min) suitably reinforced by vertical supporting flat welded edgewise below
the jug on the side wall.
5.8.1.9. Pulling lugs: 4 Nos. of welded heavy duty pulling lugs of MS plate 8
mm thick (mm) shall be provided to pull the transformer horizontally.
5.8.1.10. Top cover fixing bolts of G.I adequately spaced and 6mm Neoprene
bonded cork gaskets conforming to IS 42332 part-II shall be placed
between tank and cover. The bolts outside tank shall have 2 flat washers &
one spring washer.
5.8.1.11. Pressure release value as standard fitment shall be provided on the top
of tank of transformer which should operate at a pressure of 0.3 to 0.5 kg/cm2.
5.8.2. CONSERVATOR: -
On Transformers of ratings upto 100 KVA with rectangular plain tank
the provision of conservators is optional with the clarification that:-
• the transformer with conservator shall comply with IS: 1180 Part-I (Non
sealed type)
• the transformers without conservator shall comply with IS:1180 Part-II
(Sealed type)
When a conservator is provided oil gauge and the plain or
dehydrating breathing devise shall be fixed to the conservator which shall also be
provided with a drain plug and a filling hole (1¼”) normal size thread) with cover.
The capacity of a conservator tank shall be designed keeping in view the total
quantity of oil and its contraction and expansion due to temperature variations, In

addition the cover of main tank shall be provided with an air release plug to enable
air trapped within to be released, unless the conservator is so located as to
eliminate the possibility of air being trapped within the main tank.
The inside diameter of the pipe connecting the conservator to the
main tank should be within 20 to 50 mm and it should be projected into the
conservator so that its end is approximately 20 mm above the bottom of the
conservator so as to create a sump for collection of impurities. The minimum oil
level (corresponding to -5 deg C) should be above the sump level.
5.9. SURFACE PREPARATION & PAINTING.
5.9.1. General
5.9.1.1. All paints shall be applied in accordance with the paint manufacturer’s
recommendations. Particular attention shall be paid to the following:
5.9.1.1.1. Proper storage to avoid exposure as well as extremes of
temperature.
5.9.1.1.2. Surface preparation prior to painting.
5.9.1.1.3. Mixing and thinning.
5.9.1.1.4. Application of paints and the recommended limit of time intervals
between coats.
5.9.1.1.5. Shelf life for storage.
5.9.1.2. All paints when applied in a normal full coat, shall be free from runs,
sags, wrinkles, patchiness, brush marks or other defects.
5.9.1.3. All primers shall be well marked into the surface, particularly in areas
where painting is evident, and the first priming coat shall be applied as
soon as possible after cleaning. The paint shall be applied by airless
spray according to manufacture’s recommendations. However,
whenever airless spray is not possible, conventional spray be used with
prior approval of purchaser.
5.9.1.4. The supplier shall prior to painting nameplates, lettering gauges sight
glasses, light fittings and similar such items.
5.9.2. Cleaning and Surface preparation
5.9.2.1. After all machining, forming and welding shall been completed, all steel
work surfaces shall be thoroughly cleaned of rust, scale, welding slag or
spatter and other contamination prior to any painting.
5.9.2.2. Steel surfaces shall prepared by Short blast cleaning or Chemical by
Seven Tank process including Phosphating to the appropriate quality.
5.9.2.3. The pressure and volume of the compressed air supply for blast cleaning
shall meet the work requirement and shall be sufficiently free from all water
contamination to ensure that the cleaning process is not impaired.
5.9.2.4. Chipping, scraping and steel wire brushing using manual or power driven
tools cannot remove firmly adherent mill-scale shall only be used where

blast cleaning is impractical. Manufacture to explain such areas in his


technical offer clearly.
5.9.3. Protective Coating:
5.9.3.1. As soon as all items have been cleaned and within four hours of the
subsequent drying. They shall be given suitable anti-corrosion protection.
5.9.4. Paint Material.
Followings are the types of paint that may be suitably used for the items to
be painted at shop and supply of matching paint to site:
5.9.4.1. Heat resistant paint (Hot oil Proof) for inside surface.
5.9.4.2. For external surfaces one coat of Thermo Setting powder paint or 1 coats
of Zinc chromate primer followed by 2 coats of Synthetic Enamel
/Polyurethane base paint. These paints can be either air-drying or stoving.
The coating of inside surfaces shall be made with heat resistant paint
5.9.4.3. The colour of the finishing coats shall be dark admiral gray conforming to
No. 632 of ISS-5 of 1961
5.9.5. Painting procedure
5.9.5.1. All painting shall be carried out in conformity with both Specification and
with the paint manufacture’s recommendation. All paints in anyone
particular system, whether shop or site applied, shall originate from one
paint manufacture.
5.9.5.2. Particular attention shall be paid to the manufacturer’s instructions on
storage, mixing, thinning and pot life. The paint shall only be applied in the
manner detailed by the manufacture’s e.g. brush, roller, conventional or
airless spray and shall be applied under the manufacture’s recommended
condition Minimum and maximum time intervals between coating shall be
closely followed.
5.9.5.3. All prepared steel surfaces should be primed before visible re-rusting
occurs or within 4 hours whichever is sooner.
5.9.5.4. Chemical treated steel surface shall be primed as soon as the surface is
dry and while the surface is still warm.
5.9.5.5. Where the quality of film is impaired by excess film thickness (wrinkling,
mud cracking or general softness) the Supplier shall remove the
unsatisfactory paint coating and apply another. As a general rule, dry film
thickness should not exceed the specified minimum dry film thickness by
more than 25%. In all instances where two or more coats of the same paint
are specified, such coating may or may not be of contrasting colours.
5.9.5.6. Paint applied to items that are not be painted shall be removed at
Supplier’s expense, leaving the surface clean, unstained and undamaged.

5.9.6. Damaged Paintwork


5.9.6.1. Any damage occurring to any part of a painting scheme shall be made
good to the same standard of corrosion protection and appearance as that
originally employed.
5.9.7. Any damage paint work shall be made good as follows:
5.9.7.1. The damaged area, together with an area extending 25 mm around its
boundary, shall be cleaned down to bare metal.
5.9.7.2. A priming coat shall be immediately applied, followed by a full paint finish
equal to that originally applied and extending 50 mm around the perimeter
of the original damage.
5.9.7.3. The repainted surface shall present a smooth surface. This shall be
obtained by carefully chamfering the paint edges before and after priming.
5.9.8. Dry Film Thickness
5.9.8.1. To the maximum extent practicable the coats shall be applied as a
continuous film of uniform thickness and free of pores. Overspray, skips,
runs, sags and drips should be avoided. The different coats may or may not
be of the same colour.
5.9.8.2. Each coat of paint shall be allowed to harden before the next is applied as
per manufacturer’s recommendation.
5.9.8.3. Particular attention must be paid to full film thickness at edges.
5.9.8.4. The requirements for the dry film thickness (DFT) of paint and the
materials to be used shall be as given below.

5.10. BUSHINGS:
5.10.1. The bushings shall conform to the relevant standards specified and shall
be outdoor. The bushing rods and nuts shall be made of brass material 12 mm
diameter for both HT & LT. The HT bushings shall be fixed to the transformers on
side with straight pockets and in the same plane or the top cover but LT bushing
shall be provided on the side of the tank. The tests as per latest IS 2099 and
IS7421 shall be conducted on the transformer bushings.

5.10.2. For 11 KV, 17.5 KV class bushings shall be used and for 0.433 KV, 1.1KV
class bushings shall be used. Bushings of plain shades as per IS-3347 shall
be mounted on the side of the Tank and not on top cover.
5.10.3. Dimensions of the bushings of the voltage class shall conform to the
Standards specified.
5.10.4. A minimum phase to phase clearance of 75 mm for LV (upto 1.1 KV
bushings) and 255 mm for HV bushings shall be obtained with the bushing
mounted on the transformer.
5.10.5. The bushings shall be fixed on sides with pockets in the same plane and
not on the top cover. Arcing horns or lightning arrestors shall be provided on
HV bushings.
5.10.6. Brazing of all inter connections; jumpers from winding to bushing shall have
cross section larger than the winding conductor. All the Brazers shall be
qualified as per ASME, Section-IX.
5.10.7. The bushings shall be of reputed make supplied by those manufacturers
who are having manufacturing and testing facilities for manufacture of
insulators.
5.10.8. The terminal arrangement shall not require a separate oil chamber not
connected to oil in the main tank.
5.10.9. The LV bushings & micro-processor based MCCB with time current
characteristics in compliance with IS:6600 (if provided) shall be housed
within the metallic enclosure with sealing arrangement so as to avoid any
possibility of tapping of supply from the bushing terminal. The enclosure
shall be made with sheet metal of thickness not less than 2mm and powder
coated. Enclosure shall have provision for pad locking arrangements.
5.11. Terminal connectors: The HV bushing stems shall be provided with suitable
terminal connectors so as to connect the jumper without disturbing the bushing
stem. Connectors shall be with eye bolts so as to receive 55 mm2 conductors for
HV. Terminal connectors should must be type tested as per IS : 5561.
5.12. Terminal markings
High voltage and Low voltage phase windings shall be marked both in the
terminal boards inside the tank and on the outside with capital letter IU, IV, IW and
low voltage winding for the same phase marked by corresponding small letter 2u,
2v, 2w. The neutral point terminal shall be indicated by the letter 2n.Neutral
terminal to be brought out and connected to local grounding terminal by an
Earthing strip.
5.13. FITTINGS:
The following standard fittings shall be provided.

5.13.19. The supplier shall be responsible to replace, free of cost, with no
transportation or insurance cost to the Purchaser, up to destination, the whole or
any part of the material which in normal and proper use proves the defective in
quality or workmanship, subject to the condition that the defect is noticed within 78
months from the date of receipt of material in stores or 72 months from the date of
commissioning whichever period may expire earlier. The consignee or any other
officer of Nigam actually using the material will give prompt notice of each such
defect to the supplier. The replacement shall be effected by the supplier within a
reasonable time, but not, in any case, exceeding 45 days. The supplier shall, also,
arrange to remove the defective within a reasonable period, but not exceeding 45
days from the date of issue of notice in respect thereof, failing which, the
purchaser reserve the right to dispose of defective material in any manner
considered fit by him (Purchaser), at the sole risk and cost of the supplier. Any
sale proceeds of the defective material after meeting the expenses incurred on its
custody, disposal handling etc., shall however be credited to the supplier’s account
and set off against any outstanding dues of the purchaser against the supplier.
The warranty for 72/78 months shall be one time.
5.14. FASTENERS:
All bolts, studs, screw threads, pipe threads, bolt heads and nuts shall
comply with the appropriate Indian Standards for metric threads, or the technical
equivalent.

Bolts or studs shall not be less than 6 mm in diameter except when used for
small wiring terminals.
All nuts and pins shall be adequately locked. Wherever possible bolts
shall be fitted in such a manner that in the event of failure of locking resulting in the
nuts working loose and falling off, the bolt will remain in position.
All ferrous bolts, nuts and washers placed in outdoor positions shall
be treated to prevent corrosion, by hot dip galvanizing, except high tensile steel
bolts and spring washers which shall be electro-galvanised / plated. Appropriate
precautions shall be taken to prevent electrolytic action between dissimilar metals.
Each bolt or stud shall project at least one thread but not more than three
threads through the nut, except when otherwise approved for terminal board studs
or relay stems. If bolts nuts are placed so that they are inaccessible by means of
ordinary spanners, special spanners shall be provided.
The length of the screwed portion of the bolts shall be such that no screw
thread may form part of a shear plane between members.
Taper washers shall be provided where necessary.
Protective washers of suitable material shall be provided front and back or
the securing screws.
2 No., anti-theft fasteners of steel on two diagonally opposite corners of the
tank shall be provided. All nuts & pins shall be adequately locked.
5.15. MOUNTING ARRANGEMENT :
The under base of all transformers shall be provided with two 75X40 mm
channels 460 mm long with holes to make them suitable for fixing on a platform or
plinth
5.16. OVERLOAD CAPACITY
The transformers shall be suitable for loading as per IS: 6600/ 1972
6. TESTS :
a) All the equipment offered shall be fully type tested by the bidder or his collaborator
as per the relevant standards including the additional type tests mentioned at
clause 6.2. The type test must have been conduced on a transformer of same
design. The Bidder shall furnish four sets of type test reports along with the offer.
Offers without type test reports will be treated as Non-responsive.
The type test certificates should not be more than three years old on the date of
bid opening.
b) Special tests other than type and routine tests, as agreed between
purchaser and Bidder shall also be carried out as per the relevant standards.
c) The requirements of site tests are also given in this clause.
6.1. ROUTINE TESTS:

6.2. TYPE TESTS TO BE CONDUCTED ON ONE UNIT:
In addition to the Tests mentioned in para 6.1 following Tests shall be conducted.
6.2.1. Temperature rise test for determining the maximum temperature rise after
continuous full load run. The ambient temperature and time of test should
be stated in the test certificate.
6.2.2. Impulse voltage test: As per Clause No. 13 (With chopped wave) of IS -
2026 part-III latest version. BIL for 11KV shall be 95 KV Peak instead of 75
KV.
6.2.3. Air Pressure Test: As per CI. - 22.5 of IS- 1180/part-I/1989.
6.2.4. Short Circuit withstand test: Thermal and dynamic ability.
6.2.5. Magnetic Balance Test
6.2.6 The prototype transformer on which type test got conducted shall be
supplied to UHBVN/ DHBVN duly sealed after completion of type testing in
the beginning itself before commencement of supply. The bidder shall
furnish an affidavit that all his balance transformers shall meet with
prototype in all respects (internal & external). The Nigam can randomly
select any transformer & verify the internal / external details with the
prototype sample at any time during warranty period.
Type test certificates for the tests carried out on prototype of same
specifications shall be submitted along with the bid.
The purchase may select any transformer from the offered lot for inspection
during subsequent lots for carrying out temperature rise test from any Govt.
approved lab. Further the purchaser may select the transformer for type tests
randomly. The type test report(s) submitted by the bidder/ supplier from any NABL
accredited laboratory shall be acceptable for participation of the bidder in the
procurement/ empanelment process. In case NABL accredited laboratory happens
to be that of manufacturer itself added precaution shall be taken to get type test
and other tests witnessed in the laboratory by Nigam representative at the time of
acceptance of material.

6.3. TESTS AT SITE: The purchaser reserves the right to conduct all tests on
Transformer after arrival at site and the manufacturer shall guarantee test
certificate figures under actual service conditions.
6.4. ACCEPTANCE TESTS: The transformers shall be subjected to the following
routine/acceptance test in presence of purchaser’s representative at the place of
manufacture before dispatch without any extra charges. The testing shall be
carried out in accordance with IS: 1180 and IS: 2026 with latest amendments.
6.4.1. Checking of weights, dimensions, fitting and accessories, tank sheet
thickness, oil quality, material, finish and workmanship as per GTP/QA Plan
and contract drawings.
6.4.2. Physical verifications of core coil assembly and measurement of flux density
of one unit of each rating, in every inspection with reference to short circuit
test report.
6.4.3. All tests as specified in clause 6.1
6.4.4. One transformer per lot shall be tested at NABL accredited independent
laboratory for performance measurement at free of cost.
6.5. TOLERANCES: Unless otherwise specified herein the test value of
transformers supplied would be within the tolerance permitted in the relevant
standards. No positive tolerance is allowed on guaranteed 50% Load and 100%
Load losses.
7. INSPECTION:
7.1 STAGE INSPECTION
The purchaser's representative may carry out stage inspection of the transformers
during manufacturing / assembling stage. The purchaser shall have absolute right
to reject the raw material/component / sub assemblies or complete equipment not
found to be conforming to the requirement of specification or being of poor quality /
workmanship. The stage inspection will particularly include following tests / check
besides the general Routine tests to be conducted during manufacturing stages as
per manufacturer's standard practice.
a) Physical inspection / checking of winding insulating material, core material for
annealing and prime quality and other accessories /fitting of Transformer.
b) Measurement of Core area and flux density.
c) Verification of HV & L.V coils, conductor’s size, I.D., O.D., Axial length, Weight,
Insulation covering etc.
d) Measurement of thickness of tank plates (Top, bottom and sides) and to conduct
air pressure & vacuum tests as specified in the specification, to ensure the
adequate strength of the transformer tank body.
e) Sample testing of core material for checking specific loss and thickness of core
plates.
f) Visual and dimensional check during assembly stage of core.
g) Check for proper provisions of spacers and bracing outline drawing, provision for
all fittings, finishing etc. The purchaser at his option may collect the sample of the
following raw material / component for independent testing:

a) CRGO Lamination - One specimen sheet of 300- 500 mm length and 50-75 mm
width ( for each lot)
b) HV Winding wire- 1250 mm length specimen for each type
c) LV Winding wire- 1250 mm length specimen for each type
d) Transformer oil - 2 samples of 5 Liters each
To facilitate stage inspection, the supplier should intimate complete schedule of
manufacturing programme of the transformers at least 15 days in advance to the
concerned purchasing authority. At least 25% of the transformers shall be offered
in the shape of finished core - coil assembly. The inspecting officers during the
course of stage inspection may seal these core-coil assemblies.
e) The manufacturing program shall not be interrupted in case purchaser's
representative does not reach within seven days of the date of intimation.

7.2 All tests and inspection shall be made at the place of manufacturer and
unless otherwise especially agreed upon the manufacturer and the
purchaser at the time of purchase. The manufacturer shall afford the
inspector representing the purchaser all reasonable facilities, without charge
to satisfy him that the material is being furnished in accordance with
specification.
The bidder shall give 15 days (for local supplies) and 30 days (in case of
foreign bidders) advance information to enable the purchaser to depute his
representative for witnessing acceptance routine tests.
The manufacturer shall provide all services to establish and maintain quality
of workman ship in his works and that of his sub-contractors to ensure the
mechanical/electrical performance of components, compliance with
drawings, identification and acceptability of all materials, parts and
equipment as per Nigam intends to purchase only High Quality material. For
this purpose stringent testing of the material can be done. Inspection can be
got done from third party Inspection agency or from Nigam’s own officers.
Nigam reserves the right of 100% testing of the transformers. The details of
source of material shall be supplied duly filled as per Annexure-III.

8. QUALITY ASSURANCE PLAN:


8.1. The Bidder shall furnish following information along with his bid. Information
shall be separately given for individual type of material offered.
8.1.1. Statement giving list of important raw materials, names of sub-supplies for
the raw materials, list of standards according to which the raw materials are
tested. List of tests normally carried out on raw materials in the presence of
Bidder’s representative, copies of test certificates.
8.1.2. Information and copies of test certificates as in (1) above in respect of
bought out accessories.

8.1.3. List of manufacturing facilities available.


8.1.4. Level of automation achieved and list of areas where manual processing
exists.
8.1.5. List of areas in manufacturing process, where stage inspections are
normally carried out for quality control and details of such test and inspection.
8.1.6. List of testing equipment available with the bidder for final testing of
equipment along with valid calibration reports shall be furnished with the bid.
Manufacturer shall posses 0.1 class instruments for measurement of losses.
8.1.7. Quality Assurance Plan (QAP) with hold points for purchases inspection as
per Annexure.
8.2. The successful Bidder shall within 30 days of placement of order submit
following information regarding list of new materials as well as bought out
accessories and the names of sub-suppliers selected from those furnished
along with offer.
9. DOCUMENTATION:
The Bidder shall furnish along with the bid the dimensional drawings of the
stems offered indicating all the fittings.
9.1. Dimension’s tolerances

10. PACKING & FORWARDING:
10.1. The packing shall be done as per the manufacturer’s standard practice.
However, it should be ensured that the packing is such that, the material
would not get damaged during by Rail/ Road/ Sea.
10.2. The marking on each package shall be as per the relevant IS.
11. MANDATORY SPARES:
Mandatory spares shall be supplied as per the purchaser’s requirement.
12. COMPLETELY SELF PROTECTED (CSP) FEATURES
The transformers shall have the following CSP features:
12.1. Internal HV fuse on the HT side of transformer:
Specification for the HV fuse: Expulsion/any other suitable type of
fuse placed in series with the primary winding. The fuse is mounted normally inside
of the primary bushing for the three phases and it is connected to the high voltage
winding through a terminal block. This has to protect that part of the electrical
distribution system, which is ahead of the distribution transformers from faults,
which occur inside the distribution transformers i.e. either on the windings or some
other part of the transformers. It shall be ensured that the fuse does not blow for
faults on the secondary side (LT side) of the transformer i.e. the blowing
characteristics of the fuse and LT breaker shall be so coordinated such that the
fuse shall not blow for any faults on the secondary side of the transformer beyond
LT breakers and those faults shall be cleared by the LT breaker only.

12.1.1. Internally mounted oil immersed LT breaker on the LV side of the


transformer:
12.1.1.1. 3 Pole LT circuit breaker: All LT faults after the breaker shall be clear
by this breaker. As such it shall be designed for perfect coordination with
the HT fuse link. The bidder shall furnish the time/current characteristics of LT
circuit breaker of 11 KV fuses for various current multiples.
The two characteristics shall be drawn on the same sheet to indicate coordination
between the circuit breaker and fuse. The Bidder shall carry out coordination test as
indicated above and this forms one of the tests as for acceptance test.
The breaker shall be coordinated thermally with the transformer design to follow
closely the variations of coil acceptance test.
The breaker shall be coordinated thermally with the transformer design to follow
closely the variations of coil temperature due to fluctuating load and ambient
temperatures.
This is to be accomplished by connecting the breaker in series between the
secondary windings and the secondary bushings. The breaker shall be located in the
same oil as the core and coil assembly so that the bimetal are sensitive to the temperature
of oil as well as the load current
The circuit breaker shall also be closed and opened manually standing on ground.
The current carrying parts of breakers shall be copper plus a set of copper tungsten
current interrupting contacts.
The cross section of the current carrying parts of the breakers shall withstand the
full load current at a current density not more than 2.5 A/Sq.mm (for additional mechanical
strength the area should be more).

5. GENERAL DESIGN OF SWITCHGEAR PANELS:

5.1 OPERATING MECHANISM:

The vacuum type circuit breaker shall be tri! free and the breaker control shall be draw out
type. The VCBs shall be suitable for operation from 24 DC auxiliary supply. The operating
mechanism shall be motor operated spring charged type. There shall be provision (s) for
manual charging of closing spring and emergency hand trip. The motor used for the
purpose will be suitable for 240 V AC. All auxiliaries shall be supplied from AC and
arrangement shall be made for automatic switch over to DC in case of AC supply failure.
The operating mechanism shall works satisfactorily between 85 -110o/o of rated supply
voltage.

5.2INSTRUMENT PANELS:

Each unit shall have its own instrument panel provided at the top & complete with small
wiring connections from relays, instrument transformers, metering instruments, indicating
instruments, selector switches & circuit breaker control switch. All wiring shall be carried out
by using stranded single annealed copper conductor, insulated with poly vinyl chloride
insufation suitable for 650 V service and in accordance with lS: 732 - 1963. CT/PT circuits
shall use wire of not less than 2.s mm2 cross -
sectional area whereas
control/alarm/supervision circuit shall use wire of not than 1.5 mm2 cross - sectional area.
All wires will be continuous from one terminal to the other and also will have no T - Junction
enroute. The connections shall be securely made with the help of suitable connecting lugs
duly crimped on the copper conductor. The meters and relays shall be mounted in a
convenient position so as these are readily accessible for inspection or repair. The terminal
board provided in the instrument panel of VCBs will be made of molded dielectric having
brass studs, washers, holding nuts & locking nuts. All holding nuts shall be secured oy
locking nuts. The connection studs shall project 6 mm from the lock nut surface. No OTHER
TYPE OF TERMINAL BORAD lS ACCEPTABLE. The panels shall have a degree of
protection of lP - 4X. The leads from the metering CTs shall be directly terminated at TTB
and there from at the KWH meter with a provision to seal TTB and KWH meter. The said
. CT leads will be effectively concealed to prevent their tempering enroute as well as at TTB.
Similarly PT leads from secondary box of the PT to TTB & there from to energy meter,
including inter panel PT leads, will also be effectively concealed to prevent their tempering.
The mode and extent of concealing the metering leads of CTs & PTs, to prevent their
tempering (by unscrupulous operating personnel), will be discussed and mutually agreed
upon with the successful bibber (s). TTB, used on the instrument panel, should be suitable
for front connections.
Earthing of current free metallic parts or metallic bodies of the relays switches mounted on
the instrument panel and metal enclosed switchgear shall be done by a suitable sized
copper conductor. Eafth bus made of 25 X 3 mm bare copper flat will be extended through
entire length of 1'1KV switch-board with suitable provision to connect it to the sub-station
earth at the extremities. The earthing arrangement will meet with the requirements laid
down in lS:3427, read with its latest amendments.

5.3 INSTRUMENT TRANSFORMER:

The secondary voltage & current rating of the instrument transformers shall match with the
metering and protective equipment. The CTs shall have ratio & accuracy class as
mentioned in the schedule of requirement. The CTs shall be wound/ring type in accordance
with their ratings. The terminal boards, associated with REF CTs &Over Current / Earth
Fault Protection CTs will be of disconnecting type, having short circuiting facility & thus

The neutral point, of star connected secondary windings of instrument transformers, shall
be earthed to the main earth bus referred to in concluding paragraph of clause 5.12.
Multiple earthing of any instrument transformers shall be avoided.

5.4 BUS - BAR:

All the panels shall be provided with insulpted copper bus bar of 1200 Amps current rating
for all switches boards. These shall be cohnected in a separate moisture and vermin proof
sheet metal chamber. The bus - bar connection & insulator supports shall be mechanically
strong & rigidly supported so as to withstand the stresses, generated by vibrations, variation
in temperature and severe short circuits. The bus - bar should be in horizontal formations to
enable DHBVN to connect with existing Circuit Breaker Panel Board without any difficulty in
matching. The Adopter Panel, if required to match the loose panelwith the existing panels,
shall be prepared / fabricated as per site conditions by the Nigam at its own cost.

The bus - bar shall be supported on insulator at short intervals, keeping adequate clearance
between the bus bar and earth. The bus - bar chamber shall be provided with inspection
cover with gaskets & bus bar shutters. Provision shall be made for future extension of bus
bar & switch board.

5.5 LIMIT OF TERPERTURE RISE:

The temperature rise, of current carrying parts, shall not exceed the permissible limits
above the ambient temperature as per relevant standards (latest edition).

5.6 BUSHING INSULATORS:

These shall comply with latest version of lS: 2099 in all respects.

5.7 DISCONNECTORS OF CIRCUIT BREAKER & THEIR INTERLOCKS:

All disconnectors (isolators) of 11KV VCBs & interlocks between different pieces of
apparatus, provided for reasons of safety & for convenience of operation of switchgear,
shafl meet with the requirement of lS 3427 - 1969 read with its latest amendment.

5.8 CABLE BOXES:

Each 11 KV incoming VCBs shall be provided with cable boxes, complete with jointing kits
& sealing material for receiving 3 Core, 11 l(/ XLPE type outer PVC sheathed cable of size
630 mm" (Panel with CT ratio 900-450/5-5-5-5A for 12.5 MVA PTR,600-300/5-5-5-5 A for
.16MVA pTR). The outgoing 11KV VCBs, including 11KV capacitor controlling VCB, shall be
provided with cable boxes suitable to receive 3 Core, 11 KV XLPE type outer PVC
sheathed cables of size up to 300 mm' (Panel with CT ratio 400 - 200/5-5-5A). The 11 KV
station transformer VCB shall be provided with cable boxes (Epoxy Resin Type ) suitable to
receive 3 Core, 1 1KV XLPE type outer PVC sheathed cables of size up to 50 mm2 (Panel
with CT ratio 60-30/5-54). Each cable box shall have vertical entry from below. These cable
boxes shall be complete in all respects, including cable glands of requisite size. lt is clarified
that one jointing kiUcable box is required to connect one 11KV XLPE cable with one 11KV
VCBs. No separate (extra) jointing kit is required.

5.9 RELAYS:

All relays shall be numeric (with RS -Port & SCADA compatible) except the relays for DC
failure supervision alarm, annunciation scheme, shall be draw out type and mounted

on the front of each circuit breaker control panel in a flush pattern case. All relays shall be
provided with testing facilities. In case the same cannot be provided within the relay, a

The relays shall conform to the latest edition of lS: 3231. The relays shall not operate at a
current equal to or less than the setting. The minimum operating current shall not exceed
110% of the setting. The coils & CT circuit of the relay should be suitable to withstand the
minimum operating current continuously, in case the minimum operaiing current is around
110o/o. The relays covers and cases shall be dust tight, moisture and vermin proof.
Operation Indicators shall be provided oh all relays and on their immediate auxiliaries for
indication, regarding type of fault and phase involved. lt shall be possible to reset the
operation indicator, without opening the relays covers. All relays shall be tested at
manufacturer's works and test certificates got approved, before dispatch of material. The
bidder shall submit the descriptive and pictorial literature, in quadruplicate, in respect of
each relay proposed, along with the tender. All relays in the specification shall be suitable
for 24V DC auxiliary voltages.

5.10 ALARM EQUIPMENTS:

The incoming feeder panel shall be provided with one alarm bell and alarm indicating
auxiliary relays. lt shall indicate tripping of circuit breaker, under fault conditions, with the
help of auto trip lamp and alarm. lt shall be complete with the indicating lamp and push
button switches for'Accepts" and "Resets" alarm.

Volts (Phase - Phase Voltage), having accuracy class 1.0 with digital display.

NOTE: Routine test certificates of all the indicating & integrating instruments will be
submitted along with the routine test certificates of 11 KV switchgear.

5.13 PADLOCK:
Padlock or some other arrangement of approved design shall be provided for locking the
equipment in 'OFF' position. All locks shall have two keys, in addition to the master key
which shall be provided for each panel set. Approved racks or cabinets, for accommodation
of padlocks and keys while in use, shall be provided along with each panel set and it shall
be suitably labeled and numbered for identification.

5.1 4 AUXILIARY SWITGHES:

In addition to the auxiliary contacts required for normal operation, each circuit breaker shall
be provided with 2 NO & 2NC spare auxiliary contacts duly wired up to terminal block.

5.17 TRIPPING FROM REMOTE:

Suitable arrangement should be provided to make it possible for the Nigam to trip 11 KV
VCB from the remote end, through a communication system to be provided by the Nigam,
in case the breaker is on & certain preset conditions, to be decided later on.

6. PROTECTION SHEMES:

6.1 FOR INCOMING PANELS:

Each incoming panelshallbe provided with a single pole restricted earth fault relay, suitable
for 5 Amps C.T. Secondary, with a setting range of 10% to 4oo/o of 5 Amp (strictly in steps of
5%). The relay shall be housed in draw out flush pattern case.

The backup protection shall be in the form of combined over current and earth fault relay,
consisting of two over current & one earth fault unit which shall be triple pole having inverse
definite minimum time (l.D.M.T.) characteristics with a 3110 time current curve i.e. the relay
operating time shall be 3 Second at 10 times the plug setting with T.M.S = 1. The two outer
elements of the relay shall be arranged for over current protection and shall have a setting
range of 5O - 200o/o of 5 Amps, adjustable in suitable equal steps by means of plug boards
The central element shall be used for earth fault protection with a setting range of 20 - 80%
of 5 Amps, adjustable in suitable equal steps by means of a plug board. Each of the three

6.2 FOR OUTGOING FEEDER PANELS:

The backup protection shall be in the form of combined over current and earth fault relay,
consisting of two over current & one earth fault unit which shall be triple pole having inverse
definite minimum time (l.D.M.T.) characteristics with a3l1O time current curve i.e. the relay
operating time shall be 3 Second at 10 times the plug setting with T.M,S = 1. The two outer

have low transient over reach with a high pickup / drop out ratio. The high set instantaneous
element shall be so wired so as to take this element (instantaneous) out of circuit, if so
desired by the Nigam, at any time during the operation of equipment.

6.4 FOR 11KV CAPACITOR CONTROL PANEL:

The 11KV capacitor control panel shall be provided with the following protection.

6.4.1 The backup protection shall be in the form of combined over current and earth fault
relay, consisting of two over current & one earth fault unit which shall be triple pole having

the three elements shall be fitted with shunt reinforcing unit with hand reset operation
indicator.

6.4.2For the protection of the bank against unbalancing, an inverse time Neutral Voltage
displacement relay having setting 5.4,7.5, 12.5 and 20 volts and suitable for 190 V AC
operation shall be provided. The relay will be fed from the open delta connected secondary
of residual voltage transformer (Discharge coil) and shall have suitable Setting range to
afford adequate protection to the capacitor bank against unbalancing.

6.4.3 For over voltage protection of the capacitor bank, over voltage relay; having setting
range of 110o/oIo 170%in steps of 10% & rated for 110 Volts A.C. supply, obtainable from
the secondary of 11KV Bus P.T's mounted on 1 1KV Incoming Panel shall be provided'

6.4.4 For under voltage protection of the capacitor bank, under voltage relay; having setting
range of 50% to g0*n steps of 10o/o & rated for 110 Volts A.C. supply, obtainable from the
sec-ondary of 1 1KV Bus P.T's mounted on 1 1KV Incoming Panel shall be provided.

6.4.5 1O minute adjustable timer contact shall be wired in series with the closing circuit so
as to ensure that the capacitor bank is fully discharged, once it has been switched OFF.

7. FREQUENCY OF OPERATION:

Mosly the VCB panels are expected to be used for feeding heavily concentrated load. As
such they are expected to be subjected to frequent tripping due to overload & earth fault.
Any specific design features, adopted or proposed to be provided, by the bidder in the
switchgear on this account should be indicated clearly in the tender.

11. DEVIATION FROM SPECIFICATION:

Should the tender wish to deviate from the provisions of the specifications, either on
account of manufacturing practice or any other reasons, he shall draw attention to the
propoied point of deviation in the tender and submit such full information, drawing and
specification so that merits of his proposal may be fully understood. The specification shall
be held binding unless the deviations have been fully accepted as requested.

The successful tenderer(s) may be called to arrange for training of Nigam,s


Engineer/Technician's at their works so as to make them familiar with the manufacture and

14. PLACE OF MANUFACTURE:

The bidder shall state the place of manufacture, testing and name of the manufacturer of

be rejected and bidder shall arrange to supply the replacement within thirty (30) days of
such detection at his cost including to & fro transportation. In addition to this penalty
@10% of cost of the inspected lot of material shall be imposed.

23. GUARANTEEMARRANTY:

The supplier shall be responsible to replace, free of cost, with no transportation or


insurance cost to the Purchaser, up to destination, the whole or any part of the product
which in normal and proper use proves defective in quality or workmanship, subject to
condition that the defect is noticed within 36 months from the date of receipt of material in
stores or 30 months from the date of commissioning whichever period may expire earlier.
The consignee or any other officer of Nigam actually using the product will give prompt
notice of each such defect to the supplier. The replacement shall be effected by the
supplier within a reasonable time, but not in any case exceeding 45 days. The supplier
shall, also arrange to remove the defect within a reasonable period, but not exceeding 45

SURGE ARRESTORS WITH POLYMERIC HOUSING

1 SCOPE
This specification covers the design, manufacture, assembly, testing at
manufacturer’s works, supply & delivery at site and performance
requirements of 9KV, (5KA) gapless zinc oxide, polymeric housed
station type outdoor surge arrestors as specified hereunder and in the
schedule of Quantity/ Price Schedule. Any equipment not specially
mentioned but required for satisfactory operation of surge arrestors in
the opinion of the tenderer must be included in the scope of bidder.

2 DEFINITIONS:-

2.1 SURGE ARRESTOR:-


A device designed to protect electrical apparatus from high
transient over-voltages.
2.2 GAPLESS ZINC OXIDE SURGE ARRESTOR:-
A surge arrestor having one or several non linear zinc oxide
resistors with highly non linear voltage-current characteristics,
connected in series, but having no integrated series or parallel
spark gaps.

2.3 POLYMERIC HOUSED SURGE ARRESTOR:-


A surge arrestor with a housing made of polymeric material
without air voids neither between the housing and the zinc
oxide resistor nor the housing itself. Arrestors must have
directly moulded housings. Arrestors manufactured by slip-on
premoulded housing will not be accepted in view of weak
interface between the housing and the assembled disc.

2.4 SHORT CIRCUIT TEST / MODE OF FAILURE PERFORMANCE:-


Behavior of the arrestor, during and after a simulated internal
failure with different power frequency short circuit currents.

2.5 BONDING BETWEEN HOUSING AND ZINC OXIDE RESISTORS/


INTERFACIAL SEALING:-
The adhesion between the polymeric housing and the zinc-oxide
resistors or any other metallic or non-metallic parts inside the
housing must be strong enough, homogeneous, robust and
resistant to thermal cycles and environmental stresses.

4.4 ACCESSORIES:-

The mounting accessories should be designed to match all electrical


and mechanical requirements specified for the arrestor.

4.4.1 MOUNTING:-
Arrestors should be suitable for Vertical and Horizontal Mounting as
required.

4.4.2 TERMINALS:-
Terminals should be made of M10 Bolts to allow the connection of line
and ground leads.

4.4.3 DISCONNECTORS: -The arrestors should have a safety device


(arrestor disconnector) for outdoor, duty, in the event of failure to
prevent a persistent fault on the system & to give visual indication of
the failed arrestor to facilitate its timely replacement. Arrestor
disconnector will also conform to either IEC 99-4 of 1991 or
IS:3070(part-I & III) Detailed drawing and dimensions will be
submitted along with G.A. drawing of LA’s.

4.5 CORROSION PROTECTION:-


The arrestors and all its accessories shall be adequately protected
against corrosion. All exposed ferrous components, unless of stainless
steel or other non corrosive metal, shall be hot dip galvanized.
Hardware shall be of stainless steel.

5 TESTING:-

The arrestors should be tested in accordance with the latest standards


as per IEC 60099-4 : 2004-05 standard.

5.1 LOCATION OF TESTS:-

Routine Tests shall be carried out in factory premises.


Type Tests shall be carried out in the laboratories of an accredited
independent test institute/ lab.
Relevant type test certificates issued by the accredited independent
test institute/ lab are mandatory.

The manufacturer should carry out the following type tests in
accordance with the latest version of the specified standards/
documents to ensure the performance of the offered design.

a. Insulation withstand Test on Arrestor Housing


b. Residual Voltage Tests
c. Long Duration Current Impulse Withstand Test

d. Operating Duty Test


e. Partial Discharge Voltage Test
f. Accelerated Ageing Test
g. Power Frequency Voltage Test

In addition to above following test shall be performed:-

a. WEATHER AGEING TEST:-


The arrestors shall prove its resistance against pollution by
passing the following type test:-
-1000hrs Salt Fog Test in accordance with IEC 60099-4:2004-
05 Standard at maximum continuous operating voltage Uc
applied.

b. SHORT CIRCUIT TEST/ MODE OF FAILURE TEST:-


The arrestor should have proven its withstand capability with
respect to internal failures by passing the following type tests:-

Short Circuit Test in accordance with IEC 60099-4:2004-05


Standards. The recommended procedure shall be used for
testing:

- The minimum symmetric fault current shall be 16KA rms


for a minimum period of 0.2 Sec for high current short
circuit test. The fault current shall be initiated preferably by
prefailing the arrestor within 5 + 3 minutes with a power
frequent AC Voltage.
- For low current short circuit test, the test shall be
performed only by over voltage method.
- During the test no parts must be ejected and the arrestor
has to maintain its integrity. All flames must self extinguish
within one minute after the test.

5.3 ROUTINE TESTS:-


The manufacturer shall carry out the following routine tests on
each single arrestor in accordance with IEC 60099-4:2004-05
Standard.

- AC Reference Voltage Test (Final Arrestor)


- Partial Discharge Test (Final arrestor including Hardwares/
Accessories)
- Residual Voltage test (Final arrestor or Zinc Oxide resistors)
- The Manufacturer shall provide a Routine Test Report
including all relevant details with respect to the test limits.
On request, the manufacturer shall also provide a routine
test protocol including all measuring results.
- Sample Tests are not acceptable.

5.4 ACCEPTANCE TESTS:-

The manufacturer shall carry out acceptance tests as per


IEC:60099-4:2004-05 Standard.

5.5 DRAWING AND LITERATURE


In addition to any other drawing which is the tenderer may like to
following drawings shall be enclosed with the tender :-

i) Drawing showing the outline of the complete surge


arrestor.
ii) Drawing showing cut away view of the surge arrestor.
iii) Drawing showing details of pressure relief device.
iv) Drawing showing height of complete unit from base to line
terminal, minimum centre to centre recommended
spacing between arrestors.
v) Drawing showing mounting detail.
vi) Drawing showing details mounting structure with
foundation details.
vii) Drawing showing details of terminals.
viii) The detailed dimensional drawing of porcelain housing
(internal diameter, outer diameter, thickness and
insulator details such as heights, profile or petticoats and
total creep age distance).

6 MARKING:-
Each arrestor shall be provided with a name plate bearing the
following information as a minimum, in English language:-

- Arrestor Type
- IEC Standard
- Continuous operating voltage Uc
- Rate Voltage Ur
- Nominal Discharge Current
- Rated Short Circuit Current
- Manufacturer’s Name or Trade Mark
- Year of Manufacturer

7 QUALITY ASSURANCE:-
The manufacturer should be certified in accordance with ISO 9001.
The supplier has to provide a copy of a valid certificate along with his
quote.
Relevant Manuals shall be presented upon request to purchaser/
utility.

8. PACKING AND SHIPMENT:-


Arrestor shall be securely packed, complete with all accessories in
strong non returnable boxes in such a manner as to prevent damage
during shipment.

9 COMPLETENESS OF EQUIPMENT
Any fitting, accessories or apparatus which may not have specifically
been mentioned in these specification but which are otherwise usual
or necessary in the equipment of similar plant shall be included in the
contract and shall be supplied by the contractor without extra
charges. All plants and equipment shall be complete in all details,
whether such details are mentioned in the specification or not.

10 CLIMATE CONDITION: - As per Section “AA”
