Message

Introduction
To our City Mayor, Hon. Oscar S. Moreno, to our City Vice Mayor, Hon.
Raineir Joaquin “Kikang” Uy, to the City Councilors of the 19 th City
Council, distinguished guests, department heads, fellow employees,
GOOD MORNING!

COVID-19 pandemic devastated not only the city but the whole world. It
has taken many lives of young and old, regardless of gender. Cagayan
de Oro was not exempted; we had our fair toll of problems encountered
since March this year.

Cagayan de Oro through the leadership of City Mayor Oscar S. Moreno


did not falter. Instead he chose the road less travelled. He accepted
more LSi’s and APORs to be admitted in the city. To serve under his
leadership makes me a proud Kagay-anon.

Mandate and PRIMEHAT

As part of the 8 point agenda PRIMEHAT, under Revenue there is


efficiency in the collection efforts. We are continuously striving hard in
increasing revenues without necessarily increasing or adding taxes.

Income Trend

Ang opisina nakapangolekta sa total nga 8,832,107.8 sa first quarter sa


karon nga tuig o 38.68% increase kompara sa income sa first quarter sa
tuig 2017. With the present COVID-19 pandemic crisis, EWTPM and
CEED in coordination of Committee Chairman on Economic Enterprise,
Hon. Ian Mark Q. Nacaya recommended the suspension of stall rentals
in all public markets and terminals in the City to address the present
financial and livelihood condition of all our stallholders.

Consequently, through the issuance of Ordinance No. 13843-2020, na-


suspend ang imposition of Stall Rental Fees in all Public Markets and
Terminals of Cagayan de Oro City. However, the management of
EWTPM is very pleased that all operations in Westbound Vegetable
Landing Area have been sustained and entrance fees at Westbound
Public Market has not been suspended amidst the pandemic crisis
whilst enabling farmers, stallholders and the local government to be
income generating. The City Government through East & Westbound
Terminals & Public Market help farmers get food to consumers even
during the pandemic crisis. As Cagayan de Oro and its neighbouring
provinces were placed in quarantine, it also is expected that some
farmers could not go into their fields to pick crops and, although trucks
were available, drivers were staying at home.

Nonetheless, as an economic hub, the local government of Cagayan de


Oro ensure that food is moving, farmers still earns and food supply is
adequate through sustaining the operations of Westbound Vegetable
Landing Area.

So far as the market trend is concern, Westbound Terminal and Public


Market experienced a modest average increase in generated income,
garnering a total collection of 18,214,285.42 from January to 14 th of
October 2020. This is relative to the declaration of a State of National
Health Emergency with regards to COVID-19 pandemic. Putting the
entire City of Cagayan de Oro in GENERAL COMMUNITY
QUARANTINE, closing small and non-essential businesses impacted
the income collected in the public market and terminal.

Adding the strict implementation of curfew hours, suspension of rental


fees and the temporary no-operation in the WESTBOUND TERMINAL
crippled not just the business sector but including the collected revenues
of EWTPM.

Twist of Fate

EWTPM has proven itself resilient and has established strong culture of
EXCELLENCE AND GOING THE EXTRA MILE MINDSET among its
personnel and the management.

Although, a lot of the public markets will put on hold during the first
wave, Westbound Public Market in Bulua remained open to service not
only Mindanao but the entire Philippine Archipelago. As we all know,
Westbound Public Market helps provide food on the table for the Luzon
and Visayas regions. We cannot stop the flow of essential goods such
as food in the supply chain.

Virus sa Pagtabang

On April 9, 2020 in the breaking dawn of the pandemic, a movement has


stirred the public. EWTPM in partnership with COFAMTA and the Market
Block Chairmen initiated the “Virus sa Pagtabang.” The aim of the
movement is to provide basic goods and essential products to the
greatly affected areas of COVID-19 and the Frontliners who were
stationed in the frontiers.

COVID-19 RESPONSES

Following the implementation of the non-medical and minimal health


protocols, Westbound Public Market through its stakeholders mobilized a
composite team of EWTPM personnel, PNP COCPO7 officers to strictly
implement the protocols, the management then addressed the
stallholders to provide individual footbath, alcohol, and to maintain one
meter physical distance among market goers, and the constant
inspection of Barangay Exit Pass. Until the present, this team
continuously monitor the mandated preventive protocols.

Projects and Programs

Amidst the pandemic we are currently in, the EWTPM unceasingly


moved forward all infrastructure projects without delay. Right now, we
had started the construction of a Day Care Center and the Gender Help
Desk in the PUB Terminal and we are in near completion of the PUJ and
PUB Terminal Comfort Rooms. WE are also proud to say we had
completed the repair of the canopies in the entire market and terminal
areas.

Future of EWTPM

EWTPM aims to be a self-sustainable department that import and export


vegetables, fish, and other food essentials to other ASEAN nations. An
integrated FOOD HUB by 2025, having 200 ton capacity cold chain
facility to service the farmers in the region. A FOOD HUB with a very
own processing facility implementing the strict laws on Food Handling
and storage, following the Good Agricultural Practices and Food Safety.

Closing message

EWTPM under the chairmanship of City Councilor Ian Mark Q. Nacaya


showed significant performance in sustaining the operations of all public
market. Even with the trials and circumstances with COVID-19, the
department remained strong in upholding public service through the
culture of “GOING THE EXTRAMILE.”

We are now in the realm of the unknown, unknown enemy, unknown


vaccines, but what we know is that we can prevent it. Let us continue to
follow the health protocols and preventive measures. Wear mask and
faceshield, do frequent hand washing, maintain one meter distance,
avoid social gatherings, eat healthy foods, exercise, and pray to the
